ExplorerPatcher is the strongest free choice for a Windows 10-style taskbar, labels, ungrouped buttons and classic context menus. Choose Open-Shell if your priority is only a Windows 7-era Start menu, Start11 for a paid product with integrated controls and multiple designs, or StartAllBack for a broader rollback of Start, taskbar, Explorer and interface styling.
These utilities work at different depths. A Start-menu replacement changes how you launch programs; a taskbar replacement can also alter grouping, labels, icon size, position and context menus. Shell-level changes are more capable but more sensitive to Windows updates, so record your Windows build and keep a recovery route before installing one.

What a Windows 11 replacement actually changes
Microsoft describes the taskbar as the central surface for launching apps, switching between open windows and reaching notifications, search and Start. It is centered by default in Windows 11. The built-in personalization page covers ordinary options such as alignment, pinned icons and system-tray behavior, but it does not provide a complete Windows 7 or Windows 10 shell. See Microsoft’s current taskbar documentation at Customize the taskbar in Windows.

- Start-only: replaces the menu opened by the Start button while leaving most taskbar behavior intact.
- Taskbar-focused: changes the taskbar implementation, including button grouping, labels, icon size, context menus and legacy Start behavior.
- Rollback-style shell: changes Start, taskbar, File Explorer and visual details together.
The deeper the change, the more important build compatibility becomes. Windows feature updates can alter Explorer internals, and a utility that worked on one build may need an update, a setting reset or removal after the next major release.

Quick comparison
| Option | Start menu and search | Taskbar scope | Shell coverage | Cost and support model | Best fit |
|---|---|---|---|---|---|
| ExplorerPatcher | Controls for legacy Start behavior; search follows the selected Windows/legacy arrangement | Windows 10 or Windows 11 taskbar choices, labels, small icons and classic context menus | Deep taskbar and Explorer integration; a reimplementation rather than a complete copy of every original feature | Free; community project with build-sensitive releases | Maximum free restoration |
| Open-Shell Menu | Classic styles modeled on Windows 7, 8, 8.1, 10 and 11 | Limited; the Windows 11 taskbar generally remains in place | Focused Start replacement | Free; focused utility | A classic Start menu without broad shell changes |
| Start11 | Several classic and modern designs, with configurable menu behavior | Taskbar customization, direct file/folder pinning and folder menus; vertical taskbar support in version 2.5 | Integrated commercial settings experience rather than a wholesale Explorer reimplementation | Paid; Stardock states version 2.5 started at $9.99 for a permanent license on January 15, 2025 | Supported-feeling controls and multiple layouts |
| StartAllBack | Rollback-oriented Start experience | Broad taskbar restoration as part of the shell package | Start, taskbar, Explorer and interface styling | Paid; current price and terms should be checked on the product page | A broad Windows 11 rollback |
The table separates what each product is designed to do. The sections below explain the trade-offs, installation approach and recovery considerations in detail.
ExplorerPatcher: the broadest free taskbar restoration
ExplorerPatcher is the practical starting point when the taskbar itself is the problem. Its project wiki documents selectable Windows 10 and Windows 11 taskbar modes, button labels, small icons, classic context menus and controls for Start behavior. That combination addresses the requests most often associated with a Windows 7 or Windows 10 layout: seeing text beside icons, keeping separate buttons for each window and restoring a familiar right-click menu.
What it can restore
- Taskbar mode: select a Windows 10-style or Windows 11-style implementation rather than accepting the default alone.
- Labels and grouping: expose text labels and adjust whether windows are combined, where the stock taskbar offers fewer choices.
- Icon sizing: use smaller icons when the default spacing consumes too much screen height.
- Context menus: bring back classic taskbar and related shell menus where supported by the selected configuration.
- Start behavior: coordinate the Start button and menu with the chosen taskbar mode.
The exact option names and available combinations can change with the Windows build. Use the project’s wiki as the feature reference rather than assuming every control exists on every release: ExplorerPatcher wiki.

- Record your build. Open Settings > System > About and note the Windows edition, version and OS build. Keep that information with the installer version you use.
- Create a recovery route. Search for Create a restore point, open System Protection and create a restore point on the system drive if protection is enabled. Also make sure you know how to reach Windows Recovery or another administrator account if Explorer fails to load.
- Use the official channel only. Download from the project’s releases page: https://github.com/valinet/explorerpatcher/releases. The project says GitHub Releases is the only official distribution channel; avoid repacked installers and download sites.
- Install and allow Explorer to restart. The taskbar or Explorer shell may disappear briefly while the change is applied. Save open work first.
- Open the configuration panel. Use the ExplorerPatcher Properties entry exposed after installation, then choose the taskbar implementation and the Start behavior you want. Apply one group of changes at a time so a problematic setting is easy to identify.
- Set labels and grouping. In the taskbar options, enable labels if you want text on buttons and choose the available combine or ungroup behavior. Check both an application with one window and one with several windows.
- Test the context menu and Start button. Right-click a taskbar button, open a second window, and open Start. Confirm that pinning, switching and notifications still work before customizing further.
Compatibility and security warnings
ExplorerPatcher’s implementation page explains that its taskbar is reimplemented and therefore does not cover every feature of the original taskbar. That distinction matters: a setting can look familiar without matching Microsoft’s implementation in every edge case. Read the technical notes at ExplorerPatcher’s taskbar implementation.

The releases page documents tested Windows 11 24H2-era builds, but a tested build is not a guarantee for a future feature update. It also warns that Smart App Control can prevent explorer.exe from starting with new versions and says SentinelOne should not be present during installation. Do not broadly disable security controls to force an install; instead, verify the release notes, use a restore point and follow your organization’s security policy.
Recovery if the shell does not start
- Wait a minute after a reboot; Explorer can restart while the new shell loads.
- If the desktop remains blank, press
Ctrl+Shift+Escto open Task Manager. Use Run new task and startexplorer.exeif Task Manager is available. - If Explorer repeatedly fails, use Task Manager to open Windows Settings or the installed-apps list and remove ExplorerPatcher, then restart.
- If normal sign-in is impossible, use Windows Recovery and the restore point you created. A major update may require waiting for a compatible ExplorerPatcher release rather than reinstalling the same build.
These steps preserve a route back to the stock shell; they are not a promise that every release can be repaired without recovery media.
Open-Shell Menu: the focused classic Start replacement
Open-Shell is the lightest choice when your complaint is primarily the Start menu. Its official site lists classic menu styles modeled on Windows 7, Windows 8, Windows 8.1, Windows 10 and Windows 11: Open-Shell Menu. You can therefore select a familiar left-column program list, a Windows 7-like arrangement or another supported style without replacing the entire taskbar.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesWhat to expect
- The Start button opens Open-Shell’s menu instead of the stock Windows 11 menu.
- Menu style, shortcuts and visible items are configurable within Open-Shell’s settings.
- Windows search and the taskbar are not automatically converted into a Windows 7 shell. The taskbar may remain centered, grouped and otherwise Windows 11-like unless you add a separate compatible utility.
- Because it is focused on Start, troubleshooting is usually narrower than with a full Explorer patch: if the taskbar is your main issue, Open-Shell alone will not supply every legacy behavior.
Setup approach
- Download the installer from the official Open-Shell project site and install only the components you need.
- Open the Open-Shell Menu settings from the Start menu or its configuration shortcut.
- Choose a style first, then adjust menu contents and the Start-button appearance.
- Test program search, pinned shortcuts and the power menu. Keep Windows 11’s taskbar unchanged until the Start experience is stable.
Open-Shell is the right compromise when you want a classic menu but do not want a utility that reimplements Explorer. Pairing it with a taskbar patch increases the number of moving parts, so confirm that both projects support your Windows build before combining them.

Start11: a paid, integrated customization suite
Start11 targets readers who want a commercial settings experience with several menu designs and additional taskbar controls. Stardock documents classic and modern Start styles, direct pinning of files and folders to the taskbar, folder menus and other Windows 11 taskbar customization on its product page: Start11.
Capabilities that distinguish it
- Multiple menu designs: switch between classic and modern arrangements instead of committing to one fixed imitation.
- File and folder access: pin files and folders directly to the taskbar and use folder menus for frequently used locations.
- Taskbar controls: adjust more of the taskbar’s behavior from the product’s integrated settings rather than assembling separate utilities.
- Vertical taskbar support: Stardock’s version 2.5 release identifies this as a new capability.
On January 15, 2025, Stardock announced, “Start11 v2.5 is available today starting at $9.99 for a permanent license.” That was the starting price stated for that release, not a timeless price promise. Check the current store listing before buying because editions, promotions and upgrade terms can change. The announcement is available as a PDF at Start11 v2.5 release notes.
When Start11 is a better fit
Choose Start11 when you value a single control panel, want more than one visual design, or need conveniences such as folder menus and vertical placement without accepting a community taskbar reimplementation. It is also a sensible choice for a household or small office that prefers a vendor-maintained application and a documented product channel.

- Download Start11 from Stardock’s product page, confirm the license terms and install it with an account that can modify the shell.
- Select a Start style before changing taskbar options; this makes it easier to identify which setting caused an unexpected result.
- Enable file, folder and taskbar features one at a time, then test sign-in, sleep/wake and an external monitor.
- After a Windows feature update, open Start11’s settings and check for an application update before assuming a missing option is a Windows regression.
Start11’s integrated approach reduces the need to combine separate Start and taskbar tools, but it remains an additional shell layer. Keep the installer or download page available so you can repair or remove it if a future Windows build changes Explorer behavior.

StartAllBack: a broad Windows 11 rollback
StartAllBack is aimed at readers who want Windows 11 to feel broadly like an earlier Windows release rather than merely replacing Start. The product describes a rollback-style treatment spanning Start, the taskbar, File Explorer and interface styling: StartAllBack.
What its broader scope means
- You can approach Start, taskbar and Explorer as one visual system instead of tuning unrelated utilities.
- The wider scope can restore a more consistent older layout, but it also touches more of the shell and therefore deserves a more careful compatibility check.
- It is a commercial product. The current price, trial terms and licensing conditions are time-sensitive; verify them on the official site before purchase.
Who should choose it
StartAllBack fits someone who wants a cohesive rollback and is willing to review compatibility after Windows updates. It is less appropriate if you only dislike the Start menu and want the smallest possible change; Open-Shell limits its focus more effectively.
How to choose among the four
| Your priority | Recommended starting point | Why | Main compromise |
|---|---|---|---|
| Windows 10-like taskbar with labels, small icons and classic menus at no license cost | ExplorerPatcher | It exposes the widest set of legacy taskbar controls in one free project. | Build sensitivity, security-software interactions and an incomplete reimplementation of the original taskbar. |
| Only the Start menu feels wrong | Open-Shell | It changes Start while leaving the rest of Windows 11 comparatively untouched. | The stock taskbar’s grouping, alignment and context menus remain unless another tool is added. |
| Multiple designs plus integrated taskbar features | Start11 | Commercial settings, folder menus, direct file/folder pinning and documented vertical support. | Requires a paid license and remains dependent on Windows-build compatibility. |
| A coordinated rollback of Start, taskbar and Explorer | StartAllBack | Its scope covers the wider interface rather than one component. | More shell changes mean more update testing; verify current price and compatibility. |
Do not install two products that both replace the same shell component unless their documentation explicitly supports that combination. Running Open-Shell beside a taskbar-focused utility can be workable because their scopes differ, but overlapping Start replacements can produce duplicate buttons, unexpected menus or difficult troubleshooting.

A safe installation and maintenance checklist
- Capture the baseline. Record the Windows edition, version and OS build, list the current taskbar settings and note whether the PC uses multiple monitors, touch input or organization-managed security.
- Back up important work. Shell utilities normally restart Explorer; unsaved dialogs and file operations should be closed first.
- Create recovery options. Use a restore point when available, keep a second administrator account or recovery media accessible, and know how to open Task Manager without the normal taskbar.
- Choose one primary shell strategy. Start-only, taskbar-focused and rollback-style products solve different problems. Start with the least invasive category that meets your goal.
- Download from the project’s canonical page. For ExplorerPatcher, that means the official GitHub Releases page. For the other products, use their linked official sites.
- Apply a small change set. Change the menu or taskbar mode first, sign out or restart if requested, then add labels, grouping and visual tweaks.
- Test daily workflows. Open several windows of one app, switch between different apps, pin and unpin an item, open notifications and search, connect a second display and resume from sleep.
- Recheck after feature updates. A major Windows update can replace shell files or change internal interfaces. Confirm that the utility has a compatible release before installing it on production machines.
Troubleshooting common failures
The taskbar is still centered or labels do not appear
First confirm that you changed the correct component. Open-Shell changes Start, not the entire taskbar. In ExplorerPatcher, verify that the Windows 10-style taskbar implementation is selected and that labels or combine settings were applied; a sign-out or Explorer restart may be required. In a commercial utility, check whether the option is available only in a particular taskbar mode or product version.
Best Value
Buttons remain grouped
Grouping is controlled by the taskbar layer, not by the Start menu. Reopen the taskbar settings, select the available ungroup or never-combine behavior, and test with two windows from the same program. If the setting disappears after a Windows update, treat that as a compatibility issue and check for a utility update rather than repeatedly changing unrelated Start options.
The old right-click menu is missing
Windows 11 has more than one context menu: the taskbar button menu, the taskbar surface menu and File Explorer’s menu. Confirm which one you need. ExplorerPatcher documents classic context-menu controls, while a Start-only replacement does not promise to alter taskbar menus. Apply the relevant setting and restart Explorer before evaluating the result.
Explorer crashes, flashes or leaves a blank desktop
Undo the most recent shell change. Use Ctrl + Shift + Esc for Task Manager and run explorer.exe if possible. If the problem repeats, uninstall the utility from Settings or use System Recovery and the restore point. Do not keep reinstalling a release that the project identifies as incompatible with your build.
Installation is blocked by security controls
ExplorerPatcher’s release documentation specifically calls out Smart App Control and SentinelOne. Check those conditions before installing and involve the device administrator on a managed PC. Avoid downloading a modified installer or disabling protection permanently to bypass a warning.
A Windows update removed the customization
Record the new build, read the utility’s release notes and install a compatible update only from the official channel. If no compatible release exists, remove the shell utility and return to the stock taskbar until one is available. Keeping the Windows build number and the utility version together makes this diagnosis much faster.
Bottom line
For the most complete free Windows 10-style taskbar restoration, start with ExplorerPatcher and plan for build-sensitive maintenance. Use Open-Shell when Start is the only part you want to change. Pick Start11 for a paid, integrated experience with multiple designs and documented taskbar enhancements. Choose StartAllBack when you intentionally want a wider rollback covering Start, taskbar, Explorer and interface styling.
