If a record is altered, its digest changes and later links no longer verify. That is useful evidence of tampering—but only when verification compares the log with a trustworthy reference. A chain does not stop edits, prove every required event was recorded, or replace retention, access controls, failure handling, and human review.
How a hash chain makes log edits detectable
In a simple linear chain, each record is hashed together with the digest of the record before it. The first record uses a defined starting value; each later record depends on its predecessor. To verify the sequence, software recomputes the hashes and checks that each stored link matches.

Change a historical record and its digest changes. The next record still refers to the old digest, so its link fails; subsequent links fail as well. The mechanism is computationally lightweight and does not inherently require a separate signing key. It is tamper evidence, not tamper prevention.

The comparison needs a trusted reference, such as a known-good checkpoint. If an attacker can rewrite the entire log and replace every checkpoint that is controlled in the same place, the rewrite may go undetected. Periodically anchor or publish checkpoints somewhere outside the control of the log administrator. Independent signatures, external witnesses, or a transparency service can help, but each has its own trust assumptions.

What a valid chain does—and does not—establish
A successful verification establishes that the records presented form a chain consistent with the trusted reference and the chosen hashing and serialization rules. It does not establish that the records are truthful or complete, that timestamps are accurate, or that the log was retained for the required period. Nor does it prevent the original actor from making a false statement or omitting an event.
These are separate controls. NIST SP 800-171 Revision 3 addresses audit-event selection, record content, retention, response to logging failures, and review—not just integrity. Its examples of potentially useful record content include timestamps, source and destination addresses, user or process identifiers, event descriptions, file names, and invoked access-control or flow-control rules. It also advises limiting additional information to what is explicitly needed. See NIST SP 800-171 Rev. 3.

Make the record format reproducible
Verification works only if the system hashes the same, well-defined bytes every time. Decide which fields are covered, how records are serialized, how sequence numbers and format versions are represented, and how changes to the schema are handled. Ambiguous encodings can make two different records hash as the same byte sequence or make legitimate records impossible to verify consistently.

RFC 9162 illustrates the care needed in Merkle logs: it prefixes leaf hashes with 0x00 and interior-node hashes with 0x01, a domain-separation rule intended to provide second-preimage resistance. That is a rule for the RFC’s Merkle-tree construction, not a mandated format for application-level linear hash chains. RFC 9162, Certificate Transparency Version 2.0, was published in November 2021. It says, “The log uses a binary Merkle Tree for efficient auditing.” Read the RFC 9162 specification.

Choose a linear chain or a Merkle transparency log
A linear chain is often easier to explain and verify when a trusted verifier can process the sequence. A Merkle transparency log is better suited to efficient proofs about individual entries and to checking whether a log has grown consistently over time. They overlap in making tampering detectable, but serve different verification needs.
| Question | Linear hash chain | Merkle transparency log |
|---|---|---|
| What does a verifier need? | Typically the sequence, or a trusted checkpoint plus enough records to verify up to it. | A record and its inclusion proof can establish membership under a particular tree root. |
| How is append-only growth checked? | Verify the sequence against a trusted checkpoint; independently anchored checkpoints help expose rewrites. | A consistency proof can show that a newer tree preserves the older tree’s prefix. |
| What audit need does it fit? | Local tamper detection where sequential verification is acceptable. | Compact inclusion proofs and independent checking of append-only growth, including across parties. |
| What must be trusted? | The checkpoint and the process or party that anchors it. | Clients need trustworthy tree heads and a way to compare them; proofs do not help if all clients accept a silently substituted history. |
| Operational burden | Requires stable serialization, sequential verification, and protected checkpoints. | Requires Merkle-tree and proof handling, as well as trustworthy tree-head distribution and comparison. |
RFC 9162 defines inclusion proofs and consistency proofs for binary Merkle trees. A transparency service can make inconsistent histories detectable when clients obtain and compare trustworthy tree heads; it does not by itself prevent misissuance. A broader example is the 2026 IETF architecture RFC 9943 for signed supply-chain statements: a transparency service checks registration policy, registers statements, and issues receipts that relying parties can check against proofs. That is an architectural example, not a requirement for every application audit log. See RFC 9943.

Design the logging system around the chain
Integrity is only one part of a useful audit log. NIST SP 800-171 Rev. 3 calls for selecting event types, reviewing and updating that selection, retaining records according to organizational policy, defining a response to logging failures, and reviewing and analyzing records on an organization-defined schedule.
- Choose events deliberately. List the actions that matter for security, operations, and accountability, and revisit the selection as the system changes.
- Keep records useful and proportionate. Define a schema that captures needed context without collecting unrelated information.
- Set retention and access rules. Keep records for the period required by policy and, where feasible, separate log-writing privileges and administration from ordinary application privileges.
- Plan for failure. Decide what happens when logging or storage fails or fills. NIST examples include alerting designated personnel and choosing whether to overwrite the oldest records, shut down a system, or stop generating new records. The right response depends on the system and the consequences of losing events or availability.
- Review and act. Define who reviews, analyzes, reports, and correlates records, and on what schedule. A valid chain does not investigate an incident.
Write-once storage, signatures, or trusted timestamps can complement a chain. OWASP’s Secure Logging supplementary curriculum describes these as additional controls; it is educational guidance, not a formal standard. Write-once storage can restrict modification after writing, while an independently held checkpoint gives a verifier a reference for detecting a rewritten chain. Neither substitutes for the other. See the OWASP Open Cybersecurity Schema Framework Curriculum.

Questions to settle before implementation
- Which events must be recorded, and who is responsible for updating that list?
- What exact record bytes are hashed, and how are schema versions and sequence information encoded?
- How often are checkpoints created, where are they stored, and who can replace them?
- Who verifies the chain, and how are failed checks escalated?
- What retention period and response apply if logging or storage fails?
- Is sequential verification enough, or do other parties need compact inclusion proofs and consistency checks?
NIST IR 8202 discusses tamper-evident distributed ledgers at a high level, but a hash-chained application log is not automatically a blockchain. The two should not be conflated when choosing a design. See NIST IR 8202.
