No. Ordinary civilians and commercial organizations cannot order a Starshield terminal through a normal retail checkout. SpaceX presents Starshield as a government and national-security offering, while Starlink is the separate commercial service for consumers, businesses, schools, hospitals, humanitarian organizations, NGOs and government users.
Government departments, military organizations and other qualifying public-sector customers can pursue Starshield through government procurement and direct engagement with SpaceX. Public pages do not provide a universal self-service order form, public price list, standard lead time or complete worldwide eligibility list for Starshield.

What Starshield is
Starshield is SpaceX’s government-focused satellite communications program. It uses technology developed for Starlink but is intended for missions with government and national-security requirements rather than ordinary household or business connectivity.
SpaceX describes the program as designed for government use, with an initial focus on government and national-security needs. Depending on the mission, a Starshield deployment can involve dedicated satellites, specialized sensors, secure communications and additional security measures. The Associated Press has described it as SpaceX’s satellite program for governments and the military.

That distinction matters because Starshield is not simply a faster retail dish or a premium Starlink subscription. Its hardware, network configuration, security controls, support arrangements and procurement process can be tailored to a public-sector mission.
Can a civilian buy a Starshield terminal?
For an ordinary civilian, the practical answer is no. There is no normal consumer checkout in which an individual selects a Starshield terminal, enters a shipping address and activates service in the same way a consumer orders a retail satellite-internet kit.
Public reporting reinforces that boundary. Olena Tregub, founder and secretary-general of Ukraine’s Independent Anti-Corruption Commission, told the Associated Press that Starshield is “the version where you have much higher speeds, you have better connectivity and it’s not available for civilians; it’s available only for the military.” Her statement describes the access reality for the government and military deployments discussed in that reporting, not a published global eligibility rule for every possible customer.

A civilian who buys or leases a Starlink terminal does not thereby obtain Starshield capabilities, priority access or Starshield authorization. The two services share underlying technology, but they are not interchangeable products.
Can a company or nonprofit purchase Starshield?
Most private companies cannot treat Starshield as a commercial product. SpaceX positions Starshield around government and national-security missions, and its public support material directs ordinary commercial buyers to Starlink business or mobility services instead.
That does not mean every organization outside a military department is automatically excluded from every Starshield-related engagement. A contractor, systems integrator or company supporting a government mission may participate in a government program, but its access would depend on the applicable contract, authorization, security requirements and SpaceX’s approval. It would not be the same as independently ordering a Starshield terminal for general corporate internet access.

Nonprofits, hospitals, schools and humanitarian organizations should likewise distinguish eligibility for commercial Starlink from eligibility for Starshield. Starlink’s terms expressly describe off-the-shelf service as usable by consumers, schools, businesses, hospitals, humanitarian organizations, NGOs and governmental organizations. That language supports commercial Starlink availability; it does not create a civilian right to Starshield.

| Question | Starlink | Starshield |
|---|---|---|
| Primary mission | Commercial connectivity for homes, organizations, vehicles and other ordinary users | Government and national-security missions |
| Typical eligible customers | Consumers, businesses, schools, hospitals, humanitarian organizations, NGOs and governmental organizations, subject to service availability and terms | Government departments, military organizations and other qualifying government customers or approved mission participants |
| Technology relationship | Commercial service using the Starlink network and retail or business hardware | Built on Starlink technology, with possible dedicated satellites, specialized sensors, secure communications and additional security measures |
| Security and encryption requirements | Configured for commercial service terms and standard customer use | Can be tailored to government security, communications and mission requirements |
| Ordering route | Commercial channels, including business and mobility routes where offered | Government procurement and direct SpaceX engagement |
| Public retail checkout | Available for eligible commercial service areas and plans | No universal public self-service checkout is published |
| Public price and lead-time information | Varies by plan, location and equipment; commercial terms apply | Public pages reviewed do not state a universal price, lead time or global eligibility table |
The table should not be read as a performance ranking. Starshield is not a consumer “higher tier” that anyone can unlock by paying more. It is a mission-specific government offering with a different customer, purpose and contracting model.
How an eligible government customer pursues Starshield
A public-sector organization normally begins with a mission and procurement requirement rather than a retail product search. The exact process depends on the country, agency, classification requirements, funding authority and contracting vehicle.

- Define the mission. Document the locations, operating environment, mobility needs, coverage expectations, data flows, resilience requirements and any need for dedicated payloads or specialized equipment.
- Confirm government authority. Establish which department, military organization or authorized public-sector body owns the requirement and can enter a contract.
- Set security and compliance requirements. Identify encryption, identity management, data handling, supply-chain, spectrum, export-control and physical-security obligations that the solution must satisfy.
- Use the government contact route. SpaceX’s support material directs U.S. government entities seeking information about its CSCO PLEO offering to contact
[email protected]. That contact is an engagement route, not a public guarantee that every request will be accepted. - Complete procurement and technical review. SpaceX and the customer would need to establish scope, hardware, network services, integration, support, authorization, delivery and contract terms.
- Verify deployment permissions. Before fielding equipment, confirm national and local rules for radio use, satellite communications, importation, operation in restricted areas and handling of sensitive information.
Because Starshield is handled through procurement and direct engagement, a government buyer should not assume that a retail Starlink account, standard dish or ordinary business invoice can be converted into a Starshield service.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What is publicly known—and what is not
Public information establishes the product’s intended customer and mission, but it does not establish a universal catalog of terminals available to any applicant. The public support pages reviewed do not publish a single worldwide eligibility table, standard price sheet, guaranteed delivery schedule or complete list of approved non-military organizations.

What commercial organizations should buy instead
If the requirement is internet access for offices, branches, remote worksites, vehicles, vessels or field teams, the relevant path is Starlink’s commercial service, not Starshield. SpaceX’s support guidance points commercial customers toward its business and mobility routes. Eligibility, equipment, pricing and performance depend on the service address, plan, network capacity and applicable terms.
Before ordering, a company should check:
- Whether service is offered at every operating location.
- Whether the selected plan permits fixed, portable, maritime, aviation or other mobile use.
- What power, mounting, weather exposure and network backhaul the installation requires.
- How the organization will handle encryption, identity, device management and sensitive data above the commercial service’s approved scope.
- What fallback connectivity is available if satellite service is obstructed, congested or unavailable.
Commercial Starlink can solve a connectivity problem, but it should not be represented internally as Starshield or as a substitute for a government-authorized secure communications system.
Common misunderstandings and failed approaches
“A faster plan must be Starshield”
Speed or priority on a commercial plan does not change the service into Starshield. Starshield’s distinction is its mission, customer authorization, security design and procurement arrangement—not a publicly selectable speed tier.

Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →“A government employee can order one personally”
Individual employment does not replace agency authority. A government deployment must be sponsored and procured by the responsible organization under its applicable rules.
“A contractor can buy it for any corporate project”
A contractor’s participation may be possible only when tied to an approved government requirement and contract. A private purchase for unrelated commercial use should not be assumed to qualify.
“A used or imported terminal will unlock the service”
Possessing hardware does not establish service authorization, network access, security approval, lawful operation or support eligibility. Hardware provenance and transfer restrictions can also create separate procurement and compliance problems.
“Starlink and Starshield are interchangeable names”
They are not. Starlink is the commercial service; Starshield is the government-focused program. Treating them as interchangeable can lead to an unsuitable security model, incorrect procurement documents and unrealistic expectations about support or capabilities.

Quick Recap
Bottom line for each type of buyer
- Individual civilian: No ordinary retail Starshield purchase route is available. Use an eligible commercial Starlink service if satellite internet is the need.
- Private company: Use Starlink business or mobility channels for ordinary connectivity. Starshield access would require an authorized government-linked mission and direct engagement.
- Nonprofit, hospital or school: Commercial Starlink may be available under its terms; that does not imply Starshield eligibility.
- Government or military organization: Pursue Starshield through formal procurement and SpaceX’s government contact route, with mission, security and legal requirements defined in advance.
