Keep product ownership, data classification, architecture, risk acceptance and post-launch accountability inside the enterprise. Then choose the outside layer—cloud and model APIs, packaged software, a specialist, managed operations or none at all—according to how differentiated the workflow is, how sensitive its data is and how much capability the organization can operate.
For most enterprises, the practical choices are an internal product team, an AI center of excellence, a platform-led purchase, a specialist or managed provider for a bounded capability, or a hybrid model. The decision should be gated by production readiness rather than by a successful prototype.

What can replace a full-service AI firm?
A full-service AI services firm bundles strategy, data work, model integration, application development and operations. You can separate those layers and assign each to the party best equipped to own it:
- Internal build: hire or redeploy product, data, machine-learning and software engineers to own the complete product.
- AI center of excellence (CoE): create a small central team that supplies standards, reusable components, education and governance while business units deliver use cases.
- Platform-led buy: purchase cloud infrastructure, model access, orchestration, security controls or a packaged application instead of building commodity layers.
- Specialist or managed provider: outsource one bounded capability, such as data engineering, model operations, security testing, integration or application maintenance.
- Hybrid delivery: retain product and risk ownership internally while combining external platforms and specialists for speed or scarce skills.
These are sourcing patterns, not mutually exclusive organizational labels. An enterprise can run an internal product team on a cloud model API, use a CoE to set evaluation standards, and contract a specialist to operate the service overnight.

Why enterprises are moving beyond the “one firm does everything” model
AI systems are not finished when a demo works. They require data pipelines, access controls, evaluation sets, monitoring, incident response, model updates, user training and a retirement plan. A single services contract can obscure who makes those decisions and can make it difficult to move components later.
Evidence points to enterprises building more of this capability themselves. The OECD, BCG and INSEAD reported in 2025 that about every second enterprise had institutionalized AI by creating a senior management role or a team with AI responsibilities. More than 70% of enterprises in manufacturing and ICT said they conduct AI research and development for their own use in the same research. The report identifies employee training, hiring and partnerships as routes to capability building.
ServiceNow’s 2024 maturity index found that pacesetter organizations were more willing and able to build their own models and to combine custom and pre-built large language models. That does not mean every company should train a foundation model; it means the most mature organizations choose which layers to own instead of accepting a fixed delivery bundle.
Production discipline matters. ISG reported that 31% of the AI use cases it studied reached full production in 2025, twice the 2024 level. The figure is a reminder that a pilot is not an operating system. Your sourcing choice must include the work required to pass security, quality, adoption and operations gates.
Alternative 1: Build an internal AI product and engineering team
When internal ownership is the right fit
Build internally when the workflow creates durable competitive advantage, depends on proprietary data or requires frequent changes to business rules. Examples include a differentiated underwriting process, an industrial optimization system tied to unique equipment data, or an internal decision-support product whose quality directly affects revenue or safety.
Internal ownership is also valuable when regulations or contracts restrict where data can be processed, when audit evidence must be produced on demand, or when the system will become a long-lived platform used by several business units.
What the team must cover
- Product management: define the user, decision to improve, acceptance criteria and retirement conditions.
- Data engineering: establish lineage, quality checks, access controls, retention and feedback capture.
- ML or LLM engineering: select models, design retrieval or tool use, manage prompts and run evaluations.
- Software engineering: integrate identity, transactions, user interfaces, logging and existing systems.
- Security, legal and privacy: classify data, review contracts, test abuse paths and document regulatory decisions.
- Operations: provide on-call coverage, monitor quality and cost, manage releases and execute rollback or shutdown.
Do not treat these as optional add-ons. If a project cannot name an owner for each function, it is not ready to be an internal product.

Advantages and trade-offs
- Advantages: maximum control over data and architecture; deeper domain knowledge; portable code and evaluation assets; direct feedback from users; and no dependence on a single integrator’s proprietary process.
- Trade-offs: recruiting and retaining scarce skills; slower initial delivery while foundations are built; responsibility for every security and reliability issue; and ongoing costs for monitoring, model consumption, retraining and support.
Buying a model API does not remove these obligations. It changes which infrastructure layer you operate.
Alternative 2: Establish an AI center of excellence
What a CoE does
An AI CoE is a central capability that sets guardrails and accelerates multiple product teams. It can own reference architectures, approved vendors, evaluation harnesses, reusable retrieval components, data-handling patterns, training and an intake process for new use cases. Business units remain accountable for the outcomes and day-to-day product decisions.
This model fits enterprises with many potential use cases but uneven local expertise. The CoE prevents every division from repeating the same vendor review, prompt experiment or security mistake.
Minimum operating model
- Define a mandate: state which standards, platforms and risk decisions the CoE controls and which remain with product teams.
- Create a use-case intake: require a measurable business outcome, data classification, affected users, human-oversight plan and expected operating cost.
- Publish a reference stack: document identity, logging, model access, retrieval, evaluation, red-teaming and deployment patterns.
- Run enablement: provide training, office hours, code templates and paired delivery with business teams.
- Measure adoption and safety: track production quality, incidents, cost per transaction, user adoption and exceptions to standards.
A CoE should not become a centralized queue that approves every prompt. Its value is reusable capability and clear decision rights, not another approval layer.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesAlternative 3: Buy a platform, model API or packaged application
What you are buying
A platform-led approach purchases one or more layers of a modular ecosystem: cloud compute and storage, model access, orchestration and API services, a packaged application, implementation components, governance tooling or managed operations. IDC and PwC described this modular ecosystem in their 2025 assessment.
OpenAI’s enterprise report describes companies building on APIs to integrate models directly into products and systems with control and customization. It also reports expanding use of custom GPTs and projects as organizations move toward production. The practical implication is that an enterprise can buy model capability while retaining its own product interface, data policies and evaluation process.
When buying is sensible
- The capability is common rather than a source of differentiation.
- Time to production matters more than owning every infrastructure layer.
- The provider offers security controls, regional processing and audit evidence that meet your requirements.
- Your team can operate integrations and evaluate outputs but does not want to run model infrastructure.
- You can export data, prompts, configurations and evaluation results if the relationship ends.
Questions to settle before signing
- Where is each data type processed, stored and retained?
- Can customer data be used for provider training, and can that use be disabled?
- Which model versions, rate limits, service levels and price changes apply?
- Can you route requests to another model without rewriting the product?
- Are prompts, retrieval indexes, fine-tuning data, evaluation sets and logs exportable in usable formats?
- What happens to support, security fixes and data access during termination?
A low-code application may shorten the pilot, but it can also create hidden dependency on its data model, workflow engine or proprietary evaluation. Treat portability as an acceptance criterion, not a hope.

Alternative 4: Hire a specialist or managed provider for one layer
Use bounded scope instead of handing over the program
A specialist can fill a capability gap without owning your strategy. Typical scopes include data engineering, model or LLM operations, security testing, system integration, application maintenance, red-teaming or an after-hours operations service.
Recommended Free Tools
ISG reports that many enterprises use managed service providers for generative AI, while organizations that do not tend to rely on in-house expertise. Both approaches can work. The decision is whether the outsourced layer is separable, measurable and replaceable.
Procurement requirements
- Exact boundaries: list systems, environments, interfaces, hours of coverage and excluded work.
- Operating metrics: define availability, response time, defect rates, evaluation thresholds, cost ceilings and incident-notification times.
- Knowledge transfer: require architecture diagrams, runbooks, code documentation, training and paired handover.
- Exit rights: specify notice, assistance, data return, credential rotation and a tested transition procedure.
- Artifact ownership: assign rights to code, prompts, test cases, evaluation data, configurations, logs and documentation created for you.
- Change control: require approval for model changes, new subprocessors, material architecture changes and updates that can alter output behavior.
A provider should make a defined layer easier to operate. If its proposal leaves your team unable to explain the system or reproduce an evaluation, the scope is too broad.
Alternative 5: Use a hybrid delivery model
Hybrid delivery combines internal product ownership and governance with external cloud or model services, specialist engineering or managed operations. It is often the most practical route because it preserves control over decisions that affect the business while buying speed for commodity layers.
Recommended ownership split
| Responsibility | Enterprise | External platform or specialist |
|---|---|---|
| Business outcome and product roadmap | Accountable owner | Advisory or delivery support |
| Data classification, permitted use and retention | Accountable decision-maker | Implement controls and provide evidence |
| Architecture and portability | Sets principles and approves exceptions | Builds to documented interfaces |
| Prompts, evaluation sets and fine-tuning data | Owns or licenses explicitly | Creates or operates under contract |
| Model operations and infrastructure | Sets service objectives and escalation | Runs agreed components |
| Risk acceptance and regulatory interpretation | Enterprise risk and legal owners | Supplies controls and audit material |
| Incident response and production runbook | Owns final response and communications | Detects, escalates and remediates its layer |
ServiceNow’s 2024 findings on custom-plus-pre-built models and IDC/PwC’s 2025 ecosystem view both support this composable approach. The contract should state which components remain portable and who can make a production change.

How to choose: a decision framework
Score each delivery route against the same business facts. A simple workshop with product, security, legal, procurement, finance and operations is more useful than a generic “build versus buy” debate.
- Define the workflow narrowly. Name the user, input, decision or action, systems touched and measurable outcome. Avoid evaluating “an AI strategy” as one project.
- Classify differentiation. If the workflow embodies proprietary process or data, favor internal ownership of the product and evaluation. If it is a common capability, buying a platform or application may be rational.
- Map data and regulatory exposure. Identify personal, confidential, export-controlled, safety-critical and regulated data. Decide whether each category may leave the enterprise boundary and what audit evidence is required.
- Estimate the real time to production. Include integration, evaluation, security review, change management, user training, monitoring and operational readiness—not only prototype construction.
- Calculate total cost of ownership. Include model or API consumption, cloud, people, monitoring, support, retraining, vendor management and retirement. Do not claim a universal ROI percentage; build scenarios from expected volume, quality thresholds and failure costs.
- Inventory internal capability. Check product management, data engineering, ML or LLM engineering, security, legal, procurement and operations. A missing function must be hired, trained or contracted with a named owner.
- Test control and portability. Require ownership or usable licenses for data, code, prompts, evaluations, model configurations and logs. Design an exit test that proves another team can run the system.
- Design post-launch operation. Set on-call coverage, quality monitoring, incident response, model-update approval and user-adoption measures before approving the build.
- Set a production gate. Expand only when quality, security, adoption and operating-cost metrics hold under real traffic. ISG’s 31% full-production figure for 2025 shows why this gate matters.
Build, buy or hybrid: a practical comparison
| Route | Best suited to | Control | Speed profile | Main risk to manage |
|---|---|---|---|---|
| Internal product team | Strategically differentiating, proprietary or highly regulated workflows | Highest over data, architecture and roadmap | Slower foundation; faster iteration once staffed | Capability gaps and ongoing operating burden |
| AI center of excellence | Many business units needing common standards and reusable components | High standards control; product ownership stays distributed | Accelerates repeat use cases after initial setup | Becoming a bottleneck or detached from users |
| Platform-led buy | Commodity capabilities where speed and scale matter | Depends on contract, interfaces and export rights | Fastest route to a controlled pilot and often to production | Vendor lock-in, changing model behavior or data terms |
| Bounded specialist or managed service | Specific scarce skills or separable operations | High if scope and artifacts are explicit | Fast for the targeted layer | Knowledge loss, unclear boundaries or weak exit support |
| Hybrid | Most enterprises combining differentiated ownership with commodity infrastructure | High when decision rights and portability are documented | Balances speed and control | Integration complexity and responsibility gaps |
Implementation plan for the first enterprise use case
Phase 1: Establish accountability
Name one executive sponsor and one product owner. Record who accepts model risk, who controls the data, who can stop the system and who communicates during an incident. If an outside party is involved, add a technical owner inside the enterprise.

Phase 2: Select a bounded workflow
Choose a use case with a clear baseline and a measurable success condition. Define prohibited actions, human review points, fallback behavior and the maximum acceptable cost per transaction. A narrow workflow creates evidence for the next investment decision.
Phase 3: Build the evaluation and security foundation
Create representative test cases, edge cases, adversarial prompts and a process for reviewing failures. Test access control, data leakage, prompt injection, unsafe tool calls, logging and deletion. Keep the evaluation set independent from any provider’s demonstration data.

Phase 5: Run a production pilot
Use real but controlled traffic, with trained users and a human fallback. Monitor task quality, harmful or incorrect outputs, latency, cost, security events, adoption and operator workload. Record exceptions rather than averaging them away.
Phase 6: Operate, review and expand
Hold a regular review of model changes, incidents, legal requirements, cost and user feedback. Deloitte’s 2026 report says worker access to AI rose 50% in 2025 and that leading organizations monitor changing legal requirements while building systems that can demonstrate safety, fairness and compliance. Treat those capabilities as operating requirements, not a later compliance project.
Common failure modes and how to correct them
Buying a demo instead of an operating capability
Symptom: impressive sample outputs but no owner for monitoring, data refresh or incidents. Correction: make the production runbook, evaluation threshold and on-call plan contractual or internal acceptance criteria.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Outsourcing the decisions that must remain internal
Symptom: a provider decides what data may be used, which errors are acceptable or when a model change is safe. Correction: move data classification, risk acceptance, architecture principles and product outcomes to named enterprise owners.
Best Value
Creating a CoE with no customer
Symptom: standards, templates and training accumulate while business teams bypass the central group. Correction: pair CoE staff with product teams, measure production outcomes and retire guidance that does not remove delivery friction.
Ignoring portability until termination
Symptom: prompts, indexes, evaluations or logs cannot be exported, or only the original provider understands the deployment. Correction: run an exit exercise during the first production release and repeat it after material architecture changes.
Measuring only model quality
Symptom: benchmark scores improve while users abandon the tool or operating costs rise. Correction: track business outcome, adoption, quality by task, security events, latency, cost and support workload together.
How to build a defensible business case
No universal staffing ratio, cost ranking or ROI percentage applies to every enterprise AI project. Build a scenario model instead:
- Baseline: current labor, cycle time, error rate, revenue leakage, service-level misses or risk exposure.
- Value case: expected improvement at conservative, central and ambitious adoption levels.
- Full cost: people, cloud, model or API usage, integration, security review, monitoring, support, training, vendor management and retirement.
- Risk case: costs of incorrect decisions, data incidents, downtime, regulatory remediation and failed adoption.
- Decision gates: predefine the quality, security, adoption and operating-cost thresholds that justify expansion or shutdown.
Present the result as scenarios with assumptions and sensitivity ranges. This makes the choice between internal, platform, specialist and hybrid delivery transparent without pretending that one route is cheapest for every workload.
Who owns the system after it goes live?
The enterprise should own the outcome even when an outside party runs a component. The product owner is accountable for usefulness and adoption; the data owner for permitted use and retention; security and legal for controls and regulatory interpretation; engineering for architecture and releases; and operations for monitoring, incidents and recovery. Providers can perform contracted tasks, but they should not be the only source of system knowledge or the sole party able to make a safe change.
Before launch, publish a responsibility matrix, production runbook, escalation tree, model-change procedure, evaluation schedule and exit plan. Revisit each when the model, data source, user population or regulation changes.
