Cloudflare Bot Management with AI Crawl Control and AWS WAF Bot Control are the strongest documented choices for blocking unwanted AI and social crawlers. Cloudflare offers separate policies for AI search, AI assistants or agents, AI training, content bots and general crawlers, with managed robots.txt support. AWS WAF Bot Control provides managed bot categories, monitoring, blocking and rate limiting, plus custom rules for allowing selected crawlers while restricting others.
Choose the service that matches your existing edge stack. Cloudflare is the more granular option when you need distinct AI-training, AI-search and AI-agent policies or want to serve a reduced page to social-preview clients. AWS is the practical fit for sites already running AWS WAF and CloudFront, especially when CloudWatch metrics and Web ACL logs are central to operations.

“Block the bot” is not one operation. A crawler can be identified by a user-agent string, an IP range, a verified provider signal, request behavior or a combination of those signals. It can then be handled in several ways:

- Robots.txt signal: tells compliant crawlers which paths they should not request.
- Edge block: the CDN or WAF refuses the request before it reaches the origin.
- Rate limit: allows occasional requests but constrains volume that could consume bandwidth or crawl capacity.
- Challenge: asks the client to pass a browser or JavaScript check; this is often unsuitable for link-preview services.
- Reduced response: returns only the metadata needed for a social card instead of the full article.
Robots.txt expresses a preference; it does not force an unwanted scraper to comply. An edge policy is what determines whether the crawler receives a response, and what that response contains. Use both layers when you want cooperative crawlers to receive a clear instruction while still protecting the site from clients that ignore it.
Cloudflare: the most granular documented AI policy set
Cloudflare’s Bot Management API exposes distinct settings named ai_bots_protection, ai_search, ai_training, ai_user, content_bots_protection, crawler_protection, JavaScript detection and managed robots.txt controls. Cloudflare states that all customers can choose to block AI bots and agents based on their behavior.
Why the categories matter
Separate categories let you make a policy that reflects your publishing goals instead of treating every automated request as identical:
- AI training: restricts crawlers whose purpose is collecting material for model training.
- AI search: handles systems that retrieve or index pages for AI-generated search answers.
- AI user or agent traffic: covers assistants acting on behalf of a person or software agent.
- Content bots: addresses automated content collection that may not fit a narrower AI category.
- Crawler protection: provides a broader control for unwanted automated discovery.
These labels describe policy categories, not a guarantee that every bot will identify itself perfectly. Behavior-based detection is valuable because a crawler can change its user-agent string, rotate addresses or imitate a browser.
Managed robots.txt and AI Crawl Control
Cloudflare can derive robots.txt directives from Search, Agent and Training policies. When managed robots.txt is enabled, it can create and serve Disallow rules for known AI crawlers. AI Crawl Control can enforce crawler-specific blocks and return a custom response body.
Deploy this as a two-part control:
- Set the policy categories that express your publishing preference, such as disallowing training crawlers while permitting selected search crawlers.
- Enable the managed robots.txt behavior so compliant clients see those directives.
- Use AI Crawl Control or an equivalent edge rule for actual enforcement against clients that do not honor robots.txt.
- Request
/robots.txtfrom outside your normal browser session and confirm that the served file contains the intended directives. - Inspect edge logs and a test request to confirm that a blocked crawler receives the intended status or response body rather than reaching the origin.
Do not assume that a correctly generated robots.txt file proves that blocking works. Verify the file and the real HTTP response separately.

Keeping social previews working
Social-preview requests have a different purpose from scraping. A service such as X, Discord or Slack may fetch a page once to obtain its title, description and image for a link card. Cloudflare documents using Workers to serve a simplified page to these preview services while reducing the amount of content exposed.

A selective preview design can:
- Allow the preview client to receive the Open Graph title, description, canonical URL and image.
- Omit the article body, comments, private data and large embedded assets from the preview response.
- Return a normal article to human visitors and approved search crawlers.
- Apply a cache policy that does not accidentally serve the reduced response to everyone.
Identify preview traffic carefully before adding an exception. User-agent strings are useful clues but can be spoofed, so combine them with the provider signals and request patterns available in your edge logs. If a social service cannot pass a challenge or execute JavaScript, a challenge rule can make link cards fail; a reduced response is usually safer for previews than an interactive challenge.
AWS WAF Bot Control: the natural choice for AWS edge stacks
AWS describes Bot Control as a way to monitor, block or rate limit scrapers, scanners, crawlers, status monitors and search engines. It is a managed rule group for AWS WAF and is particularly appropriate when the site already runs behind Amazon CloudFront and uses Web ACLs as its central policy layer.
Managed categories and custom exceptions
Start with observation rather than an immediate blanket block. Bot Control’s managed categories can show which automated clients are reaching the site and how the rule group classifies them. After reviewing the traffic, choose the least disruptive action that meets your objective:
- Monitor: collect evidence while leaving requests available.
- Rate limit: reduce aggressive collection without denying every request.
- Block: reject a class of traffic that has no legitimate role on the site.
- Custom allow: preserve access for a verified search crawler, approved agent or preview service.
AWS documents custom rules that allow selected AI bots, including verified search crawlers, while blocking or rate limiting others. This is useful when you want search visibility but do not want training or high-volume collection.
Client IPs when a CDN is in front
Bot Control recognizes traffic from Amazon CloudFront, Cloudflare and Fastly and can use the originating client IP from the CDN’s standard client-IP header. This matters when the WAF sees the CDN’s address instead of the visitor’s address. If the Web ACL evaluates the wrong source IP, rate limits can combine unrelated users, and allow or block rules can target the intermediary rather than the crawler.

Document the header chain before enabling IP-based rules. Confirm which component writes the header, which component validates it and whether an origin client can inject a forged value. Then test a request through the complete production path, not only by sending traffic directly to the WAF endpoint.
A practical AWS rollout
- Associate the Bot Control managed rule group with the Web ACL protecting CloudFront or the applicable AWS resource.
- Run the rule group in a monitoring posture long enough to identify search, preview, status-monitoring and scraping traffic in Web ACL logs and CloudWatch metrics.
- Classify each important bot by its purpose rather than by its name alone.
- Add explicit allow rules for verified search or preview traffic that must continue to work.
- Rate-limit high-volume collection when a complete block would create an avoidable business or indexing problem.
- Block the remaining unwanted categories and watch logs for false positives after deployment.
The exact Web ACL arrangement depends on the rest of your AWS rules. Keep the ordering understandable: an intentional allow for a verified crawler should be evaluated before a broad block that would otherwise catch it.
How to choose between Cloudflare and AWS WAF Bot Control
Choose Cloudflare when policy granularity is the priority
Cloudflare is the clearer fit when your editorial policy distinguishes AI training from AI search, or AI assistants from generic content bots. Its documented controls let you express those differences directly and combine managed robots.txt with edge enforcement. It is also the stronger documented option when you want a Worker to return a reduced social-preview page.

AWS WAF Bot Control avoids introducing a second primary policy system for a site already using AWS WAF and CloudFront. CloudWatch metrics and Web ACL logs can remain part of the existing incident and capacity workflow. Custom rules provide the exceptions needed to preserve useful search and preview clients.
Use the existing edge as the first constraint
Moving a site between CDNs solely for crawler controls can create cache, TLS, DNS, origin-firewall and logging work that outweighs the feature difference. First determine whether your current edge can enforce the policy you need. Add a separate service only when the existing layer cannot distinguish the categories or produce the observability your team requires.

- Should ordinary search indexing remain available?
- Should AI search systems be allowed to retrieve pages for answers?
- Should assistants or agents be allowed to fetch pages for a user request?
- Should training-oriented collection be denied even when other automated access is permitted?
There is no universal correct answer. A publisher may permit conventional search but deny training collection. Another site may permit an approved agent while limiting all anonymous automation. The important part is to encode those choices as separate rules instead of one “all bots” switch.
Preserve the metadata a preview needs
A social card normally needs a page title, description, canonical URL and image. If the objective is to prevent article scraping, return those elements without the full body. Test cards from each social service you support after every rule change because a service may fetch a different URL, follow redirects or cache an earlier response.
Prefer graduated enforcement
Use monitoring to establish a baseline, rate limiting for excessive but potentially legitimate activity and blocking for traffic with no acceptable purpose. A graduated approach gives you evidence before a denial and makes it easier to identify a false positive.

Observability and verification
A crawler policy is incomplete until you can prove what happened to a request. Keep records of the rule, category, action, timestamp, path and response status. Cloudflare’s bot labels and edge events, and AWS Web ACL logs and CloudWatch metrics, provide the operational evidence needed to tune a policy.
Test the important paths
- Fetch
/robots.txtfrom an external network and inspect the actual body. - Request a representative article with a known crawler user-agent and with a normal browser user-agent.
- Test a page through every CDN and WAF hop in the production route.
- Confirm that a blocked request ends at the edge and does not create an origin request.
- Open a shared link in each supported social service and verify its title, description and image.
- Check that approved search access still returns the intended status and content.
- Review cache behavior so a bot-specific or preview-specific response is not reused for other audiences.
Common failure modes and fixes
Only robots.txt was changed
Symptom: the file shows a disallow rule, but origin logs still show large volumes of requests. Fix: add an edge block or rate limit. Treat robots.txt as a cooperation mechanism, not enforcement.

Google or another useful crawler was caught
Symptom: indexing slows or pages disappear from search. Fix: review the rule’s category and verification method, add an explicit allow for the trusted crawler and test through the full CDN path. Do not rely solely on a self-declared user-agent.
Social cards become blank
Symptom: shared links show no title or image after a bot rule is enabled. Fix: exempt the preview service from the block or return a simplified metadata page. Remove browser challenges from that path and retest after cache expiry.
Rate limits affect unrelated visitors
Symptom: many users behind one network receive throttling. Fix: verify the originating client-IP header and use behavior or bot signals where available instead of a broad shared-address limit.
Rules work in one region but not another
Symptom: a test succeeds from one network and fails from another. Fix: compare the edge location, request headers, cache state and WAF rule version. A CDN policy must be validated from more than one path.

Where Akamai and Fastly fit
A 2026 News Media Alliance proposal identifies CDN-assisted bot-management systems from Cloudflare, Akamai and Fastly as technical approaches available to publishers. That establishes them as credible enterprise categories, but it does not verify current feature-level support for AI training, AI search, AI-agent or social-preview controls. If your organization is evaluating Akamai or Fastly, request current documentation for those exact categories, the available bot signals, edge actions, exception workflow and logging before selecting one.
The same discipline applies to any other enterprise CDN: ask whether the product can distinguish the crawler purposes you care about, whether it enforces at the edge or only publishes robots directives, how it handles verified exceptions and what evidence appears in request logs.
Implementation checklist
- Inventory your current CDN, WAF, origin and cache path.
- List the automated clients you want to allow, rate-limit or block by purpose.
- Decide whether AI search, AI assistants and AI training should have different policies.
- Publish matching robots.txt directives for compliant crawlers.
- Enforce the policy at the CDN or WAF edge for noncompliant clients.
- Protect social previews with a reduced response instead of a blanket block when link cards matter.
- Verify client-IP handling across every proxy and CDN hop.
- Start in monitor mode, inspect logs and then apply rate limits or blocks.
- Test search indexing, social cards, human browsing, cache behavior and origin traffic after each major change.
- Record exceptions and review them whenever a provider changes its crawler identity or delivery path.
Bottom line
For the most clearly documented controls, start with Cloudflare when you need separate AI training, search, assistant, content-bot and crawler policies, plus managed robots.txt and selective social-preview handling. Start with AWS WAF Bot Control when AWS WAF and CloudFront already run your edge, and use its managed categories, logs and custom rules to preserve trusted crawlers while restricting others. In either stack, combine robots.txt with edge enforcement, make social-preview exceptions deliberate and verify the real responses rather than assuming that a rule is working.
