What “offline” must mean for an Android transcription workflow
Android apps use the word offline for several different behaviors. A recorder may capture an audio file while you have no signal, then upload it when connectivity returns. An editor may open and save local notes without any account. A speech recognizer may perform the actual conversion from audio to text on the phone, but only after you download a language model. These are separate capabilities.

- Recording: Can the app save the original audio locally when airplane mode is enabled?
- Transcription: Does speech recognition run on the device, or must the recording be sent to a server?
- Editing: Can you open, change and save the text without an account or network connection?
- Ownership and export: Can you keep the source audio and text as ordinary files that another app can read?
The evidence for the apps covered here does not establish a universal, on-device speech-to-text app for every Android phone. Pixel Recorder is explicitly device-dependent. Markor is the strongest documented choice for the local editing layer, while Notta is a cloud-processing comparison rather than an offline recommendation.

No reliable figures for accuracy, processing speed, battery use, supported language counts or maximum recording length are established in the available product information. Treat any percentage or timing published elsewhere as a separate claim that needs its own test conditions.
Best offline Android text editor: Markor
Why Markor is the clearest documented choice
Markor’s project documentation describes it as an Android text editor for Markdown, todo.txt and plain text, and explicitly calls it an offline app. Its F-Droid listing likewise states that it works completely offline. That makes it the most defensible recommendation for the second layer of a privacy-conscious workflow: storing and refining transcripts without depending on a note service being reachable.
Markor is an editor, not a speech-to-text engine. You bring it text from a recorder or transcription tool, then keep the working copy in a local file. Because the supported formats are ordinary text-oriented formats, the material is easier to inspect or move with another compatible editor than a note trapped inside a proprietary account.

- Markdown notes: Useful when a transcript needs headings, lists, links or lightweight formatting.
- todo.txt files: Suitable for turning spoken action items into a task list.
- Plain text: A low-dependency format for drafts, interviews, field notes and records.

How to make Markor your offline note layer
- Install Markor before leaving a reliable connection, then open it once so Android completes setup and you can identify the folder it uses for documents.
- Create a test Markdown or plain-text file.
- Enable airplane mode, reopen the file, add a sentence and save it.
- Use Android’s share action to send a short transcript into a Markor note, or open a local text file from Markor.
- Reconnect only after confirming that the file remains readable and editable offline.
The test matters because “offline” describes Markor’s editing operation; it does not guarantee that another app used to obtain the text has also avoided the network.

What Recorder offers
Current comparison coverage positions Google Recorder as a tool for supported Pixel phones. A Pixel-focused how-to guide describes saving recordings on the device and sharing a transcript to another app, including Google Docs. This can provide a practical record-and-transcribe path without handing the audio to a general cloud transcription service, but only on the supported device and language configuration.
Check compatibility before relying on it
Do not assume that every Pixel, Android release or language has the same behavior. Confirm all three items on the phone you will actually use:
- Exact Pixel model: Recorder availability and transcription features are device-dependent.
- Android version: A feature documented for one release may not appear identically on another.
- Downloaded language support: A transcript may require a language model or supported language to be available on the device.
Offline readiness check
- While connected, install or update Recorder and download any language resources that the app offers for your intended language.
- Record a short sample containing speech, numbers and names you commonly dictate.
- Turn on airplane mode before starting the real session.
- Stop the recording and verify that the audio remains available on the phone.
- Open the transcript view and check whether transcription completes in that disconnected state.
- Share the resulting transcript to Markor or another local editor, then reopen the saved text with the connection still disabled.
If transcription stops, a language is unavailable or the share action requires a connection, treat Recorder as an offline recorder only for that configuration and do not promise offline transcription to yourself or others.
Why Notta does not qualify as fully offline
Notta is a useful contrast because its interface can make “record now” and “transcribe now” look like the same operation. Notta’s Help Center, updated May 26, 2025, states that its recording and transcription features require audio recordings to be uploaded to Notta’s servers for processing, with transcription results returned in real time or in segments.

That means a mobile recording may begin when connectivity is poor, but the defining speech-recognition step is still server-side. If your requirement is “transcribe voice recordings without uploading them,” Notta fails that requirement. It can be appropriate only when cloud processing is acceptable and you have reviewed the service’s account, retention and privacy terms.
A robust offline workflow from voice to finished note
1. Prepare while connected
- Install the recorder or transcription app that matches your phone.
- Download supported language resources where the app provides them.
- Install Markor and create a predictable local folder or notebook structure.
- Make a short test recording and preserve both the audio and text output.
- Check available storage; long recordings create an audio file as well as a text file.
2. Capture the source audio
Start with the phone disconnected if privacy is the priority. Keep the original recording instead of treating the transcript as the only copy. Audio lets you resolve names, punctuation and missed words later, especially when the speech recognizer is uncertain.
3. Transcribe under the same network condition you intend to use
Airplane-mode testing is more meaningful than seeing a “saved locally” message while connected. A local recording proves only that capture worked. Verify that the transcription itself completes without a network request.

Share or copy the transcript into a Markor Markdown or plain-text document. Keep a simple naming convention such as date, subject and source, so the audio and text can be paired later. If you use todo.txt, convert action items into tasks rather than leaving them buried in a paragraph.

5. Edit and verify
- Correct names, dates, figures and technical terms against the audio.
- Mark passages you could not hear instead of silently guessing.
- Separate verbatim transcript from your summary or decisions.
- Save, close and reopen the file while offline to confirm persistence.
6. Export only when needed
Use the local file as the durable copy. Share it to another app or service only when the destination is appropriate for the sensitivity of the material. Reconnecting for a deliberate export is different from requiring a cloud server for every transcription.

Common mistakes and how to avoid them
Confusing local recording with local transcription
A file saved on the phone can still be uploaded later for recognition. Look for evidence about where speech processing occurs, then repeat the test with connectivity disabled.
Assuming Pixel behavior applies to all Android phones
Recorder’s documented workflow is tied to supported Pixel devices. A Samsung, Motorola, tablet or older Pixel may expose different options. Verify the exact hardware and software rather than generalizing from a screenshot or a guide for another model.
Editing in an app that needs an account
If your note editor cannot open files without signing in, it becomes a failure point during travel, fieldwork or an outage. A local Markor file gives you a separate, readable copy.
Discarding the audio after a rough transcript
Transcription is not proof that every word was recognized correctly. Retain the source recording when accuracy, legal context or factual detail matters, and label any uncertain passage during editing.
Trusting an unsupported accuracy claim
Accuracy varies with language, accents, microphones, background noise and speaking style. No comparable accuracy, speed or battery statistics are established for these choices, so run a representative sample instead of relying on a universal percentage.
Privacy checklist for sensitive recordings
- Switch to airplane mode before recording and keep it on through transcription when a no-upload requirement applies.
- Confirm that the transcript is visible and editable before reconnecting.
- Store audio and text in locations protected by the phone’s screen lock and device encryption.
- Inspect Android share targets before sending a transcript; a cloud note or messaging app can upload it immediately.
- Delete temporary copies from apps that are not part of your retention plan.
- For Notta or any other server-based service, treat upload as a deliberate disclosure and review its current terms before use.
Bottom line for offline Android users
Use Markor when the priority is dependable, local editing of Markdown, todo.txt or plain text. Use Google Recorder only when your specific Pixel, Android release and downloaded language support pass an airplane-mode test. Do not call Notta fully offline: its mobile transcription requires uploading audio to Notta’s servers. The safest design is therefore a tested, device-local transcription layer paired with a local Markor file that remains useful when the network and any service account are unavailable.
