Neither asphalt nor concrete is automatically cheaper or longer-lasting. Compare the full project scope and the costs of upkeep, repairs, resurfacing, and replacement over the period you expect to use the pavement. For a driveway, that starts with matching local quotes; for a road, it generally calls for a formal life-cycle cost analysis.
Compare lifetime cost, not only the installation bid
A low initial quote may not be the lower-cost choice over time. The Federal Highway Administration (FHWA) describes life-cycle cost analysis (LCCA) as a way to quantify the cost differences between investment alternatives. Its pavement guidance includes future maintenance, resurfacing, and rehabilitation costs, rather than treating construction price as the whole comparison: FHWA LCCA guidance and FHWA LCCA supplement.

For a homeowner, the practical version is to compare initial installation plus likely maintenance and repair, and any resurfacing or replacement, over your expected ownership period. For roads, agency analysis can also include traffic-control and road-user costs; the FHWA supplement discusses documenting those assumptions.

What the service-life figures do—and do not—tell you
An archived FHWA pavement reference gives representative new-pavement ranges of 12–20 years for asphalt concrete and 15–25 years for portland cement concrete. It notes that service life varies with location, traffic, thickness, and the condition of existing pavement: FHWA archived pavement life-cycle reference.
These are broad infrastructure estimates, not promises for a residential driveway or a prediction for a particular road. They do not establish that concrete will outlast asphalt on your site. Design, construction, traffic, drainage, and maintenance all affect how a pavement performs.

The material comparisons in the table reflect guidance from the Pennsylvania Aggregates and Concrete Association (PACA), a regional trade association, rather than a project-specific engineering assessment: PACA residential concrete guidance. FHWA’s preservation guidance also documents pavement maintenance and sealing practices, though it is written for transportation pavement, not as a residential maintenance schedule: FHWA pavement preservation guide.
What to compare in driveway quotes
Ask each contractor to price the same footprint and work. Differences hidden in the scope can make two material bids look comparable when they are not.

- ASPHALT-MATCHING FINISH: Colored and textured to blend seamlessly with asphalt for a uniform, professional look.
- DURABLE & FLEXIBLE SEAL: Ideal for cracks and joints in driveways, parking lots, and walkways—remains flexible to resist cracking.
- PREVENTS WATER DAMAGE: Forms a strong, water-resistant seal to block moisture, frost, and erosion.
- ADHERES TO DAMP SURFACES: Can be applied in wet or humid conditions, ensuring reliable repairs in less-than-ideal weather.
- EASY TO APPLY: 10.1 fl oz cartridge fits standard caulking guns for fast, clean application. Made in the USA.
- Removal: Is the existing pavement being removed, and are hauling and disposal included?
- Base and subgrade: What preparation and base material are included? How will soft or unsuitable areas be handled?
- Drainage: How will slope and water runoff be addressed?
- Thickness and design: What pavement thickness and construction details are specified for the expected vehicles and use?
- Access and finish: Are site access constraints, edges, transitions, and the chosen finish included?
- Future work: What maintenance, sealing, repairs, or resurfacing does the contractor expect, and what assumptions support that estimate?
This is a homeowner’s practical application of the FHWA’s life-cycle comparison approach, not a bidding form prescribed by the agency. For an unusual load or a site with difficult drainage or subgrade conditions, ask a qualified pavement professional about the appropriate design.

If you choose asphalt
Plan for periodic sealing as part of upkeep; the appropriate timing and method depend on the pavement’s condition and the product maker’s directions. Crack filling may be relevant when cracks appear, but the right repair depends on the crack and the surrounding pavement. Sealer or crack filler is a maintenance supply, not a substitute for diagnosing a failing base or widespread damage.

- TOUGH AND DURABLE — Formulated to resist weathering and aging, this asphalt sealer features a permanent elasticity that also helps prevent tearing and cracking
- FAST-ACTING — Once your asphalt sealant is applied, required skin time is typically less than 60 minutes, so long as temperature and humidity is moderate
- READY TO USE — Sealant comes ready for use in handy cartridges that fit most standard caulk guns. No mixing is required. Condition cartridge to between 65 °F and 75 °F prior to use for best results
If you choose concrete
Concrete generally calls for less routine maintenance according to PACA’s residential guidance, but it is not maintenance-free. Cracks can occur, and joints and cracks may need attention. Ask how the contractor plans joints and what repair options—and visible results—you should expect if damage develops.
