Are Password Rules Like Required Numbers and Symbols Still Useful?

Usually, no. Requiring every password to contain a number, uppercase letter and symbol is no longer recommended as a universal security rule. NIST’s current digital-identity guidance, SP 800-63B-4 (2025), says verifiers must not impose character-class composition rules. A modern policy gives more weight to length, blocks common and compromised passwords, limits guessing, stores passwords with secure salted hashing, accepts password-manager paste and autofill, and requires a change when compromise is suspected.

A long, unique password or passphrase is generally a better choice than a short word with predictable suffixes such as Password1!. Composition checkboxes can make passwords look complicated while making users’ choices easier for attackers to predict.

What NIST’s current rule says

NIST Special Publication 800-63B-4, published in 2025, gives a direct answer to the question of mandatory numbers and symbols: “Verifiers and CSPs SHALL NOT impose other composition rules (e.g., requiring mixtures of different character types) for passwords.” The same guidance states that “Other composition requirements for passwords SHALL NOT be imposed.” In practice, that means a service should not reject a password merely because it lacks an uppercase letter, digit or punctuation mark.

The change is not a claim that numbers or symbols are bad. Randomly generated passwords often contain them. The point is that forcing every human to add the same character categories does not reliably create unpredictability. A policy should measure and improve the properties that matter against real attacks instead of checking cosmetic complexity.

Why complexity checkboxes can backfire

Predictable edits reveal the pattern

NIST’s rationale describes a common sequence. Someone who would otherwise choose password is likely to choose Password1 when an uppercase letter and number are required, and Password1! when a symbol is added. The visible variation satisfies the rule, but the underlying word and suffix remain easy to anticipate. Attackers’ password-cracking dictionaries routinely test these transformations.

The same behavior appears with substitutions such as changing “a” to “@” or “o” to “0.” Those edits may help a password pass a form, but they are not meaningful randomness when millions of users make the same substitutions. A genuinely random value generated by a password manager is different: each account gets an unrelated sequence that an attacker cannot infer from another account.

Short “complex” passwords can lose to long ones

Guessing resistance grows primarily with the number of possible values and with how much of a user’s choice an attacker can predict. A 10-character dictionary word plus a capital, digit and exclamation point can be easier to test than a much longer, randomly generated password. Length does not make a common quotation or a reused phrase safe, but it gives a random or carefully chosen passphrase more room to resist guessing.

Rules encourage reuse and resets

When a site rejects a user’s preferred phrase, the user often makes a small, repeatable edit or reuses a transformed base password elsewhere. Frequent rejection also increases forgotten-password requests and administrative reset work. A policy that accepts long values and password-manager autofill removes those incentives without lowering the bar for unique credentials.

Length is the primary password control

Under SP 800-63B-4, a password used as a single-factor authenticator must be at least 15 characters long. The guideline also says systems should support maximum password lengths of at least 64 characters. These are verifier requirements in the 2025 NIST guideline, not a promise that every website has already adopted them.

NIST permits shorter passwords only in specified multi-factor contexts, with an eight-character minimum. An organization therefore needs to document which authentication context it is implementing rather than copying a shorter limit into every login form.

Policy element Current NIST direction Why it matters
Single-factor password minimum 15 characters Longer values increase the work required for guessing, provided they are not common or compromised.
Maximum accepted length Support at least 64 characters Prevents a service from rejecting secure passphrases or manager-generated passwords.
Character classes Do not require mixtures of lowercase, uppercase, digits or symbols Avoids predictable edits such as Password1!.
Shorter passwords with MFA Allowed only in specified multi-factor contexts; minimum eight characters Authentication context changes the permitted minimum; it does not justify a blanket eight-character policy.

What a modern password policy should require

Block common, expected and compromised values

Verifiers must compare a new password with blocklists of commonly used, expected or compromised values. The list should include passwords exposed in breach data, well-known dictionary choices, product or service names where relevant, and values derived from the user’s identity or the organization. A 30-character phrase that appears in breach data is not rescued by its length.

Give the user a clear rejection message such as “This password is common or has appeared in a data breach; choose a different one.” Do not reveal which exact list entry caused the match, since that can help an attacker probe the checker.

Throttle online guesses

Rate limiting, progressive delays and temporary blocks reduce the number of guesses an attacker can submit through the login service. These controls address online attacks directly; a composition checkbox does not. Apply limits by account and by broader signals such as source address or device, while providing a recovery path for legitimate users who are locked out. Logging and alerting should make unusual failed-login patterns visible to administrators.

Use salted, slow password hashing

Store passwords only as the output of a password-hashing scheme designed for password storage, with a unique salt for every account and work factors that make large-scale cracking expensive. Encryption that can simply be reversed is not a substitute for password hashing. If an attacker obtains the database, salted, deliberately slow hashes force separate guesses for each account and prevent identical passwords from producing identical stored values.

Accept long values and password-manager input

Password forms should permit at least the 64-character maximum capacity recommended by NIST and should not silently truncate input. Allow paste, autofill and password-manager generated values; NIST’s FAQ specifically says systems should permit paste so managers can be used. Where technically feasible, accept spaces and a broad printable character set instead of banning harmless characters for arbitrary formatting reasons.

Change passwords after evidence of compromise

Do not force a calendar-based password change for everyone as a general security ritual. NIST’s approach is to require a change when there is evidence that the authenticator was compromised, such as a confirmed breach, a leaked credential, or a credible account takeover. Scheduled resets often produce predictable increments and reuse, while a targeted response puts effort where it is needed.

How common are these policies?

Legacy composition rules remain widespread even though guidance has moved away from them. A 2023 study, Measuring Website Password Creation Policies At Scale, inferred password-creation requirements across more than 20,000 websites. The scale of that measurement shows why users still encounter conflicting forms: policy adoption is uneven, and a rule visible at one site does not indicate that it is effective.

Earlier evidence also challenged the assumptions behind complexity checklists. The 2010 study Of Passwords and People: Measuring the Effect of Password-Composition Policies examined five common composition policies and reported security, usability and user-sentiment trade-offs. Its findings help explain why a rule can increase frustration without delivering a proportional gain in actual guessing resistance.

Choosing a password for your own accounts

Use a password manager for most logins

  1. Install a reputable password manager and protect it with a strong, unique master credential and multi-factor authentication where available.
  2. Set its generator to create long, random and unique passwords. CISA recommends configuring password managers for length, randomness and uniqueness.
  3. Generate a different credential for every account; never let a convenience reuse turn one breach into many compromised accounts.
  4. Use the manager’s autofill or paste function rather than retyping. If a site blocks paste, treat that as a usability and security defect and contact the operator when practical.
  5. Review alerts or breach notifications and replace any credential that may have been exposed.

Use a genuinely long passphrase when you must memorize one

Choose several unrelated words that are long enough for the service’s limit and not a quotation, lyric, proverb, username, address or other personal detail. Do not reuse the phrase on another site. A passphrase is not automatically safe: common phrases and breached phrases belong on a blocklist just like short passwords.

Do not add fake complexity

Appending !, 1 or the current year to a familiar word is a predictable pattern, not a security strategy. If a service requires those characters, let a password manager generate a random value rather than modifying a memorable base word in the same way you use elsewhere.

What password rules cannot solve

Password strength does not make a login phishing-resistant. An attacker who tricks a user into entering a valid password on a fake sign-in page can defeat a very long passphrase. Multi-factor authentication adds a second barrier, and phishing-resistant authenticators address threats that password composition cannot. Use those controls for accounts whose compromise would have serious consequences.

Recovery deserves the same attention as the login form. An attacker may target email recovery, support staff or backup codes instead of guessing the password. Protect recovery channels with multi-factor authentication, limit reset attempts and notify the account owner about changes. A strong password policy paired with a weak recovery process leaves a practical route around the password.

How to replace a legacy composition policy

  1. Inventory the current rules. Record minimum and maximum lengths, required character classes, prohibited characters, truncation behavior, reset schedules and whether paste or autofill works.
  2. Raise length capacity first. Set a 15-character minimum for single-factor passwords and ensure the field accepts at least 64 characters. For multi-factor-only contexts, document the applicable exception before choosing a shorter minimum.
  3. Remove mandatory character classes. Stop requiring uppercase, lowercase, digits or symbols as categories. Keep input validation only for technical hazards, such as control characters that the application genuinely cannot process.
  4. Add blocklist screening. Check new and changed passwords against common, expected and compromised values without storing the cleartext password or exposing list details.
  5. Verify storage and throttling. Confirm unique salts, slow password hashing and effective online rate limits before announcing the policy change.
  6. Test the user journey. Test long Unicode or space-containing values supported by the application, paste, autofill, password resets, account recovery and error messages on desktop and mobile.
  7. Change only when justified. Remove blanket periodic resets and define the evidence that triggers a forced change, such as a confirmed credential leak or account takeover.
  8. Measure outcomes. Monitor rejected-password reasons, reset volume, failed-login patterns, manager use and compromise reports. Use those results to adjust the controls that address real attacks.

A practical policy checklist

  • At least 15 characters for a single-factor password.
  • Capacity for passwords of 64 characters or more.
  • No mandatory uppercase, lowercase, digit or symbol mixture.
  • Blocklists for common, expected and compromised passwords.
  • Acceptance of spaces and broad printable characters where feasible.
  • Paste and password-manager autofill support.
  • Unique, salted, slow password hashing.
  • Rate limiting and monitoring for online guessing.
  • No routine calendar-based expiration; force a change after credible compromise evidence.
  • Multi-factor authentication, preferably phishing-resistant methods for high-value accounts.
