Yes—websites can remember you through several separate systems. Cookies are small values a server asks your browser to store and automatically return on matching requests. localStorage and sessionStorage are storage areas that page scripts read and write. An AI service’s memory is different again: it is account- or service-level information that can survive browser cleanup. Clearing cookies may sign you out and reset preferences, but it normally does not erase an account’s saved AI memories, chat history, connected apps or a separate cloud browser’s data.
What a cookie actually does
MDN Web Docs defines a cookie as “a small piece of data a server sends to a user’s web browser.” The browser stores the value with rules about the domain, path, expiration and security, then attaches it to later HTTP requests that match those rules. That request-based behavior is the key difference from Web Storage.

A site can use a cookie to keep a signed-in session, remember a language or theme, retain a shopping cart, apply a security check or measure visits. Usually the cookie contains an opaque identifier rather than your entire profile. The server uses that identifier to look up the account or session in its own database. A random identifier can therefore recognize the same browser even when it does not contain your name.

Closing a browser normally removes session cookies, while persistent cookies remain until they expire or are deleted. A cookie marked HttpOnly is sent with requests but is not readable by page JavaScript; a Secure cookie is restricted to encrypted HTTPS connections. These flags reduce some attack paths but do not make a cookie harmless.

localStorage and sessionStorage: similar names, different lifetimes
localStorage and sessionStorage are Web Storage APIs. Scripts running in a page call methods such as setItem() and getItem() to save and retrieve strings. Storage is scoped to an origin: the combination of scheme, host and port. Data saved by https://example.com is separate from data saved by http://example.com, a different subdomain or a different port.
localStorage
ICO guidance describes localStorage as data that “may be stored permanently unless removed.” Closing a tab or restarting the browser normally leaves it intact. A website may use it for an interface preference, a cached setting, an experiment assignment or an identifier. It is not automatically attached to every network request. The site’s JavaScript must read the value and deliberately include it in a request, such as a fetch call.
sessionStorage
ICO describes sessionStorage as data stored “only for the duration of the user’s visit to a webpage.” It is intended for short-lived state such as a multi-step form, a temporary token or a tab-specific setting. Its lifetime is tied to the page session, so closing that session generally removes it. Behavior around duplicating tabs, restoring a crashed session or browser-specific session restoration can vary; do not treat sessionStorage as a guaranteed security boundary.

Who can see each kind of data?
A cookie is available to the server that set it when a request matches its scope. Other sites cannot normally read a first-party cookie directly, but an embedded service can set or receive its own cookie when the browser permits it. JavaScript can read cookies that are not protected with HttpOnly and whose domain and path allow access.

Web Storage is available to scripts running in the same origin. That makes an XSS vulnerability particularly serious: injected script may read localStorage or sessionStorage and send values elsewhere. Storage is not shared simply because two pages look related; the scheme, host and port must match the origin rules.
First-party, third-party and partitioned state
A first-party cookie belongs to the site shown in the address bar. A third-party cookie comes from another domain embedded in that page, such as an advertising, analytics, social or identity provider. Third-party state can provide legitimate single sign-on or embedded features, but it can also allow a provider to recognize activity on multiple sites.
Modern browsers increasingly restrict this behavior. Firefox Total Cookie Protection, Safari tracking prevention, Edge tracker blocking and Brave’s default tracking-cookie blocking can block or partition third-party state. Partitioning keeps a third party’s storage separated by the top-level site, reducing cross-site correlation while preserving some embedded functionality. A browser may also require an explicit Storage Access API request. The result depends on the browser, version, settings, page context and whether you grant an interaction or permission.
Consequently, “block third-party cookies” is not identical to “block every tracker” or “break every embedded login.” It may stop an advertising identifier while leaving a first-party analytics cookie, localStorage value or server-side account record untouched.

What happens when you clear cookies or site data?
Deleting cookies for a site removes the browser-held session and preference values represented by those cookies. You may be signed out, lose a remembered language or theme, or receive a fresh anonymous identifier. It does not normally delete records already stored on the site’s servers, remove an account, erase chat history or clear localStorage automatically unless you choose a broader “site data” or storage-clearing action.
To reset a site completely, use the browser’s site-data controls for the exact domain. Browser labels differ, but the relevant controls are usually under Privacy or Site settings and offer options such as cookies, cached files, permissions and other stored data. In developer tools, the site’s storage panel lets you inspect and remove cookies, localStorage, sessionStorage and often IndexedDB separately. Removing one category while leaving another can produce a partial reset.
A practical reset sequence
- Identify the site and account. Check the address-bar domain, including whether a sign-in provider or embedded domain is involved.
- Sign out normally first. This lets the service revoke or close a session on the server instead of merely deleting the browser’s copy.
- Clear the site’s cookies and storage. Select the domain-specific option rather than wiping every site unless you accept the wider sign-out.
- Reopen the site and test. Confirm that the old preference, session or identifier is gone. A server-side account may still recognize you after you sign in again.
- Review account controls separately. For AI services, inspect memory, chat-history, connected-app and browser-history settings; browser cleanup does not replace those controls.
What AI tools can remember
AI memory is an account or service feature, not another name for a cookie. OpenAI explains that ChatGPT Memory may use past chats, saved memories, custom instructions, files and connected apps, depending on plan, region and workspace. Those items can be used to personalize later conversations even after you clear cookies, because the information is associated with the account or service systems rather than only with one browser profile.

Clearing them may force a new login and make the site look “fresh,” while the same account’s saved memories remain available after you authenticate again. To remove remembered information, use the provider’s memory controls; to remove conversations, use chat-history controls; to disconnect external data, use connected-app settings. Each is a separate deletion decision.

Browser memories in OpenAI Atlas
OpenAI’s Atlas documentation distinguishes browser memories from ChatGPT memories and cookies or site data. Browser memories are opt-in and can be archived or removed through browsing-history controls. Deleting cookies therefore does not automatically erase an Atlas browser-memory record, and deleting a browser-memory record does not necessarily remove an account-level ChatGPT memory.

Private or Incognito browsing reduces what the local browser retains after the private session. OpenAI states that Incognito browsing does not save browsing history, cookies, site data or form entries after the session ends. It does not make activity invisible while the session is running: websites, ChatGPT, employers, schools and internet providers may still observe requests or account activity. A service can also save information to your account if you use it while signed in.
Incognito is therefore useful for separating a temporary local session from your normal profile, not for creating an anonymous AI identity. Downloaded files, screenshots, copied text, bookmarks and information deliberately submitted to a service can remain outside the private window’s cleanup.

A remote browser operated by an AI service is not the same browser profile as the one on your laptop or phone. OpenAI’s cloud-browser documentation says its cloud browser is separate from the user’s device browser and keeps its own cookies and signed-in sessions. A task performed there may therefore remain signed in even after you clear cookies on your local device.
Google’s Gemini privacy documentation says a remote-browser task may process browser-session information, including cookies containing website authentication information and page content. Treat such a browser as a separate, privileged environment:
- Check which account is active before opening mail, banking, work or health sites.
- Confirm what pages the agent can see and whether it can follow links, upload files or submit forms.
- Read the service’s retention and deletion controls for remote sessions, cookies, history and recordings.
- Sign out of sensitive sites inside the remote browser when the task is finished.
- Delete remote-session data using the provider’s controls; clearing your local browser cannot reach that environment.
How to inspect what a site has stored
- Open the site in the browser profile you actually use, then open developer tools.
- In the storage or application section, inspect cookies for the current domain and any embedded domains.
- Review localStorage and sessionStorage entries, noting names and approximate purpose without exposing secrets.
- Check IndexedDB and permissions as well; many modern applications store more than cookies and Web Storage.
- Compare a normal window with a private window to see which state is profile-specific and which state comes from your account.
- After deleting selected entries, reload and observe whether the site signs you out, resets preferences or immediately recreates an identifier.
Do not paste authentication tokens, session values or personal data into screenshots, bug reports or public forums. A value that looks meaningless can function as a live credential until it expires or is revoked.

Common surprises and fixes
“I cleared cookies but the site still knows my preference.”
The preference may be in localStorage, IndexedDB or your account profile. Clear the site’s other storage categories, then check the service’s account settings.

“I deleted localStorage but I am still signed in.”
Authentication may be held in an HttpOnly cookie, a related subdomain’s cookie or a server-side session. Use the site’s sign-out control and clear cookies for all relevant domains.
“Private browsing still showed my account.”
You may have signed in during the private session, used an account already recognized by the service, or opened an AI feature that has its own account memory. Private mode limits local retention; it does not prevent online identification.
“Blocking third-party cookies broke sign-in.”
An embedded identity provider may require cross-site access. Look for a first-party sign-in flow or a narrowly scoped permission rather than enabling unrestricted third-party tracking for every site.
Bottom line for cookies, storage and AI memory
Think in layers: cookies carry browser state with matching requests; localStorage keeps persistent origin data that scripts must choose to send; sessionStorage holds short-lived page state; and AI memory belongs to an account or service. A complete privacy reset requires matching the deletion tool to the layer you want to remove, including any separate remote browser. Private browsing reduces local traces, but it is not invisibility.
