Are Floating River Barriers Effective at Stopping Plastic Pollution? What the Evidence Shows

Floating river barriers can work, but only as targeted interception systems. They may capture substantial floating macroplastic at a well-chosen site, yet they do not stop every type of plastic or perform consistently in fast, turbulent or flood conditions. A realistic 2023 field-relevant test found about 37% overall retention for a C-shaped boom and less than 10% for a slash-shaped boom. Whether a project is worthwhile depends on river hydraulics, debris types, ecological effects, maintenance and governance—not the boom alone.

What a floating river barrier actually does

A floating barrier, often called a trash boom, uses buoyant elements and anchors to guide floating debris toward a bank, collection point or conveyor. The barrier is intended to intercept material moving near the surface while allowing water to continue downstream. Some systems use one boom; others deploy several heavy-duty sections across a river and add a mechanism for lifting, storing and transporting the waste.

The goal is interception, not elimination. A boom can remove plastic that is already floating in a reachable part of the channel, but it cannot collect litter that has sunk, passed below the curtain, fragmented into small particles, escaped around the ends or entered the river after the collection point. It also does not prevent new plastic from being discarded upstream.

What controlled testing found

The strongest peer-reviewed test in the available evidence was published in Science of the Total Environment in 2023. Researchers tested 52 realistic plastic articles made from 13 polymers under conditions intended to resemble an operating river barrier. The result was highly dependent on the boom shape and on the individual article.

Tested arrangement Overall retention Item-level result Interpretation
C-shaped boom About 37% in the reported test 0% to 100%, depending on article and polymer Useful interception, but far from complete capture even under the test conditions
Slash-shaped boom Less than 10% Item-level range was also variable Geometry can make a large difference; a simple diagonal arrangement is not automatically effective

Foam trays and cups were retained at 100% in the setup. Disposable plates and spoons, straws, monofilament fishing lines, packaging straps, hoses, pipes and elastic bands were reported at 0%. Those examples explain why an average percentage can mislead: a barrier may appear successful against bulky, highly buoyant pieces while allowing long, flexible, partially submerged or low-buoyancy items through.

The study also cautioned that testing only very buoyant plastics would produce an unrealistically favorable estimate. A meaningful evaluation must include the mixture actually found at the site, including submerged or barely buoyant pieces. The 37% and less-than-10% figures are therefore test results, not universal performance guarantees for every river.

Why capture rates vary from one river to another

Barrier geometry and anchoring

A boom must present debris with a path toward collection rather than a place to accumulate, ride over or pass around. C-shaped layouts can funnel material toward a bank or opening, while a poorly aligned slash can let items slide along the boom and escape. Anchor points, boom angle and the amount of barrier below the surface determine how much flow and debris the system can handle.

Velocity, turbulence and changing water level

As current speed rises, plastic can submerge, tumble beneath the boom or be pushed over it. Eddies can carry material around the ends. A river that is calm enough for high retention during ordinary flow may behave very differently during a storm or a rapid rise in water level. Flood-safe designs may need adjustable anchors, sacrificial sections, bypass routes or a procedure for removing the barrier before dangerous conditions.

Buoyancy, shape and polymer density

Two items of similar size can behave differently if one is filled with air and the other is waterlogged. Flat plates can skim or flip; straps and fishing line can thread under a curtain; pipes and hoses can roll or dive. Polymer density, trapped air, attached sediment and biofouling all change the depth at which an item travels.

Collection and emptying capacity

Interception is only useful if staff can remove the waste before it blocks the channel, breaks the boom or washes downstream. Collection equipment must be sized for peak debris loads, not just an average day. The downstream handling chain—sorting, safe lifting, transport and final disposal—determines whether captured material is actually kept out of the river.

What operating projects demonstrate

Large deployments show that river systems can remove considerable tonnage, but their totals should not be mistaken for a percentage-removal rate. A tonnage figure depends on the size of the river, the amount of plastic entering it, operating time, weather and how often the system is emptied. Without a measured estimate of incoming plastic, it cannot tell you what share escaped.

Deployment or report Period Reported capture What the number does and does not establish
Interceptor 006, Guatemala By the end of 2023 More than 4.2 million kilograms Confirms a large captured-waste total at that site; no universal capture percentage is provided
The Ocean Cleanup Rivers program Calendar year 2024 More than 11 million kilograms extracted during 2024 Shows program-wide annual extraction; it is not a test of one barrier’s efficiency
The Ocean Cleanup Rivers program Cumulative through 2024 More than 20 million kilograms Shows accumulated extraction across operations, not the fraction of all river plastic removed

The engineering principle behind an Interceptor Barricade is a set of extremely heavy-duty floating booms placed through the river so plastic is guided into a collection system while water can pass below the surface. That description highlights an important distinction: the boom is one part of a managed system that includes anchoring, access, machinery, monitoring and waste logistics.

Can a boom stop plastic during floods?

It may intercept some debris during elevated flow, but no barrier should be assumed to stop a flood pulse without site-specific hydraulic evidence. High water can overtop or submerge the boom, increase loads on anchors and push large branches or other objects into the structure. A blocked or damaged barrier can become a flood obstruction and release a concentrated surge of debris when it fails.

A responsible design specifies an operating envelope: the current speed, water level and debris load at which the system remains effective; the conditions that require extra crews or more frequent emptying; and the threshold for opening, lowering or removing the barrier. Flood modeling, field observations and a clear shutdown protocol matter more than a nominal boom height.

Do floating barriers harm fish and other wildlife?

They can. A barrier changes river continuity, creates a physical obstruction and may concentrate debris, fish or other organisms near the collection point. The European Environment Agency describes a free-flowing river as one in which water, sediment, fish and other organisms can move; barriers reduce that continuity. A World Bank-linked technology assessment likewise notes that many plastic-capture designs do not provide a route for organism passage.

Potential effects include delayed fish migration, injury or entanglement, altered sediment movement and changes to bank habitat. Noise, lighting and vessel activity around a collection station can add disturbance. The risk is not identical at every site: a short, surface-only boom in a broad channel may have a different effect from a full-width barrier in a narrow migration route. Fish passage openings, seasonal operation, escape gaps, wildlife monitoring and rapid removal of entangling debris can reduce risk, but they must be designed around local species and flow conditions.

Why monitoring and governance determine success

Effectiveness cannot be established from a few photographs of collected trash. A monitoring plan should measure the debris arriving upstream, the material captured, what passes under or around the system and what is removed during different flow conditions. It should also record fish and wildlife interactions, sediment behavior, navigation incidents, worker injuries, downtime and maintenance costs.

Rijkswaterstaat’s preparation for an IJssel pilot was stopped before full operation. Its report said that key questions about cost-effectiveness and impact therefore could not be answered, while identifying effectiveness, ecology, shipping and surrounding conditions as monitoring topics. The lesson is practical: a pilot needs predefined measurements and enough operating time to answer them, including during high flows.

A system also needs an institution responsible for permits, inspections, emergency removal, financing and disposal. A United Nations Development Programme assessment of four years of Interceptor 003 operation in Can Tho examined the financial and regulatory arrangements required to sustain the service as a public function. A donated installation can still fail if no agency has the budget and authority to run it after the launch period.

How to compare a simple boom with a larger interceptor system

There is no basis for declaring one category universally better. A simple boom may be suitable for a small, low-energy channel with predictable floating litter and easy bank access. A larger interceptor arrangement may be justified where debris loads are high and continuous collection is feasible. The comparison should use the same measurements for both options.

  1. Define the debris stream. Sample by size, buoyancy, polymer and shape, including submerged and flexible items.
  2. Measure hydraulic conditions. Record normal and peak velocity, turbulence, water-level changes, flood frequency and the force that anchors must withstand.
  3. Test retention by category. Report what is captured, what passes under or around the barrier and what is damaged or fragmented.
  4. Check ecological passage. Identify fish migrations, wildlife use, sediment transport and any need for passage openings or seasonal removal.
  5. Protect navigation and flood capacity. Establish clearance for boats, a debris-bypass plan and a shutdown threshold for extreme flow.
  6. Plan operations. Specify emptying frequency, equipment, worker protection, access in bad weather and downstream waste handling.
  7. Assign responsibility and publish results. Name the operating authority, funding source, inspection schedule and data-reporting method.

A practical decision rule for communities

A floating barrier is most defensible when the river reach has a concentrated, mostly floating plastic load; stable anchoring points; safe access for collection; limited conflict with navigation and wildlife; and an accountable operator with recurring funding. It is a poor stand-alone answer where plastic is mainly submerged, the channel is highly dynamic, floods are frequent, or no organization can maintain and empty the system.

Before installation, a community should run a baseline survey through dry-weather and high-flow periods, identify where plastic enters the channel and compare interception with source-control measures such as waste collection, litter enforcement and storm-drain management. A barrier can reduce downstream leakage while those measures address the supply of new plastic. Treating it as the only intervention shifts costs and risks downstream without solving the upstream cause.

What “effective” should mean

For a river barrier, effectiveness has at least four separate meanings: the percentage of target debris retained; the reliability of capture during changing flow; the amount of waste safely removed and kept out of the river; and the net result after ecological, navigation, safety and operating costs are counted. A project that captures many tonnes but blocks fish passage, fails during floods or lacks disposal capacity is not automatically a successful pollution-control program.

The available evidence supports a measured conclusion: floating barriers are useful, conditional tools for intercepting selected floating macroplastic at selected locations. The 2023 boom experiment demonstrates why performance can be modest and item-specific, while operating totals demonstrate that sustained systems can remove very large quantities. Neither kind of evidence proves that a barrier stops all plastic or provides a universal removal percentage.
