A non-smart TV cannot run a connected television operating system or automatic content recognition (ACR) service, so it has no built-in path to send viewing telemetry to its manufacturer. A connected smart TV can identify more than activity inside its streaming apps: ACR may recognize linear broadcast television and video coming through HDMI. Using a smart set only as a monitor therefore does not automatically make it private.
Privacy on a smart TV is still possible. Declining optional viewing-data agreements, disabling ACR and personalized advertising, keeping the set offline when practical, and checking settings after software updates can substantially reduce collection. The difference is that a dumb TV starts with those services absent; a smart TV requires configuration and continuing verification.

What counts as a “dumb” TV?
A dumb TV is a display without a connected television platform. It has a tuner and physical inputs such as HDMI, but no manufacturer app store, streaming interface, voice assistant or internet-dependent recommendation system. The set can show an antenna signal, a cable or satellite box, a disc player, or another device without contacting the TV maker.

That definition matters more than whether a set is advertised as “smart.” A smart television that is never connected to Wi-Fi or Ethernet cannot normally transmit its platform telemetry. Conversely, a connected smart TV can continue collecting information even when you never open its built-in streaming apps.

Why an offline dumb TV has a privacy advantage
Privacy risk requires a data path. An offline display has no network route for its television operating system to report what appears on screen. It also has no manufacturer account, advertising identifier or cloud recommendation service to process viewing history. An indoor HDTV antenna connected directly to the tuner is therefore a practical low-data setup for over-the-air broadcasts.
This does not make every component in an offline setup private. A cable box, streaming stick, game console, disc player, router, voice assistant or account can collect its own data. The claim is narrower: the display itself has no connected-TV platform available to observe and upload viewing activity.
How automatic content recognition tracks viewing
ACR creates a digital signature from audio or other signals on the television and matches that signature with a content database. The resulting record can indicate what program or advertisement was shown and when. Because the signal can be sampled after it reaches the screen, ACR is not limited to apps supplied by the television manufacturer.
Samsung’s stated data and controls
Samsung says ACR is optional. Its support documentation explains that, when a viewer opts in to Viewing Information Services, “the ACR technology runs to generate unique signatures that allow the capture of certain information regarding viewership on your Smart TV.” Samsung says the information can include programs watched, time spent, Smart TV identifiers and IP address. Its privacy supplement also describes recommendation inputs such as content that was watched, purchased, downloaded, streamed, searched or clicked, along with device and IP information. Interactive-marketing providers may receive device and interaction data under the described arrangements.

Samsung also states: “You have always had—and continue to have—the right to opt out of ACR and the collection of your viewing history at any time.” The exact menu wording differs by model, market and software version, so look in the television’s Settings for Viewing Information Services, ACR, viewing history and advertising-personalization controls rather than relying on one universal path.
LG’s stated data and controls
LG says its ACR uses audio fingerprinting and can operate on live television and HDMI-connected sources. The company describes the feature as optional and says that disabling ACR, withdrawing consent or exercising applicable opt-out rights, including a “Do Not Sell” request, stops ACR data collection. Optional services may involve LG Ad Solutions for audience segmentation and viewing trends and, where separately consented, advertising.
Texas Attorney General Ken Paxton said that LG had taken steps to ensure viewing data would not be collected without informed consent and that consumers retain privacy rights in their homes. Settings and available choices can still vary by model, country and webOS version.

What the FTC’s VIZIO case demonstrates
In 2017, the Federal Trade Commission said VIZIO televisions collected second-by-second information about video shown on the set without adequate user consent. The alleged sources included cable, set-top boxes, DVDs, over-the-air broadcasts and streaming devices—not just the television’s own apps. The matter covered 11 million televisions, and VIZIO agreed to pay $2.2 million and meet prominent-disclosure and affirmative-express-consent requirements.

The enforcement action is a useful boundary: viewing data from external inputs can be sensitive personal information, and collecting it without clear consent can create regulatory liability. It does not mean every current smart TV behaves like the televisions in that case; it shows why the ACR setting deserves attention.
What independent 2024 testing found
A study presented at the 2024 ACM Internet Measurement Conference measured Samsung and LG televisions in several viewing scenarios. Researchers tested linear television, the television platform’s own apps, third-party apps, HDMI inputs, casting and the home page, with sets in both the United States and the United Kingdom.
| Scenario | Observed result | Privacy implication |
|---|---|---|
| Linear television | ACR traffic was observed | A broadcast or cable picture can be recognized even when no streaming app is open. |
| HDMI external display | ACR traffic was observed | Using the set as a monitor does not by itself remove ACR exposure. |
| Netflix and YouTube app tests | No ACR traffic was observed in those tests | An app-specific result is not proof that every input or model is silent. |
| Opted-out configuration | ACR traffic stopped in the tests | Opting out can be effective when the control is available and applied. |
| United States versus United Kingdom | Behavior differed by country | Region, firmware and legal settings can change what the television sends. |
The measurements do not establish that every Samsung or LG model, app or country behaves identically. They do establish a practical warning: “I only use HDMI” is not a privacy guarantee, while an explicit opt-out materially changed network behavior in the tested sets.

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsDoes a smart TV track everything you watch?
No single answer covers every model. ACR may identify programs from live television and HDMI, while separate platform services may record searches, app use, clicks, purchases, downloads, voice commands or account activity. A manufacturer’s privacy notice determines which categories apply, and the available controls depend on model, market and software version.

“Not everything” should not be read as “nothing.” A set can avoid ACR for a particular app while still sending device diagnostics, IP address or account data. Conversely, a television with ACR disabled may stop the viewing-recognition stream while other connected services remain active.
Privacy comparison: dumb, offline-smart and online-smart setups
| Setup | Can the TV platform reach the internet? | ACR exposure | What you must manage |
|---|---|---|---|
| Non-smart TV kept offline | No | Not available on the display | Privacy policies and network behavior of attached devices. |
| Smart TV kept offline | No, unless later connected | Unavailable while the platform has no network path | Prevent accidental reconnection and account sign-in. |
| Smart TV online with ACR disabled | Yes | ACR should stop when the opt-out is applied; the 2024 tests observed no ACR traffic after opting out | Other diagnostics, advertising, app and account data; recheck after updates. |
| Smart TV online with ACR enabled | Yes | Potentially includes linear and HDMI content | Viewing history, identifiers, IP address and related advertising or recommendation services. |
How to watch television without connecting the TV to the internet
Option 1: Use an antenna directly
- Connect an indoor HDTV antenna to the television’s antenna or RF input.
- Open the channel-setup menu and run an over-the-air or antenna scan.
- Skip Wi-Fi and Ethernet setup. Do not create a manufacturer account.
- Decline optional viewing-information, personalized-advertising and interactive-service agreements if the setup wizard presents them.
- Use the television’s tuner and remote for live broadcasts. Leave the network cable unplugged and Wi-Fi disabled.
This is the simplest privacy baseline for free local broadcasts. Reception quality depends on antenna placement, distance from transmitters and building materials, so an offline setup can trade convenience and channel choice for less platform telemetry.
Option 2: Attach an external source
A cable box, satellite receiver, disc player or game console can supply video over HDMI while the television remains offline. Remember that the source device and its provider may collect viewing or usage data under separate policies. If the smart TV is connected to the internet, HDMI alone does not eliminate ACR risk.
How to reduce tracking on a smart TV
- During first-run setup, reject optional collection. Do not opt in to Viewing Information Services, ACR, personalized advertising or interactive marketing unless you specifically want those features.
- Open Settings and review privacy menus. Search for ACR, Viewing Information Services, viewing history, content-recognition, personalized-advertising and “Do Not Sell” controls. Labels differ across models and regions.
- Disable voice and recommendation features you do not use. These can involve separate data flows from ACR.
- Limit account sign-in. Use an account only where a service requires it, and review the account’s activity and privacy controls.
- Install firmware updates, then recheck consent. Software updates can change menu locations or introduce new optional services.
- Keep the set offline when its connected features are unnecessary. Disconnect Ethernet and disable Wi-Fi rather than assuming an unused app is harmless.
How to verify that the setting worked
A menu showing “off” is useful but not a complete technical proof. Record the model, software version, country and date, because those details affect behavior. After opting out, watch a live channel and display a known HDMI source. If you can inspect your router’s device traffic, look for recurring outbound connections from the television during those tests. The 2024 Samsung/LG measurements found that opting out stopped ACR traffic, but they also found differences between the United States and United Kingdom; treat verification as model- and region-specific.

If traffic continues, repeat the privacy wizard, confirm that a second consent screen was not accepted, sign out of optional services and temporarily disconnect the TV from the network. Contact the manufacturer with the exact model and firmware if the control is missing or unclear.
Important limits of a “private” TV setup
- Streaming hardware: A streaming stick or set-top box can identify programs, searches and accounts independently of the television.
- Apps: Each streaming app has its own telemetry and advertising policy. Disabling TV-platform ACR does not disable app collection.
- Voice assistants: Microphone-enabled remotes and assistants create a separate privacy surface.
- Network equipment: Routers, DNS services and internet providers can see connections even when the television manufacturer cannot see the picture.
- Physical access: Anyone who can change the TV’s settings can reconnect it or re-enable an optional service.
Which choice is right for you?
Choose a non-smart display kept offline if your priority is minimizing television-platform telemetry and you can live with antenna, cable-box or local-media viewing. Choose a smart TV but leave it offline if you want modern display hardware without connected features. Choose a connected smart TV with ACR disabled if you need built-in streaming and are willing to review privacy settings, updates and network behavior periodically.
The decisive questions are whether the display can reach the internet, whether ACR and advertising services are enabled, what the manufacturer says it collects, whether you use HDMI or streaming apps, and whether you can verify and change the controls. On those criteria, a truly offline dumb TV is generally the more private starting point; a smart TV can approach that level only through deliberate configuration and continued checking.
