That distinction matters when delivery pipelines are highly automated but incident recovery still depends on manual investigation or one person who knows what to do next.
Availability is an application outcome
Don Boxley, writing for DevOps.com, frames the difference this way: “Orchestration answers the question, ‘Where should this workload run?’” Reliability asks, “How do I keep this workload available when something inevitably fails?” Those are related concerns, but they are not interchangeable. Boxley is offering an operational viewpoint, not quoting a formal definition from Kubernetes or a standards body. Read Boxley’s article.
A pod or node recovery can be a useful step without restoring the service. Customers may still be unable to complete a transaction if a database, storage system, network path, or application dependency is unavailable or inconsistent. The relevant test is therefore the end-to-end user outcome: can the application still perform its important function?
Why Kubernetes alone does not establish resilience
Kubernetes orchestration addresses where workloads run and can help restore the desired state of infrastructure. That capability does not, by itself, demonstrate that the application’s state is sound, that dependencies are reachable, or that users can transact. This is a difference in scope, not a claim that Kubernetes is defective.

Design recovery around the workload’s dependency chain: the application, its state, databases, storage, networking, and services it relies on. Identify what must recover, in what order, and how the team will know that the application is serving useful work again. What to measure during recovery
Infrastructure signals remain useful for diagnosis, but they are not sufficient as the service-level answer. Track measures that connect recovery to application function and the people required to achieve it.

- User-visible health: monitor an application or business indicator that shows whether users can complete the critical task, rather than relying only on process or component health.
- Application recovery time: record when the service’s important function becomes usable again, not only when a pod or node restarts.
- Human intervention: count the decisions and manual actions still needed to restore service. Note where recovery knowledge is concentrated in a single person.
- Dependency recovery: verify the critical components and connections required for the workload, including stateful services.
There is no universal recovery-time target in the cited guidance. Set targets according to the service’s requirements and criticality rather than treating one number as suitable for every workload.
Make recovery repeatable without automating guesswork
Start by documenting what responders actually do when production fails. An incident procedure that says “contact the expert” is a signal to capture the missing decisions, not a recovery plan. Separate known, tested actions from situations that still require diagnosis and judgment.

- Inventory incident work. List the manual steps, decisions, dependencies, and handoffs involved in restoring the application. Flag steps understood by only one person.
- Define the recovered state. Specify the user-visible function that must return and the checks that establish it is working.
- Map failure scenarios and dependencies. Identify critical assets, single points of failure, and the conditions under which recovery procedures are expected to work.
- Exercise recovery periodically. Test procedures in a controlled manner, validate the outcome, and revise them after exercises and incidents. The CSA guidance calls for periodic exercises, recovery validation, and continuous improvement.
- Codify proven decisions. Once a recovery choice is defined and tested, encode it in policy or automation where appropriate. Keep human judgment for novel, ambiguous, or unsafe cases; that boundary is a prudent implementation approach, not a direct CSA rule.
When evaluating resilience-testing or chaos-engineering tools, focus on safety controls, supported environments, scenario coverage, and how well tests integrate with recovery workflows. A tool is useful only if exercises are controlled and their results can improve the recovery plan.
Match capacity and resilience to the workload
Availability depends not just on failure handling but on whether the service has resources for its demand. The CSA guidance recommends capacity planning, monitoring, workload-based scaling strategies, and availability commitments aligned with service requirements. Plan and scale against workload behavior and business performance needs, not infrastructure utilization in isolation.

Resilience should also fit service criticality. Not every service needs multi-region deployment or fully autonomous remediation. Choose the recovery level that its requirements justify, and verify that the chosen design restores the application outcome it promises.

- Can the team name the user task that defines availability for each critical workload?
- Does recovery cover state, databases, storage, networking, and application dependencies—not just containers?
- Are application recovery time and remaining human intervention visible during incidents?
- Have recovery procedures been exercised, validated, and updated?
- Are automated actions based on tested policy, with an appropriate path for cases that need human judgment?
- Do capacity planning and scaling reflect workload demand and service requirements?
