1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsBefore choosing an AI service, ask: What happens if we need to switch providers? The answer depends on more than whether you can call another model’s API. Data, integrations, model behavior, infrastructure and contract terms can all make a move costly or risky. Lock-in is not necessarily a prohibition on leaving; it is the practical difficulty of switching after a system depends on a provider. Some switching cost is normal, so the decision is whether a service’s benefits justify the cost and effort of maintaining an exit path.
What AI vendor lock-in means
Lock-in develops when an organization builds enough dependencies around a provider that switching becomes prohibitively difficult, risky or expensive. The dependency may be technical, such as an application built around a proprietary interface, or organizational, such as a workflow that depends on a provider-managed feature. Contractual terms can also narrow the available choices.

AWS, a cloud vendor, describes switching costs as a normal part of technology decisions: the relevant question is whether the benefits of a service justify the time, flexibility, functionality and sometimes financial costs of exit. That framing matters for AI: adopting a specialized managed service is not automatically a mistake. The risk is making the choice without understanding what must be rebuilt or renegotiated to leave. Data, conversation histories and preferences
Inventory more than the source documents you supplied. A useful continuity plan may also need prompts, generated outputs, conversation histories, customized preferences, application records and logs. Ask where each item is stored, who controls it, whether it can be exported in a usable format, and how long access to exports continues after termination.

Data & Trust Initiative (DTI) work on AI and data portability focuses on personal data related to the user transferring it, including personalized conversation history and preferences. That scope does not mean model weights or training data are user-transferable by default. An export is useful only if it is complete enough for the intended purpose and another system can actually consume it. DTI: AI & Data Portability.
Interfaces, integrations and managed features
Record the provider-specific APIs and tool-invocation formats your applications use, along with managed retrieval, agent capabilities and connectors embedded in business workflows. Replacing a model endpoint may be straightforward while replacing the surrounding features and integrations is not. AWS recommends loosely coupling components and documenting dependencies so there is a viable back-out plan. AWS: Six lock-in considerations.
Prompts, model behavior and evaluation
Treat prompts, safety settings, model-specific behavior and evaluation suites as parts of the system that need revalidation after a provider change. Do not assume prompts or outputs will transfer unchanged. The practical question is whether the replacement meets your task’s quality and safety requirements under tests you trust; the reviewed sources do not establish that behavior is interchangeable across providers.
Infrastructure and capability commitments
Model availability, compute and hosting choices can limit which systems an organization can run. NIST’s July 2025 initial public draft on a chatbot implementation reports that its team used Llama 3.1 70B after Tesla V100 GPUs with 64 GB of memory were not powerful enough to run Llama 3.1 405B in a timely manner. This is one implementation example, not a general benchmark, cost estimate or prediction of what another organization can run. NIST IR 8579 initial public draft.
Contracts and commercial relationships
Technical architecture is only part of the exit question. The FTC’s January 2025 announcement of its staff report on AI partnerships and investments described arrangements involving cloud-spend commitments, consultation or control rights, exclusivity-related terms in varying degrees, and resource or intellectual-property sharing. The report raised concerns that such arrangements could increase technical or contractual switching costs or restrict multicloud use; it did not find that every partnership creates lock-in.
FTC Chair Lina M. Khan said: “The FTC’s report sheds light on how partnerships by big tech firms can create lock-in, deprive start-ups of key AI inputs, and reveal sensitive information that can undermine fair competition.” The statement accompanied the FTC’s report announcement in January 2025. How to compare AI options before committing
Evaluate the system you will actually operate, not just a model’s advertised capabilities. Use the same business task and requirements when comparing candidates, and include the cost of preserving a credible exit path.
| Decision area | Questions to answer |
|---|---|
| Capability and quality | Does the option meet the business task’s quality, safety and functional requirements? |
| Data portability | Can you export all required records and histories? In what formats, on what timeline, and with what fees or post-termination limits? |
| Technical dependencies | Which APIs, tools, managed services and integrations are provider-specific, and what work would replace them? |
| Operations | Can the alternative meet availability and reliability needs during and after a migration? |
| Contract terms | Are there spend commitments, exclusivity-related terms, control rights or other provisions that constrain an exit? |
| Exit readiness | What money, staff time and organizational risk would be required to maintain and exercise a workable alternative? |
A provider’s native feature may deliver a real benefit that outweighs portability overhead. Make that trade-off explicit, and ask the provider to demonstrate its export and portability tools rather than relying on a general assurance that data is portable. Clarify formats, timing, requirements and charges. AWS’s guidance is vendor-authored, but its questions provide a practical checklist for examining reversibility. AWS: Six lock-in considerations.

Create a dependency inventory
For each part of the system, record what it depends on, who controls it and what the replacement or export path is. Include:
Rank #4
- Source data, prompts, outputs, conversation histories, preferences and logs.
- Models, model versions, prompts, safety settings and evaluation suites.
- APIs, tool formats, retrieval or agent services, connectors and other integrations.
- Hosting, compute and infrastructure requirements.
- Contract terms, termination conditions, export timing, fees and commitments.
Mark unknowns rather than treating them as assurances. Document business logic and dependencies so the exit plan reflects how the service is used, not merely how it was purchased.
Run a small exit rehearsal
- Choose a representative dataset and identify the records and histories necessary for continuity.
- Request an export using the provider’s actual tools. Check completeness, format, timing and any requirements or charges.
- Load the exported material into a second environment and test the workflows that matter.
- Re-run relevant evaluations, including quality and safety checks, and note which prompts, integrations or managed features need replacement.
- Record the rebuild work, operational risks and contract constraints. Update the dependency inventory and back-out plan with what the rehearsal revealed.
This rehearsal is a practical way to test reversibility, not a formal standard. AWS recommends asking providers to demonstrate portability and keeping components loosely coupled and dependencies documented so a back-out plan is possible. The FTC report describes potential switching-cost and competition implications in the partnerships it studied; it does not establish that all AI partnerships cause lock-in. DTI’s portability work addresses user-related personal data, not general portability of model weights or training data. AWS supplies vendor-authored cloud guidance. NIST’s hardware example documents one implementation constraint. These sources do not establish a universal AI lock-in rate or a typical financial cost, migration duration or frequency of provider switches.
Use that uncertainty as a reason to measure your own dependencies, not to assume either that switching is impossible or that it will be easy. The most useful comparison is the one grounded in your data, workflows, contract and tested alternative.
