Best Password Managers for Small-Business Teams With Shared Access Controls

For the most granular shared-access policies, choose 1Password Business. It lets administrators assign 13 separate vault permissions to individual employees, groups, and vaults. Bitwarden Teams is the value choice with transparent per-seat pricing, while Bitwarden Enterprise adds SSO, custom roles, account recovery, and self-hosting. Keeper is strongest for shared team folders, delegated administration, time-limited sharing, and vault transfer. Dashlane is worth considering when phishing alerts and credential-risk monitoring matter more than a published price.

The right decision depends less on the number of passwords than on how precisely you must control who can view, edit, share, export, or recover them.

What a small business should require from a password manager

A team password manager should do more than place everyone’s credentials in one encrypted vault. It needs an administrative model that matches your business: shared access without universal visibility, rapid removal of departing employees, evidence of who changed a credential, and a practical way to connect the service to your identity provider.

  • Permission granularity: Can you allow someone to use an item without letting them export or reveal the password? Can rules differ by vault or group?
  • Delegated administration: Can a department lead manage its own users and folders without becoming a full super administrator?
  • Directory integration: SSO simplifies sign-in; SCIM or an equivalent provisioning connector automates joiner, mover, and leaver changes.
  • Auditability: Event logs and security reports help investigate sharing, policy changes, and suspicious activity.
  • Offboarding: You need a documented way to transfer or reclaim company credentials when someone leaves.
  • Recovery and resilience: Account recovery, phishing-resistant multifactor authentication, and a tested emergency process prevent a locked-out administrator from becoming an outage.
  • Deployment model: Some organizations require a vendor-hosted service; others need the option to operate the server themselves.

Do not buy an enterprise tier simply because it lists more features. First map your actual workflows: which teams share credentials, which secrets are especially sensitive, who approves access, and how quickly access must be revoked.

1Password Business: the most granular vault governance

1Password Business is the clearest fit when your priority is fine-grained least privilege rather than the lowest published seat price. Its current documentation describes 13 different vault permissions. Those permissions address actions such as creating and editing items, exporting and sharing data, revealing passwords, and viewing item history. Administrators can assign the controls at the employee, group, and vault levels.

That model is useful when a business has different classes of secrets. For example, a contractor might need to use a support account but not reveal or export its password; the finance team might edit billing credentials while the wider company can only view selected items. The important distinction is that access is not limited to a binary “member” or “non-member” switch.

Administration and provisioning

Business plans include custom groups and roles, usage reports, and security reports. Automated provisioning is documented for identity providers including Google Workspace, Microsoft Entra ID, Okta, OneLogin, and Rippling. SSO unlock gives users an identity-provider-based sign-in path while keeping the password manager’s encrypted data model in place.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Each company member also receives a free 1Password Families membership. That benefit is separate from the company vaults and can help employees keep personal credentials distinct from work data.

When to choose it

Choose 1Password Business when you need per-vault and per-item restrictions, detailed reporting, and a fast rollout through an existing identity provider. Confirm commercial terms directly because a current public Business seat price is not stated in the referenced documentation.

Bitwarden Teams and Enterprise: transparent pricing and a self-hosted path

Bitwarden recommends creating an Organization when people need to share data with coworkers. Teams and Enterprise organizations support unlimited users billed per user and include premium features, event logs, user groups, organization-management API access, and Directory Connector.

Bitwarden Teams pricing

Bitwarden’s 2025 business-plan figures list Teams at $4 per user per month when billed annually or $5 per user per month when billed monthly. These are per-seat prices, so calculate the total from every user who needs an account, including administrators and occasional contributors.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Teams is a strong value choice when your main requirements are secure sharing, collections, groups, logs, and directory synchronization. Its documentation describes Teams organizations as suitable for sharing data with a department or the entire company.

What Enterprise adds

Enterprise is listed at $6 per user per month billed annually or $7 per user per month billed monthly in Bitwarden’s 2025 plan PDF. Enterprise-only capabilities include Login with SSO, enterprise policy enforcement, self-hosting, account recovery, custom management roles, and family sponsorship.

Self-hosting can matter to organizations with a specific data-residency, network-isolation, or operational requirement. It also transfers responsibility for server security, upgrades, backups, monitoring, and recovery to your team. Treat it as an infrastructure commitment rather than a free deployment shortcut.

Yubico - YubiKey 5 NFC - Multi-Factor authentication (MFA) Security Key and passkey, Connect via USB-A or NFC, FIDO Certified - Protect Your Online Accounts
  • POWERFUL SECURITY KEY: The YubiKey 5 NFC is the most versatile physical passkey, protecting your digital life from phishing attacks. It ensures only you can access your accounts

When to choose Teams versus Enterprise

  • Choose Teams when transparent pricing and core sharing and administration are sufficient.
  • Choose Enterprise when SSO, enforced enterprise policies, account recovery, custom administrative roles, or self-hosting are requirements rather than nice-to-have features.

Keeper: shared folders, delegated administration, and controlled transfer

Keeper’s business documentation emphasizes shared team folders and advanced organizational structures. It supports sharing passwords, passkeys, files, photos, and other secrets with individuals or teams. Sharing can be persistent or time-limited, which is useful for vendors, temporary projects, incident response, and onboarding.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Role and folder design

Delegated administration lets an organization distribute management work instead of giving every department unrestricted administrator rights. Role-based access control, policy enforcement, team management, and structured folders support a model in which, for example, an IT lead manages infrastructure credentials while a finance lead manages payment systems.

Offboarding and vault transfer

Keeper documents vault transfer when an employee leaves. Make this part of your exit checklist: identify the departing user, preserve business records, transfer ownership or access to an approved custodian, disable the account, and review any time-limited shares that could remain active. A transfer feature is only useful if someone is assigned to operate it during every departure.

Identity integration

Keeper’s documentation lists SCIM provisioning, SSO/SAML, developer APIs, and policy controls. These integrations make it possible to automate account creation and removal and to connect password-manager access to the same identity lifecycle used for other business applications.

Dashlane Omnix: choose it for credential-risk visibility

Dashlane’s business materials describe secure sharing, audit logs, dark-web insights, password generation, phishing alerts, and a zero-knowledge architecture. The current professional-plan documentation calls the offering Omnix Password Management and lists a secure vault, AI-powered autofill, secure sharing, admin vault policies, and integrations.

Why older Dashlane comparisons can mislead

A current teams page displays a legacy Starter offer for 10 seats at a flat $20 monthly rate. Dashlane’s current support documentation explicitly says it no longer sells Starter, Team, or Standard plans and that Omnix pricing is custom. Do not use the $20 figure as a current quote; request an Omnix proposal for your seat count and required controls.

When Omnix makes sense

Choose Dashlane when detecting credential exposure and phishing risk is central to your security program, and when you are prepared to evaluate a custom-priced managed deployment. Compare the included monitoring, policy scope, SSO and SCIM implementation, support, and any minimum seat commitment rather than comparing only a legacy headline price.

How to design shared access without overexposing passwords

  1. Inventory the secrets. List service accounts, administrator credentials, API keys, passkeys, recovery codes, certificates, and files that contain sensitive information. Record the business owner and the people who need access.
  2. Create vaults or collections by responsibility. Separate infrastructure, finance, customer support, marketing, and break-glass credentials. A smaller, purpose-based vault is easier to audit than one company-wide bucket.
  3. Define roles before adding users. Write down who may view, edit, share, export, delete, or recover each class of item. Use groups for stable teams and individual exceptions only when necessary.
  4. Connect your identity provider. Configure SSO if the selected plan supports it. Add SCIM or a directory connector when you want membership changes to follow your central directory automatically. Test a new hire, department transfer, and termination.
  5. Apply the narrowest usable permission. If a person only needs to use a credential, do not grant export, sharing, or reveal rights. For temporary work, use an expiration-based share where available.
  6. Turn on logging and review it. Establish an owner for event-log review. Look for unexpected exports, policy changes, new administrators, and access outside normal working patterns.
  7. Document recovery and departure. Assign at least two trusted administrators, test account recovery, and include vault transfer or collection reassignment in the employee-exit runbook.
  8. Require strong second factors. Enforce multifactor authentication for administrators first, then expand to all users after testing enrollment and recovery.

SSO, SCIM, and directory integration: what a small team really needs

SSO lets users authenticate through your identity provider instead of maintaining a separate sign-in password for the password manager. It improves central policy enforcement, but it does not by itself decide which vaults a user can access.

SCIM automates account provisioning and deprovisioning. It is most valuable when staff changes are frequent or when a missed offboarding step would create serious exposure. For a five-person company with rare personnel changes, manual administration may be adequate if it is documented and reviewed.

Directory connectors and APIs can synchronize groups and support custom workflows. Before selecting a plan, verify which direction synchronization works, how quickly changes propagate, what happens when a group is renamed, and whether suspended users retain access during a sync delay.

Best Value
Yubico - Security Key C NFC - Basic Compatibility - Multi-Factor authentication (MFA) Security Key and passkey, Connect via USB-C or NFC, FIDO Certified (Pack of 2)
  • The information below is per-pack only
  • POWERFUL SECURITY KEY: The Security Key C NFC is the essential physical passkey for protecting your digital life from phishing attacks. It ensures only you can access your accounts.
  • WORKS WITH 1000+ ACCOUNTS: Compatible with Google, Microsoft, and Apple. A single Security Key C NFC secures 100 of your favorite accounts, including email, password managers, and more.

Audit logs, breach monitoring, and the limits of alerts

Event logs answer administrative questions such as who changed a policy, added a user, or shared an item. They are not a substitute for a security review. Decide how long logs are retained, who can read them, and which events trigger an investigation.

Breach and dark-web monitoring can identify exposed email addresses or credentials, while phishing alerts can warn about suspicious destinations. Treat an alert as a starting point: rotate the affected credential, inspect reuse elsewhere, verify the legitimate service domain, and record the incident. Monitoring cannot repair a password that has already been copied into an unmanaged location.

Optional phishing-resistant MFA: a security key

A hardware security key such as a YubiKey can provide phishing-resistant multifactor authentication for the password manager and, where supported, your identity provider. Bitwarden’s documentation lists hardware security keys and specifically names YubiKey among supported two-step-login methods for premium and business plans.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check compatibility with the exact password-manager plan, browser, operating system, and identity provider before buying. Keep at least one spare key in a controlled location, document who can access it, and test recovery codes or an alternate administrator path. A key that is lost without a recovery procedure can lock out the same team it is meant to protect.

Common buying and rollout mistakes

  • Choosing by seat price alone: A cheaper plan may lack the SSO, recovery, custom-role, or self-hosting control that your audit requires.
  • Giving everyone full access: Shared vaults are not a reason to make every employee an administrator. Start with role-based groups and narrow permissions.
  • Ignoring exports: A user who can export a vault can create an unmanaged copy. Restrict export where the workflow allows and monitor exceptions.
  • Skipping a termination test: Test directory deprovisioning and manual vault transfer before relying on them during a real departure.
  • Trusting stale plan pages: Dashlane’s legacy Starter display illustrates why current plan documentation and a written quote matter.
  • Self-hosting without operations capacity: Budget for patching, backups, availability monitoring, and incident response before selecting a self-hosted deployment.
  • Leaving recovery to one person: Maintain two or more trusted administrators and rehearse recovery without exposing emergency credentials broadly.

Decision guide

  • Pick 1Password Business for the most detailed per-vault and per-item controls, reporting, and identity-provider provisioning.
  • Pick Bitwarden Teams for transparent pricing and core sharing and administration. Move to Bitwarden Enterprise for SSO, enforced policies, account recovery, custom roles, or self-hosting.
  • Pick Keeper when shared folders, delegated administration, time-limited sharing, vault transfer, and RBAC define your workflow.
  • Pick Dashlane Omnix Password Management when credential-risk monitoring and phishing protection justify a custom-priced managed service.

The Bottom Line

For small-business teams, the best password manager is the one that enforces least privilege during everyday sharing and still gives administrators a reliable path through provisioning, auditing, recovery, and offboarding. 1Password Business leads on permission detail; Bitwarden leads on transparent value and self-hosting through Enterprise; Keeper leads on folder-based delegation and transfer; Dashlane Omnix leads when credential-risk monitoring is the deciding capability.
