Apple’s CEO has company-wide authority; the SVP of Hardware Engineering has deep authority over the hardware engineering function. The CEO sets enterprise priorities, resolves trade-offs among hardware, software, services and operations, leads the executive team and answers to the Board. The hardware SVP owns engineering decisions such as architecture, reliability, materials, manufacturability, staffing and delivery, escalating choices that affect the whole company.

John Ternus illustrates how the two roles connect. He was Apple’s SVP of Hardware Engineering until becoming CEO on 1 September 2026, after Apple announced the succession on 20 April 2026. His promotion broadened accountability from one technical portfolio to the entire company; it did not make the two jobs interchangeable.

The short answer: enterprise authority versus functional authority

The CEO is the final management authority for decisions that span Apple. That includes corporate and product strategy, portfolio priorities, organization design, capital and risk trade-offs, executive-team performance, major external relationships and the company’s relationship with the Board. The CEO does not personally make every technical choice; instead, the CEO creates the decision system, assigns authority and arbitrates when functions disagree.

The SVP of Hardware Engineering is the senior executive for hardware engineering. The role reaches across product design, system engineering, reliability and durability testing, materials, hardware design, repairability, manufacturing readiness and engineering resources. It is broad within hardware but narrower than the CEO’s enterprise mandate.

Apple’s operating model is collaborative rather than a simple chain in which one person approves every product detail. Leaders are expected to let experts lead in their areas, become immersed in important details and delegate lower-value work. A hardware decision can therefore be made by an engineering leader without the CEO’s personal sign-off, while a decision with company-wide consequences can move to the executive team and CEO.

What Apple’s CEO owns

Management of the company

Apple’s 2026 proxy separates Board oversight from management. The Board oversees corporate and product strategy at the governance level, executive succession and other matters reserved to the Board. Management, led by the CEO and executive team, develops and executes strategy, runs operations, supervises day-to-day risk-management processes and reports significant matters to the Board and its committees.

That distinction matters when asking who has the “final” say. The CEO is the highest-ranking day-to-day management decision-maker, but the Board retains oversight powers and must act on matters that corporate governance assigns to it. The CEO is accountable for turning the approved direction into results through the executive team.

Enterprise strategy and portfolio priorities

A hardware SVP can recommend which technologies, components or product architectures are feasible. The CEO must weigh those recommendations against software road maps, services, supply-chain capacity, financial objectives, legal and regulatory exposure, customer commitments and the timing of the overall product portfolio.

For example, a hardware team may identify a technically superior component that increases cost or delays a launch. The engineering organization can quantify reliability, performance and manufacturing consequences. The CEO and executive team decide how that trade-off fits Apple’s wider priorities and risk tolerance.

Organization design

Apple describes deciding how to organize areas of expertise for collaboration and rapid decision-making as an important responsibility of the CEO. Tim Cook’s organizational adjustments included separating hardware engineering from hardware technologies, adding artificial intelligence and machine learning as a functional area and integrating human interface with industrial design.

Organization design is a CEO-level lever because it changes who owns decisions, how teams share information and where disagreements are resolved. A hardware SVP can propose a structure that improves engineering execution, but the CEO decides how that structure fits the company’s other functions and leadership team.

Cross-functional arbitration

Many product choices sit between functions. A display change can affect industrial design, software behavior, battery life, cost, accessibility and repair. A new sensor can require silicon, camera, privacy, machine-learning and services work. The CEO is responsible for resolving—or assigning the resolution of—such conflicts when they exceed a single executive’s remit.

Stakeholders outside engineering

The CEO represents Apple to the Board, investors, policymakers, major partners and other external stakeholders. Apple said Tim Cook would remain involved as executive chairman after the 2026 transition, including engagement with policymakers worldwide. Those responsibilities are outside the normal scope of the hardware SVP, even when policy or partner decisions affect engineering.

What the SVP of Hardware Engineering owns

Technical direction across hardware

The SVP sets priorities and makes or delegates decisions across the hardware engineering organization. Apple’s account of John Ternus’s work identifies reliability, durability, materials, hardware design and repairability among the areas he led or influenced. The role is not limited to one device or one component.

Apple’s hardware organization includes product design, system engineering, reliability and durability testing and technology groups covering silicon, cellular, displays, cameras, sensors and batteries. The SVP must connect those specialties into products that can be engineered, tested, manufactured, supported and repaired.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Engineering resources and execution

The hardware SVP decides where engineering capacity is needed, which technical risks deserve early investigation, how teams are staffed and which issues require direct executive attention. This includes balancing platform work against launch-specific work and deciding when a design is mature enough to move through validation and production.

Those choices carry a long technical time horizon. A component architecture, materials decision or reliability test plan can constrain several product generations. The SVP therefore manages both immediate delivery and the accumulation of technical capability.

Quality, reliability and manufacturability

Hardware leadership owns the evidence that a design meets requirements under expected use. Reliability and durability testing, materials selection, thermal behavior, repairability and manufacturing readiness are engineering concerns before they become enterprise-level risk decisions.

If testing reveals a failure mode, the SVP determines the technical response: redesign, additional validation, supplier change, manufacturing adjustment or a recommendation to alter the product requirement. If the response changes cost, timing, legal exposure or the wider portfolio, the matter must be escalated.

Relationship with other hardware leaders

Apple’s current investor profile identifies Johny Srouji as Chief Hardware Officer and says he reports to CEO John Ternus while overseeing the broader hardware team. This shows that Apple’s hardware leadership can contain several senior roles. Titles do not by themselves establish that every hardware decision goes directly to the CEO; reporting lines and delegated authority determine the practical route.

Apple does not publish a direct KPI comparison between these jobs. The table describes scope and accountability from Apple’s governance and organizational descriptions, not a standardized scorecard.

How a product decision moves through Apple

The exact route varies by decision, but Apple’s “experts leading experts” approach implies a repeatable pattern.

  1. Define the problem and decision rights. The responsible team identifies the product requirement, technical question or risk and determines which leader owns the decision.
  2. Develop expert evidence. Engineering, design, operations, finance, legal or other specialists analyze alternatives, constraints, cost, timing, quality and downstream effects.
  3. Decide within the function when the impact is contained. A hardware engineering leader can choose an architecture, test approach, staffing plan or materials path when the consequences remain within delegated hardware authority.
  4. Bring cross-functional conflicts to the executive level. If the choice affects software, services, finance, legal, corporate risk or another major function, the relevant executives debate the trade-off rather than treating it as a hardware-only decision.
  5. Resolve enterprise trade-offs. The CEO and executive team determine which option best fits Apple’s strategy, portfolio, resources, timing and risk tolerance. Matters under the Board’s oversight are reported or presented to the Board as required.
  6. Delegate execution and monitor outcomes. Once direction is set, leaders push implementation to the teams closest to the work while retaining escalation channels for material changes or failures.

This process explains why the CEO may not approve every circuit, material or test result while still being accountable for the product and company outcome.

Who makes the final product decision?

There is no single answer for every product detail. The final decision depends on scope.

A contained engineering decision

For a choice such as a reliability method, component design or materials option that stays within approved product requirements and resources, the hardware organization can decide through its delegated leaders. The CEO need not personally review each alternative.

A decision that changes the product promise

If an engineering limitation forces a change to performance, features, launch timing or customer experience, the issue becomes cross-functional. Hardware, software, design, operations and other executives must align, and the CEO may arbitrate the final enterprise trade-off.

A portfolio or capital decision

If the choice changes which products Apple prioritizes, requires significant capital, creates material corporate risk or alters a strategic commitment, it belongs at the executive level and may require Board oversight. The hardware SVP supplies technical facts and recommendations; the CEO owns the management decision.

Does the hardware SVP report to the CEO?

Reporting relationships can change as Apple reorganizes. In the current structure described by Apple’s investor profile, Chief Hardware Officer Johny Srouji reports to CEO John Ternus and oversees the broader hardware team. John Ternus himself is now CEO; before 1 September 2026, he was the SVP of Hardware Engineering.

Therefore, the useful rule is not simply “the hardware SVP always reports directly to the CEO.” The CEO is ultimately accountable for the executive team, while the internal hardware hierarchy can include a chief hardware officer, other senior vice presidents and delegated leaders. Apple’s public descriptions identify the current relationship for named executives but do not provide a permanent reporting template for every future reorganization.

John Ternus’s 2026 succession: why the move matters

The announced timeline

On 20 April 2026, Apple announced that Tim Cook would become executive chairman and John Ternus would become CEO effective 1 September 2026. Apple said the Board unanimously approved the transition after a long-term succession process. Cook remained CEO through the summer to support the handover.

Apple’s current investor profile lists Ternus as CEO and a Board member. It records that he joined Apple’s product design team in 2001, became vice president of Hardware Engineering in 2013 and joined the executive team as SVP of Hardware Engineering in 2021.

What the promotion demonstrates

Ternus’s path shows why deep product and technical leadership can be valuable preparation for the CEO job. Years across Apple’s product organization can build knowledge of engineering, design, quality, operations and the company’s decision culture. Leading a large, interdependent hardware function also develops judgment about priorities, risk and execution.

But the move is a change in accountability, not merely a title upgrade. As CEO, Ternus must lead every executive function, allocate enterprise resources, resolve conflicts beyond hardware, manage external relationships and report to the Board. Technical credibility is an input to that job; it is not a substitute for enterprise leadership.

What it does not prove

The succession does not mean the CEO is the company’s chief engineer or that hardware automatically outranks software, services or other functions. Nor does it establish that every future CEO will come from hardware engineering. It shows that Apple considered Ternus’s product judgment, tenure, leadership record and organizational credibility suitable for the broader role.

Can a hardware engineering leader become Apple CEO?

Yes. Ternus is the direct example: he moved from SVP of Hardware Engineering to CEO on 1 September 2026. The path is possible because Apple’s CEO role requires more than financial or sales experience; it also requires the ability to understand products, people, operations, risk and long-term strategy.

  • External and governance skills: communicating with the Board, investors, policymakers, partners and employees.
  • Succession readiness: showing the Board that the candidate can lead the whole management system and represent Apple publicly.

Technical expertise remains valuable after promotion, but the CEO must know when to rely on specialists and when a technical issue has become a strategic, financial or reputational decision.

Why the roles can overlap without being equivalent

Both executives may discuss product direction, quality, staffing and long-term technology. Both need detailed knowledge and the ability to make decisions under uncertainty. The difference is the boundary of accountability.

The hardware SVP optimizes a technical system: people, architecture, testing, materials, manufacturing and delivery. The CEO optimizes the company’s system: functions, products, capital, risk, organization, stakeholders and strategic timing. A strong CEO understands enough of the technical system to challenge it and protect it, while a strong hardware SVP understands enough of the enterprise to recognize when a local improvement creates a company-wide cost.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Apple’s described leadership model supports this overlap. Experts lead in their domains; senior leaders immerse themselves in important details; leaders delegate work that does not require their direct attention. Authority is therefore distributed by expertise, while accountability for the whole company remains with the CEO and, at the governance level, the Board.

How to interpret public statements about Apple product decisions

When Apple says a hardware leader “led” a product effort, that can mean technical direction, coordination and execution across the hardware organization. It does not necessarily mean that person alone set the product’s business case, software scope, launch timing or public positioning.

Likewise, when the CEO is described as making a product decision, the decision may have been informed by extensive work from engineering, design, operations and other teams. The CEO’s distinctive responsibility is to choose among enterprise trade-offs and ensure the organization can execute the choice.

Public sources rarely disclose a complete approval chain for an individual component or feature. It is more accurate to describe the roles by their established scopes than to infer a private sign-off process from a title.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Bottom line

Apple’s CEO leads the entire management system and makes or delegates decisions that affect the company as a whole. The SVP of Hardware Engineering leads the hardware engineering portfolio and owns deep technical, quality and delivery decisions within that remit. Hardware recommendations become CEO-level decisions when they alter Apple’s strategy, portfolio, resources, risk or cross-functional commitments. John Ternus’s 2026 move from hardware SVP to CEO demonstrates that a functional technical leader can become the enterprise leader—but the promotion expands the job rather than eliminating the distinction between the two roles.
