Best LLM Routers for 2026: Compare Routing, Governance, and Control

Compare five LLM routing options by who operates them, what they route, and the controls they document—then choose finalists to test on representative traffic.

There is no evidence-backed universal winner among LLM routing tools. The right shortlist depends on whether you want to operate configurable routing yourself, route among providers for a requested model, centralize access and governance, or use a router integrated with your cloud platform. The options covered here—LiteLLM, OpenRouter, Portkey Model Catalog, Vercel AI Gateway, and Microsoft Foundry model router—serve different operating needs, and their documentation does not establish a neutral performance ranking.

What an LLM router does—and what it may not do

An LLM router is a software layer that directs requests to model deployments or providers. Depending on the product, it can also add load balancing, retries, fallbacks, access controls, budgets, or request visibility. “Router” and “gateway” overlap as product labels; the practical difference is what the service routes, which controls it provides, and who operates it.

One important distinction is whether a tool selects among providers serving the same requested model or chooses between different model tiers. OpenRouter documents provider selection for a requested model. LiteLLM describes routing across deployments, including routing groups that can use different strategies. These are related capabilities, but they are not identical decisions.

LLM routing tools compared

Tool Operating model and best fit Documented routing or control What to verify
LiteLLM Configurable routing across deployments; suited to teams prepared to manage runtime and configuration. Weighted pick, rate-limit-aware, least-busy, latency-based, and cost-based strategies; retries, fallbacks, cooldowns, routing groups, and session affinity are documented in the LiteLLM routing documentation. Choose the routing strategy that fits your latency and usage needs; usage-based strategies can add latency.
OpenRouter Managed provider selection for a requested model. Default routing considers provider health and price. Preferences can set provider order, fallbacks, data-handling constraints, provider allow/deny lists, price ceilings, and sorting by price, throughput, or latency in the OpenRouter provider-routing documentation. Provider/model availability and plan requirements, including in-region routing eligibility.
Portkey Model Catalog Centralized provider and model access with governance controls. The current documentation describes one Portkey API key for access to multiple providers and models, plus centralized credential management, organization-level sharing, budgets, rate limits, and model allow-lists. See Portkey’s Virtual Keys documentation, which says the feature migrated to Model Catalog. Current Model Catalog eligibility and the exact controls available to your organization.
Vercel AI Gateway Managed gateway; relevant to teams considering a platform-operated option. Vercel’s July 24, 2026 comparison covers its managed gateway alongside open-source gateways, but the cited material here does not establish a neutral benchmark or a full feature-by-feature operating specification. See Vercel’s comparison. Current gateway capabilities, pricing, and limits for your deployment.
Microsoft Foundry model router Platform-integrated routing option for teams evaluating or using Microsoft’s model stack. Microsoft documents the model router as a Foundry platform feature. The cited Microsoft Learn overview does not establish the supported model list, availability, or billing implications for this comparison. Supported models, regional availability, and billing or plan requirements.

How the routing approaches differ

LiteLLM: configurable policies across deployments

LiteLLM documents several ways to choose among deployments, including weighted pick, rate-limit-aware, least-busy, latency-based, and cost-based routing. It also documents cooldowns, retries, fallbacks, and session affinity for conversations that should stay on one deployment. Routing groups allow different model sets to use different strategies.

The trade-off is operational and performance-related: the team must manage the runtime and configuration, and LiteLLM cautions that usage-based routing can add latency because it uses Redis for usage tracking. Its documentation recommends simple-shuffle as the default strategy for production performance. That guidance is a documented recommendation, not an independent comparison showing it will be fastest for every application. See the routing documentation for current behavior and configuration details.

OpenRouter: provider choice for a requested model

OpenRouter’s default behavior load-balances across providers for the requested model, taking recent outages into account and prioritizing lower-priced providers. Users can change the behavior with provider preferences and sorting options, and can specify ordered providers, fallbacks, supported request parameters, provider allow/deny lists, data-collection preferences, zero-data-retention routing, and price ceilings.

That default does not prove OpenRouter will be cheapest or fastest for a particular workload: preferences and sorting can change the result, and availability depends on the requested model and provider. OpenRouter documents EU and US in-region routing for Business and Enterprise plans; confirm current eligibility and the applicable provider/model availability in its provider-routing documentation.

Portkey: centralized access and governance

Portkey’s current terminology is Model Catalog. Its documentation says the earlier Virtual Keys feature migrated to Model Catalog; the Virtual Keys page is deprecated as a product name, not evidence that the documented governance concept has disappeared. The current concept described there is one Portkey API key for multiple providers and models, with centralized credential management, organization-level sharing, budgets, rate limits, and model allow-lists. Check the Portkey documentation for current feature details.

Vercel and Microsoft: managed or platform-integrated paths

Vercel’s July 24, 2026 article compares LiteLLM, Portkey, Envoy AI Gateway, Bifrost, and Vercel AI Gateway across areas including license, runtime, performance claims, automatic failover, and gated features. It is a vendor-published comparison, so its performance assertions should be treated as Vercel’s claims rather than independent test results. The comparison can help identify questions to investigate, but it does not establish a neutral winner. Read Vercel’s comparison alongside each product’s current documentation.

Microsoft Foundry’s model router is a platform-integrated option for teams already considering Microsoft’s model stack. The cited overview establishes that the feature exists, but not which models it currently supports or its availability and billing details. Confirm those specifics in Microsoft Learn before committing to an architecture.

Choose by operating responsibility and control needs

  • Choose a self-managed routing approach when deployment-level policy, routing groups, or session affinity are central requirements and your team is prepared to operate the runtime and configuration. LiteLLM’s documented strategies give you several policy choices, with the usage-based latency caveat noted above.
  • Shortlist OpenRouter when your key question is which provider should serve a requested model and you want documented provider preferences, fallback, and data-handling options.
  • Shortlist Portkey Model Catalog when centralized credentials and organization-level governance—such as budgets, rate limits, and model allow-lists—are the key requirement.
  • Evaluate Vercel AI Gateway or Microsoft Foundry’s router when a managed service or integration with an existing platform is more important than operating a gateway yourself. Confirm exact capabilities and commercial terms with current product documentation.

Across all five, check the controls that affect your application directly: provider and model access, credential handling, routing policy, fallbacks and retries, rate limits, budget enforcement, request logs, data retention, and geographic constraints. Do not assume a feature is available on every plan or for every endpoint just because it appears in a product’s documentation.

Test finalists on your own traffic

Feature lists cannot tell you which router will deliver the best results for your workload. Before choosing, run the same representative requests through each finalist and compare end-to-end outcomes, including routing overhead and retries—not just the provider’s advertised model latency.

  1. Build a representative test set. Include the task types, prompt sizes, output lengths, and traffic patterns your application actually handles.
  2. Record the route and result for each request. Capture which provider and model served it, whether the request was retried or failed over, and the final task quality.
  3. Compare operational outcomes. Measure end-to-end latency, error and retry rates, and total cost per successful task. Include any extra gateway or routing overhead in the latency figure.
  4. Exercise failure and governance controls. Test the fallback path and confirm the behavior of budgets, rate limits, allow-lists, data-handling settings, and any required regional routing.
  5. Recheck when conditions change. Provider availability, plan eligibility, model catalogs, and product controls can change; repeat relevant checks before launch and after material changes.
