Android’s Photo Picker gives apps a private, system-managed way to let people choose photos and videos without granting access to an entire media library. Newer options—including an embedded picker and eligible cloud libraries—could make that selection experience more useful to developers and reduce the need for some apps to build a separate picker. That is a plausible competitive pressure on gallery apps, not evidence that they are already losing users or revenue.
How does Android Photo Picker work?
An app launches the system-managed picker when a user needs to choose media. The user browses items and selects one or more; the app receives access to the selected items rather than automatic access to the full library. Android describes the picker as a browsable library sorted newest first, with selected-item URIs supporting limited, read-only operations. Android’s Photo Picker documentation explains the integration and access model.

For image and video selection, Android’s MediaStore API reference identifies ACTION_PICK_IMAGES as the recommended option, noting that it offers a better user experience. Android’s Activity Result contracts support single- and multiple-item selection and can fall back to ACTION_OPEN_DOCUMENT on devices without the picker. Because the picker is provided by system components, its functionality can expand without an app changing its own picker interface.
What the newer picker features change
Embedded selection stays inside the app
The embedded Photo Picker appears within the calling app’s interface through a special SurfaceView. The host app stays active while the user selects or deselects items, allowing the app to react to selected URIs and keep its interface in sync. Android developer documentation current as of 2026 describes support on Android 14 (API 34) with SDK Extensions version 15 or higher. On devices outside that condition, apps can use the classic picker or a Google Play services backport. Android documents integrations for both Jetpack Compose and Views. See the embedded Photo Picker guide for implementation details.

Eligible cloud libraries can join local media
With a compatible cloud media provider available, the picker can present remote photos and videos alongside local items. Google’s January 27, 2026 Android Developers Blog announcement describes users viewing recent items and expanding to explore a cloud library, including albums, favorites, and search where the preferred provider supports them. Google Messages is cited as an integration example; that example does not establish broad third-party adoption.
Cloud availability is conditional, not an automatic capability of every storage app. Android describes the integration as an OEM-nominated pilot, with only one cloud provider active per profile. Providers must supply interoperable metadata and previews, avoid local/cloud duplicates, and meet eligibility constraints. The system combines local and cloud results, grants read-only access to selected cloud content, and redacts sensitive metadata by default. Android 16’s feature overview also lists cloud search APIs as coming soon, so cloud search should not be assumed to be universally available. See Android 16 features and the Cloud Media Provider documentation.

Why this can help app developers
For an app whose job is simply to let someone attach or choose media, the standard picker supplies a maintained system interface and selected-item access. Developers avoid building a complete gallery browser just to support a common task. The embedded version can make selection feel more integrated on supported devices, while the classic or backported picker offers another route on other devices.

1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsThe choice depends on the app’s UX, device coverage, media sources, and need for control. A system selection flow is not identical to an app-owned gallery surface, and embedded support has a specific compatibility condition. Android describes custom picker development as requiring substantial ongoing work, but the sources do not establish one best option for every app.

What Android 14 Selected Photos Access means for gallery apps
Selected Photos Access is distinct from the Photo Picker. It changes the permission environment for apps that maintain their own gallery interface: users may grant access to selected photos rather than the full media library. Apps targeting API 34 or higher need to account for limited access and READ_MEDIA_VISUAL_USER_SELECTED. Android warns developers not to assume that full access is granted or remains valid, and recommends refreshing media queries when the app resumes. Selected access can expire, so an app should treat URI access as potentially temporary. Android recommends using the Photo Picker for media-selection flows. See the Android 14 partial photo and video access guidance.
For gallery apps, the implication is a trade-off. Keeping a custom picker preserves control over browsing and selection, but entails permission-state handling, reselection, and compatibility work. If a user only needs to attach a picture in another app, the system picker may satisfy that need without requiring a dedicated selection surface. A gallery app can still offer broader library management, organization, editing, and other capabilities that a picker is not designed to replace.

How the options compare for developers
| Approach | Interface and access | Device or permission considerations | Best fit |
|---|---|---|---|
| Standard Photo Picker | System selection flow; app receives access to selected items. Eligible cloud media may appear when a provider is active. | Picker or backport availability varies by device; Android’s Activity Result contracts can fall back to ACTION_OPEN_DOCUMENT. |
Apps that need users to choose or attach media without building a full gallery interface. |
| Embedded Photo Picker | Selection appears within the app’s interface; host remains active during continuous selection. | Documented for Android 14/API 34 with SDK Extensions 15 or higher; other devices can use the classic picker or a Play services backport. | Apps seeking a more integrated selection experience where supported. |
| App-owned gallery picker | App controls its own browsing and selection UI. | Must handle full or partial library permissions, changing access, reselection, and query refreshes. | Apps whose broader product experience depends on controlling the library interface, rather than only selecting an attachment. |
Does this mean Android gallery apps are in trouble?
It could make a standalone picker less necessary for some tasks, especially choosing an attachment or accessing eligible cloud media. But the official Android documentation and announcement do not quantify picker adoption, user migration, market share, or revenue effects. They do not establish that gallery apps have already suffered measurable harm.
The Android Apps Experience Program guideline says applicable apps should use the standard or embedded picker in the primary journey where users select media, and launch it for access to search and cloud-based assets. It also names exceptions, including certain bulk-photo workflows, apps limited to their own private media, and potentially equivalent frameworks subject to contact with the program. This is guidance for the program’s stated scope, not a blanket Android platform requirement for every app. The guideline is available in the Apps Experience Program documentation.
