For a 5G cell tower that complies with the applicable national exposure standard, the best-supported answer is yes: it is not expected to harm the public. The limits are designed chiefly to prevent excessive radio-frequency (RF) heating. They do not make every installation automatically safe, however. Compliance depends on the frequency, antenna power and direction, operating conditions, measurement method, local rule and whether the location is publicly accessible. Distance by itself is not a reliable safety test.
What a 5G tower actually exposes you to
A cell site sends and receives radio-frequency energy between antennas and connected devices. “5G” describes a set of network technologies, not one radio frequency. Deployments can use sub-6 GHz bands, including frequencies around 3.5 GHz, as well as higher bands such as 28 GHz.

That distinction matters because frequency changes how energy is absorbed. Lower-frequency signals can penetrate more deeply into the body. Frequencies above about 24 GHz are absorbed mainly at the surface, so the relevant limits use different exposure quantities and averaging areas than lower-frequency limits.
5G antennas can also use beam-forming. Instead of transmitting a uniform beam in every direction at full power, the system can steer energy toward active users and change the direction or number of beams as demand changes. Exposure can therefore vary by location and by network use. A point that is quiet at one moment is not necessarily the point of maximum exposure during another operating condition.

What the health authorities conclude
WHO’s position
The World Health Organization says: “To date, and after much research performed, no adverse health effect has been causally linked with exposure to wireless technologies.” Its 5G information page says exposure around 3.5 GHz is currently similar to exposure from existing mobile-phone base stations. It also notes that multiple beams can make exposure more variable by location and use.
WHO says current-technology RF exposure produces a negligible temperature rise. Its May 2006 base-station backgrounder states that measured public exposures were normally thousands of times below international standards and, in surveyed situations, ranged from 0.002% to 2% of international guideline levels depending on proximity and surroundings.
ICNIRP’s position
The International Commission on Non-Ionizing Radiation Protection (ICNIRP) identifies tissue heating as the only substantiated RF-EMF health effect relevant to its safety limits. Its 2020 guidelines state that exposure below the thermal threshold is unlikely to be associated with adverse effects. ICNIRP’s 5G explanation says: “Accordingly, 5G exposures will not cause any harm providing that they adhere to the ICNIRP (2020) guidelines.”

These are conditional conclusions. They describe exposure that stays within the applicable limits; they do not prove that every tower complies or remove the need for regulator inspections, operator documentation and independent measurements when a site is disputed.
How RF exposure limits work
Basic restrictions: what enters the body
Basic restrictions are limits on quantities inside the body. Depending on frequency, they can include specific absorption rate (SAR), absorbed power density or whole-body-average exposure. These quantities are difficult to measure directly in a person, so regulators generally use calculated or measured external limits that are designed to keep the internal quantities below the basic restrictions.

Reference levels: what you can measure outside the body
Reference levels are external measurements such as electric-field strength, magnetic-field strength or power density. They are derived conservatively from the basic restrictions. Staying below the relevant reference level normally means the corresponding internal restriction is also met, provided the measurement uses the correct frequency range, averaging time and spatial averaging area.
A result is meaningful only when those details accompany the number. “The meter read X” is not enough without knowing whether X is volts per metre, watts per square metre, milliwatts per square centimetre, SAR or absorbed power density; which bands were included; and whether the result represents a short peak, a time average or a spatial average.

ICNIRP’s 2020 framework added whole-body-average restrictions above 6 GHz, brief-exposure restrictions above 6 GHz and a smaller averaging area above 6 GHz. Those changes reflect the shallower penetration of higher-frequency signals and the possibility that a localized surface area, rather than the whole body, is the controlling exposure concern.
There is no universal “safe distance”
A fixed distance such as 50, 100 or 500 metres cannot determine safety for every tower. ICNIRP explicitly says that “Distance alone is not a reliable proxy for exposure from a base station.” Exposure depends on:
- the antenna’s transmitted power and operating mode;
- frequency band and bandwidth;
- antenna height, tilt, direction and beam-forming behavior;
- buildings, terrain and reflections;
- the simultaneous number of active beams or channels;
- the measurement position and averaging period; and
- whether the point is publicly accessible or inside a controlled area.
An apartment directly in front of an antenna’s main beam can require a different assessment from a house at the same horizontal distance but below, behind or outside the beam. Conversely, a location that appears close on a map may have low exposure because of antenna orientation, shielding by structures or a large vertical separation.

How close can you live to a 5G tower?
Living near a tower is not, by itself, evidence of a health hazard. The relevant question is whether the accessible locations around your home comply with the public exposure limit for the frequencies in use. WHO says public access should be restricted where limits could be exceeded, normally near the front of high-powered antennas or other controlled-access points.

A useful record identifies the antenna bands, maximum or worst-case operating assumptions, calculated or measured field levels, the applicable public limit and the points included in the assessment. If the documentation covers only a subset of antennas or assumes normal rather than worst-case operation, ask what was excluded.
What the available measurements show
WHO’s May 2006 backgrounder reported surveyed base-station exposures of 0.002% to 2% of international guideline levels, depending on proximity and surroundings. It also reported that publicly accessible exposures were normally thousands of times below the standards. Those figures describe the surveyed sites and the technology operating at that time; they are not a guarantee for every present-day 5G installation.
WHO’s 5G Q&A says exposure around 3.5 GHz is currently similar to existing mobile-phone base stations. Because 5G can steer several beams, the same site may produce more variation across locations and operating periods than a simple, fixed-beam model would suggest.
Can towers cause cancer, headaches or other symptoms?
Cancer
WHO reports no adverse health effect causally linked with wireless technologies to date. That statement does not mean that every conceivable future exposure scenario has been studied exhaustively, or that a single tower has been individually proven harmless without a compliance assessment. It means the evidence reviewed by WHO has not established a causal health effect from wireless exposure at the levels addressed by current standards.

Headaches and nonspecific symptoms
People may experience headaches, sleep problems or other symptoms while living near a tower. A symptom’s timing is real, but timing alone cannot identify RF as the cause. A site-specific evaluation should first establish actual RF levels and compare them with the correct public limit. Other common causes, including sleep disruption, noise, lighting, stress and indoor air conditions, may need separate assessment.
ICNIRP reports no conclusive evidence of adverse effects at typical base-station exposures. Its conclusion is about the exposure level and the quality of evidence, not a dismissal of someone’s symptoms. Persistent or severe symptoms warrant medical advice regardless of the tower assessment.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.How to check a nearby tower responsibly
- Identify the jurisdiction. Find the current RF-EMF rule issued by your national or regional regulator. Do not assume that an ICNIRP or IEEE recommendation is automatically the legal limit where you live.
- Request the site record. Ask the operator, landlord or regulator for the compliance calculation or measurement report, including frequencies, antenna directions, maximum operating assumptions and public-access points.
- Check access controls. Stay out of marked restricted or controlled-access areas, rooftops, fenced compounds and locations identified as potentially exceeding public limits. Do not climb structures or enter a site to take a reading.
- Check the measurement method. Confirm whether the report gives field strength, power density, SAR or absorbed power; the averaging time; the spatial averaging area; and the frequency bands included.
- Commission an independent survey if needed. For a disputed or high-concern location, hire a qualified RF-EMF compliance professional to measure the relevant bands under appropriate worst-case or representative operating conditions and compare the results with the applicable standard.
- Escalate unresolved concerns. Send the independent report to the national regulator or local authority if the measured levels appear inconsistent with the operator’s documentation.
Why a generic consumer EMF meter may mislead you
Many inexpensive meters are designed for broad household signals, not for a calibrated, band-selective assessment of a multi-band 5G site. They may miss frequencies, saturate near a strong signal, average in an unspecified way or display a unit that cannot be compared directly with the legal limit. A single peak reading also cannot establish compliance when the standard requires time or spatial averaging.
For those reasons, generic consumer meters, shielding paint, phone cases and “anti-radiation” accessories are not validated solutions for deciding whether a tower is safe. A professional survey should state the instrument model and calibration status, the bands measured, the probe orientation, the averaging procedure and the uncertainty of the result.
How to compare a measurement with a limit
Use the following checklist before treating two numbers as comparable:
Best Value
| Comparison item | Why it matters |
|---|---|
| Frequency band | Limits vary with frequency, and a 3.5 GHz result cannot automatically be compared with a 28 GHz limit. |
| Measured quantity | Field strength, power density, SAR and absorbed power are different quantities and units. |
| Exposure category | General-public and occupational limits can differ. |
| Averaging time | A short peak and a 6-minute, 30-minute or other time average answer different questions. |
| Spatial averaging area | Higher-frequency rules may use a smaller averaging area because absorption is more superficial. |
| Operating condition | Beam direction, active users and worst-case assumptions can change the result. |
| Access status | A publicly accessible point is assessed under public limits; a controlled area may use occupational criteria. |
| Rule version and jurisdiction | A limit from one country or edition may not be the current legal limit elsewhere. |
About the frequently quoted U.S. FCC table
The U.S. Code of Federal Regulations source commonly reproduced for this topic is the 2004 annual edition of 47 CFR 1.1310. Its general-population table specifies a 30-minute averaging time and a 1.0 mW/cm² power-density limit for 1,500–100,000 MHz, with different formulas and limits for lower bands.
That historical table must not be presented as a universal or necessarily current limit. Before comparing a measurement in the United States, verify the current FCC rule, the exact frequency, the exposure category and the required averaging method. In another country, use that country’s current standard instead.
What remains uncertain about 5G
WHO’s reviewed 5G page notes that only a few studies had examined frequencies specifically used by 5G at the time of that page. It also referred to a broader RF risk assessment being conducted and to a planned 2022 publication, without providing a completed assessment result on the page itself. That means it is reasonable to rely on the current standards-based conclusion while acknowledging that evidence for every future band, antenna design and deployment pattern is not equally extensive.

Use the current national rule, obtain the site’s compliance information and measure the actual accessible locations when a credible dispute remains.
Bottom line for residents
A compliant 5G tower is not expected to cause public-health harm under WHO and ICNIRP’s current conclusions. The established hazard addressed by the limits is excessive RF heating, and higher-frequency 5G energy is absorbed more superficially. There is no universal safe-distance number: antenna configuration, frequency, beam direction, operating condition and access controls determine exposure. If you need certainty about one property, a qualified RF-EMF compliance survey compared with the current local standard is more useful than distance estimates or an uncalibrated consumer meter.
