Best Alternatives to Internet-Facing RDP for Remote Server Management

Do not expose RDP directly to the public internet. Keep RDP enabled on the server if you need it, but place an access control in front of it: a managed bastion, a point-to-site VPN, an identity-aware proxy, a short-lived just-in-time rule, or a provider-native session manager. The right choice depends on whether administrators need one server, several private services, or an audited browser session.

Why public RDP is the wrong starting point

Remote Desktop Protocol is useful for Windows administration, but an internet-facing listener turns a management service into a permanently reachable target. Attackers can discover the address, probe the service, and repeatedly test stolen or guessed credentials. A firewall rule that allows TCP 3389 from every source does not distinguish an administrator from an automated scanner.

As an Amazon Associate I earn from qualifying purchases.

Microsoft’s privileged-access guidance says direct RDP is not recommended for internet connections. Its Azure guidance is even more explicit: "Never create an NSG rule that allows RDP (TCP 3389) or SSH (TCP 22) inbound from 0.0.0.0/0 (any source on the internet)." That rule is a useful test for any cloud or on-premises design: the server’s management port should not be globally reachable.

Removing the public route does not mean removing RDP. In a safer design, the VM has a private address, the network security group allows management traffic only from a controlled access component, and identity, device, and session controls are applied before a connection reaches the VM. Microsoft describes this goal as securing remote access to Azure virtual machines without exposing management ports to the internet.

Choose by exposure, reach and control

Compare alternatives on five questions before selecting a product:

  • Exposure surface: Does the server retain a public IP, and are any inbound management ports open?
  • Network scope: Does the administrator reach one resource, a defined set of applications, or an entire private subnet?
  • Identity controls: Can you require multifactor authentication (MFA), conditional access, role-based access control (RBAC), and device checks?
  • Auditability: Do you receive connection logs, command records, or a recording of the interactive session?
  • Operational burden: Who patches the gateway, manages clients and certificates, approves access, and responds when the path fails?

A bastion and an application proxy usually expose a narrower slice of the environment. A VPN is broader because it gives a client network-level reachability. Just-in-time (JIT) access limits the time a rule exists, but it does not by itself remove the public-IP dependency. Session managers can avoid inbound listeners altogether, but they require the provider’s agent, identity integration, and supported operating-system workflow.

Managed bastion: the best default for isolated VM administration

How Azure Bastion changes the path

Azure Bastion brokers RDP or SSH from the Azure portal to a virtual machine. The target VM can remain without a public management IP, while the bastion is placed in a secured hub network and reaches the VM over its private address. Administrators authenticate to Azure, select the VM, and start a session through the broker rather than connecting to the VM’s public address.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This model is a strong fit when the main requirement is interactive administration of a small number of Azure VMs and you do not want to provide a general network tunnel. It also centralizes the entry point, making it easier to apply RBAC and review connection activity than with many individually exposed servers.

Azure Bastion capability levels

Level What the cited guidance establishes Best fit Important qualification
Basic Azure Bastion is available as a managed RDP/SSH broker; the guidance identifies Basic as a capability level. Teams that need brokered VM access and do not require the additional Standard or Premium functions. Exact limits and current pricing depend on Azure’s regional service definition.
Standard Standard is a higher Azure Bastion capability level. Environments that need capabilities beyond the Basic level. Confirm the current feature matrix before designing around a specific function.
Premium Premium supports private-only deployment and session recording. High-assurance environments that need no public Bastion endpoint and recorded interactive sessions. Recording retention, storage, and regional availability must be checked in the current Azure documentation.

Deployment sequence

  1. Remove unnecessary public exposure. Give the VM a private address and remove its public IP where the workload does not need one. Review all network interfaces and load-balancer rules, not just the RDP rule.
  2. Build a hub-and-spoke path. Place Bastion in the designated Bastion subnet in a secured hub network, then connect that network to the VM’s virtual network using the approved Azure topology.
  3. Restrict the VM network security group. Permit RDP or SSH only from the private path used by Bastion or from an explicitly approved management subnet. Do not use a source of 0.0.0.0/0.
  4. Protect the operator identity. Require MFA and apply conditional-access and RBAC policies to the administrators who can initiate sessions.
  5. Test the complete path. Sign in through the Azure portal, open the VM session, confirm that the VM has no publicly reachable management listener, and verify that the connection appears in your audit records.
  6. Decide on recording and retention. If session recording is required, select the Premium capability and define who can access recordings, how long they are kept, and how they are protected from alteration.

Advantages and limits

Bastion is narrower than a VPN: a user can be authorized for a VM session without receiving routes to databases, storage, or internal web applications. It is also a managed service, so the provider handles much of the gateway maintenance. The trade-off is platform dependence and service cost. Azure Bastion does not automatically make an administrator trustworthy; compromised identities, excessive RBAC, weak endpoint security, or an over-permissive VM network still create risk.

Point-to-site VPN: the choice for several private services

When a VPN is justified

Use a point-to-site VPN when an administrator genuinely needs network-level access to multiple private resources: several servers, a database, internal storage, and private web applications. The VPN client receives access to selected private address ranges, so RDP can remain available on the internal network without exposing TCP 3389 publicly.

This broader reach is both the VPN’s benefit and its principal risk. A user who can route to a subnet may be able to probe more than the one server they intended to manage. Treat the VPN as a controlled network boundary, not as a replacement for authorization on each workload.

Secure VPN design

  1. Define the routes first. List the exact private subnets and services administrators need. Avoid advertising an entire cloud network when a smaller management range is sufficient.
  2. Require MFA. Integrate the VPN with an identity provider that supports multifactor authentication. Do not rely solely on a shared certificate or a pre-shared key.
  3. Separate management traffic. Put servers and administrative services in a segmented management network. Use firewall and security-group rules to allow RDP only from the VPN address pool or a dedicated management subnet.
  4. Apply least privilege. Give groups only the routes and server permissions their jobs require. Pair network access with Windows or Linux authorization on the target system.
  5. Log connection activity. Retain VPN sign-ins, assigned client addresses, administrative group changes, and server logon events so an investigation can link an identity to a host.
  6. Revoke quickly. Establish a process for disabling a user, device certificate, or client session when a device is lost or an account is suspected of compromise.

VPN failure modes

A VPN can appear connected while routes or DNS resolution are wrong. If the client receives an address but cannot reach the server, check the advertised route, the VPN address pool, overlapping address ranges, the VM’s security rules, and the operating system firewall. If only names fail, test the private DNS path separately from the RDP connection. If users can reach too much, narrow the route set and add destination-specific firewall rules rather than assuming that encryption alone provides segmentation.

Identity-aware application proxies and Zero Trust gateways

Microsoft Entra application proxy

Microsoft Entra application proxy is an identity-aware approach for publishing selected administrative applications without handing the user a full network connection. It places authentication and policy in front of the application, allowing an organization to use Entra identity, MFA, conditional access, and RBAC-style assignment before access is granted.

This model is appropriate when the administrative function can be presented as a specific application or service and when broad subnet access would be excessive. It is less suitable when an operator must freely reach many unrelated hosts and protocols; in that case, a VPN or a managed bastion may be simpler.

Cloudflare One browser-based RDP and SSH

Cloudflare One can provide browser-based RDP or SSH and clientless access patterns. The browser session is useful for contractors, emergency access, or locked-down workstations where installing a VPN client is undesirable. The gateway can enforce identity policy before brokering the connection, while the target remains off the public internet.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Browser access should not be treated as automatically safer than a native client. Require MFA, restrict who can launch each application, record or log sessions where the service and policy support it, and keep operating-system authorization in place on the server. Validate keyboard, clipboard, file-transfer, and device-redirection behavior before making the browser path the only recovery method.

Proxy deployment checklist

  • Inventory every administrative application and assign it to a named owner.
  • Publish only the required host and protocol; do not create a catch-all route to the private network.
  • Require MFA and conditional access, including device or location conditions where appropriate.
  • Map groups to the smallest set of applications and servers.
  • Log authentication, policy decisions, connection start and stop times, and administrator identity.
  • Test an account with no assignment to confirm that an unapproved user cannot discover or reach the application.

Just-in-time access: reduce the window, not the dependency

JIT access is useful for workloads that still retain public IP addresses. Instead of leaving an inbound management rule open continuously, an administrator requests access, receives approval or satisfies a policy, and gets a short-lived rule for a specified source address and port. When the window ends, the rule closes.

JIT reduces the time available for opportunistic scanning and limits the period in which a stolen credential could be used against that rule. It does not remove the public-IP dependency, and it does not compensate for a weak identity or an overly broad source range.

Use JIT safely

  1. Require an explicit request that names the server, port, source address, reason, and duration.
  2. Use the narrowest possible source address, preferably the administrator’s managed egress address rather than the entire internet.
  3. Require MFA and an approval policy for sensitive systems.
  4. Set a short maximum duration and make the rule expire automatically.
  5. Alert on requests, approvals, rule creation, and failed connection attempts.
  6. Plan a migration path to a private bastion, VPN, proxy, or session manager for systems that no longer need public reachability.

JIT is therefore a compensating control or transitional design, not the preferred end state for a newly built private workload.

Provider-native session managers

The UK National Cyber Security Centre identifies modern provider-native options alongside bastions and identity-aware gateways. Examples include AWS Systems Manager Session Manager, Google Cloud Identity-Aware Proxy, and Azure Bastion. These services shift administration from a publicly exposed legacy protocol to a provider-controlled, identity-based session.

AWS Systems Manager Session Manager

Session Manager is designed for managed access to supported AWS instances without requiring an inbound management port exposed to the internet. The operating system and instance identity must be prepared for the service, and administrators need the correct AWS permissions. Use it when shell or command-line administration is sufficient and the organization wants centralized session policy and logging.

Google Cloud Identity-Aware Proxy

Google Cloud Identity-Aware Proxy applies identity and access policy before reaching protected resources. It is a candidate for teams already using Google Cloud identity controls and needing an authenticated path to administration services. Confirm that the chosen IAP mode supports the exact RDP or SSH workflow, logging requirement, and operating-system configuration you need.

Azure-native sessions

Azure Bastion is Azure’s brokered RDP/SSH option. For command execution or automation, use the provider’s supported management services where they fit the workload, but keep interactive desktop administration behind a broker or private network path. A session manager is not a reason to leave a second, unused public RDP rule enabled.

Reference architectures for keeping RDP enabled privately

Single Azure VM

Remove the VM public IP, deploy Azure Bastion in a secured hub, allow the private path in the VM’s network security group, and authorize operators through Entra MFA, conditional access, and RBAC. Choose Premium when private-only deployment and session recording are requirements.

Several services for an operations team

Use a point-to-site VPN with MFA and a dedicated management subnet. Advertise only the required routes, then enforce per-server authorization and firewall rules. This gives operators access to RDP, databases, and internal applications without publishing each service.

Contractor or emergency access

Publish only the required administrative application through an identity-aware proxy such as Entra application proxy or Cloudflare One. Require MFA, time-bound group membership, and a reviewable session log. Avoid giving a contractor a full VPN route unless the job truly requires it.

Legacy workload during migration

Use JIT as a temporary shield while you remove the public IP or move the server behind a bastion, VPN, proxy, or provider-native session manager. Document the expiry date of the temporary rule and monitor every activation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Comparison of the main alternatives

Option Public management port Network scope Identity and policy Audit potential Operational trade-off
Managed bastion Target VM can remain without a public RDP/SSH port. Usually a selected VM or private resource. Provider identity, MFA, RBAC and conditional access can be applied. Connection logging; Azure Bastion Premium supports session recording. Managed service dependence and recurring provider cost; narrow exposure.
Point-to-site VPN Not required for private targets. Several private subnets and services. MFA, group assignment and network policy are required; enforce least privilege separately. VPN and server logs; session recording is not inherent. Broader reach and more client, route and certificate operations.
Identity-aware proxy Target can remain private. Selected applications or brokered RDP/SSH sessions. Strong fit for MFA, conditional access and per-application assignment. Gateway authentication and connection logs; recording depends on the service. Requires compatible application paths and careful policy design.
JIT access Public IP dependency remains, but the rule is temporary. Normally one host or narrowly defined rule. Approval and MFA can control activation. Request, approval and firewall events can be logged. Reduces exposure time but is not a private architecture.
Provider-native session manager Inbound management listener can often be avoided. Managed instances or supported provider resources. Cloud IAM and service permissions govern access. Central session or command logging varies by provider and configuration. Requires agents, supported workloads and provider-specific skills.

Controls that apply to every design

  • Use MFA everywhere administrators authenticate. Apply it to VPN, cloud portals, proxy gateways and privileged identities.
  • Enforce least privilege. Separate the ability to start a session from the ability to change firewall rules, reset passwords, or become a local administrator.
  • Remove public IPs where possible. A private address eliminates an entire class of unsolicited inbound traffic.
  • Segment management networks. Keep administrative paths separate from user, application and backup networks.
  • Patch the endpoint and server. A protected route does not fix an unpatched operating system or a compromised administrator workstation.
  • Centralize logs. Correlate identity sign-in, gateway or VPN activity, server logon, privilege elevation and configuration changes.
  • Test recovery. Maintain a second approved path, such as a console or break-glass procedure, and verify it before an outage.
  • Delete obsolete rules. After migrating to a bastion or proxy, remove old public RDP rules, unused public IPs, and abandoned VPN accounts.

A practical migration plan

  1. Inventory exposure. List every public IP, inbound TCP 3389 or TCP 22 rule, RDP-enabled server, administrator account, and current remote-access dependency.
  2. Classify the use case. Choose bastion for one or a few VMs, VPN for several private services, an identity-aware proxy for selected applications or browser sessions, JIT for a short transition, and a session manager where the provider and workload support it.
  3. Build the private path first. Deploy the broker, VPN, proxy, or agent, then test it with a non-privileged account before changing production firewall rules.
  4. Apply identity policy. Turn on MFA, conditional access, RBAC, group assignment and approval requirements before granting broad administrator access.
  5. Restrict the target. Remove the public IP or close the public rule, and allow management only from the new private or brokered path.
  6. Observe and tune. Review failed sessions, unexpected routes, latency, clipboard or file-transfer needs, and administrator feedback. Narrow permissions rather than reopening public access to solve a usability problem.
  7. Retire the old path. Remove temporary JIT rules, old VPN profiles, stale certificates, public DNS records and emergency firewall exceptions.

Troubleshooting without reopening port 3389

The gateway cannot reach the VM

Check that the broker or VPN has a route to the VM’s private address, that peering or hub-and-spoke connections are active, and that the VM security group allows traffic from the correct private source. Confirm the operating-system firewall and that the RDP service is listening on the expected interface.

The user authenticates but cannot start a session

Review RBAC or application assignment, conditional-access results, MFA completion, subscription or project permissions, and any approval or JIT state. An authenticated user is not automatically authorized for every server.

The VPN connects but exposes too much

Inspect the client’s route table and reduce advertised prefixes. Add destination-specific firewall rules and split administrator groups by the services they need. Do not solve overreach by relying on an informal instruction not to browse other hosts.

Browser RDP or SSH behaves differently

Test clipboard, keyboard layout, display features, file transfer and session timeout behavior with the exact browser and policy set used by administrators. Keep a controlled native or console recovery path for incidents in which the browser gateway is unavailable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Bottom line

The safest general pattern is to make the server private and put an authenticated control point in front of it. Choose Azure Bastion or another managed bastion for focused VM administration, a tightly segmented point-to-site VPN for broad private-service access, an identity-aware proxy for selected applications or browser-based RDP/SSH, and JIT only when a public-IP dependency remains temporarily. Provider-native session managers are valuable where their agent and identity model fit. In every case, never allow TCP 3389 or TCP 22 from 0.0.0.0/0, require MFA, enforce least privilege, and remove the public rule when the migration is complete.
