Short answer: decide at the use-case level, not with a company-wide slogan. For most teams, the strongest default is hybrid: buy managed foundation-model access and commodity platform controls, then build the proprietary data, retrieval, workflow orchestration, evaluation, user experience and governance that create an advantage. Build more deeply when the capability is strategically unique or demands exceptional privacy, portability or control. Buy or adopt when speed, mature tooling and limited internal capacity matter most.

Why this decision needs a use-case scorecard

“Build versus buy” is not one decision. A customer-support copilot, a regulated claims assistant, an internal coding tool and a product feature can have completely different requirements. A company can rationally buy one capability, build another and combine both in a third.

Deloitte’s 2025 framework evaluates four broad factors: strategic fit, budget constraints, market considerations and data privacy. Its detailed considerations include competitive advantage, speed to value, total cost of ownership, internal skills, tool availability, existing-stack capability, privacy and regulatory requirements. Apply those factors to each proposed use case and record the assumptions behind every score.

Current adoption data also argues against treating prototype volume as success. In an Access Partnership with AWS survey of more than 3,739 organisations across nine countries, 45% of IT decision-makers selected generative-AI tools as their top 2025 IT-budget priority, compared with 30% who selected security tools. Ninety percent reported deploying generative-AI tools, but only 44% had progressed beyond early testing to production. Organisations ran an average of 45 AI experiments in 2024, while only 20 were expected to reach end users by 2025. A production outcome, not a large experiment count, should be your principal measure.

The same survey found that 65% planned vendor collaboration for deployment and that most were customising pre-existing models. That combination supports a hybrid starting point, rather than an automatic decision to train or host a foundation model yourself. McKinsey reported in 2024 that only 30% of surveyed organisations using generative AI in IT or software engineering had seen significant quantifiable impact. Set a measurable baseline before you scale.

The seven questions that determine the answer

Use a weighted scorecard for one use case at a time. Give each axis a weight that reflects your business, score build, buy and hybrid options, and document evidence rather than intuition.

Decision axis Questions to answer Signals favouring build Signals favouring buy or adopt
Strategic differentiation Will this create a product, process or proprietary-data advantage that competitors cannot easily purchase? The workflow or data is central to your strategy and difficult to copy. The capability is common and does not distinguish your offer.
Speed to value How soon must a safe production outcome be delivered? You can tolerate a longer programme to gain control. A business deadline requires a proven service quickly.
Total cost of ownership What will model or API usage, engineering, data work, evaluation, security, observability, support, upgrades and exit work cost over three years? Long-term volume or strategic value can amortise a substantial platform investment. Usage is uncertain, volumes are modest or specialist hiring would dominate costs.
Skills and operating model Can you staff platform engineering, data engineering, security, model evaluation and product ownership? Those teams already exist and can operate a 24/7 service where needed. Internal specialists are scarce or are needed for higher-value work.
Privacy and regulation What data classes, residency, retention, audit and human-oversight obligations apply? Available services cannot meet a control objective, residency rule or oversight requirement. A vendor provides verifiable controls that satisfy the requirement.
Integration and quality Can the option connect to systems of record and meet accuracy, latency, reliability and escalation targets? Unique integrations, deterministic rules or specialised evaluation are required. Standard connectors and a vendor’s tested service meet the target.
Portability and concentration Can models, prompts, retrieval indexes and evaluation assets move if terms or economics change? Control of the serving stack or open interfaces is strategically important. Switching costs are acceptable and the contract protects your data and assets.

Weight the axes explicitly. For example, a regulated medical workflow may assign more weight to privacy, auditability and human review than to launch speed; a marketing-draft assistant may do the opposite. The winning option is the one with the best risk-adjusted value for that use case, not necessarily the lowest invoice.

What “build” really means

Building generative AI rarely means training a foundation model from raw data. More commonly, it means buying model access while owning the layers that make the system useful and safe: retrieval and indexing, data pipelines, prompts, agents, business rules, evaluation, policy enforcement, observability and the user workflow. You still need a plan for model changes, security testing, human review and ongoing maintenance.

Build when the capability is a durable advantage

  • The workflow depends on proprietary data, processes or feedback loops that competitors cannot readily obtain.
  • The capability is part of the product or operating model that leadership expects to differentiate for years, not a temporary productivity experiment.
  • Off-the-shelf products cannot meet required accuracy, latency, explainability, integration or escalation behaviour after a serious proof of concept.
  • You need control over prompts, retrieval indexes, model routing, evaluation datasets or deployment locations to meet portability or resilience goals.
  • Your organisation can fund product ownership, platform engineering, data engineering, security, evaluation and support beyond the initial launch.

Deloitte’s 2025 decision tree puts competitive advantage first: when a use case is intended to create unique advantage, it recommends building. High privacy or regulatory requirements can also justify tighter in-house control, but only when a compliant purchased platform cannot meet the control objectives. “Build” should be a deliberate investment in people, platform and future flexibility, not a reflexive response to vendor pricing.

“The ‘Build’ path won’t be right for everyone, and there are excellent tools out there that are absolutely fit for purpose. We chose to build, not because it was easy, but because it was the right strategic move for where we’re headed. This wasn’t just a tech decision, it was a choice to invest in our people, our platform, and our future.”

— Emma Chontos, Chief Procurement Officer, Intuit, quoted in Deloitte’s Generative AI in Digital Procurement: Build vs Buy vs Adopt (2025)

Costs and obligations that a build estimate must include

  • Model or API consumption, accelerators, storage and network capacity.
  • Data licensing, cleansing, lineage, access controls and retrieval-index maintenance.
  • Engineering for orchestration, integrations, identity, deployment and rollback.
  • Evaluation datasets, human labelling, red-team exercises and regression testing whenever a model or prompt changes.
  • Security architecture, secrets management, abuse monitoring, incident response and audit evidence.
  • Observability for quality, latency, token use, failure rates and cost by tenant or workflow.
  • Product management, user support, documentation, training and change management.
  • Migration and exit work if a model, hosting environment or major dependency is replaced.

When buying or adopting is the better investment

Buy or adopt when the capability is common across the market, speed to value is critical, internal specialist capacity is limited and a vendor can meet your security, privacy, integration and quality requirements. Deloitte notes that vendors often have faster release cycles and robust solutions for less specialised use cases; ready-made solutions can fit limited budgets and shorten implementation.

Typical buy signals

  • The desired outcome resembles a mature category such as meeting transcription, general document drafting, enterprise search or a standard coding assistant.
  • You need a safe production service in weeks or months rather than a multi-year platform programme.
  • Demand is uncertain, so paying for usage is less risky than hiring and operating a permanent specialist team.
  • The vendor offers tested connectors, identity integration, admin controls, service-level commitments and support that would take substantial effort to reproduce.
  • Your differentiation lies in how people use the capability, not in owning the underlying model-serving infrastructure.

Buying does not remove governance work. Before approval, require evidence covering data handling, whether customer content is used for training, retention and deletion, access controls, auditability, evaluation methods, incident response, uptime and latency commitments. Map those claims to your own control objectives rather than accepting a generic “enterprise ready” label.

The hybrid pattern: buy the foundation, build the advantage

A hybrid design purchases managed foundation-model access and commodity platform controls, then builds the application layer that encodes your domain knowledge. AWS enterprise guidance separates data and infrastructure, foundation-model access, security and governance, repeatable application patterns, ROI measurement and reusable tooling. That separation helps teams change one layer without rewriting everything.

This split is not permanent. Move a component from bought to built only when the business case covers its full operating burden. Conversely, replace a custom component with a managed service when the market becomes better, cheaper or easier to govern.

Build, buy or hybrid: a practical comparison

Criterion Build Buy or adopt Hybrid
Time to value Usually slowest because architecture, data and controls must be assembled. Usually fastest when requirements match the product. Fast for the foundation, with additional time for differentiated workflows.
Three-year total cost Includes permanent people, infrastructure, evaluation, security, support, upgrades and exit work. Includes subscription or usage fees, integration, vendor management and switching costs. Combines managed-service fees with the engineering and governance cost of your application layer.
Customisation and differentiation Highest theoretical control. Limited to configuration, extensions and vendor roadmap. High where it matters: data, workflow, UX and evaluation.
Data control and regulatory fit Can be tailored precisely, but you own implementation and evidence. Depends on contract, architecture, region and vendor controls. Keep sensitive or differentiating controls in your layer while using a managed model where allowed.
Internal talent burden Highest across platform, data, security, evaluation and operations. Lower, but procurement, integration and governance remain. Focused on product and domain engineering rather than every infrastructure layer.
Integration and quality Can match unusual systems and targets, at the cost of more testing. Strong for standard connectors; gaps may require workarounds. Use the vendor’s primitives and own the domain-specific quality harness.
Vendor lock-in and portability Potentially lower at the serving layer, though proprietary code can still create lock-in. Potentially highest; contract and export terms are critical. Reduce concentration by keeping prompts, retrieval data, evaluations and interfaces portable.
Ongoing maintenance Entire stack, including model changes and security patches. Vendor maintains the service, while you manage configuration, data and compliance. Responsibilities are split and must be written down.

How to make the decision in seven stages

  1. Define one business outcome and a baseline. State who will use the system, what decision or task it changes and the starting measure. Examples include handling time, first-pass accuracy, deflection, revenue conversion, defect rate or analyst hours. Set a target and a date.
  2. Classify data and constraints. Identify personal, confidential, regulated, export-controlled and intellectual-property data. Record residency, retention, deletion, audit, human-approval and explainability obligations. Decide which data may leave your environment and under what contractual terms.
  3. Score build, buy and hybrid options. Apply the seven axes above with explicit weights. Mark unknowns as risks to resolve, not as favourable scores. Include the people and controls required after launch.
  4. Run a time-boxed proof on production-like data. Test representative edge cases, adversarial inputs, retrieval failures, latency under load, cost per completed task, refusal behaviour and escalation to a human. A polished demo is not evidence of production readiness.
  5. Price three years of total cost. Include model and API spend, data work, engineering, evaluation, security, observability, support, upgrades, training, vendor management and exit. Model low, expected and high usage; identify the break-even point at which hosting or a different model becomes economical.
  6. Select on risk-adjusted value and set gates. Define entry criteria for production, such as quality, safety, latency, availability, unit cost and audit evidence. Define expansion gates by use case, data class and user group. Keep a rollback path.
  7. Revisit the choice when conditions change. Review model economics, vendor terms, regulation, incident history, internal skills and business strategy on a fixed cadence and after material changes.

Designing a production proof instead of a demo

Quality and usefulness

  • Create a labelled test set that reflects normal requests, rare but costly cases and known failure modes.
  • Measure factual accuracy, citation or source grounding where applicable, task completion and the rate of human correction.
  • Test prompts in the languages, document formats and user roles that production will support.

Safety and control

  • Probe prompt injection, data exfiltration, unsafe instructions, privacy leakage and unauthorised actions.
  • Verify that role-based access applies to retrieval results and tools, not merely to the chat interface.
  • Require human approval for consequential actions and log the input, retrieved evidence, model output, decision and override.

Operations and economics

  • Measure p50 and tail latency, timeout and retry behaviour, availability and recovery time.
  • Track cost per successful task, not just tokens or requests. Include evaluation and support labour.
  • Test model, prompt, retrieval-index and policy changes through regression gates before release.

Security, privacy and concentration risk

NIST’s Generative AI Profile is a cross-sector companion to the AI Risk Management Framework. Use it as a lifecycle baseline for trustworthy design, development, use and evaluation, whether the system is bought or built. AWS identifies infrastructure readiness, security and compliance, responsible AI, integration, protection of sensitive data and intellectual property, and ROI measurement as production challenges.

Vendor concentration is also a strategic risk. In January 2025, the Federal Trade Commission reported that cloud-provider and AI-developer partnerships may affect access to computing resources and engineering talent, increase switching costs and give partners access to sensitive technical and business information. Lina M. Khan, then FTC chair, said: “As companies rapidly deploy generative AI technologies, enforcers and policymakers must stay vigilant to guard against business strategies that undermine open markets, opportunity, and innovation.”

Contract and architecture requirements

  • Specify whether prompts, files, outputs and telemetry may be used for training or product improvement.
  • Define retention periods, deletion verification, backups, subprocessors, residency and cross-border transfer mechanisms.
  • Require encryption, tenant isolation, least-privilege access, administrator logging and customer audit rights.
  • Set breach-notification deadlines, incident cooperation duties, uptime targets and latency remedies.
  • Obtain export formats for prompts, configurations, conversation records, retrieval indexes, evaluation data and audit logs where feasible.
  • Document how you will replace the model, provider or orchestration layer, and exercise that plan before the system becomes indispensable.

Operating model after launch

Assign a named product owner for the business outcome and a technical owner for the service. Establish a cross-functional review group with security, privacy, legal, data governance, procurement and user representatives. The group should approve data classes, model changes, new tools, high-impact use cases and exceptions to human oversight.

Maintain a system card or equivalent record containing intended use, prohibited use, data sources, model and prompt versions, evaluation results, known limitations, escalation rules, owners and rollback steps. Publish a change log for model, retrieval, policy and interface changes. Monitor quality drift as source documents, user behaviour and model providers change.

Common failure modes and corrective actions

Choosing a company-wide platform before defining outcomes

Symptom: many pilots share infrastructure but none has a measurable production benefit. Correction: stop new pilots temporarily, select one outcome with a baseline and make funding conditional on a production KPI.

Calling a thin wrapper a proprietary AI strategy

Symptom: the application can be copied by changing an API key. Correction: invest in proprietary data quality, workflow integration, evaluation assets, feedback loops or controls that compound over time.

Underestimating the operating burden

Symptom: launch succeeds, then quality, cost or security degrades as models and documents change. Correction: budget evaluation, observability, red-team testing, support and model-change management from the first business case.

Accepting vendor assurances without evidence

Symptom: procurement cannot answer where data is processed, how long it is kept or what happens during an incident. Correction: require contractual answers, technical documentation, audit evidence and a tested deletion and exit process.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Measuring activity instead of impact

Symptom: the organisation celebrates experiment count, prompt volume or user sign-ups. Correction: report task success, quality, safety, adoption by intended users, unit economics and the original business baseline.

Decision examples

Internal meeting and document assistant

This is usually a buy or hybrid case. Managed transcription, search and summarisation can deliver speed, while your team builds permission-aware retrieval, retention rules, templates and evaluation against internal terminology. Do not permit broad indexing until document ownership and access inheritance are tested.

Regulated claims or underwriting workflow

Start with a hybrid proof. A managed model may be acceptable for bounded language tasks, but domain rules, evidence retrieval, audit trails, human approval and data residency can require substantial in-house control. If a vendor cannot demonstrate those controls, build the missing layer or select a different provider rather than weakening the requirement.

Customer-facing product capability

Build the differentiated workflow and quality harness, while buying model access until scale, latency, economics or portability justify another serving arrangement. Treat output quality and failure recovery as product features, not merely infrastructure concerns.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Developer coding assistant

Adopt a mature tool when identity, repository permissions, telemetry and acceptable-use controls meet your requirements. Build additional orchestration or retrieval only where it materially improves your codebase-specific quality, security or delivery metrics.

A concise approval checklist

  • One owner, one outcome and one baseline metric are documented.
  • Data classes, residency, retention, deletion and human-oversight requirements are approved.
  • Build, buy and hybrid options have weighted scores and three-year cost ranges.
  • A production-like proof has measured quality, safety, latency, reliability and cost.
  • Vendor terms cover training use, access, audit, incidents, service levels, exports and exit.
  • Production gates, rollback, monitoring, support and change control have named owners.
  • The decision has a review date and explicit triggers for reconsideration.
