Apple’s reported iOS 27 restrictions may block some ad-tech firms from Safari, but the available reporting does not establish a complete vendor list, Apple’s criteria or the current status of each named company. AdExchanger reported the restrictions on October 2, 2026, citing two sources familiar with WebKit changes; it did not independently confirm that every named firm was actively blocked.
What has been reported about Apple’s iOS 27 restrictions?
AdExchanger reported that Apple had blocked a handful of ad-tech firms on Safari on devices running iOS 27. Its sources said an initial group of vendors was being superseded by a remotely maintained list that could potentially affect hundreds of companies. The report described devices as regularly checking that list, which could allow vendors to be added or removed without an iOS release. These details come from unnamed sources, not a public Apple policy announcement or published technical documentation.

Which ad-tech companies were named?
AdExchanger named The Trade Desk and its Unified ID 2.0 initiative, LiveRamp, ID5, Permutive and Audigent as among the firms reportedly blocked. The publication said it could not access or document the complete list. The reporting does not establish that every named firm was actively blocked at the time, or that any remains blocked now.
What remains unknown?
- Apple has not publicly provided a full list of affected vendors or the criteria for inclusion in the reported restrictions.
- The report said vendors might not know whether they were on the potential list or actively blocked.
- The sources reviewed do not establish a company-specific explanation or a formal appeal channel for these WebKit restrictions.
- AdExchanger said the named companies had not responded by publication time; that does not establish their current position.
Those gaps matter: the reporting raises a credible question about the scope of Apple’s controls, but it is not enough to label every named company an innocent victim—or to conclude that every restriction is justified.

Why could ad-vendor restrictions matter to publishers?
Ad-supported publishers can rely on third-party advertising and measurement services to help match ads to audiences. If a browser restriction prevents a vendor’s technology from operating, publishers that depend on it could have fewer targeting or measurement options. The possible consequences would vary with a publisher’s tools, audience and advertising mix; the report does not quantify effects on revenue or establish that any publisher has suffered a specific loss from the reported iOS 27 actions.
Smaller publishers may have fewer alternatives to third-party data than large platforms with extensive direct relationships and first-party information. That is a plausible reason to examine the distribution of costs, not proof that these particular reported restrictions have harmed smaller publishers.

What does the French ATT decision show—and what does it not show?
France’s Autorité de la concurrence examined Apple’s App Tracking Transparency prompt, or ATT, in a separate matter. In Decision 25-D-02, dated March 31, 2025, the authority found that “the design and implementation of the ATT prompt were neither necessary for nor proportionate with Apple’s privacy protection objectives.” It said publishers needed a further consent window under applicable data-protection requirements and that refusing tracking took one action while consenting required a second confirmation. The authority imposed a €150 million fine; its decision page says the decision is under appeal at the Paris Court of Appeal.
The authority also said ATT particularly affected smaller publishers because they depended more on third-party data and had less first-party data or access to alternative targeting options. This provides regulatory context for why privacy-related changes can affect publishers unevenly. It is not a finding about the reported WebKit vendor list, nor evidence that those restrictions caused financial damage.

Does the European Commission’s Apple Ads decision resolve the issue?
No. On February 5, 2026, the European Commission decided that Apple Ads and Apple Maps should not be designated as gatekeeper services under the Digital Markets Act. It concluded that they were not important gateways for business users to reach end users and cited Apple Ads’ very limited scale in the EU online advertising sector. That decision addressed whether those services met the DMA gatekeeper test. It does not determine whether the reported WebKit restrictions are fair, lawful or transparent.
How does Apple explain its focus on platform safety?
Apple’s 2026 account of App Store enforcement said it prevented more than $2.2 billion in potentially fraudulent transactions in 2025, rejected more than 2 million app submissions in 2025 and terminated 193,000 developer accounts over fraud concerns in 2025. These are Apple’s company-reported annual figures for App Store enforcement, not counts of ad-tech vendors blocked through WebKit. They help explain Apple’s stated emphasis on platform safety but cannot establish whether a specific vendor restriction is warranted.

What would make the reported restrictions easier to assess?
A sound assessment needs more than a stated privacy or security objective. The relevant questions include whether Apple publishes the rule’s scope; what evidence and criteria lead to a vendor being added; whether affected companies receive notice and a meaningful way to challenge a restriction; and how the practical burden falls on smaller publishers compared with integrated platforms. Those are tests for evaluating the reported actions, not outcomes established by the current public record.
