They have different scopes and none is a universal ad blocker. On current Android builds, the documented path is Settings > Google > All services > Privacy & security > Ads > Ads privacy. If that page is unavailable, verify the Android version and exact menu path, update Android and Google Play services, restart the phone, and then contact the manufacturer if the controls still do not appear.
What Android’s ad-privacy controls actually change
Android’s privacy controls reduce particular advertising signals; they do not stop every advertisement. Google presents three controls under Ads privacy, while Advertising ID and Google-account personalization are separate settings.

| Control | Scope | What changing it does | What it cannot guarantee |
|---|---|---|---|
| Ad topics | Android system signals shared with participating apps | Android can share up to three topics with an app. Topics are removed after four weeks. | It does not block ads, and a topic list might not appear until the feature is available on the device and participating apps use it. |
| App-suggested ads | Suggestions an individual app stores with Android | Blocking an app prevents that app from storing new ad suggestions with Android and deletes its associated suggestion data. | The app can still show other ads, including contextual ads or ads based on information it controls itself. |
| Ad measurement | Limited cross-app or cross-site measurement data described by Google | Restricts the measurement signal covered by the setting. | It is not an ad blocker and does not disable every measurement or identifier used by an app. |
| Advertising ID | Device-level advertising identifier | Resetting creates a new identifier. Deleting removes the current identifier; Google’s developer documentation says affected devices return a string of zeros when an app requests it. | Apps may use other identifiers or their own privacy settings. |
| My Ad Center | Signed-in Google services and partner experiences | Changes personalization choices for Google’s signed-in advertising experience. | It does not override an app’s independent advertising system. |
Ad topics
Ad topics are a limited signal rather than a profile you can inspect in every situation. Android may share up to three topics with an app at a time, and topics are deleted after four weeks. If no topics are shown, that does not by itself prove that the switch is broken: the feature may not be fully available on that build, or the apps you use may not request topics.
App-suggested ads
This control deals with ad suggestions associated with a specific app. Blocking an app stops it from storing new suggestions through Android and removes the suggestion data Android has associated with that app. The app can still display advertising supplied through another mechanism, so ads may continue after the change.

Ad measurement
Ad measurement limits the cross-app or cross-site measurement data covered by Google’s Android feature. It does not remove advertising from an app, prevent all analytics, or make every ad non-personalized.
Advertising ID
The Advertising ID is a different control from Ads privacy. A reset replaces the existing identifier with a new one. Deletion removes it; Google says an app request on an affected device returns a string of zeros. Deletion still cannot prevent an app from using a separate identifier or an app-specific setting.
My Ad Center and YouTube
When you are signed in, My Ad Center controls personalization for Google services and partner experiences. In the YouTube Android app, Google documents the route as Account > Settings > Privacy > Google ad settings. These account controls do not supersede the advertising choices made inside an individual non-Google app.

Match the symptom to the right setting
| What you see | Most likely explanation | Where to work |
|---|---|---|
| Ads privacy is missing or the page is blank | Wrong menu path, an older or customized Android build, missing updates, or a feature that has not rolled out to the device | Verify the path, Android version, Android updates, Google Play system updates, and Google Play services |
| You turned off a switch but still see ads | The switch limits a signal; it is not an ad blocker. The app may use contextual ads or its own identifiers. | Check the app’s settings and identify whether the complaint concerns topics, suggestions, measurement, or the Advertising ID |
| Personalized ads remain in Google services | Google-account personalization is separate from Android’s system controls | Review My Ad Center while signed in |
| The Advertising ID option is absent | The label and location vary by Android release and manufacturer | Open the Ads section and look for reset or delete controls; use the older-device route if it matches your build |
| A topic list is empty | Topics may not yet be available, or the apps in use may not participate | Keep the feature updated and recheck; an empty list is not proof that every ad signal is disabled |
Step-by-step troubleshooting
1. Open the current Ads privacy page
- Open Settings.
- Tap Google.
- Choose All services.
- Open Privacy & security.
- Tap Ads, then Ads privacy.
- Confirm that the page contains the controls named Ad topics, App-suggested ads, and Ad measurement.
Manufacturer software can reorganize Settings, so searching Settings for “Ads privacy” or “Advertising ID” can help you locate the same page. Do not assume that an older tutorial’s location is still valid.
2. Check the Android release and feature availability
Google documents some ads-safety features for Android 9 and later. The exact labels and availability remain dependent on the Android version, device manufacturer, account state, and staged feature rollout. If the phone is below Android 9, or the manufacturer has stopped providing updates, one or more controls may not be offered.

- Open your device’s About phone or System information page and note the Android version.
- Install any available Android system update.
- Install available Google Play system updates.
- Update Google Play services through the device’s supported app-update channel.
- Restart the phone after updating, then repeat the exact Ads privacy path.
A current Android version does not guarantee that every feature is present: Google and manufacturers can enable controls by build, region, account state, or rollout stage.
3. Recheck each switch separately
Open each of the three Ads privacy controls and test the one related to your complaint. A page can load correctly while a particular feature is unavailable or has no data to display. Record which control is missing, disabled, or unchanged rather than treating the entire Ads section as one switch.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors- For Ad topics, check whether topics are listed and whether the app you are evaluating participates.
- For App-suggested ads, select the specific app whose suggestions you want to block.
- For Ad measurement, remember that the expected result is reduced measurement data, not removal of advertisements.
4. Use Advertising ID controls for identifier-related problems
If your goal is to replace or remove the device identifier, use the Advertising ID controls in the Ads section rather than the three Ads privacy switches.
- Reset creates a new Advertising ID. This is reversible in the practical sense that the device can generate another identifier, but it does not restore the old value.
- Delete removes the current Advertising ID. Google’s developer documentation states that affected devices return zeros when an app requests the deleted identifier.
On older Android devices, Google documents wording and navigation similar to Settings > Privacy > Advanced > Ads > Opt out of Ads Personalization. Your phone may use different labels, so follow the route actually shown by its Android build.
5. Review Google-account personalization
If personalized ads continue in Google Search, YouTube, or another signed-in Google experience, open My Ad Center while signed in and review its personalization controls. For YouTube on Android, use Account > Settings > Privacy > Google ad settings.

This step addresses the Google account and partner experiences, not every app installed on the phone. A change in My Ad Center therefore may have no visible effect in an unrelated app that runs its own advertising system.
6. Inspect the app’s own privacy and advertising settings
Google warns that apps can have their own settings and identifiers. Open the app that is showing the ads, look for its privacy, advertising, consent, or personalization controls, and check whether you are signed in to an app account. An app may continue to show personalized or contextual advertising after an Android-level change because it does not depend on the signal you changed.
For a clean comparison, test more than one app. If the behavior changes in one app but not another, the difference is evidence that the apps use different advertising systems rather than that the Android switch failed globally.
7. Escalate with complete device information
If the page remains unavailable or empty after path verification, updates, and a restart, Google directs users to the device manufacturer. Include enough detail for support to reproduce the problem:
- Android version and security-update status
- Phone manufacturer and exact model
- Google Play services version
- Whether a Google account is signed in
- The exact Settings path you followed
- Which control is missing or ineffective
- Screenshots of the Ads page and any error message
- Whether the behavior occurs in one app or several
Do not remove your Google account or factory-reset the phone as a first response. Those steps do not guarantee that a staged feature will appear and can create unnecessary data-loss and setup work.

Why ads can remain personalized after you change Android settings
The setting reduces a signal, not the ad inventory
Google’s own explanation is that apps can still show ads; for a while, those ads may simply be less relevant or interesting. Turning off a topic, suggestion, or measurement signal therefore does not create an ad-free experience.
Contextual advertising looks personalized
An app can choose ads from the current content, language, approximate location, time, or other context without using the Android control you changed. Seeing an ad that seems relevant is not conclusive evidence that the Advertising ID or Ad topics setting was ignored.
Apps may retain separate identifiers
Deleting the Advertising ID does not delete every identifier on the phone. Google explicitly notes that apps may have their own settings, which can affect the ads you see. A reset or deletion changes the documented identifier; it does not erase an app account, a publisher’s first-party records, or every analytics technology.
Account controls and device controls have different audiences
My Ad Center applies to signed-in Google services and partner experiences. Ads privacy applies to Android features and participating apps. An account-level choice can coexist with a separate app-level choice, so the two settings should be checked independently.
Feature rollout can make two identical phones behave differently
Android version alone is not the whole availability test. Manufacturer software, Google Play services, account state, region, and staged rollout can change which controls are displayed. A missing switch is therefore an availability problem to diagnose, not proof that the feature has been silently enabled.

Reset, delete, or switch off: choosing the least surprising fix
| Goal | Best first action | Result to expect | Residual limitations |
|---|---|---|---|
| Reduce topic-based signals | Review or disable Ad topics | Participating apps receive less topic information; topics age out after four weeks. | Ads remain possible; participating-app support and rollout affect visibility. |
| Stop one app from adding Android ad suggestions | Block that app under App-suggested ads | New suggestions from that app are blocked and associated suggestion data is deleted. | The app can use another ad source or identifier. |
| Limit the documented measurement signal | Change Ad measurement | Covered cross-app or cross-site measurement data is limited. | This is not an ad blocker and does not control every analytics system. |
| Break continuity with an existing device identifier | Reset Advertising ID | A new identifier replaces the old one. | Apps can use their own identifiers and settings. |
| Remove the Advertising ID | Delete Advertising ID | Requests for the identifier return zeros on affected devices, according to Google’s developer documentation. | Other identifiers and app-level advertising can remain. |
| Change personalization in Google services | Review My Ad Center | Google-service and partner personalization choices change for the signed-in account. | Independent apps are outside this control. |
Common failure modes and the correct response
“There is no Ads privacy menu.”
Start by checking that you opened Settings > Google > All services > Privacy & security > Ads > Ads privacy, not a similarly named manufacturer page. Then check Android and Google Play services updates and restart. If the menu is still absent, record the build and contact the manufacturer because availability is version- and device-dependent.
“The page opens, but it has no switches.”
Confirm the Android version, Google account state, and Google Play services update. A staged rollout or unsupported build can produce an incomplete page. Capture a screenshot and the exact version numbers before escalating.
“I blocked app-suggested ads, but that app still shows ads.”
The control blocks new suggestions stored with Android; it does not suppress all advertising delivered by the app. Check the app’s own privacy settings and distinguish personalized ads from contextual ads.
“I deleted the Advertising ID, but ads did not disappear.”
Deletion removes the identifier, not the ad inventory. Apps can use other identifiers and their own settings, while contextual ads remain possible.
“A topic still appears after I changed the setting.”
Topics have a four-week retention period, and the list itself depends on feature availability and participating apps. Check the control again after updates and avoid interpreting one displayed topic as evidence that every privacy choice failed.
“Personalized YouTube ads continue.”
Review the Google ad settings route in YouTube—Account > Settings > Privacy > Google ad settings—and My Ad Center. Android’s app-level controls and Google-account controls address different systems.
A practical diagnostic checklist
- Define the target: topics, app suggestions, measurement, Advertising ID, Google-account personalization, or one app.
- Open the current Ads privacy path and verify the three named controls.
- Record Android version, device model, Google Play services version, and sign-in state.
- Install Android, Google Play system, and Google Play services updates.
- Restart and reopen the page.
- Use reset or delete only when the problem concerns the Advertising ID.
- Review My Ad Center for signed-in Google services.
- Inspect the affected app’s own privacy and advertising settings.
- Test a second app to determine whether the behavior is app-specific.
- Send screenshots and version details to the manufacturer if the page remains missing, blank, or ineffective.
What a successful fix looks like
A successful fix is not necessarily a screen with no advertisements. It is a control that appears at the correct path, changes the signal it describes, and produces the documented scope of effect. For Ad topics, that means participating apps receive fewer topic signals and topics are deleted after four weeks. For App-suggested ads, it means the selected app cannot store new Android suggestions. For Ad measurement, it means the covered measurement signal is limited. For Advertising ID, it means reset creates a new identifier or deletion removes it. For My Ad Center, it means the signed-in Google advertising experience uses the account’s updated personalization choices.
