Does Bluehost still use cPanel in 2026?
Shared and WordPress products
On many shared and managed WordPress products, Bluehost keeps cPanel available for advanced administration. Cloud plans are the exception
Cloud products do not include cPanel. Their management experience and service architecture differ from the shared and WordPress products discussed in the pricing table below. If cPanel is a firm requirement, remove Cloud plans from your shortlist before comparing prices.
VPS licensing changed to tiers
Bluehost says it is “transitioning from a single flat-rate cPanel offering to a tiered licensing model.” On self-managed VPS, cPanel is an add-on rather than a default inclusion. The license follows the VPS term, is not selected automatically and cannot be downgraded after purchase.

For agencies, the license cost can materially change the VPS calculation. Compare the number of cPanel accounts you actually need, not just the VPS base price, and verify the term before checkout because the add-on follows that term.

The official WordPress pricing page lists monthly equivalents, but the selected term is charged in advance. The figures below use the listed 36-month term for the introductory total calculation. A renewal total shown for 36 months is arithmetic based on the published renewal monthly equivalent; it is not a promise that every customer will be offered that exact renewal term.

The first-term discount is substantial. Starter’s listed renewal equivalent is about 2.5 times its introductory monthly equivalent; Business is about twice as high; eCommerce Essentials is about 1.5 times higher. Treat the initial price as a prepaid acquisition rate, not as the long-term cost of ownership.

Before paying, record three numbers from checkout: the total charged today, the renewal price and the renewal term. Also check whether domains, privacy services or other optional items are set to renew. Starter
Starter supports up to 10 websites with 10 GB of NVMe storage and an advertised allowance of 40,000 monthly visits. It includes chat support but not phone support. The listed feature set includes free SSL, CDN delivery, managed updates, migration, staging, SSH and WP-CLI access, caching, malware scanning and removal, a web application firewall, DDoS protection and weekly backups.
Business
Business raises the stated capacity to 50 websites, 50 GB of storage and 200,000 estimated monthly visits. It includes phone support in addition to chat and carries the same broad bundle of migration, staging, SSL, CDN, update, security, caching and backup tools listed for the WordPress tiers.
eCommerce Essentials
eCommerce Essentials is positioned for larger or store-focused portfolios, with 100 websites, 100 GB of storage and 400,000 estimated monthly visits. Phone support is included. The plan also carries the shared feature bundle, including weekly backups and malware remediation.

The monthly-visit figures are comparison figures, not performance guarantees. A lightweight brochure site can use far fewer resources than a plugin-heavy WooCommerce store at the same visitor count. Database queries, PHP execution, image processing, checkout activity and poorly optimized extensions can become the constraint before the advertised visit number is reached.

Is Bluehost good for beginners?
Bluehost’s onboarding is designed to keep a new WordPress owner in the guided Portal instead of exposing every advanced control immediately. That reduces the number of decisions during installation and makes common jobs—adding a site, enabling SSL, starting a migration or opening staging—easier to locate.
Beginners still need to learn where the boundary lies. The Portal is the starting point for account and WordPress tasks; cPanel is where you are more likely to manage files, databases, FTP accounts and technical settings. Keeping a written record of the hosting login, WordPress administrator account, domain registrar and backup location prevents a common migration problem: having the site files but not knowing which account controls the domain.
- Choose the product and term, then verify whether cPanel is included.
- Confirm the total charged today and the renewal amount shown at checkout.
- Use the migration option before changing DNS, and keep the old host active until the new copy is checked.
- Enable staging for theme, plugin and update testing before changing the live site.
- Test SSL, forms, checkout, email routing and redirects after DNS propagation.
- Save a current backup outside the hosting account even though weekly backups are included.
Performance: what the expert test actually shows
TechRadar tested a basic shared plan with a small WooCommerce store using the WordPress Benchmark. That configuration scored 7.9. The test reported strong filesystem, database and network results, but no persistent object-caching was detected in that setup. Bluehost now advertises object caching on Starter, so the test result should be read as a snapshot of the tested configuration rather than a statement about every account or the current behavior of every plan.
There are two practical implications. First, a positive benchmark is useful evidence that the service can handle a modest store, but it is not a guarantee for a high-traffic publication, a membership site or a plugin-heavy shop. Second, caching claims need to be verified on the specific plan and stack you buy. Test logged-out pages, logged-in dashboards, search, cart and checkout separately; a fast homepage does not prove that dynamic transactions are fast.
Uptime promises versus measured availability
Bluehost advertises a 99.99% shared-hosting uptime SLA. The SLA provides one 5% monthly service credit when measured uptime falls below the target, provided the customer submits a claim within the stated window. A credit mechanism is not the same as an independent uptime measurement or a guarantee that an outage will not affect your visitors.

Cloud products have a separate 100% data-center-network SLA, according to TechRadar. That wording concerns the data-center network, not every application, plugin, DNS record or third-party service running on a site. When uptime matters, ask what is measured, which exclusions apply, how incidents are documented and how a claim is filed.
For a small business, use your own external monitoring alongside the host’s status information. Keep timestamps, response codes and screenshots so that a legitimate SLA claim can be supported. Do not choose a plan solely because “99.99%” sounds better than an unqualified promise; the measurement definition and remedy matter more than the headline percentage.
Migration, security and backup coverage
The listed WordPress tiers bundle migration, free SSL, CDN service, managed updates, staging, SSH/WP-CLI, caching, malware scanning and removal, a web application firewall, DDoS protection and weekly backups. That is a strong collection for a beginner who would otherwise have to assemble separate tools.
- Migration: use it while the old host remains available, then compare URLs, media, database content, forms and email delivery before switching DNS.
- SSL and CDN: check that HTTPS redirects work and that cached assets do not display stale versions after a deployment.
- Managed updates: stage major plugin, theme and WordPress changes first; an automatic update can still expose an incompatibility.
- Malware tools and firewall: treat them as layers, not a substitute for strong administrator passwords, least-privilege accounts and timely patching.
- Weekly backups: verify restore procedures and retain an independent copy for a store, client site or frequently updated publication.
The feature list does not specify retention length, restore granularity or recovery-time targets. Ask support those questions if a lost order or article would have a material cost.

Starter includes chat support but excludes phone support. Business and eCommerce Essentials include phone support as well as chat. A Canadian support page claims an average live-chat response time under two minutes and 24/7 phone support; that is a vendor claim on a regional page, not an independently measured service-level guarantee for every country or queue.

When comparing plans, distinguish access from resolution quality. Ask whether the agent can handle DNS, migration, billing and malware incidents or must transfer the case, and request a ticket number for changes that affect domains, renewals or cancellations. If phone access is important, Business is the lowest listed WordPress tier that includes it.
Billing, renewals and anecdotal user complaints
Recent Reddit discussions include an individual report of a jump from roughly $60 per year to about $400 per year after an upgrade, along with reports of large temporary statistics files and frustration around cancellation and renewal. These are personal, unverified accounts without a defined sample, so they cannot establish a defect rate or prove that the same charge will occur on your account.
They do identify sensible questions to ask before purchase:
- What exact event changes the price—term expiration, an upgrade, an added service or a resource limit?
- Which services are set to renew, and can they be removed before the renewal date?
- Are temporary statistics, logs or backups counted toward storage or inode limits?
- What is the cancellation deadline, and which items are refundable?
- Can support provide a written explanation of a quoted renewal or upgrade total?
Save invoices and screenshots of checkout. If a renewal or upgrade looks unexpected, contact billing promptly and request an itemized explanation rather than relying on a verbal estimate.
Money-back guarantee and cancellation details
Bluehost states a 30-day money-back guarantee for hosting, subject to exclusions. If you retain a free domain, the domain fee is deducted from the refund. The guarantee therefore does not mean every charge is returned in full, and it should not be treated as a substitute for checking renewal settings.
- Read the refund exclusions and domain-fee rule before ordering.
- Mark the end of the 30-day period and the renewal date on your calendar.
- Export site files, databases, mail and DNS records before cancellation.
- Request cancellation through the account process and keep the confirmation.
- Confirm that auto-renewal and optional services are disabled after cancellation.

For a typical small business, Business is the practical middle ground when phone support and additional sites justify the higher renewal. Questions to ask before ordering
- Is cPanel included on this exact product, or am I buying a Cloud plan without it?
- What is the full prepaid amount for my chosen term?
- What will renew, at what price and for what term?
- Does this plan include phone support, and in which region is it available?
- How often are backups made, how long are they retained and how is a restore requested?
- What storage, inode, database or process limits apply beyond the advertised visit figure?
- Which uptime measurement and exclusions govern an SLA credit?
- What happens to a free-domain fee if I cancel during the guarantee period?
Pros and limitations
Advantages
