Short answer: the Ryzen AI Max+ PRO 495 is a modest compute refresh of the Ryzen AI Max+ 395, not a new core-count class. Both processors use 16 Zen 5 cores and 32 threads, while the 495 raises maximum boost from 5.1 GHz to 5.2 GHz, increases the NPU ceiling from 50 to 55 TOPS and moves from Radeon 8060S to Radeon 8065S graphics. The meaningful generational change is platform memory: 495 systems can be configured with up to 192GB of unified LPDDR5X, compared with 128GB for the 395.

That extra 64GB can determine whether a local large-language model or creative workload fits in memory at all. For ordinary CPU work, integrated graphics and battery life, however, the 495’s advantage is likely incremental and cannot be judged from its name or TOPS rating. The 395 remains the better-value choice when 128GB is enough and a wider selection of existing systems matters more than maximum memory capacity.

The practical verdict

Choose the Ryzen AI Max+ PRO 495 when your system must combine the newest Halo platform with up to 192GB of fast unified memory, or when you expect to run larger local AI models whose weights and working context will not fit in a 128GB machine. Choose a Ryzen AI Max+ 395 system when 128GB is sufficient, you value established availability and pricing, or your workloads are conventional desktop, development and content-creation tasks.

Do not buy the 495 expecting a dramatic CPU-speed jump. AMD keeps the same 16 Zen 5 cores and 32 threads. The headline changes are a 100MHz increase in listed boost, a small integrated-GPU uplift, a 5-TOPS NPU increase and, most importantly, more unified memory. No independent, controlled 495-versus-395 test establishes a definitive performance-per-watt or battery-life winner.

What the two processors have in common

Same 16-core Zen 5 CPU layout

Both chips are built around 16 AMD Zen 5 CPU cores with simultaneous multithreading for 32 threads. That means the 495 is a refresh of the 395 platform rather than a higher-core replacement. Applications that scale across many threads—compilation, software builds, CPU rendering, code analysis and large spreadsheet calculations—start from essentially the same core resources.

AMD lists a maximum boost of up to 5.2 GHz for the 495 and up to 5.1 GHz for the 395. A boost figure is a short-term ceiling, not a guaranteed all-core operating speed. Sustained clocks depend on the laptop, mini-PC or workstation’s cooling solution, firmware, memory configuration, ambient temperature and power limits.

Unified memory and integrated graphics

Neither processor uses a discrete graphics card in the configurations described here. CPU and GPU share a unified LPDDR5X memory pool, so capacity and bandwidth affect both ordinary applications and graphics or AI workloads. The same design can avoid copying data between separate system RAM and VRAM, but allocating more memory to graphics leaves less for the operating system and applications.

Halo developer-platform default 120W 120W AMD’s table lists both configurations at 120W; this is not a universal chassis setting

Every number in the table is a maximum, default or platform specification with the qualification shown. It should not be read as a promise that every retail computer will expose the same clocks, memory capacity or power limit.

CPU performance: a small ceiling increase, not a new class of processor

The 495’s 5.2GHz maximum boost is only 100MHz above the 395’s 5.1GHz figure. In lightly threaded work, that can provide a small advantage when a system has enough thermal and electrical headroom to reach the ceiling. The gain will be workload-specific and is unlikely to transform application launch times, interactive coding or general office use.

Heavily threaded work is governed by sustained package power and cooling as much as by the advertised peak. A thin notebook with a conservative firmware limit can run both chips below their headline clocks, while a well-cooled desktop-class mini-PC can hold higher all-core frequencies for longer. Because the two processors have the same 16-core/32-thread layout, the chassis often matters more than the product number for long compiles, CPU rendering and batch exports.

There is no independent controlled benchmark in the available evidence that measures the 495 and 395 under identical cooling, memory and power conditions. Treat claims of a fixed percentage CPU improvement with caution unless the test identifies those variables and reports sustained, rather than momentary, results.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Integrated graphics: Radeon 8065S versus Radeon 8060S

AMD moves the 495 to Radeon 8065S graphics while retaining 40 graphics cores, versus Radeon 8060S with 40 cores on the 395. AMD lists up to 61 FP16 TFLOPS for the 495 platform and up to 60 FP16 TFLOPS for the 395. TechRadar reports that 495 graphics frequency reaches 3.0GHz, a 100MHz increase.

Those figures point to an incremental peak-throughput improvement. They do not establish a guaranteed frame-rate increase in a particular game, a fixed render-time reduction or a universal advantage in GPU-accelerated creative software. Performance will also reflect the memory speed and capacity installed, how much unified memory the firmware assigns to graphics, driver maturity, cooling and the application’s API.

When the 495 graphics change can matter

  • Memory-heavy GPU workloads: a 192GB configuration gives the integrated GPU a much larger shared pool than a 128GB 395 system, provided the OEM allows a large allocation.
  • Long sustained workloads: the newer 8065S may have more headroom, but only if the chassis and power policy permit it.
  • Short, lightly loaded tasks: the 100MHz frequency difference may be visible only in workloads that reach the peak and are not limited elsewhere.

For a buying decision, regard the 495’s graphics specification as a useful refinement rather than a reason by itself to replace a functioning 395 computer.

NPU acceleration: 55 TOPS versus 50 TOPS

The 495 raises the listed NPU ceiling to up to 55 TOPS from up to 50 TOPS on the 395. TOPS means trillion operations per second under an optimal maximum calculation. AMD explicitly cautions that the result can vary with system configuration, the AI model and software version.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

TOPS is therefore a capability indicator, not a direct measurement of an application’s response time, token rate or battery draw. A model must be supported by the operating system and runtime, and the workload must be mapped to the NPU rather than the CPU or GPU, for the NPU’s potential to be used. Two computers with the same processor can show different AI behavior if drivers, memory allocation or firmware differ.

The 5-TOPS increase may help supported low-power inferencing tasks, but the available evidence does not establish a universal real-world speedup. For local large-language models, the shared memory pool and GPU compute resources are usually more consequential than the NPU headline alone.

Memory is the decisive difference

Capacity and bandwidth

AMD lists the 395 with up to 128GB of 256-bit LPDDR5X-8000 memory. TechRadar reports 495 systems with up to 192GB of LPDDR5X, up to 160GB assignable to the GPU, and memory speed of up to 8,533 MT/s. These are system-level capabilities: the exact amount and speed depend on the computer manufacturer and configuration.

The 50% increase in maximum capacity—from 128GB to 192GB—can matter more than the small clock changes. Unified memory is shared by the operating system, CPU, integrated GPU and AI runtimes. A model that barely fits on a 128GB machine may have little room left for the context window, operating-system activity and temporary buffers; a 192GB system provides more working space. The benefit is capacity headroom, not a guarantee of faster execution.

Local-model claims and their limits

AMD’s Ryzen AI Halo page advertises support for models up to 300 billion parameters on the 495 platform. AMD’s 2026 portfolio release described the earlier Halo platform as supporting up to 200-billion-parameter models locally. These are vendor capability claims, not independent benchmark results.

Parameter count alone does not tell you whether a model will run well. Quantization, context length, runtime overhead, batching and the amount of memory reserved for the GPU all change the requirement. A nominally supported model can still be too slow for interactive use, or require reducing the context window. Conversely, a smaller quantized model may run comfortably on either platform. The 495’s advantage is that it gives the system more room to experiment before memory capacity becomes the hard limit.

Power, cooling and efficiency

What the specifications actually say

The 395’s official specifications list a 55W default TDP and a configurable 45–120W range. AMD’s Ryzen AI Halo developer-platform table lists both 495 and 395 configurations at a 120W default TDP. These figures describe platform power targets, not a universal wall-power result for every retail machine.

The 495 name does not imply lower consumption. A manufacturer can configure a 495 system for a high sustained power limit, pair it with a larger cooler and deliver higher performance at the cost of more energy. Another manufacturer can place the same processor in a compact chassis with a lower limit. Memory capacity, memory speed, display, battery size, firmware and background software all affect battery life.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why an efficiency winner cannot be declared

No independent, controlled 495-versus-395 efficiency test is available in the evidence for this comparison. Without identical chassis, cooling, memory, firmware and workloads, a battery-life or performance-per-watt ranking would be speculative. The defensible conclusion is that both platforms can be configured across a wide power envelope, and the OEM implementation determines the result.

When comparing two actual computers, check the manufacturer’s sustained power policy, cooling design, battery capacity and measured results under the workload you care about. Do not substitute the processor’s maximum boost, TOPS or TDP label for those details.

Which chip is better for local LLMs?

The 495 is the stronger platform for local LLM experimentation because its 192GB maximum unified memory and reported 160GB GPU allocation create more room for large weights, long context and runtime buffers. That is a capacity advantage, not proof that every model will generate tokens faster. The 395 remains suitable for local models that fit within a 128GB configuration and can be the more sensible purchase when its complete system costs less.

Use this checklist before choosing

  • Identify the model and quantization: parameter count, precision and context length determine memory needs.
  • Reserve operating memory: unified memory is not all available to the model; the OS, applications and runtime also need space.
  • Confirm GPU allocation: a headline 192GB system may not expose all of it to the GPU, and TechRadar’s 160GB figure is an upper reported allocation.
  • Check runtime support: verify that your inference software and drivers support the Radeon GPU or NPU path you intend to use.
  • Measure token rate on the finished system: processor specifications do not predict a guaranteed tokens-per-second result.

If your target model cannot fit in 128GB even after sensible quantization and context limits, the 495 may be the only one of these two platforms that meets the capacity requirement. If it fits comfortably, the 395’s lower system price or better cooling may outweigh the 495’s specification uplift.

Buying context and system pricing

On 14 October 2026, TechRadar reported a preorder price of $7,399 for Minisforum’s MS-S1 MAX-P495 with 192GB of unified memory and a 2TB SSD, with shipping expected in mid-October 2026. That is a single system’s reported preorder price, not an official universal price for every 495 computer. Pricing, stock and delivery dates are volatile and should be checked with the seller before ordering.

Compare complete systems rather than processor names. A 395 computer with 128GB, strong cooling and a lower price may outperform a power-limited 495 mini-PC in sustained CPU work. Conversely, paying for a 495 makes sense when replacing the system later would be more expensive than buying the required memory capacity now.

Decision guide: 495 or 395?

Your priority Better fit Reason
Up to 192GB unified memory for large local models or data-heavy creative work Ryzen AI Max+ PRO 495 Only the 495 platform in this comparison is reported with a 192GB maximum and up to 160GB GPU assignment
128GB is enough and you want the broadest existing product choice Ryzen AI Max+ 395 The 395 already offers 16 Zen 5 cores, 32 threads and 40-core Radeon graphics
Maximum NPU specification 495 Up to 55 TOPS versus up to 50 TOPS, subject to software and configuration
Large improvement in everyday CPU speed Neither is a clear upgrade Both have the same core and thread count; the listed boost difference is 100MHz
Lower power or longer battery life Not determined by the chip name OEM power limits, cooling, memory and firmware decide the outcome
Lowest total purchase cost Usually the 395 system, if priced lower Actual prices vary by chassis, memory, storage and availability

Upgrade guidance for existing 395 owners

An upgrade from a 395 machine is justified primarily by a memory requirement, not by the 495’s small frequency changes. Move to the 495 if your current system runs out of unified memory, cannot allocate enough to a GPU workload, or you need a new platform configured around a 192GB model. Those are functional gains that can change which workloads are possible.

Keep the 395 when your applications fit in 128GB, your current cooling and power profile already meets performance needs, and the proposed 495 system would provide only a modest clock or graphics uplift. Before replacing the machine, check whether a software update, better model quantization or a more suitable power profile solves the actual bottleneck.

How to compare two finished computers fairly

  1. Record the exact configuration: processor, unified-memory capacity and speed, storage, operating-system version and firmware.
  2. Check power settings: note the sustained package limit and any performance, balanced or quiet mode used during testing.
  3. Verify cooling: document chassis size, fan profile and whether the test reaches thermal throttling.
  4. Use the same workload: run identical project files, model, quantization, context length and software version on both systems.
  5. Measure sustained results: record completion time, throughput, temperatures and energy over a long enough run to expose throttling.
  6. Separate capacity from speed: report whether a model fits at all before comparing tokens per second or render time.

This method prevents a high-memory, high-power 495 configuration from being compared unfairly with a low-power 395 system, or vice versa.

AMD’s platform positioning

AMD describes the family this way: “The latest Ryzen AI Max+ Series processors combine high-efficiency AMD ‘Zen 5’ cores with AMD Radeon™ 8060S Series graphics and second-generation AMD XDNA™ architecture-based NPUs to deliver exceptional performance in a single, power-efficient architecture.” The statement explains the intended CPU, GPU and NPU integration; it does not establish a measured battery-life result or a guaranteed performance ranking between the 495 and 395.

In practical terms, the 495 is best understood as a higher-capacity Halo refresh. Its CPU architecture remains familiar, graphics throughput rises slightly, NPU headroom increases modestly and memory capacity expands substantially. The 395 remains a capable 16-core platform whose value depends on the price and quality of the complete computer rather than on being the older number.
