Are Sunscreen Chemicals Absorbed Into the Body—and Does That Make Them Unsafe?

Randomized trials found several sunscreen ingredients in participants’ blood, but absorption is not proof of harm. Here’s what the FDA’s 0.5 ng/mL testing threshold means.

Yes. Studies found several sunscreen active ingredients in participants’ blood after application, including under intensive, maximal-use conditions. That finding prompted a need for more safety data; it does not show that sunscreen caused harm or that the measured levels are toxic. The FDA continues to recommend sun protection, including sunscreen.

What the sunscreen absorption studies found

Two randomized trials measured sunscreen ingredients in plasma, the liquid component of blood. Both used specified commercial formulations and application protocols, so their findings describe those study conditions—not every sunscreen or every real-world pattern of use.

The 2019 trial: four active ingredients

A randomized trial of 24 healthy volunteers tested four marketed sunscreen formulations under maximal-use conditions, including reapplication at two-hour intervals. Researchers measured avobenzone, oxybenzone, octocrylene and ecamsule in participants’ plasma. The concentrations exceeded the FDA guidance threshold relevant to whether certain nonclinical safety studies could be waived. The study measured systemic exposure, not illness or another clinical harm outcome. Read the 2019 trial in JAMA.

The 2020 trial: six active ingredients

A second randomized study involved 48 healthy participants and tested avobenzone, oxybenzone, octocrylene, homosalate, octisalate and octinoxate across four formulations. It assessed both single-use and maximal-use conditions. All six ingredients were systemically absorbed, and plasma concentrations surpassed the FDA threshold cited by the researchers. Those results do not establish that every product containing an ingredient produces the same exposure. Read the 2020 trial in JAMA.

Study Participants Ingredients measured Conditions and finding
2019 randomized trial 24 healthy volunteers Avobenzone, oxybenzone, octocrylene, ecamsule Four marketed formulations under maximal-use conditions; measured plasma concentrations exceeded the FDA safety-testing threshold.
2020 randomized trial 48 healthy participants Avobenzone, oxybenzone, octocrylene, homosalate, octisalate, octinoxate Four formulations under single- and maximal-use conditions; all six ingredients were absorbed, with concentrations above the cited threshold.

In both trials, the measured outcome was absorption into systemic circulation. Neither result, by itself, demonstrates that an ingredient causes disease or other harm.

What the FDA’s 0.5 ng/mL threshold means

The FDA’s 0.5 nanograms per milliliter (ng/mL) figure is a threshold in safety-testing guidance. In this context, a concentration above it indicates that additional safety data may be needed before certain nonclinical studies can be waived. It is a regulatory testing trigger—not a toxicity limit, a safe-versus-dangerous dividing line, or proof that a product has caused harm. See the FDA guidance on maximal usage trials.

What to do about sunscreen

Absorption alone is not a reason to stop using sunscreen. FDA consumer guidance acknowledges that some active ingredients can pass through the skin into the body while continuing to recommend sun-protection measures, including sunscreen. Use sunscreen as part of a broader approach to limiting sun exposure. Read the FDA’s sunscreen guidance.
