An uncrewed aircraft may be remotely flown by people, while a crewed aircraft has an onboard pilot; neither label alone tells you whether it can select or engage a target without human direction.
What counts as a military drone, and what does “autonomous” mean?
The U.S. Department of Defense definitions reproduced by the Congressional Research Service describe an unmanned aircraft as an “aircraft that does not carry a human operator and is capable of flight with or without human remote control.” The broader term uncrewed aircraft system (UAS) includes the “necessary equipment, network, and personnel to control an unmanned aircraft.” In other words, no pilot aboard does not mean no human operators.

Autonomy describes what functions the system can perform without direct human input. A system may automate navigation or other flight tasks while people retain control over mission decisions and weapon use. Flight autonomy and autonomous weapon engagement are separate questions; calling an aircraft a drone does not answer either one.

How uncrewed and crewed aircraft differ
“Traditional military aircraft” is a broad comparison, not a single technical class: crewed aircraft range across missions and designs, as do uncrewed aircraft. The useful distinctions are about crew presence, control, purpose, teaming, operating context, and maturity—not a universal claim that one category is faster, cheaper, safer, or more capable.
| Dimension | Uncrewed aircraft | Crewed aircraft |
|---|---|---|
| Crew aboard | No human operator is aboard. People may still operate the aircraft remotely. | A human pilot or other crew is physically aboard. |
| Control and autonomy | May be remotely controlled, automated for particular tasks, or capable of some autonomous functions. The label does not establish independent weapon use. | An onboard crew operates the aircraft, potentially with automated systems assisting them. “Crewed” does not mean every task is manually controlled. |
| Mission | Depends on the platform and program. Proposed CCA missions include air-to-air and air-to-ground combat, electronic warfare, targeting, and intelligence, surveillance, and reconnaissance (ISR). | Depends on the specific aircraft and its assigned role; the broad category has no single mission. |
| Teaming | May operate alone, alongside other uncrewed aircraft, or in a concept directed by a crewed aircraft. | May operate alone or coordinate with other crewed or uncrewed systems. |
| Operating context | Remote control can depend on communications links; autonomy may be relevant when communications are degraded or denied. The system still has software, network, and command risks. | The pilot is aboard and can make decisions from the aircraft, but the platform also depends on its systems and operating environment. |
| Maturity | Ranges from fielded systems to proposed or developmental concepts. A mission description or budget request is not proof of operational capability. | Also varies by aircraft and program; “crewed” alone does not establish readiness or performance. |
Why “uncrewed” does not mean “independently lethal”
The Congressional Research Service’s 2022 report describes the DoD Directive 3000.09 definition of a lethal autonomous weapon system as a weapon system capable of independently identifying a target and using an onboard weapon to engage and destroy it without manual human control. That is a narrower concept than an uncrewed aircraft. The report also distinguishes human-supervised systems, in which operators can monitor and halt an engagement.

Keep these decisions distinct when evaluating a system: who controls the aircraft, who identifies a target, who authorizes an engagement, and whether a human can intervene. A remotely piloted aircraft is not automatically a lethal autonomous weapon. The report, Unmanned Aircraft Systems: Roles, Missions, and Future Concepts, published July 18, 2022, discusses the policy and ethical debate; it does not establish a single settled public consensus for every system or deployment.

Benefits and risks depend on the design
The 2022 CRS report identifies potential operational benefits for autonomous systems in communications-degraded or communications-denied settings. It also discusses risks such as hacking, manipulation of behavior, unexpected interactions with the environment, software errors, fratricide, and unintended harm. These are concerns to assess, not evidence that every autonomous system has experienced or will experience each failure.

Removing the onboard pilot changes where people are located and how control is exercised; it does not remove human command, policy choices, or accountability. Nor does a human-control description by itself establish how a system behaves in every circumstance.

The U.S. Air Force’s Collaborative Combat Aircraft (CCA) concept illustrates why “drone versus traditional aircraft” can be a false choice. In its August 15, 2024, account, the Congressional Research Service describes CCA as a semiautonomous uncrewed aircraft intended to fly with current or future crewed fighters. The Air Force said AI-driven software would enable these aircraft to collaborate with and take direction from human pilots. The concept is also known as a “loyal wingman” approach.

CRS lists possible CCA roles including air-to-air combat, air-to-ground combat, electronic warfare, targeting, and ISR. These are intended or proposed roles, not confirmation that every capability is operational. Air Combat Command commander Kenneth S. Wilsbach described one proposed rationale in 2023: “You can create mass, and so many targets out in the battlespace that your adversary will have to worry about, and wonder, is that something that I have to use some munitions on,” Wilsbach said in 2023, when he was Commander of Pacific Air Forces.
What the 2024 CCA figures do—and do not—show
| Figure | What it refers to | How to interpret it |
|---|---|---|
| 1,000 aircraft | A U.S. Air Force planning assumption reported by CRS in 2024, based on two CCAs for each of 500 advanced fighters. | It is not a confirmed procurement quantity or delivered fleet size. |
| $557.1 million | The U.S. Air Force FY2025 research, development, test, and evaluation budget request for CCA, as reported by CRS in 2024. | It was a request, not final spending; Congress could approve, reject, modify, or not act on it. |
| Roughly one-third the price of crewed fighters | An estimate attributed by CRS in 2024 to Air Force Secretary Frank Kendall. | It is an attributed comparison for a developing program, not a verified universal ratio or lifecycle-cost comparison. |
| $2 million to $20 million per aircraft | A range the Air Force suggested in 2020 for attritable aircraft, reported by CRS in 2024. | It is a dated suggested range, not a current price for a particular aircraft. “Attritable” refers to purpose-designed, routinely reusable aircraft considered affordable enough for commanders to tolerate risking. |
The figures come from CRS’s U.S. Air Force Collaborative Combat Aircraft (CCA) primer dated August 15, 2024. They describe planning, a budget request, or attributed estimates—not verified October 2026 procurement totals, achieved savings, or operational performance.

How to compare a specific aircraft or program
- Start with the mission. Compare aircraft intended for similar tasks; a reconnaissance platform and a fighter are not meaningful cost or capability substitutes just because one is uncrewed.
- Ask who does what. Identify what is remotely controlled, what is automated, what is autonomous, and who makes or approves targeting and engagement decisions.
- Look at the operating concept. Determine whether the aircraft depends on remote communications, is intended to operate in a degraded-link environment, or is designed to take direction from a crewed aircraft.
- Separate concept from delivery. A program description, test, plan, or funding request does not establish a fielded capability, completed purchase, or achieved performance.
- Check cost claims on comparable terms. Distinguish an attributed estimate or proposed unit price from a verified lifecycle-cost comparison; do not generalize one program’s figures to all aircraft.
The cited CRS primers date from 2022 and 2024, so they do not establish the latest October 2026 status, deliveries, final spending, or operational results of named programs. Specific program claims should be read with their date and status attached.
