Build the app around a short, bounded meditation script—not an open-ended AI conversation. Collect a few session preferences, generate and check the text, synthesize it with a voice you have permission to use, and give people clear playback, privacy, reporting, and deletion controls. The voice is only one part of the product: users also need to know what the app does, what it does not do, and how their information is handled.
What the app should do
A useful first version can be organized as a short pipeline: preferences in, reviewed script out, then narrated audio for playback. Keep the experience focused on wellness rather than presenting it as therapy, diagnosis, or crisis support.

- Collect only session preferences. Ask for details needed to shape a meditation, such as intended duration, broad meditation type, and preferred voice qualities. Avoid asking for intimate personal history unless it is genuinely necessary.
- Generate bounded text. Use templates and a constrained generation prompt to produce a short script for the selected session type. Avoid turning the app into an unrestricted chatbot.
- Validate before narration. Check generated text against the app’s content and safety rules before sending it to speech synthesis. Provide a route for editorial review of new prompts and user-reported output.
- Synthesize the approved script. Send only the reviewed text and required voice settings to the text-to-speech provider. Make the audio available for playback, with controls such as pause, resume, and replay.
- Give users control of saved sessions. Explain what is saved, where it is processed, and how to remove it. Include a clear way to report a problem with generated content.
If users can submit or publish their own scripts or recordings, review the applicable user-generated-content rules as well as AI-content requirements.
Choose a voice-generation approach
Google’s Gemini Voices API documentation describes prebuilt text-to-speech voices and two custom-voice approaches: designing a voice from a natural-language prompt, or creating a replicated voice from reference audio with speaker consent recordings. The API page identifies the feature as beta, so confirm current availability and terms before building around it.

A prompted voice is a way to specify the desired voice qualities without using a person’s recording. A replicated voice uses reference audio and requires consent recordings from the speaker. Do not clone or imitate a recognizable person without appropriate permission and rights. The documentation also says a prompted voice requires storage to be enabled. Google-managed stored custom voices expire after one year of inactivity; using a stored voice extends its expiration.

Generated narration should stay within the app’s defined purpose. Google Play’s AI-generated content policy makes developers responsible for preventing offensive or prohibited output, including content that may exploit or abuse children or deceive users. A text check before synthesis helps keep unsafe or out-of-scope language from becoming polished audio, but it should be paired with a way to report content and a process for reviewing reports.

Write scripts that guide a meditation without claiming to diagnose or treat a condition. If the app discusses distress or a high-risk situation, it should direct the person toward appropriate human support rather than trying to act as crisis care. The FDA’s Digital Health Policy Navigator offers design principles for mental-health and emotional-wellbeing AI: disclose that the tool is AI, do not imply human identity or professional credentials, and make clear that it is not intended for crisis use and does not diagnose or treat. Those principles do not, by themselves, determine the regulatory classification of a meditation app.
Do not design the experience to make users dependent on repeated interactions. Apple’s Foundation Models framework acceptable-use requirements prohibit dependency or spiraling interactions detrimental to a user’s mental health when using or exposing that framework. They also prohibit promoting self-harm and violating privacy or publicity rights.

Explain privacy and data handling clearly
Meditation preferences and prompts can reveal sensitive information. Ask only for what is needed to create the session, and disclose when information is sent to an AI provider or processed off-device. Tell users what is stored, whether it may be used for model training, and how they can delete saved information. Do not imply a provider’s retention or training practices; describe them only after checking the provider’s actual terms.

Apple’s generative-AI design guidance recommends telling users when AI is involved, explaining data handling and possible server or training use, minimizing shared information, and asking permission before using personal information. Apply those principles in the app itself, not only in a privacy policy: explain relevant choices where users provide preferences or start a session.

Check store requirements before launch
For Google Play, the Developer Program Policy says health-related apps must complete a Health apps declaration and provide a privacy policy in Play Console and in the app. For other health apps, it also calls for a disclaimer that the app is not a medical device and does not diagnose, treat, cure, or prevent a medical condition, and a reminder to consult a healthcare professional for medical advice, diagnosis, or treatment. Classification and exact obligations depend on the app’s features and claims, so check the current full policy before submission.
Store rules and API availability can change. Recheck the current requirements for each platform and the selected provider when preparing a release. Make the app’s wellness purpose, limitations, data practices, and support route consistent across the product and its store listing.
