Sometimes—but only when your home, rules, sunlight and electricity use line up. A plug-in solar kit may offset some power you buy from the grid; it is not a way to run an entire rental home, and savings are not guaranteed. Before buying, check whether the exact system and its proposed mounting are allowed at your address, then estimate how much of its daytime output you can actually use.
What plug-in solar can—and cannot—do
A plug-in or “balcony solar” system generally combines photovoltaic panels with an inverter and related equipment. It is intended to feed electricity into a household electrical system through a standard outlet, offsetting some electricity otherwise drawn from the grid. It is a small generating system, not a whole-home power supply. (Associated Press, Aug. 15, 2025; New Jersey Legislature, 2026.)

It is most plausible for a renter with a sunny, safely mountable spot, permission to use it, a compatible electrical setup, and electricity demand while the panels are producing. A shaded balcony, too little secure mounting space, or a household that uses most of its power after sunset can weaken the case. Portability may make a kit easier to take when moving, but it does not give a renter permission to attach equipment to a railing, exterior wall, or shared building space.
Can renters use balcony solar where they live?
There is no blanket U.S. answer. Utility rules, local requirements, lease terms, building policies and applicable electrical and construction codes can differ, and rules may change. Associated Press reporting from Aug. 15, 2025, describes uncertainty among U.S. utilities and local authorities and advises prospective buyers to check whether utility approval, permits or electrician work may be required.

New Jersey: a specific 2026 example
As of Oct. 4, 2026, New Jersey’s Governor’s Office says the Garden State Balcony Solar Act was signed on Sept. 1, 2026. The announcement describes qualifying devices of up to 1,200 watts as exempt from certain utility interconnection and metering requirements and says landlords and HOAs may not broadly prohibit them. That is a state-specific account of a new law, not a rule for other states or a guarantee that every product or installation qualifies. (New Jersey Governor’s Office, Sept. 1, 2026; New Jersey Legislature, Senate No. 2368, third reprint, 2026.)
The statute defines a qualifying portable solar generation device more narrowly than “any panel you can plug in.” Among its conditions, the device must be movable, no more than 1,200 watts, connected through a standard 120-volt AC outlet, intended to offset the customer’s own use, certified or listed to UL 3700 or a comparable standard, and equipped to prevent export during a power outage. Applicable product-listing, electrical and construction-code installation requirements still apply. The law also provides a limited exception for systems delivering 400 watts or less to the receptacle from provisions that would require alterations to the premises, wiring or electrical panels; it is not a general exemption from every safety or code obligation. (New Jersey Legislature, 2026.)

Proposals elsewhere are not enacted law
North Carolina House Bill 1129, introduced in 2025, proposed conditions including prior utility notice and limits on landlord restrictions. An introduced bill is not evidence that those rules are currently in force; its enacted status is not established here. Do not rely on that proposal as permission to install a system. Why a standard outlet does not settle the safety question
An ordinary-looking plug and socket do not by themselves show that a generating system is safe or suitable for a particular home. Lawrence Berkeley National Laboratory’s April 21, 2025, record for research on plug-in distributed-energy barriers identifies technical concerns including touch safety, breaker masking and bidirectional ground-fault circuit interrupters, as well as interconnection and regulatory barriers. Those issues help explain why the outlet alone is not a complete safety check; the record does not establish an incident rate.
On Jan. 8, 2026, UL Solutions announced a U.S. plug-in solar testing and certification program based on UL 3700. The framework covers construction, performance and labeling, addressing matters such as accidental contact with hazardous parts, installation, overload and unintended power flow. Certification is evidence about the system evaluated; it does not, by itself, establish that every product is certified or resolve permission, utility, code, mounting or insurance questions. - Verify certification or listing for the exact system, not just an individual panel or a product-category claim.
- Follow the manufacturer’s installation and mounting instructions, and do not improvise a connection or mounting method.
- Check whether your utility or local rules call for notification, approval, permits or professional electrical work.
- Do not treat a grid-connected kit as outage backup unless the system is specifically designed and configured for that use.
Will a plug-in solar kit lower your electric bill?
It can reduce grid purchases when the system is generating and the home is using power, but the result depends on the actual site, system, electricity rate and rules for any power not used immediately. The available reporting does not establish a representative renter-wide savings or payback figure.
Reported examples are not typical forecasts
| Example | What was reported | How to interpret it |
|---|---|---|
| One owner’s system | The Associated Press reported on Aug. 15, 2025, that an owner described a $2,000 system with two 400-watt panels as saving around $35 per month. | An individual owner report, not a typical renter result or an independently established forecast. |
| Expert estimate | In the same AP report, UC Berkeley Haas professor Severin Borenstein estimated that a $2,000 U.S. system equated to about $0.20 per kilowatt-hour over 25 years. | An attributed estimate; the report said such a system would save money only for customers with high utility costs. |
| Another owner’s expectation | AP also described a balcony owner expecting about $40 in annual bill savings and roughly a 10-year payback for a smaller system. | The owner’s expectation, not measured typical performance or a market average. |
These examples differ and cannot predict what a renter will save. A system’s advertised wattage is not the same as its energy production at a particular balcony, and production is not the same as bill savings: power generated when the home does not need it may be less valuable, or have no value, if export compensation is unavailable or zero.

Estimate your own case before buying
- Estimate realistic annual production. Use a credible estimate for the exact system at the actual mounting location, accounting for its usable direct sun and shading. Do not treat the panel’s rated wattage as annual energy output.
- Estimate self-consumption. Work out how much of that production is likely to coincide with electricity use in the home. Separate power used as it is generated from any surplus.
- Apply your avoided electricity price. Multiply the self-consumed energy by the marginal price you avoid paying for grid electricity. Do not assume surplus power earns a credit: check the utility’s applicable rules.
- Compare savings with the full cost. Include the kit, mounting, any required electrical work and fees. Consider removal or transport costs if you expect to move.
This calculation gives a site-specific estimate, not a guarantee. The cited sources do not provide enough information to calculate a universal payback period.
What to check before committing
Consider the system as a whole rather than choosing on panel wattage or portability alone:
- Total cost: Include equipment, mounting, installation, electrical work and fees that apply to your situation.
- Equipment and certification: Compare panel and inverter ratings, and verify the exact system’s recognized certification or listing against your local requirements.
- Site and mounting: Assess direct sun, shade, usable area and a secure placement method that the landlord and building rules permit.
- Electrical and regulatory requirements: Confirm utility policy, local code, permit or electrician requirements, and any notification or approval steps for your address.
- Value of the output: Estimate energy likely to be used while generated, your avoided electricity price and how any surplus is treated.
- Moving plans: Check how the kit can be removed and transported, and whether a different home would allow the same placement and use.
Is plug-in solar the right option if you need backup power?
A grid-connected plug-in kit’s main purpose is to offset some electricity drawn from the grid; that is different from storing power for use during an outage. UL Solutions says certified plug-in systems could be suitable for backup power for essential devices, but that does not establish compatibility with a particular battery or power station. If backup is the goal, assess a suitable storage system separately and verify that its manufacturer supports the intended combination.
