Tor Browser already routes your traffic through the Tor network, so a VPN is optional, not a general privacy upgrade. The Tor Project generally advises against combining the two unless you are an advanced user who knows how to configure both without weakening protection. As of 7 October 2026, only two providers have official documentation of Tor-routing features: Proton VPN and NordVPN. The official material does not support ranking five providers as the best for Tor Browser, so this article explains what a VPN changes, what each documented feature does, and what to check before using either.
Why the Tor Project advises caution
The Tor Project’s support guidance, “Using Tor Browser with a VPN,” states: “Generally speaking, we don’t recommend using a VPN with Tor unless you’re an advanced user who knows how to configure both in a way that doesn’t compromise your privacy.” The same guidance warns that a VPN set up incorrectly can reduce anonymity or break Tor’s protections. That warning, not the phrase “enhance privacy,” should set expectations for any VPN paired with Tor Browser.

What Tor Browser already does
The Tor Browser Manual, in its “About Tor Browser” section, describes traffic passing through three random relays. It states: “Your internet service provider, and anyone watching your connection locally, will not be able to track your internet activity, including the names and addresses of the websites you visit.” Websites see a connection from the Tor network rather than your real IP address. The manual also says Tor Browser is designed to resist browser fingerprinting. The manual page is undated, so treat the three-relay figure as the design it describes rather than a measured result.
What a VPN changes in the route
A VPN does not add anonymity to Tor. It moves the first hop. Without a VPN, your network operator sees a connection to the Tor network. With a VPN underneath Tor Browser, the operator sees a connection to the VPN provider, and that provider becomes the first party in the route. It can observe your connection to Tor, and its own logging policy determines what it keeps.

| Setup | Local network or ISP | First party in the route | Main trade-off |
|---|---|---|---|
| Tor Browser alone | Cannot see the websites you visit, per the Tor Browser Manual | Tor relays | No added party; this is the Tor Project’s default recommendation |
| Tor Browser over a consumer VPN | Sees a connection to the VPN provider | The VPN provider, which can observe your connection to Tor | Adds a party the Tor Project advises caution about; misconfiguration can weaken protection |
| Provider Tor-routing feature (Proton VPN Tor servers, NordVPN Onion Over VPN) | Sees a connection to the VPN provider | The VPN provider, which then routes into Tor | Slower connections in Proton’s documentation; a regular browser is not Tor Browser |
The two providers that document Tor routing
Proton VPN Tor servers
Proton’s support page describes connections that go from a Proton VPN server into the Tor network. Tor servers are marked in its apps. Proton warns that Tor is much slower than a regular VPN because traffic passes through at least three volunteer-run nodes. On macOS and iOS/iPadOS, the page says enabling the kill switch may be necessary for connections to onion sites.
NordVPN Onion Over VPN
NordVPN describes Onion Over VPN as routing through Tor after a VPN connection, and says it can permit access to onion sites from a regular browser. This is a vendor feature description. A regular browser reaching onion sites does not gain the fingerprinting protections the Tor Browser Manual describes, and the feature does not establish performance or privacy advantages over Proton VPN or over Tor Browser alone.

No-logs claims and audits are provider disclosures
NordVPN’s no-logs page says PricewaterhouseCoopers AG Switzerland reviewed its policy in 2018 and 2020, and Deloitte did so in 2022, 2023 and 2024, concluding that the policy was valid and browsing activity was not logged. These are NordVPN’s own descriptions of those reviews, and this article has not independently verified them. Proton also publishes no-logs claims and audit descriptions. A no-logs policy limits what a provider keeps. It does not stop the provider from seeing your connection while you use it, and it is not proof that you cannot be identified.

Why this is not a five-provider ranking
A top-five list would need a stated selection method and current testing for every provider named. Neither exists in the official material for this topic, and no speed tests or hands-on tests were run for this article. A ranking would imply privacy or performance differences that no source establishes. Any fair comparison would need to assess each provider on the same points:

- Whether Tor routing is built into the app, or you must configure Tor Browser yourself
- Whether you need Tor Browser specifically or only onion access from another browser
- The provider’s logging disclosures, plus the date and scope of any audit
- Supported operating systems and documented setup caveats such as kill-switch requirements
- Speed and reliability, measured with a stated method
- Whether the added provider fits your threat model
Jurisdiction, a “no logs” label, or layered encryption is not, on its own, an anonymity guarantee.

If you decide to combine them
- Read the Tor Project’s “Using Tor Browser with a VPN” page in full before changing any setting.
- Decide which setup you need: Tor Browser with a VPN underneath, or a provider’s Tor-routing feature. They are different configurations with different trade-offs.
- For Proton VPN Tor servers, select the server marked for Tor in the app, and expect much slower connections than a regular VPN server.
- On macOS or iOS/iPadOS with Proton VPN, check whether the kill switch must be enabled for onion sites.
- For NordVPN Onion Over VPN, confirm which mode the app is in before opening your browser, and do not assume the browser behaves like Tor Browser.
- If you cannot explain how the two tools fit together, use Tor Browser alone, which is the Tor Project’s stated recommendation for most users.
