What an Android mobile driver’s license is
A mobile driver’s license (mDL) in Google Wallet is a digital credential issued after a participating government agency reviews the holder’s enrollment. Google says an approved ID is encrypted and saved on the device, rather than stored in the user’s Google Account. The holder controls whether to present it and can review the information requested in supported verification flows.

It is different from a photo of a license or an image kept in a phone’s gallery: an mDL is designed for an electronic exchange with a compatible verifier. That exchange may use a supported in-person reader or, in some online services, a digital-credentials request.
Who can add an ID to Google Wallet
Participating locations
Google’s US support information lists Arizona, Arkansas, California, Colorado, Georgia, Iowa, Maryland, Montana, New Mexico, North Dakota, Ohio, and Puerto Rico. Availability depends on the issuing jurisdiction and can change, so check Google Wallet’s current ID support information and your issuing agency before starting.

Device requirements
Google lists Android 9 or later, Bluetooth and Nearby devices enabled, and a screen lock as requirements or security settings for setup. A compatible Android phone is necessary; NFC is useful for tap-based presentation, but Google also documents starting an in-person exchange by QR code scan. Do not assume that every Android phone or reader supports every presentation method.
How to add a driver’s license or state ID
- Open Google Wallet and choose Add to Wallet, then ID card.
- Photograph the front and back of the eligible license or ID as prompted.
- Record the requested short video. With your consent, Google sends the video image and ID information to the issuing agency for review.
- Wait for the agency’s decision. If it approves the application, the encrypted credential is saved on the device.
Enrollment is therefore not simply a user-created wallet entry: the issuer’s review is part of the process. If the option is unavailable or the application is not approved, check the jurisdiction’s eligibility and enrollment guidance rather than assuming a phone setting can enable it.

How presenting an mDL works
In person
Google describes an ISO 18013-5-based in-person flow that can begin with an NFC tap or a QR code scan, with information transmitted over Bluetooth Low Energy. The phone displays the requested information; the holder can review the request and must authenticate on the device before sharing. This can provide a more deliberate exchange than handing over a card, but it works only when the verifier’s equipment and process accept the credential.

Google also describes online acceptance through the W3C Digital Credentials API. A participating app or website can request proof such as age, identity, or driving privileges from Google Wallet or another compliant wallet. This is a separate kind of relying-party integration, not an indication that ordinary websites or all online services accept Wallet IDs.

What the standard guarantees—and what it does not
ISO/IEC 18013-5:2021, titled “Personal identification — ISO-compliant driving licence — Part 5: Mobile driving licence (mDL) application,” specifies interfaces between an mDL and a reader and between a reader and issuing-authority infrastructure. It supports machine retrieval of mDL data and mechanisms to authenticate the data’s origin and integrity. The published edition is dated September 2021; ISO’s catalog says it is expected to be replaced by a draft revision in the coming months, as described on that catalog page.
The standard does not itself require a venue, agency, or business to accept every credential. Nor does it set how holder consent is obtained or prescribe storage requirements for mDL data and private keys. Those user-facing controls and storage claims should be understood as Google Wallet or issuer implementation details, not as guarantees made by ISO alone.

Benefits, with practical limits
- Less unnecessary disclosure: In a supported flow, the verifier can request information relevant to a transaction and Google says the holder can review what is requested before sharing. This can reduce disclosure, but only to the extent the verifier and wallet support an appropriately limited request.
- Credential data can be authenticated: Google says ID data is backed by a cryptographic signature, and the ISO specification describes origin and integrity authentication. These mechanisms help verify credential data; they do not eliminate fraud or guarantee the identity of every person or verifier involved.
- Phone-based presentation: NFC or QR can initiate documented in-person presentation flows, with Bluetooth Low Energy used for the described transfer. The convenience depends on a compatible reader and acceptance at that location.
- Potential online use: Google documents age, identity, and driving-privilege checks through participating Digital Credentials API integrations. Availability is determined by the app or website, not simply by having an ID in Wallet.
- Platform-level low-battery possibility: An Android Developers post from November 2020 describes Identity Credential HAL Direct Access, which could permit an NFC presentation when a phone battery is too low to boot the device. That is platform background, not a promise that every current handset or Google Wallet ID supports low-battery access.
When you should still carry the physical card
Google explicitly says a digital ID in Wallet is not a replacement for the physical ID. Acceptance varies by verifier and situation: an airport checkpoint, roadside interaction, age-restricted purchase, or other transaction may have its own current rules and equipment. Check the relevant agency, venue, or service before depending on the phone credential, and keep the physical card available as needed.
For comparison with a physical license or a state-specific ID app, assess the issuing jurisdiction, acceptance for your intended use, the information you can review and share, storage and authentication controls, supported online or in-person flows, and the physical backup you may need. No option is categorically safer or universally accepted on the information available here.
