Best Settings for Low-Latency PC Game Streaming on Android

A measurement-led guide to tuning Moonlight and Sunshine on Android, with practical frame-pacing, bitrate, encoding, and network advice.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For low-latency PC game streaming on Android, start with a sustainable resolution and frame rate, use host hardware encoding when available, and tune Moonlight’s bitrate and frame-pacing mode while watching its performance overlay. There is no universal best preset: the result depends on the PC, Android decoder and display, network path, and game. Tune one setting at a time, prioritizing stable delivery before image quality.

Start with a stable baseline

Choose the Android device’s native resolution or a lower supported resolution, then select a stream frame rate the PC can sustain and the Android device can decode. A higher resolution or frame rate can increase host encoding, network, and client decoding demands. No general documentation establishes one resolution-and-FPS combination as best for every setup.

Keep the starting configuration simple: use Sunshine’s default encoder selection, begin with Moonlight’s Balanced frame-pacing mode, and set a bitrate that your connection handles without rising network variance or dropped frames. Change only one setting at a time so you can tell what helped.

Choose a Moonlight frame-pacing mode

In Moonlight for Android, frame pacing determines when decoded frames are presented. The modes make different tradeoffs between responsiveness and consistent motion; the lowest-latency option will not necessarily look or feel best on every device and connection.

Mode What it does When to try it
Balanced Uses Android’s Choreographer frame callback and can buffer up to one frame to smooth network jitter and host/client V-sync drift. Start here if motion looks uneven or your connection has occasional jitter.
Prefer lowest latency Renders a frame immediately after decode and drops the previous frame if it has not been displayed. It keeps display refresh as high as possible. Compare it when responsiveness is the priority and frame delivery is stable; immediate presentation provides less protection from jitter and pacing irregularities.
Balanced with FPS limit Caps frame rate at display refresh minus one and never drops frames. If stream FPS exceeds display refresh, it behaves like Balanced. Moonlight notes that variable-refresh-rate devices may have issues because their refresh rate fluctuates. Consider it when you want a frame-rate cap tied to the display and your device handles the mode well.
Prefer smoothest video Never drops frames, including when stream frame rate equals or exceeds display refresh. Try it when avoiding dropped frames matters more than responsiveness.

Compare modes in the same game and scene. A buffered frame can smooth irregular delivery but add waiting; presenting frames immediately reduces intentional waiting but can make uneven delivery more apparent. Moonlight documents the modes and their tradeoffs in its Android client FAQ.

Use hardware encoding on the PC

Sunshine documents hardware encoding through NVIDIA NVENC, Intel Quick Sync, and AMD VCE, as well as VA-API for AMD and Intel and CPU software encoding. Use a hardware path when supported, but check the host’s observed encoding performance rather than assuming a particular option is faster in every configuration. Leave the encoder selection at its default unless a measured compatibility or performance problem gives you a reason to change it.

NVENC preset tradeoffs

Sunshine’s NVENC presets run from P1, the fastest, to P7, the slowest. Higher preset numbers improve compression at a given bitrate but add encoding latency. Sunshine recommends changing the preset mainly when the network or decoder is the limiting factor; increasing bitrate can have a similar image-quality effect. A slower preset is not a general latency optimization.

Sunshine’s max_bitrate setting is the maximum encode bitrate; a value of zero means Sunshine uses the bitrate requested by Moonlight. Its minimum_fps_target setting controls the lowest effective frame rate during static or low-frame-rate content, because some clients expect a constant video stream. Sunshine can encode variable frame rates that follow content updates, up to Moonlight’s configured maximum, so low FPS reported on a static desktop does not by itself show that gameplay is slow.

Tune bitrate for consistency, not bandwidth-test scores

Raise bitrate only while Moonlight’s network latency variance and network-dropped frames stay low. If variance becomes high or erratic, or network drops appear, reduce bitrate or improve path stability before trying to increase image quality. Moonlight notes that a fast gigabit link does not guarantee that the Android decoder or host encoder can handle an extreme bitrate.

Sunshine describes real-time streaming as depending on network-path stability and consistency—low latency with low variance and minimal or no packet loss—not just peak bandwidth. It also explains that a 60 FPS stream can emit video packets in bursts every 16 ms. A slower segment can fill its buffers and drop packets even when another segment has a faster link rate. Sunshine says versions after 0.23.1 include networking improvements intended to alleviate this condition; consult documentation for your installed version before considering advanced network changes.

A wired Ethernet path is a useful comparison if both devices support it, but it is not guaranteed to outperform a clean wireless connection. Raw speed-test results alone do not establish whether a stream will be stable. Do not expose the PC to the public internet or open ports as routine latency tuning.

Overlay metric What it indicates What to investigate
Network latency A client-host-client packet round trip representing input traveling to the PC and the resulting audio/video returning. It can rise with geographic distance, bitrate beyond the connection’s capacity, and cellular connections, which tend to have higher latency than traditional internet connections. If it is high, consider distance and connection type as well as bitrate.
Network latency variance Packet-to-packet jitter. If it is high or jumps around, lower bitrate or try a more stable path.
Decode latency Average time for the Android client to decode a frame and ready it for rendering. It varies with client hardware, bitrate, frame rate, and resolution. Look for a client decoding bottleneck; test lower resolution, bitrate, or frame rate. Moonlight says 90 or 120 FPS may reduce decode latency on some devices, but the result is not guaranteed and raises host and client demands.
Frame-queue latency Time decoded frames wait for rendering, often while a previous frame renders or waits for V-sync. Look for presentation or synchronization delays. Moonlight says it should generally stay below one frame interval—16 ms at 60 FPS.
Render latency Time to present a frame. With V-sync, it typically includes a V-sync period; Moonlight gives 16 ms at a 60 Hz display as an example. Consider display refresh and client rendering or synchronization behavior.
Network-dropped frames and jitter drops Network drops are associated with unreliable connections, such as 2.4 GHz Wi-Fi or powerline networking, or a bitrate the path cannot support. Jitter drops reflect frames arriving too early or too late relative to presentation. Network drops should generally remain near zero. Lower bitrate or investigate path stability when they rise; use frame-pacing comparisons to assess presentation-related irregularity.

High network variance points toward a path or bitrate problem; high decode latency points toward client capacity or stream settings; and high frame-queue or render latency points toward client rendering, presentation, or synchronization. Moonlight says different platforms expose different subsets of metrics, so figures should not be compared across unrelated clients. The overlay may not measure compositor, display, or input-device latency; external measurement hardware is needed for the most accurate end-to-end measurement. See Moonlight’s explanation of connection statistics for metric definitions.

Test network stability when the overlay points to the path

Sunshine’s troubleshooting guidance suggests testing UDP traffic with iPerf3 for 60 seconds and watching packet loss and jitter. Its example runs a test from the client toward a server on the Sunshine host in reverse mode at a chosen bitrate. The page describes packet loss below 5% and jitter below 1 ms as ideal test output. These are troubleshooting targets, not a guarantee of smooth play or a universal network requirement.

Sunshine’s Android troubleshooting guidance mentions PingMaster as a tool option. If testing confirms that the path is unstable, compare a wired connection where practical or reduce bitrate; changing NIC rates or traffic shaping is advanced troubleshooting, not a baseline requirement. See the Sunshine troubleshooting documentation.

Choose a codec based on both devices

Sunshine can advertise HEVC and AV1 profiles according to encoder capabilities, but software encoding these codecs may be more CPU-intensive. The official documentation does not establish one universally lowest-latency codec across Android devices. Compare codecs that both the host encoder and Android hardware decoder support, and judge them with the overlay on your setup rather than forcing a profile without a specific compatibility or performance reason. Sunshine’s configuration documentation describes its encoder and codec options.

A practical tuning order

  1. Set a sustainable stream: choose native or lower resolution and a frame rate the game PC can sustain and the Android device can decode.
  2. Keep the host encoder at its default selection: use a supported hardware encoder where available and change encoder settings only to address an observed issue.
  3. Begin with Balanced pacing: compare Prefer lowest latency if you want more immediate presentation and the connection is stable; test other modes if frame pacing is unsatisfactory.
  4. Adjust bitrate gradually: continue only while network variance and dropped frames remain low; back off when they worsen.
  5. Use the overlay to isolate a bottleneck: distinguish path instability from decoding or presentation delay before changing resolution, FPS, or synchronization choices.
  6. Test codec or network changes last: compare supported codecs and, if needed, a wired path or UDP stability test while holding other settings constant.

Repeat the comparison in the game and connection conditions you actually use. This process finds a workable setting for a particular PC, Android device, display, and network; general documentation cannot name the exact best bitrate, codec, resolution, or frame rate for an unspecified device.
