An APN identifies the packet data network a device connects to; a bearer groups IP traffic within that connection so the network can apply a shared level of forwarding treatment. They are related parts of a mobile data connection, not two names for the same thing. This guide focuses on GPRS and LTE/EPS terminology; the architecture and use of “bearer” are not identical across every mobile generation or operator.
APN and bearer: the short distinction
Think of the APN as identifying the destination network context, and the bearer as handling traffic within that context. In the standards-based LTE/EPS model, IP flows that need the same packet-forwarding treatment can be grouped on one bearer; flows needing different treatment can use another.

| Term | What it does | Where it fits |
|---|---|---|
| APN | Represents or selects a packet data network (PDN). | The network destination or context. |
| PDP context / PDN connection | Associates the device with the PDN and an IP address or prefix. | The device’s connection to that network. |
| EPS bearer | Groups IP flows for a common level of packet-forwarding treatment. | Traffic handling within an EPS connection. |
| Default bearer | Provides the baseline bearer for a PDN connection and remains for its lifetime. | The connection’s default traffic path. |
| Dedicated bearer | Applies distinct forwarding treatment to selected flows. | A selected subset of traffic. |
How the APN relates to the data connection
In GPRS terminology, a PDP context associates a user equipment (UE)—the phone, modem or other cellular device—with a PDN represented by an APN. The context includes the UE’s IPv4 address and/or IPv6 prefix; on the UE, it is equivalent to a network interface. In EPS, the comparable association is called a PDN connection. An APN therefore identifies the network context, while the PDP context or PDN connection describes the device’s association with it. RFC 6459, “IPv6 in 3GPP EPS”, published by the RFC Editor in January 2012, sets out these definitions.

RFC 6459 describes a bearer as “an aggregate of one or more IP flows related to one or more services.” An EPS bearer gives those flows the same level of packet-forwarding treatment. If flows need different treatment, they require more than one bearer. The UE associates uplink flows with a bearer, while the PDN gateway makes the corresponding association for downlink packets.

A bearer is a logical traffic-treatment concept, not simply a physical radio channel. Radio resources are configured as part of network operation, but the bearer itself describes how traffic is grouped and treated.
Default and dedicated bearers
Default bearer
The first EPS bearer established for a new PDN connection is its default bearer, and it remains established for the lifetime of that connection. The definition appears in 3GPP TS 23.401 V9.9.0 (June 2011). Traffic that is not associated with a dedicated bearer uses the default bearer.

Dedicated bearer
A dedicated bearer can be used for identified IP flows that need specific forwarding treatment. It is associated with the same PDN connection as the default bearer, so it does not imply a separate IP address: the default and associated dedicated bearers share that connection’s IP address or prefix.

GBR and non-GBR bearers
EPS bearers are also classified by whether they are guaranteed bit rate (GBR) or non-GBR. A GBR bearer has dedicated network resources associated with a GBR value allocated when the bearer is established or modified. A non-GBR bearer does not have that allocation. The default EPS bearer is always non-GBR; a dedicated bearer may be either GBR or non-GBR.

GBR describes network resource allocation, not a universal promise about the speed a person will see or the latency an application will experience. Actual user experience should not be inferred from the bearer label alone.

At a high level, the device and mobile network establish a PDN connection using the selected APN, allocate an IP address or prefix, and configure the default bearer. The EPS architecture involves the UE, radio access network, mobility management entity (MME), serving gateway and PDN gateway. If selected flows require different treatment, the network can also configure dedicated bearers. This is a conceptual outline, not a current, release-by-release signaling procedure; implementation details depend on the applicable 3GPP specifications and network.

Common misunderstandings
- “The APN is the bearer.” No. The APN represents the PDN; the bearer groups flows for forwarding treatment.
- “Each dedicated bearer has its own IP address.” Not in the described EPS model: the default and associated dedicated bearers share the PDN connection’s address or prefix.
- “A bearer is just a radio channel.” That is too narrow. An EPS bearer is a logical construct, even though radio resources are configured as part of its operation.
- “A bearer guarantees a particular speed.” Only GBR semantics specify associated resource allocation at bearer establishment or modification; that does not establish a particular end-user throughput or latency.
Terminology across generations
Keep PDP context with GPRS usage and PDN connection/EPS bearer with EPS usage. When a device moves between access systems, standards specify mappings between some PDP-context and EPS-bearer information; that does not make the terms universally interchangeable. This explanation is limited to the GPRS and LTE/EPS concepts described here and should not be taken as a description of every 5G core or operator implementation.
