For a contract, court filing, patent, medical record, or regulated submission, the safest default is a qualified human translator with an independent revision step and a written confidentiality and data-handling agreement. Machine translation can still help with triage or a first draft, but only inside an approved institutional or self-hosted boundary, with human review before anyone relies on the text.
The right choice depends on whether data may leave your organization, what legal assurances the provider can give, whether the translator understands the subject, and how much evidence you need that the final document is accurate and controlled.

Why consumer AI translation is a poor default for sensitive documents
A free or consumer translation site may be convenient, but convenience does not answer the questions that matter for confidential work: where the file is processed, who can access it, how long it is retained, whether subcontractors receive it, and whether the output is reviewed by a competent linguist. A polished-looking paragraph can still mistranslate a defined term, a dosage, a negation, a deadline, or a limitation of liability.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsConfidentiality is also broader than the visible words. Office files can contain comments, tracked changes, document properties, hidden sheets, embedded images, and metadata. A translation workflow that protects only the main text may still expose the identity of a patient, a witness, an inventor, or a regulated entity.

Do not treat a provider’s marketing label such as “secure,” “confidential,” or “HIPAA compliant” as proof. Verify the current contract, processing locations, retention and deletion rules, subprocessors, access controls, encryption, audit evidence, and incident-response obligations. For protected health information (PHI), uploading to a consumer tool is inappropriate until the organization has completed its legal, contractual, and security review.
The five practical alternatives
1. Qualified human translation plus independent revision
This is the strongest general option for high-consequence text. The translator should be qualified in the target language and the relevant field—legal, medical, patent, financial, immigration, or another regulated domain. A second qualified person should revise the translation, concentrating on terminology, numbers, names, omissions, formatting, and passages that could change rights or clinical meaning.
ISO 17100:2015 sets requirements for the core processes, resources, and other aspects needed to deliver a translation service that meets agreed specifications. For legal work, ISO 20771:2020 adds competence, confidentiality, and review requirements specific to legal translation. A standard certificate is not a substitute for checking the actual people and controls on your project, but these standards give you useful questions for procurement.

- Ask for the translator’s subject-matter experience and language-pair experience, not only a general language résumé.
- Require controlled access, an NDA or equivalent confidentiality clause, and written rules for storage, deletion, subcontractors, and incident notification.
- Define whether the deliverable is a translation, a certified translation, a notarized translation, or an informal understanding. Courts, immigration authorities, and regulators can impose different formalities.
- Specify a second-person revision for consequential passages and a process for resolving terminology disagreements.
- Require the final files and any translation memories or glossaries to be returned or deleted according to your instructions.
Human work costs more and may take longer than raw machine output, but it provides an accountable person who can investigate ambiguity and document decisions. It is the appropriate baseline when an error could affect a legal right, diagnosis, treatment, safety decision, patent scope, or regulatory outcome.
2. Secure institutional machine translation
An institutional service can be safer than a consumer website when it keeps processing inside an approved government or organizational boundary and has defined eligibility and access controls. The European Commission’s eTranslation, for example, keeps processed data within Commission firewalls, accepts common office formats including PDF, and can provide TMX or XLIFF files for professional translators.
eTranslation produces raw machine translations. The Commission says a skilled professional must revise the result for a perfectly accurate, high-quality translation. Eligibility is limited and can change, so an organization must confirm that it qualifies and review the current service terms before sending material.

This option is useful when an eligible institution needs rapid triage, an internal draft, or a starting point for a translator. It is not a certification, a court-ready translation, or a medical authority. Keep the machine output clearly labeled as unreviewed until a qualified person has checked it.
3. Self-hosted or tightly controlled machine translation
Running a translation engine inside your own network can reduce exposure to an external consumer service. It does not automatically make the process confidential. The risk moves into your infrastructure, procurement, and operations.
Before approving a self-hosted deployment, document:
- Identity and access management, including least-privilege roles and administrator separation.
- Encryption in transit and at rest, with controlled key management.
- Logging that records who submitted, viewed, exported, or deleted material without placing the document text into insecure logs.
- Retention, backup, cache, and deletion behavior for source files, outputs, prompts, telemetry, and model artifacts.
- Model provenance, licensing, update procedures, and a way to evaluate changes after an upgrade.
- Network egress controls so files cannot silently be sent to an external endpoint.
- Patch management, vulnerability response, monitoring, and an incident-response plan.
- Testing for language-pair quality, terminology consistency, and failure on short or non-standard sentences.
Procurement should also establish who supports the system, where support personnel can access data, and what happens when the model or infrastructure is retired. A self-hosted engine is an engineering and governance project, not a blanket guarantee.
4. Computer-assisted translation, terminology, and translation memory with human review
Computer-assisted translation (CAT) tools do not replace a translator. They give a qualified translator a controlled workspace with translation memory, terminology resources, segmentation, and workflow tracking. The European Commission describes these functions as ways its translators maintain consistency and manage large volumes.
Translation memory can reuse approved sentences or phrases from earlier work; a terminology base can enforce the client’s preferred rendering of product names, legal concepts, drug names, or technical terms. These features are valuable when a document repeats language or belongs to a larger series. They can also propagate an old mistake, so every suggested match still needs a context check.

Review the security of the CAT platform and every connector. A desktop application that appears local may synchronize projects to a cloud server, an agency portal, or an analytics service. Confirm data residency, role permissions, encryption, retention, export and deletion, offline capability, and whether the provider’s staff or subprocessors can see the project.
5. Anonymisation or redaction before translation
Removing direct identifiers before translation can lower exposure when a human or machine system does not need them to perform the linguistic task. The European Commission identifies anonymisation that replaces personal identifiers as a use case for sensitive correspondence and GDPR work.
Redaction is not a magic eraser. A reviewer should check names, dates, locations, document numbers, email addresses, photographs, signatures, file metadata, embedded images, rare occupations, unusual events, and combinations of facts that could re-identify a person. Replace values consistently—such as PERSON_01 or DATE_A—so grammar remains intelligible, then restore the original values only in a controlled finalization step.
Quick wins for a faster PC:

If a legal form, medical instruction, or filing depends on exact names, dates, or identifiers, preserve those values in the protected workflow and have a qualified reviewer verify that reinsertion has not changed meaning or formatting.
How to choose among the alternatives
Compare each proposal against the same risk and quality questions. A low price or fast turnaround is not useful if the final text cannot be accepted by a court, clinician, patent office, or regulator.
| Decision axis | Questions to ask |
|---|---|
| Approved data boundary | Does any source text, output, metadata, backup, telemetry, or support session leave the approved organizational or jurisdictional boundary? |
| Confidentiality and retention | What contract governs confidentiality, deletion, backups, subprocessors, legal requests, and incident notification? |
| Human qualification and revision | Who translates, who independently revises, and what evidence shows competence in the language pair and subject? |
| Domain expertise | Can the team handle the terminology and conventions of the relevant legal, medical, patent, immigration, or regulatory field? |
| Language and terminology coverage | Does the workflow support the exact language pair, script, dialect, glossary, units, names, and abbreviations in the document? |
| Formatting and audit trail | Can it preserve tables, footnotes, exhibits, tracked changes, signatures, and page references while recording approvals and revisions? |
| Turnaround | Can the provider meet the deadline without skipping revision or security checks? |
| Total cost | Include translation, revision, certification, project management, secure transfer, terminology work, storage, and remediation if an error is found. |
Healthcare adds a specific legal checkpoint. The U.S. Department of Health and Human Services (HHS) says the HIPAA Security Rule requires covered entities to protect the confidentiality, integrity, and availability of electronic protected health information (ePHI) with reasonable and appropriate administrative, physical, and technical safeguards. HHS also explains that a vendor acting as a business associate for interpreter services needs written satisfactory assurances under HIPAA. Ask whether the provider will sign the required business associate agreement (BAA), define permitted uses, apply access controls, and support breach obligations; a BAA alone does not replace a security assessment.

Legal work may require certified or notarized output, a particular translator declaration, or a jurisdiction-specific format. Ask the receiving court, agency, or patent office what it accepts before commissioning the work. A linguistically accurate translation can still be rejected if its certification or presentation is wrong.

- Classify the material. Identify personal data, PHI, trade secrets, privileged content, export-controlled information, patent-sensitive inventions, and any contractual or regulatory restrictions. Record the consequence of an incorrect translation.
- Define the deliverable. Decide whether you need an internal understanding, a publishable translation, a certified or notarized translation, a bilingual filing, or a translation with a formal revision record.
- Choose the least-exposed viable method. Prefer qualified human translation with independent revision for high stakes. Use an institutional or self-hosted machine system only when its boundary and controls have been approved. Consider redaction only when removing identifiers will not damage meaning.
- Vet the people and platform. Check subject expertise, language pair, revision arrangements, access roles, encryption, storage, retention, deletion, subprocessors, support access, incident response, and current contractual terms.
- Prepare the files. Remove unnecessary attachments, comments, tracked changes, hidden sheets, and metadata. Preserve a read-only original. If identifiers are redacted, use a controlled mapping and test that the remaining facts cannot identify the subject.
- Supply a terminology brief. Give the team approved names, defined terms, units, abbreviations, prior translations, jurisdictional conventions, and words that must not be translated. Keep the brief inside the same approved boundary.
- Translate and record decisions. Maintain version control and an audit trail. Mark raw machine output as unreviewed. Do not allow a draft to be mistaken for the authoritative version.
- Perform independent revision. Have a second qualified person compare source and target, checking numbers, negations, modal verbs, defined terms, citations, names, dates, tables, footnotes, headers, and page references. For medical material, verify dosage, route, frequency, warnings, and units.
- Complete the required acceptance step. Obtain certification, notarization, internal sign-off, or legal/clinical approval as applicable. Confirm that the final file opens correctly and that signatures, exhibits, and formatting survived conversion.
- Close the project. Deliver only the approved version, then delete or return source files, outputs, temporary copies, mappings, and translation memories according to the contract. Retain only what a documented legal or operational requirement permits.
Where machine output fails most often
Short, non-standard, or context-poor sentences
Agency guidance warns that raw machine translation can have inconsistent quality and terminology, especially for short or non-standard sentences. Headings, fragments, handwritten notes, form labels, and isolated warnings give a system little context. A human must interpret them against the surrounding document and the intended audience.
Defined terms and repeated legal language
A machine system may translate the same concept differently or choose an everyday synonym for a term that has a precise contractual definition. Supply an approved glossary and have a reviewer search the entire document for consistent use.
Numbers, units, dates, and negation
Digits, decimal separators, date order, dosage units, ranges, and words such as “not,” “unless,” and “except” deserve a deliberate second-person check. Compare every number against the source rather than relying on a spellcheck or a fluent reading.
Layout, exhibits, and metadata
PDF extraction can reorder columns, omit text inside images, or lose footnotes. A translation that reads correctly in a text pane may be unusable when printed or filed. Inspect every page, exhibit, table, caption, signature block, and cross-reference in the rendered final file.
What the European Commission example does—and does not—prove
The European Commission Directorate-General for Translation reports handling more than 2 million pages a year on a 2026 page. It reports that 64% of its work was produced in-house and 36% outsourced in 2025. Those figures describe the Commission’s own operation, not market-wide performance or a guarantee that any private provider follows the same model.
Best Value
The example is useful because it shows a layered workflow: institutional controls, professional translators, translation memories and terminology resources, and post-editing where machine translation is used. It does not remove the need to check eligibility, current terms, language coverage, or the security rules applicable to your organization.
Questions to put in a provider’s contract
- Which legal entity receives the files, and in which countries are primary processing, backups, support, and disaster recovery located?
- May the provider use the text or outputs for model training, quality analytics, or other purposes?
- How long are source files, outputs, logs, caches, and translation memories retained, and how is deletion verified?
- Which employees and subprocessors can access content, under what approvals, and with what authentication and logging?
- What encryption, key management, vulnerability management, and incident-notification commitments apply?
- Who is the translator and independent reviser, and what domain qualifications and review records will be supplied?
- Will the provider sign an NDA, BAA where required, and any jurisdiction-specific data-processing terms?
- What happens if a translation is challenged, an error is discovered, or the service is unavailable before a deadline?
Bottom line
Use qualified human translation with independent revision for contracts, court documents, patents, immigration filings, medical records, and regulated submissions. Add a written confidentiality and data-handling agreement, controlled access, and the formal certification or notarization the recipient requires. For lower-risk drafts or triage, an eligible institutional service or a properly governed self-hosted engine can reduce exposure compared with a consumer tool, but its output remains raw until a qualified professional reviews it. CAT tools, terminology memories, and careful anonymisation improve consistency and reduce unnecessary disclosure; none removes the need to validate both security and meaning.
Frequently Asked Questions
What can I use instead of a consumer translation site for a confidential contract?
Use a qualified legal translator under a written confidentiality agreement, with an independent revision by another competent linguist. If an organization-approved institutional or self-hosted machine system is used for triage, have a qualified human review the complete text before anyone relies on it.

Do not rely on a label. For PHI, verify the provider’s safeguards and current contract, and require the written business associate assurances or business associate agreement that apply to your organization. HHS says covered entities must protect ePHI with reasonable and appropriate administrative, physical, and technical safeguards.
Can I translate sensitive files offline?
A self-hosted engine or an offline CAT workflow can keep files inside your network, but you must still control access, encryption, logs, retention, backups, model updates, support access, and network egress. Offline processing is not an automatic confidentiality guarantee.
Is institutional machine translation accurate enough for a court or medical record?
Raw machine output should not be treated as certified, court-ready, or medically authoritative. Institutional services can provide a draft or triage result, but a qualified professional must revise it and the final document must meet the receiving authority’s certification requirements.
Does redacting names make a document anonymous?
Not necessarily. Dates, locations, images, metadata, rare facts, and combinations of details can identify a person. A reviewer must test the redacted file for re-identification risk and preserve a controlled mapping if the original values must later be restored.
