Put every required Workshop mod in that array once, preserve dependency completeness (including transitive dependencies), and use a consistent category order so the file is easy to audit. Ordering alone cannot repair a missing dependency, duplicate ID, incompatible version, or conflicting mod.

What the server load order actually controls
The game.mods property is the server’s source list of Workshop content that joining clients must use. Each array entry identifies a mod with its Workshop GUID in modID. The entry may also contain a human-readable name, a version, and a required flag. The exact object values should come from the server’s Mod Manager JSON output or the mod’s published Workshop information, not from a guessed ID.

}The property spelling, capitalization, and object format in your installed configuration must match the current Bohemia Interactive reference and the JSON produced by your Mod Manager. Treat the example as a shape, not as a set of usable Workshop IDs.
Leaving out version tells the server to use the latest published version of that mod. Supplying a version creates a reproducible target, but it also means you must intentionally change the pin when the author publishes an update.

Do dependencies need their own entries?
Mod dependencies are declared by the authors. When a Workshop item is downloaded, the game can download the dependencies it requires. That download behavior does not make dependency planning optional on the server: the effective required set has to contain the complete dependency chain. If mod A requires mod B and B requires mod C, the server’s working set is A, B, and C, not only A.
Use author metadata as the authority
Open the Workshop details for every top-level mod and inspect its listed requirements. The Mod Manager’s generated JSON is another practical check. Do not infer a dependency merely from a similar name, and do not remove a framework because no map or scenario appears to use it directly; a gameplay system may reference it behind the scenes.

What to do when merging lists
If you combine two servers’ configurations or add a new collection manually, merge the full dependency set and keep one object for each Workshop ID. Retain the name value even when the server only needs the ID: names make later audits and rollback reviews possible. After merging, search the array for repeated IDs and delete duplicates before restarting.
A practical order that stays maintainable
Arma Reforger administration does not require every mod to be alphabetized, and a category sequence is not proof that the engine will resolve every dependency in that sequence. It is a human-maintenance convention: place broad foundations first, then content that builds on them. Dependency correctness and compatible versions take priority over visual neatness.

Use the author’s documented requirements to override this broad grouping. If a vehicle pack explicitly requires a framework, place the framework first for readability, then verify that both entries and their versions are present. Do not move a required library below its consumer simply to preserve alphabetical order.
How to build or change the array safely
- Make a rollback copy. Stop the server if your host requires it for configuration edits, then copy the working
config.jsonunder a dated name. Keep at least one known-good copy outside the live configuration directory. - Activate the intended Workshop content. In the game’s Workshop, select the mods you want the server to require. Include foundations and dependencies, not just the scenario visible to players.
- Open the Mod Manager and switch to its JSON tab. Bohemia Interactive’s server guidance specifically recommends creating the list by activating mods, opening Mod Manager, switching to the JSON view, and copying the generated string.
- Replace or edit
game.mods. Paste the generated array into the matching property inconfig.json. Preserve unrelated server settings and the surrounding braces, commas, and quotation marks. - Normalize the list. Keep each Workshop ID once, retain readable names, and arrange entries using the foundation-to-content convention unless a documented dependency requires another presentation order.
- Choose a version policy for each entry. Omit
versionwhen you deliberately want the latest published build. Add an explicit version when reproducibility is more important than automatic freshness, and record why the pin exists. - Validate the file before launch. Check that the JSON parses, every object has the required ID field used by your current reference, commas are correct, and no duplicate ID remains. A malformed file can prevent the server from starting before any mod diagnostic appears.
- Restart and test as a client. Join with a test account, wait for the required set to finish loading, enter the affected scenario, and exercise the systems that motivated the change. Record the exact mod versions shown by the server or client.
Why the Mod Manager output is safer than hand typing
Workshop GUIDs are easy to mistype and difficult to recognize by eye. Generated JSON reduces transcription errors and captures the identifiers the game actually associates with your activated selection. Hand editing is still useful for deduplication, grouping, and deliberate version pins, but use the generated output as the starting point whenever possible.

Latest versions versus pinned versions

Do not mix policies accidentally. A server that pins a scenario but leaves its framework unpinned can still change behavior when the framework updates. Conversely, pinning every item indefinitely can leave security, stability, or compatibility fixes unapplied. Keep a short change record with the date, reason, and tested combination whenever you alter a pin.

Bohemia Interactive states that the game automatically starts downloading required mods or loads previously downloaded required mods from the player’s SSD. Players therefore need local storage and enough time and bandwidth for the complete server-required set, including any additional versions that differ from those already installed.
Players cannot choose a subset of a server’s required mods. Everyone joining that server uses the same required mod set. If two servers require different versions of one Workshop item, a client may download another version when switching servers; that is expected version separation, not evidence that the load-order array is alphabetized incorrectly.
Reducing unnecessary download churn
- Remove obsolete entries rather than leaving unused content in the required set.
- Avoid changing versions casually on a busy server; test updates during a planned maintenance window.
- Keep duplicate IDs out of the array so the configuration does not create confusing repeated requirements.
- Group and document optional-looking utilities accurately: if the server marks a mod required, every player must obtain it.
Troubleshooting version mismatches and ADDON_LOAD_ERROR

Use isolation instead of random reordering
For ADDON_LOAD_ERROR or unexplained behavior, Bohemia recommends disabling mods one by one until the error disappears, identifying the conflicting mod, and then re-adding compatible content. Apply that method to a copy of the production configuration. Remove one logical group at a time, restart, and record the result; otherwise a series of simultaneous edits can hide the actual cause.
Check the client as well as the server
A clean server array cannot fix a damaged or stale client installation. Ask the affected player to allow the required download to complete and then retry. If only one person fails while other clients join, compare that player’s downloaded versions and available disk space before changing the server order.
Maintenance checklist for a stable community server
- Keep a dated, known-good
config.jsonbackup before every mod change. - Maintain a duplicate-free inventory of Workshop IDs and readable names.
- Review direct and transitive dependencies whenever a top-level mod is added, removed, or updated.
- Record whether each version is intentionally latest or intentionally pinned.
- Test a changed combination with a client before announcing a restart.
- Retain the previous working array so rollback is a file replacement, not a reconstruction from memory.
- When an error appears, isolate mods methodically and reintroduce only compatible content.
The reliable rule is simple: treat game.mods as a complete, version-aware manifest. Use a readable foundation-to-content order for administrators, but spend troubleshooting time first on dependency completeness, duplicate IDs, version alignment, valid JSON, and conflicts. Those checks determine whether clients can obtain and load the same mod set; rearranging otherwise-correct entries is rarely the real fix.
