Anthropic says it worked with the U.S. Department of Energy’s National Nuclear Security Administration (NNSA) and DOE national laboratories to build a classifier that flags Claude conversations that may involve nuclear-weapons development. The project illustrates how government expertise can inform AI safeguards, but its reported accuracy figures come from preliminary tests on synthetic prompts—not an independent audit or a guarantee of performance in live use.
What the classifier is designed to flag
Anthropic describes the classifier as a content-monitoring measure for identifying conversations that may involve nuclear-weapons development. It is part of the company’s safeguards framework for monitoring AI use; it is not a system for verifying nuclear material, inspecting facilities, or making formal safeguards conclusions.

The design challenge is distinguishing concerning requests from legitimate discussion. Anthropic framed the risk as a balance: a system that is too cautious could refuse legitimate nuclear engineering coursework, while one that is too permissive could assist bad actors. The company says the indicators were intended to separate weapons-development concerns from benign discussion of nuclear energy, medicine, and policy.

Government expertise informed the indicators
In its August 21, 2025 account, Anthropic says NNSA staff red-teamed Claude models in a secure environment over the course of a year. NNSA then shared a curated set of nuclear-risk indicators. Anthropic’s Policy and Safeguards teams translated those indicators into a real-time classifier.

Synthetic prompts supported validation
To test the classifier without sharing protected information, Anthropic says it generated hundreds of synthetic prompts and submitted the results to NNSA for comparison with expected labels. The teams iterated using NNSA feedback. Anthropic reports preliminary results on those synthetic test prompts of 94.8% detection of nuclear-weapons queries, zero false positives, and 96.2% overall accuracy.
Those numbers describe the company’s preliminary synthetic-prompt evaluation, not independently verified performance across ordinary conversations. Anthropic says real conversation distributions were more complex. It does not publish an independently audited dataset, comparative evaluation, or complete technical specification in the account describing the project.

What happened during experimental monitoring
Anthropic says it added the classifier experimentally to its Safeguards framework to monitor a percentage of Claude traffic. The company reports that some benign current-events discussions were initially flagged. It says a later hierarchical summarization step considered multiple flagged conversations together and identified those cases as harmless. Anthropic also says red-team prompts were correctly flagged during deployment.
This account illustrates why a detection score alone is not enough: a flag is a signal for review, not proof of harmful intent. The public description does not specify the full review workflow, the percentage of traffic monitored, or an independently measured live false-positive rate.

How this differs from IAEA nuclear safeguards
The International Atomic Energy Agency (IAEA) defines safeguards as activities through which it verifies that a State is not using nuclear material to develop or produce nuclear weapons. A central part of the work is assessing whether State declarations about nuclear material and facilities are correct and complete. Inspections operate under agreements between States and the IAEA; Additional Protocols provide broader access to information and locations to help provide assurances about possible undeclared material and activities. See the IAEA safeguards overview.
That institutional verification role is distinct from Anthropic’s classifier. The classifier monitors AI conversations for possible misuse; it does not verify State declarations or replace IAEA safeguards activities. Conflating the two would obscure both the system’s purpose and the authority of the institutions involved.

Where the IAEA sees a role for AI
The IAEA Department of Safeguards’ January 2025 Emerging Technologies Workshop report describes AI applications such as helping analyze data and safeguards-relevant open-source information, and reviewing surveillance footage. The report also sets a clear boundary: AI cannot replace analysts and inspectors or recommend safeguards conclusions. The IAEA’s stated position is that people remain responsible for safeguards processes and conclusions.
The report highlights practical risks for that work: biased or unrepresentative data, outputs that are difficult to explain, hallucinations, information-security demands, and capabilities that change over time. Its recommended controls include human oversight, quality controls throughout a system’s lifecycle, documentation and governance, small-scale trials with risk assessment, and staff training. These safeguards-specific requirements must also fit the IAEA’s legal mandate and values. Read the IAEA workshop report.

What responsible evaluation and governance require
The Anthropic and IAEA examples address different tasks, but they point to common questions that matter when AI systems support high-stakes work. An evaluation should make clear what a system is meant to detect, what evidence supports its performance, and who retains authority over decisions.
- Use appropriate test data: synthetic prompts can support controlled testing, but results should not be treated as proof of performance on more varied, contextualized conversations or operational data.
- Account for errors and context: measure both missed detections and false alarms, and establish how a flag is reviewed before it drives a consequential decision.
- Keep accountable people in control: specify which actions remain with human reviewers, analysts, inspectors, or other authorized decision-makers.
- Protect sensitive information: define access, security, and data-handling controls suited to user information and sensitive or classified domain knowledge.
- Maintain the system over time: document its design and validation, assess bias and explainability, monitor performance after deployment, and reassess it as data and capabilities change.
The IAEA’s 2024–2025 Development and Implementation Support Programme identified safeguards-specific responsible-AI guidelines and validation procedures as planned work, including attention to transparency, fairness, non-discrimination, explainability, and bias assessment. That programme description establishes an intention, not that every planned output was completed. Separately, the U.S. Nuclear Regulatory Commission says it jointly published AI principles for nuclear applications with Canadian and UK regulators in September 2024; that regulatory work is broader than this classifier project and is not IAEA safeguards policy.
What the public evidence establishes—and leaves open
Anthropic’s account establishes that it says it collaborated with NNSA and DOE national laboratories, describes a development and synthetic-prompt validation process, and reports experimental monitoring observations. It does not establish an independently audited performance level or show that the preliminary synthetic-test figures generalize to live conversations. The IAEA workshop report offers a separate institutional framework for AI use in safeguards analysis, emphasizing human authority, governance, quality, and security. Together, they show why domain expertise and careful validation matter, without making the classifier equivalent to nuclear-material verification.
