There is no single best UK cloud host for every business handling sensitive data. Choose a provider and configuration by checking the actual services and regions your workload needs, who the contracting entity is, where data and support activities may flow, and whether the security, resilience, contract and cost arrangements meet your requirements. A UK data centre can be relevant, but its location alone does not establish compliance.
Do you need UK cloud hosting for sensitive data?
Not necessarily. UK server location is not a universal legal requirement for every organisation or every kind of sensitive information. The UK government’s Multi-region cloud and software-as-a-service guidance, published 5 February 2025, says there is no universal requirement for government data classified as OFFICIAL, including SENSITIVE-marked data, to be physically located in the UK. It also describes using regions outside the UK where legal, data-protection and security practices are satisfactory.

That guidance concerns government cloud use; it is not legal advice or a blanket rule for businesses. Your sector, contracts, data-protection obligations, customer commitments and risk assessment may impose specific requirements. Establish those before treating a UK-only design as necessary—or assuming that a UK region resolves them.
What does a UK data-centre location establish?
Physical server location is only one part of the data-flow picture. The Information Commissioner’s Office (ICO) distinguishes the provider’s establishment and the entity you contract with from the place where servers sit. Under its guidance, contracting with a UK-based cloud provider does not, by itself, make use of the service a restricted transfer. Contracting with a provider based outside the UK is very likely to involve a restricted transfer. A UK provider’s onward transfer to an overseas sub-processor can also be restricted.

Everything stays effortlessly organized, powered by intelligent tagging and recognition.
Cloud services may process account and usage information as well as the content you upload. Support access and sub-processors can also affect where and by whom information is handled. For each candidate, establish:
- Which legal entity will sign the contract, and where that entity is established.
- Which regions will store or process the workload, including backups and any cross-region replication.
- Which sub-processors may handle customer content, account data or support activity, and from which countries.
- What transfer safeguard applies to any relevant restricted transfer, as set out in the provider’s current terms.
Use the provider’s current data-processing terms and sub-processor list, and check the relevant ICO transfer guidance. Do not rely on a “UK data centre” label as a substitute for examining onward processing and support arrangements.

Which cloud provider should you choose?
Start with providers that can document the services, regions, contractual terms and controls your specific workload requires. Microsoft Azure and Amazon Web Services (AWS) have relevant official UK-residency or data-protection materials to assess, but the available evidence does not establish an overall winner or a complete provider ranking. Their materials are starting points, not proof that a particular workload or configuration is compliant.
| Provider | Relevant official material | What to verify for your workload |
|---|---|---|
| Microsoft Azure | Microsoft’s data-residency material describes Azure residency options and notes that customers choosing cross-border transfers of personal-data content need to consider applicable legal requirements. Its UK G-Cloud compliance material discusses UK marketplace and NCSC Cloud Security Principles information. | Confirm the particular services and regions available for your design; applicable residency and transfer terms; current assessment evidence; support and sub-processor arrangements; and the contract commitments for the services procured. |
| Amazon Web Services (AWS) | AWS publishes GDPR, data-protection and privacy materials, including UK transfer documentation such as its UK GDPR Addendum and IDTA-related material. | Confirm that the cited terms apply to the exact AWS service, contracting entity, data flows and contract; check relevant regional service availability and current sub-processor and support arrangements. |
For either provider, verify live documentation at procurement time. A framework reference, certification or compliance page can help you gather evidence, but does not by itself demonstrate that your chosen services, configuration and operating practices meet your obligations.

How should you compare providers for the same workload?
Write down the workload and requirements first, then assess every candidate against the same criteria. This prevents a broad “UK hosting” claim or a provider’s general compliance statement from obscuring a gap in a particular service or data flow.
Region and service fit
Check that the proposed UK region offers the compute, storage, backup, security and managed services your design needs. Region choice can affect service availability, features, price, physical infrastructure and sustainability characteristics. Identify any service that would require another region, and document the consequences for replication, backup and support flows rather than assuming regions are interchangeable.

Security and resilience
Assess the controls available from the provider and the controls your team must configure. Review identity and access management, encryption options, logging, backup and recovery, incident response and resilience design. Seek evidence against the standards or frameworks relevant to your organisation, while assessing how those controls apply to the actual services you plan to use.
Governance, support and exit
Set out who can access the environment, under what conditions, and how provider or partner support access is governed. Check contractual and operational arrangements for retention, deletion, data return, portability, audit evidence and sub-processors. Include what happens to sensitive copies held in backups or by partners when the service ends.

Total cost and operating effort
Compare the same architecture and usage assumptions across candidates. Include the region, storage, backup, data egress, support tier and the operational work needed to configure and monitor the service. Obtain current quotes or use provider calculators; comparable current prices are not established here, so a general price ranking would be unreliable.
Quick Recap
A practical shortlist process
- Define the workload. Record the data involved, its sensitivity, the services needed, expected usage, recovery needs and any contractual or sector-specific requirements.
- Map the data flows. Identify the provider’s contracting entity, planned regions, backups, replication, sub-processors and support access. Mark any cross-border processing for review.
- Confirm regional service availability. Validate that each required service is available in the proposed region and note any dependencies that would send data or operations elsewhere.
- Review evidence and terms. Read the service-specific security and residency documentation, data-processing terms, transfer safeguards, sub-processor information and support commitments. Match the evidence to your configuration, not just the provider brand.
- Test governance and recovery. Decide how access, logs, incident handling, backup restoration, deletion and data return will work in practice, including during an outage or at contract exit.
- Compare like-for-like cost and effort. Price the same deployment assumptions and include support, storage, egress, backup and the staff effort required to operate it.
- Document the decision. Record why the selected entity, services, regions and safeguards fit the workload, along with unresolved risks and the controls used to manage them.
