Best Alternatives to Chinese AI APIs for Data-Sensitive Applications

Microsoft Foundry (Azure), the OpenAI API, Anthropic Claude, Amazon Bedrock and Cohere are the strongest non-Chinese API options for confidential workloads. None is automatically compliant just because the vendor is based outside China. You must verify four boundaries for the exact model and endpoint you will use: where prompts are processed, where data is stored, how long each feature retains it, and which company is your contractual processor.

For organizations already governed by Microsoft, Azure is often the shortest path to regional controls; AWS teams commonly favor Bedrock; OpenAI and Anthropic offer documented no-training or zero-data-retention programs with eligibility and feature limits; Cohere is useful when a private-cloud or customer-VPC deployment matters more than a direct vendor endpoint.

What makes an AI API suitable for sensitive data?

“Non-Chinese” describes a vendor’s origin, not your complete data boundary. A confidential workload can still cross regions, be copied into logs, or remain attached to a stateful feature. Evaluate the following questions for the precise service configuration:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Processing geography: Where does inference occur, including transient processing and safety review?
  • Storage geography: Where are prompts, outputs, files, logs and backups stored at rest?
  • Retention: What is retained by default, what can be deleted, and can your organization obtain zero data retention (ZDR)?
  • Processor and contract: Is the model vendor or a cloud platform processing your data? Which DPA, BAA or other terms apply?
  • Security integration: Can you enforce identity, private networking, customer-managed keys, audit logs and regional policies?
  • Compliance scope: Does the commitment cover your exact model, endpoint, region and feature, rather than the provider in general?

Only after these boundaries are acceptable should you compare model quality, context limits, latency, throughput and total cost.

Microsoft Foundry models sold by Azure Prompts, completions, embeddings and training data are not used to train generative AI foundation models without permission or instruction. Customer deletion and encryption at rest are documented. Standard deployments process prompts and responses within the customer-specified geography. Global and DataZone deployments can process across a broader geography. Organizations with Microsoft identity, regional governance and Azure security controls.
OpenAI API API inputs and outputs are not used to train models by default. Qualifying organizations can configure retention controls, including ZDR. Eligible customers can select data residency at rest and supported U.S. or European processing regions. Endpoint, model and eligibility limits apply. Teams wanting a direct API with documented enterprise retention and residency options.
Anthropic Claude API Organization-level ZDR arrangements are available for eligible use. Standard Messages API calls can be eligible; several stateful or execution features retain data. Inference geography is documented by feature. On Amazon Bedrock or Google Cloud, the cloud provider is the data processor. Teams that need Claude capabilities and can constrain use to eligible, stateless calls.
Amazon Bedrock AWS applies its shared-responsibility data-protection model and supports API and user-activity logging through CloudTrail. Regional governance, IAM, VPC and KMS controls are available, but model-specific terms and geography still require verification. AWS-native organizations that want cloud-level network, identity and audit controls.
Cohere Its public SaaS platform documents an API data opt-out. Deployment options include Amazon Bedrock, Microsoft Foundry, Oracle Cloud Infrastructure and customer AWS VPC environments. Organizations prioritizing private networking or alignment with an existing cloud contract.

Microsoft Foundry models sold by Azure

What Azure documents

Microsoft states that your prompts, completions, embeddings and training data are not available to other customers or model providers. They are not used to train generative AI foundation models without your permission or instruction. Data stored at rest is encrypted in the customer-designated geography, and the customer can delete stored data.

How geography works

With a standard deployment, Microsoft says prompts and responses are processed within the customer-specified geography. That statement does not automatically apply to every deployment mode. Global and DataZone deployments can process across a broader geography, so selecting a region in a portal is not enough evidence by itself. Record the deployment type, model, region and any cross-region processing language in your compliance file.

Controls and exceptions to check

Azure integrates naturally with Microsoft identity and enterprise governance. Before sending regulated content, confirm the applicable abuse-monitoring terms and whether any preview feature has separate conditions. A no-training promise addresses model training; it does not mean every request is instantly deleted or that a stateful feature has no retained data.

OpenAI API

Training and retention

OpenAI states: “We don’t train our models on your organization’s data by default.” The default no-training position is distinct from retention. Qualifying organizations can configure retention controls, including zero data retention, but ZDR is not an automatic property of every account or endpoint.

Residency options

Eligible customers can select data residency at rest and supported U.S. or European processing regions. Availability depends on the exact project, endpoint and model. Confirm that the endpoint you plan to call supports your chosen region and that the configuration applies to every related service, including logging, files or batch processing.

Questions to settle in the contract

  • Is your organization eligible for ZDR, and is it enabled for the specific project?
  • Which inputs and outputs are covered by the retention setting?
  • Are safety or abuse-monitoring processes subject to separate retention?
  • Does your DPA or BAA cover the model, endpoint and region you selected?

Anthropic Claude API

When Claude can be zero-retention

Anthropic documents organization-level ZDR arrangements. Standard Messages API calls can be eligible, but eligibility is feature-specific rather than universal. Treat ZDR as a capability you must verify for each operation in your application.

Features that change the data boundary

Anthropic documents retention for files, batches, managed agents and code execution. If your application uploads a file, creates a batch, invokes an agent or runs code, the ordinary Messages API ZDR assumption may no longer apply. Design sensitive workflows around stateless calls unless you have explicitly accepted the documented retention period and deletion process.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Safety and hosted-cloud processing

Anthropic says content flagged for safety or legal reasons may be retained. When you call Claude through Amazon Bedrock or Google Cloud, the cloud provider is the data processor, so that platform’s contractual and regional controls govern the transaction. This can be advantageous for an existing cloud agreement, but it changes which DPA, audit evidence and deletion workflow you must review.

Amazon Bedrock

Why AWS teams choose it

Bedrock fits organizations that already enforce AWS IAM, VPC, KMS and regional governance. CloudTrail supports API and user-activity logging, allowing security teams to connect model calls to existing audit workflows. Network isolation and customer-managed key policies can be handled within the same operating model as other AWS services.

What Bedrock does not settle automatically

Bedrock is a platform for multiple models. Shared-responsibility guidance and AWS controls do not eliminate model-specific terms. Check the selected model’s processor arrangement, inference geography, retention behavior and deployment mode. A regional Bedrock endpoint is useful evidence, but it is not a substitute for reading the model provider’s terms and your AWS agreement.

Logging trade-off

CloudTrail improves accountability, but logs can themselves contain sensitive identifiers if your application places prompts or outputs in request metadata. Define what is logged, who can read it, how long it is retained and whether the log destination remains in the permitted region.

Cohere

Deployment choices

Cohere documents an API data opt-out on its public SaaS platform. It also supports deployment through Amazon Bedrock, Microsoft Foundry, Oracle Cloud Infrastructure and customer AWS VPC environments. Those paths let you align processing with an existing cloud contract, private network design or regional policy instead of relying only on a direct vendor endpoint.

How to evaluate the options

Compare the processor and controls for each Cohere route separately. A direct SaaS call, a Bedrock invocation and a customer-VPC deployment can have different terms, logging paths and geography. Obtain written confirmation of the opt-out, retention, deletion and subprocessor conditions for the route you will actually use.

Storage location is not processing location

Residency discussions often fail because they treat “data in Europe” as one fact. Separate the following:

  1. At-rest storage: Databases, object storage, backups and logs may be pinned to a region.
  2. Inference: The model may process a request in another region, especially under global or data-zone deployment modes.
  3. Transient handling: Routing, safety checks, caching and abuse monitoring can involve systems outside the primary storage region.
  4. Human or legal access: A provider may retain flagged content for safety or legal reasons under separate rules.

For an EU-only requirement, document both the storage region and the permitted inference regions. For a U.S.-only requirement, do the same, and verify that support, logging and backup systems follow the same boundary.

Retention: stateless calls versus stateful features

A normal text request may be eligible for a short or zero-retention policy while an attached feature stores data to provide later functionality. Before enabling a feature, classify it:

  • Ordinary inference: A request and response handled without a persistent file, thread or job.
  • Files: Uploaded documents can remain available for later calls and have their own deletion process.
  • Batches: Asynchronous jobs may persist input and output objects until completion and cleanup.
  • Assistants or managed agents: Threads, tools and state can create durable records.
  • Code execution: Source files, generated artifacts and execution logs can be retained.
  • Monitoring: Abuse or safety systems may retain material even when the product’s ordinary path is configured for ZDR.

Build deletion into your application rather than relying on an operator to remember it. Keep identifiers needed to prove deletion, but avoid copying the sensitive payload into your own audit logs.

How to select an API: a practical procedure

  1. Classify the data. Separate public, internal, confidential, personal, health, financial and regulated content. Decide whether prompts may contain raw records or only minimized fields.
  2. Define the boundary. Write the allowed storage countries, inference countries, subprocessors, support access and backup locations. “EU” or “U.S.” should mean a documented list of permitted regions.
  3. Choose the processor path. Decide whether the model vendor, Azure, AWS, Google Cloud or another platform will be your processor. Obtain the applicable DPA or BAA before production use.
  4. Verify the exact deployment. Record provider, model, endpoint, deployment mode, region, account, project and feature flags. Global and DataZone modes require explicit approval if cross-region processing is prohibited.
  5. Test retention and deletion. Send synthetic data, inspect provider dashboards and logs, exercise file or batch deletion, and document the expected result. Do not use real regulated data for this test.
  6. Lock down identity and networking. Use the cloud’s IAM controls, private networking and customer-managed keys where available. Restrict who can create endpoints or change regions.
  7. Control observability. Configure audit logs without placing full prompts in metadata. Set a retention period for logs and protect access to them.
  8. Review feature exceptions. Confirm whether ZDR or no-training terms cover files, batches, agents, code execution, fine-tuning, embeddings and safety review.
  9. Recheck after changes. A model upgrade, new endpoint or preview feature can change geography or retention. Require the same review for every material configuration change.

Which option fits common organizational situations?

Situation Most relevant starting point Reason to investigate
Microsoft identity, regional policy and Azure operations are already established Microsoft Foundry models sold by Azure Standard deployments provide customer-specified geography processing, encryption at rest and customer deletion within the Azure governance model.
AWS account, VPC, KMS and CloudTrail controls are mature Amazon Bedrock Identity, network isolation, key management and audit logging can remain in the existing AWS operating model.
Direct API access with an enterprise no-training default is required OpenAI API Inputs and outputs are not used for training by default, with ZDR and residency options for qualifying configurations.
Claude capability is required and the workload can remain stateless Anthropic Claude API Messages API calls can be eligible for organization-level ZDR, subject to feature and safety exceptions.
Private networking or customer-cloud alignment is the priority Cohere through a supported cloud or customer VPC Several deployment paths can place the service within an existing cloud contract and network design.

Common mistakes and how to correct them

Mistake: treating no training as zero retention

Correction: Ask separate questions about model training, operational retention, safety monitoring, logs and stateful features. Obtain written answers for each.

Mistake: selecting a region without checking deployment mode

Correction: Confirm whether the endpoint is standard, global or data-zone, and list every region that can process the request.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Mistake: assuming the model vendor is always the processor

Correction: If you invoke through Bedrock or another cloud platform, identify that platform’s processor role and terms. Your contract and deletion request may need to go through the cloud provider.

Mistake: enabling files, batches or agents under a stateless policy

Correction: Treat each stateful feature as a separate data store. Set lifecycle deletion, access controls and retention evidence before enabling it.

Mistake: putting prompts into audit logs

Correction: Log request IDs, policy decisions and endpoint metadata rather than full sensitive text. Keep logs regional and apply a defined expiration period.

Mistake: assuming a compliance badge covers every model

Correction: Match the commitment to the exact service, model, endpoint, region and feature. Archive the provider’s current terms with your approval record.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What to ask providers before production

  • Which countries can process prompts, completions, embeddings, files and safety-review data?
  • Where are backups and operational logs stored?
  • Is ZDR available to this organization, endpoint, model and feature?
  • What data is retained for abuse monitoring, legal requests or flagged content?
  • How do we delete files, batches, threads, agent state and execution artifacts?
  • Who is the processor, and which DPA, BAA and subprocessors apply?
  • Can we enforce private networking, customer-managed keys, regional IAM and immutable audit logs?
  • Which changes trigger notice or require a new compliance review?

Bottom line

The best alternative is the one whose processor, geography and retention contract match your workload—not the one with the broadest “enterprise” label. Start with Azure when Microsoft governance is already authoritative, Bedrock when AWS controls are central, OpenAI or Anthropic when their documented retention programs fit your exact endpoints, and Cohere when private-cloud deployment is the deciding requirement. Keep sensitive requests stateless where possible, reject global processing when your policy requires a fixed region, and obtain current configuration and contract evidence before sending regulated data.
