USB-C Power Delivery (USB PD) is a negotiation protocol: a compatible power bank and device communicate to select a power level both support. That means a bank’s headline wattage is not a promise that every device—or every port—will receive that amount. The bank’s port, connected device, cable, battery condition, temperature, and other attached devices all affect what is available.
What USB-C Power Delivery does
USB-C describes the connector. USB PD describes a way compatible devices negotiate power over that connection. A USB-C-shaped port by itself does not establish that the port supports PD or indicate how much power it can provide.

USB-IF explains that USB PD provides “more flexible power delivery along with data over a single cable.” In practice, a power source advertises supported power options and the connected device requests an option it can use. The delivered arrangement is bounded by what the source, device, and cable support; the device does not simply receive the largest number printed on the bank.

Power can also flow in either direction, depending on the device and port roles. A power bank can supply a phone or notebook, while a USB-C device may also be able to act as a source or accept power as a sink. Texas Instruments describes USB-C systems as sink, source, or dual-role designs. Check port labels and device documentation to determine what a particular connection does.

What happens during a PD handshake?
- Connection: The source and sink establish a USB-C connection and identify their power roles.
- Available power is advertised: The source communicates the power arrangements it can provide.
- The device requests a supported option: The sink asks for a suitable arrangement, which can include a voltage and current supported by both ends. With adjustable-voltage mode, a compatible device can request an intermediate voltage rather than being limited to a fixed option.
- The source accepts and supplies power: Once the request is accepted, power is delivered under the negotiated conditions. A lower-power device can negotiate only what it needs, subject to the capabilities of the source and cable.
This negotiation is why a high-wattage bank can charge a device at a lower rate: the device may not support the bank’s top output, the relevant port may have a lower rating, or the cable may not support the requested power.
Why a bank rated at 100 W may not deliver 100 W
The printed maximum may describe a particular port or operating configuration, not every port or every combination of connected devices. Before relying on a wattage figure, check the bank’s per-port output profile and whether the rating changes when another port is in use.

- Device limits: A phone or notebook accepts only power arrangements it supports. A notebook’s required input can vary by model and port; consult its manual or official specifications.
- Port limits: A bank’s total or combined output does not necessarily mean that a single port can supply the same wattage.
- Cable limits: USB-C cables do not all support the same power. An unrated or unsuitable cable may prevent the expected charging level and can contribute to charging failures or repeated connection cycling.
- Shared output: Connecting another device may change the power allocated to one or both ports.
- Operating conditions: A low or aging bank battery and thermal protection can reduce output below the printed maximum.
How to check whether a portable charger will suit your device
- Look up the device’s exact model. In its official specifications or manual, confirm that the relevant USB-C port accepts USB PD and find its supported input wattage. Do not infer a universal notebook requirement from another model’s figures.
- Read the bank’s single-port output. Match the device’s requirement against the output profile for the specific port you will use. Do not treat a combined multi-port headline figure as the output available to one device.
- Check the voltage and current options. Make sure the bank offers a PD arrangement the device can use, rather than comparing wattage alone.
- Verify the cable rating. Use a USB-C cable rated for the intended power. For Extended Power Range (EPR), the source, device, and suitable cable must all support EPR.
- Check shared-output behavior. If you plan to charge more than one device, confirm how the bank allocates output when multiple ports are occupied.
- Read the port labels. Identify which ports can charge other devices and which can accept power to recharge the bank. USB-IF’s certification requirements call for clear capability labels on covered power-bank configurations.
What the 240 W USB PD figure means
USB-IF announced USB Power Delivery Revision 3.1 in 2021, extending the standards-level ceiling to up to 240 W over a full-featured USB Type-C cable and connector. Its EPR fixed-voltage options include 28 V for up to 140 W, 36 V for up to 180 W, and 48 V for up to 240 W.

Pick the symptom - the matching free tool is one click away.
These are capabilities of the standard, not a promise about a typical portable charger. A 240 W connection requires compatible source and sink equipment as well as an appropriate cable; a bank, device, or older cable that lacks EPR support will not provide that arrangement.

Power-bank labels and USB-IF certification
USB-IF defines a USB Type-C power bank as a rechargeable battery end product with one or more USB-C ports used to source and sink power. Its certification requirements, effective April 2022, describe permitted combinations of dual-role, sink-only, and source-only ports and require clear labels for port capabilities.
USB-IF’s product search lists products that passed its compliance program. The list is maintained by members and defaults to products certified in the last two years, so it is not a complete directory of every product sold. The absence of a particular bank from the list does not by itself establish that it is unsafe or noncompliant; USB-IF advises contacting the manufacturer about an unlisted product.

If charging starts and stops
For a notebook that repeatedly begins and stops charging from a third-party bank, try the notebook’s original adapter as a troubleshooting comparison. MSI notes that if the original adapter charges normally while the third-party source does not, insufficient actual source output or the cable may be involved. This is a clue for that situation, not a diagnosis that applies to every device.

MSI’s notebook guidance, last updated August 18, 2026, also recommends checking the notebook’s specifications and manual, the bank’s single-port output, cable support, and the effect of charging multiple devices. Those checks help narrow down a mismatch without assuming that the wattage printed on either product guarantees a particular result.
