There is no universal winner. On the published evidence, Gemini 3.8 Flash is the value and long-context option, GPT-5.6 is highly competitive for coding-agent work, and Claude Fable 5.1 targets difficult, long-running coding tasks at a much higher token price. Your best choice depends on repository size, tool workflow, required safeguards, latency, regional access and budget—not on one leaderboard score.
What the available evidence actually proves
Comparing these models as if they were interchangeable products leads to bad decisions. A coding result depends on the benchmark harness, task release, model tier, effort setting, tool permissions, context supplied and safety configuration. A score from one setup cannot establish a permanent ranking for every programming job.

The clearest public comparison in the supplied material is Google’s vendor-published Terminal-Bench 2.1 table. It reports Gemini 3.8 Flash at 89.4%, Claude Opus 5 at 89.1% and GPT-5.6 Sol at 88.8%.
| Model shown in the benchmark | Terminal-Bench 2.1 | How to interpret it |
|---|---|---|
| Gemini 3.8 Flash | 89.4% | Highest of these rows in Google’s published table |
| Claude Opus 5 | 89.1% | A Claude comparison row; this is not labeled Fable 5.1 |
| GPT-5.6 Sol | 88.8% | One GPT-5.6 tier, not the entire family |
Those figures are close enough that harness details matter. They are also not a neutral, independently administered league table: the table is vendor-published, and the models may have different effort levels, safeguards and task handling. Treat it as a useful signal for terminal-based agent performance, then test the exact configuration you plan to deploy.

Gemini 3.8 Flash: the value and context candidate
Why its context window matters
Google documents Gemini 3.8 Flash with a 1M-token context window, a 64K maximum output and tunable thinking levels. A million-token window can hold a substantial repository slice, generated logs, test output and design notes in one session. That capacity is useful for cross-file refactoring, but capacity alone does not guarantee accurate retrieval. Your evaluation should measure whether the model finds the right definitions and preserves behavior when many unrelated files are present.
Agent behavior and engineering claims
Google describes the model as supporting long-horizon software engineering, complex multi-file refactoring and deterministic tool execution. In practical terms, that points to workflows where the agent must inspect a repository, make several coordinated edits, run tools and continue from their results. Deterministic execution is valuable when a team needs repeatable command sequences, but you still need fixed permissions and a clean test environment to verify reproducibility.
Price and workload economics
The introductory API prices are $0.75 per million input tokens and $3.75 per million output tokens through December 31, 2026. The date is part of the offer: recheck the rate before a production commitment. At those prices, a call using one million input tokens and 200,000 output tokens would cost $1.50: $0.75 for input plus $0.75 for output. Real sessions can be cheaper or more expensive depending on how much history, tool output and generated code they send.

When it is the sensible default
- Choose it when a large repository working set is central to the task.
- Choose it when high call volume makes token cost a first-order constraint.
- Choose it when your tool stack can use its API behavior and thinking controls reliably.
- Do not choose it solely because 89.4% is the highest number in one vendor table.
GPT-5.6: a family, not one fixed product
Why the tier matters
GPT-5.6 has multiple variants, including Sol, Terra and Luna, with effort levels that can change both behavior and cost. Saying that GPT-5.6 is better or worse without naming the tier is incomplete. The 88.8% Terminal-Bench figure applies to GPT-5.6 Sol in Google’s comparison table; it does not describe every GPT-5.6 deployment.
How to read the official evaluation material
OpenAI’s official GPT-5.6 evaluation page publishes tables covering coding, reasoning and long-context tests, with comparisons against Claude and Gemini variants. Use that page to identify the exact model ID, effort setting, context limits and current price for your intended workload. Prices and availability are volatile, so an article-level number that omits the tier can mislead your budget estimate.
When GPT-5.6 is the better operational choice
GPT-5.6 is a strong candidate when your team already has OpenAI-based tooling, deployment controls or evaluation infrastructure and switching would create integration cost. It can also be the right answer when your own repository benchmark shows the relevant GPT-5.6 tier completing more issues, making fewer invalid tool calls or requiring less human correction than the alternatives. Those are workflow results, not conclusions that follow from the family name alone.

Claude Fable 5.1: expensive capacity for difficult, long-running work
Fable and Mythos naming
Anthropic describes Claude Fable 5.1 as setting a new standard for coding, knowledge work and long-running problem-solving tasks. Anthropic also states that Fable 5.1 and Mythos 5.1 are the same model with different safeguards. Fable is generally available, while Mythos is restricted to trusted access programs. Access policy therefore affects the practical comparison as much as model capability.
Safeguards can change benchmark outcomes
Anthropic warns that safeguard interventions can produce zeroes on some benchmark tasks. A low score in such a setup may indicate that the model refused or interrupted the task rather than that it could not write the code. Record the safeguard configuration when comparing results, and decide in advance which interventions are acceptable for your project.
Token pricing and caching
Anthropic lists Fable 5.1 at $10 per million input tokens and $50 per million output tokens, with cache reads at $0.25 per million tokens. A one-million-input, 200,000-output call would therefore cost $20 before any cache-read effect: $10 for input and $10 for output. Repeated repository instructions or stable context may benefit from caching, but your accounting must separate newly processed input from cache reads.

- Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft
When the premium can be justified
- Use Fable when a task runs for a long time and review quality matters more than lowest token cost.
- Use it for complex changes where repeated human debugging would cost more than the model premium.
- Confirm that the available safeguard mode and access terms fit your organization.
- Do not substitute the 89.1% Claude Opus 5 benchmark row for a measured Fable 5.1 result.
Which model is best for each coding workflow?
Terminal-based coding agents
Terminal-Bench is most relevant when your agent receives shell access, edits files and must complete repository tasks under a defined harness. Gemini 3.8 Flash leads the cited table narrowly, followed by Claude Opus 5 and GPT-5.6 Sol. For a real decision, reproduce a subset of your own issues with identical tools, permissions, timeouts and effort settings.
Large-codebase refactoring
Gemini’s documented 1M-token context gives it the clearest stated capacity advantage in the supplied evidence. That is useful for keeping many related files visible, but retrieval quality and edit stability still need measurement. GPT-5.6 tier limits must be checked for the exact SKU. The supplied material does not establish a Fable 5.1 context size, so do not infer one from its long-running-task positioning.
High-volume code generation
Gemini’s introductory rate is the lowest of the stated prices, making it the natural first test when thousands of calls or large generated outputs dominate spend. Fable’s $50 per million output-token price makes unbounded generation costly. GPT-5.6 economics cannot be ranked without selecting a tier and reading the current rate card.

Code review and sustained debugging
Fable is aimed at long-running problem-solving, so it deserves a pilot on difficult reviews, migration planning and failures that require many iterations. GPT-5.6 may win if your existing review tools and internal tests favor it. Gemini may be preferable when the reviewer must keep a broad repository context while making frequent, lower-cost calls.
Tool, IDE and deployment fit
Do not assume that a model’s benchmark score predicts a smooth IDE or terminal experience. Verify authentication, tool-calling semantics, streaming, rate limits, logging, regional availability and the exact integrations your developers use. The model that requires fewer changes to your current stack can have the lowest total cost even when its token price is not the lowest.

Estimate each task with the same accounting method:
- Count newly billed input tokens, including prompts, repository excerpts, tool output and conversation history.
- Count output tokens, including code, explanations and tool-call arguments.
- Apply the selected tier’s input and output rates separately.
- Subtract eligible cache-read tokens using the provider’s cache price; do not treat all repeated context as free.
- Multiply by the expected number of agent turns, retries and parallel workers.
- Add human review and infrastructure costs when comparing workflows, not just API invoices.
For the stated prices, one million input tokens plus 200,000 output tokens costs $1.50 on Gemini 3.8 Flash at its introductory rates and $20 on Claude Fable 5.1 before cache reads. These examples are arithmetic illustrations, not predictions of a typical task. GPT-5.6 needs the current price for the chosen Sol, Terra or Luna tier.
A fair repository benchmark you can run before committing
- Select representative issues. Include bug fixes, tests, dependency upgrades, multi-file refactors and documentation changes. Avoid a set made only of easy code generation.
- Freeze the environment. Use the same repository revision, operating system, dependency cache, test commands and network policy for every model.
- Fix permissions and tools. Give each agent the same shell commands, file access, time limit and ability to install dependencies. Record every denied or failed tool call.
- Name the exact model configuration. Record GPT-5.6 tier and effort, Gemini thinking level and Claude safeguard mode. Do not report a family name without these settings.
- Run repeated trials. Randomness, transient tool failures and context ordering can affect one attempt. Use the same prompt and repository state for each repetition.
- Score more than pass or fail. Track tests passing, scope compliance, invalid edits, human fixes, latency, input tokens, output tokens, retries and total cost.
- Inspect long-context behavior. Hide relevant definitions among unrelated files and check whether the agent retrieves the correct code without unnecessary churn.
- Publish the conditions with the result. A percentage without harness, effort, safeguards and date is not reproducible evidence.
Common comparison mistakes
- Mixing model generations. The cited Claude row is Opus 5, while the article question names Claude Fable 5.1. Keep those labels separate.
- Comparing a family with one SKU. GPT-5.6 Sol’s result cannot stand in for Terra or Luna.
- Treating context size as usable memory. A large window does not prove accurate retrieval or safe multi-file edits.
- Ignoring output pricing. Agentic coding can generate substantial test code, patches and tool arguments; output rates can dominate.
- Ignoring caching. Repeated prompts may have different prices for fresh input and cache reads.
- Overlooking safeguards. An intervention can appear as a failed task, especially in benchmark environments.
- Using expired promotional rates. Gemini’s stated introductory prices end December 31, 2026; verify rates after that date.
- Assuming universal availability. Region, account type and trusted-access requirements can determine whether a model is deployable for your team.
Decision guide
| Your priority | Start with | Reason |
|---|---|---|
| Lowest stated token cost and a very large working set | Gemini 3.8 Flash | 1M-token context and the lowest listed introductory input/output rates |
| Existing OpenAI agent infrastructure | The GPT-5.6 tier that passes your evaluation | Integration, controls and measured task success may outweigh headline prices |
| Hard, extended coding sessions where review quality is worth a premium | Claude Fable 5.1 | Its stated positioning targets long-running problem solving; budget for higher token rates |
| Uncertain workload or mixed repositories | Pilot all three configurations | Task mix, safeguards and tool behavior can reverse a benchmark-based preference |
Bottom line for 2026
Pick Gemini 3.8 Flash when context capacity, call volume and token economics dominate. Pick GPT-5.6 when the exact OpenAI tier fits your tools and wins your own coding-agent evaluation. Pick Claude Fable 5.1 when difficult, sustained coding work justifies its premium and its safeguard and access model fit your project. The responsible answer to which AI is actually better is therefore conditional: benchmark the real workflow, name the exact model configuration and include cost, reliability and access in the result.
