For a continuous YouTube stream, start with AWS Elemental MediaPackage v2 time_delay set to 0 and leave suggested presentation delay unset unless you deliberately want viewers to watch behind the manifest’s live point. Add a startover window only when viewers need rewind or catch-up. Then choose YouTube’s ingest protocol and latency mode separately: MediaPackage timing controls do not set or guarantee YouTube’s end-to-end latency.
Keep MediaPackage timing separate from YouTube latency
There are several points in a live workflow where delay can be introduced. MediaPackage’s time_delay shifts when content is available to players; its suggested presentation delay tells a player where to begin relative to the end of the manifest. YouTube’s Low and Ultra-low latency modes are separate platform settings that affect the time viewers wait for a live event and the risk of playback buffering.

These controls are not interchangeable. A MediaPackage delay does not select YouTube’s latency mode, and an LL-HLS packaging capability does not by itself establish that a downstream ingest accepts that output or achieves a particular viewer delay.

time_delay: shift content availability
A MediaPackage v2 time_delay shifts the live point to “now” minus the configured duration. In AWS’s example, content received at 12:20 with a 60-second delay becomes available at 12:21; a request at 12:20 is served content from 12:19. The minimum is 0 seconds. When startoverwindow is 0, the maximum is 86,400 seconds (24 hours); when the startover window is nonzero, the maximum delay equals that window. AWS also requires the delay to be less than the startover window when one is configured. AWS MediaPackage v2 time-delay guidance.

This is not a low-latency switch: adding delay can increase playback latency. AWS notes that a delay can help reduce buffering during input switching when input redundancy is used with short output segments, which is a resilience trade-off rather than a general latency optimization.
Startover window: retain earlier live content
The origin endpoint’s startover window determines how much live content remains available for viewers to start over or catch up. MediaPackage v2 documents a maximum of 1,209,600 seconds (14 days). This setting serves time-shifted playback; it does not lower latency. AWS origin endpoint guide.

Suggested presentation delay: start playback behind the manifest
This endpoint setting tells the player how far behind the end of the manifest to start. AWS gives 35 seconds as an example: playback begins 35 seconds before the manifest’s live point. When used with time_delay, the suggested presentation delay is added to the time-delay duration. Use it only when that extra playback buffer or delay is intentional. AWS origin endpoint guide.

LL-HLS: packaging capability, not an end-to-end promise
AWS announced MediaPackage Low-Latency HLS packaging support in May 2023. That establishes a packaging capability, not that every destination accepts the output or that an AWS-to-YouTube workflow will achieve a particular latency. AWS announcement.

Choose YouTube latency mode for the audience and resolution
YouTube defines stream latency as the time from capture by the encoder or camera until the event appears to viewers. Its guidance describes Low latency as under 10 seconds for most viewers and Ultra-low latency as under five seconds for most viewers. These are descriptions of YouTube’s modes, not guarantees for an individual route, encoder, AWS configuration, or viewer. Both modes exclude 4K. Lower latency can also mean more playback buffering. - Choose a latency mode for interaction: live Q&A or other real-time participation may benefit from lower delay, if the added buffering risk is acceptable.
- Choose resolution deliberately: if the stream must be 4K, YouTube’s Low and Ultra-low modes are unavailable; do not plan around those modes.
- Keep catch-up needs distinct: a MediaPackage startover window addresses rewind and catch-up, not YouTube latency.
Choose the YouTube ingest protocol independently
RTMPS for a typical encoder workflow
YouTube recommends RTMPS for live encoder ingest. Its encoder guidance recommends a two-second keyframe interval and says not to exceed four seconds. Test before going live and monitor stream health during the event. YouTube encoder settings.

HLS ingest for supported workflows
YouTube supports HLS ingestion for certain use cases, including HDR or codecs not supported by RTMP. With HLS ingest, YouTube turns off Ultra-low latency because HLS sends video in segments rather than as a continuous stream like RTMP. YouTube’s documented requirements include TS segments 1–4 seconds long, a rolling playlist with no more than five outstanding segments, HTTPS POST/PUT, and no byte-range mode. Do not assume MediaPackage LL-HLS output is a drop-in replacement for YouTube’s specifically documented HLS ingest format. Validate the exact source and destination requirements for the workflow.

Configure and validate a continuous stream
- Decide what you are optimizing: lower viewer delay, resilience during input switching, or rewind and catch-up. These goals can conflict.
- Set the MediaPackage timing baseline: use
time_delayof0for no intentional availability shift. Leave suggested presentation delay unset unless you intentionally want the player behind the manifest’s live point. - Add a startover window only when needed: configure it for time-shifted viewing, and if it is nonzero, keep
time_delaybelow that window. - Select YouTube ingest: RTMPS is YouTube’s generally recommended encoder route. If using HLS ingest, meet YouTube’s segment and playlist requirements and account for Ultra-low latency being disabled.
- Set YouTube latency mode to fit the use case: weigh interaction delay against buffering tolerance and confirm whether the chosen mode supports the required resolution.
- Run a realistic test stream: use the actual encoder, MediaPackage endpoint, ingest route, resolution, and viewer conditions.
- Monitor stream health: check YouTube’s stream health while live and verify the resulting viewer experience rather than assuming a setting guarantees a particular end-to-end delay.
Troubleshooting latency and playback behavior
- Playback is later than expected: check whether
time_delayis nonzero and whether suggested presentation delay is configured. AWS says those durations add when combined. - Viewers cannot rewind as expected: confirm that the origin endpoint has a startover window large enough for the desired catch-up period. The window enables time-shifted playback; it does not reduce live delay.
- Ultra-low latency is unavailable: check whether HLS ingest is selected; YouTube disables Ultra-low latency for HLS. Also verify whether the workflow requires 4K, which is excluded from both Low and Ultra-low modes.
- HLS ingest is rejected or behaves unexpectedly: validate TS segment duration, rolling playlist length, HTTPS POST/PUT, and the absence of byte-range mode against YouTube’s HLS requirements. Confirm that the exact MediaPackage output is accepted for the chosen destination.
- Playback buffers more after lowering latency: this is a documented trade-off in YouTube’s settings guidance. Test the selected mode under realistic network and viewer conditions.
- Input switching causes buffering: AWS identifies time delay as a possible aid when using input redundancy with short output segments. Treat it as a resilience measure and test its latency cost; it is not a general low-latency fix.
