Choose an AI legal research platform by the authority it can actually search, the jurisdictions and material types in your subscription, and how easily you can verify every important proposition. A polished answer is not enough: the system must expose usable primary sources, current status information, and a workflow your lawyers can audit.
Westlaw and CoCounsel are Thomson Reuters products with vendor-documented links to legal content and citations. Lexis+ with Protégé, vLex Vincent AI, Harvey, and Legora are also current comparison candidates, but comparable public information about their coverage, pricing, and citation controls is not established here. There is no defensible universal winner; the right choice depends on your practice, jurisdiction, existing licenses, and tolerance for manual checking.

Start with corpus and jurisdiction, not the chatbot interface
An AI model cannot retrieve authority that is absent from its licensed corpus. Before comparing answer quality or interface features, write down the exact material your team needs:

A current buyer comparison identifies corpus, citation checking, and jurisdiction as the central evaluation criteria. Treat those as procurement requirements, not optional enhancements. Ask each provider for a written jurisdiction-and-content matrix that matches your list; a broad statement such as “global coverage” does not tell you whether a particular state court, regulation, or historical edition is included in your plan.

What the Thomson Reuters products document
Westlaw
Thomson Reuters characterizes Westlaw as combining trusted legal content, editorial expertise, advanced research tools, analytics, and AI. It also describes AI-assisted research that returns citations. Those are vendor descriptions of the service, not independent findings that Westlaw is more accurate than another platform.
During a demonstration, ask the representative to run a question from your practice and show the exact source behind every material statement. Check whether the result opens the opinion, statute, or regulation itself; whether a pinpoint page or paragraph is supplied; and whether your plan includes the tools needed to check subsequent treatment.
CoCounsel Legal
Thomson Reuters says CoCounsel Legal reasons from Westlaw, Practical Law, and an organization’s own knowledge. Its product page states: “Every step of the reasoning is visible as it works, and every citation is linked so attorneys can click through and verify the work themselves.” Attribute that statement to Thomson Reuters: it documents the intended workflow, not an independently measured accuracy rate.
The combination can matter when an answer must use both external authority and firm material. Confirm what “your organization’s own knowledge” means in practice: which repositories can be connected, who controls access, how documents are updated, and whether the resulting answer distinguishes internal guidance from binding law. Regardless of the interface, verify each proposition against the primary authority.

How to compare the other named platforms fairly
Lexis+ with Protégé, vLex Vincent AI, Harvey, and Legora appear in current comparison material, but the available evidence does not provide a consistent, independently checked product-by-product matrix. That is a reason to test them, not a reason to assume they are equivalent or inferior.
Give every vendor the same written requirements and the same questions. Request:

- Pinpoint support, quotation extraction, treatment history, and current-status checking.
- Retention, access controls, and contractual limits for documents supplied by your firm.
Require the answers in writing. If a provider cannot specify coverage for a court or source your lawyers routinely use, treat that uncertainty as a procurement risk rather than filling the gap with marketing language.
Linked citations improve checking—but do not prove correctness
A citation is useful only when you can inspect the authority and determine that it supports the exact proposition stated. A link can be broken, point to a secondary summary, omit a limiting paragraph, or cite a decision that has since been narrowed or overruled. It also does not show that the system found the most relevant contrary authority.

- Open the cited source. Confirm that the link resolves to the actual opinion, statute, regulation, or other authority, rather than a generated explanation.
- Read the cited passage in context. Check definitions, procedural posture, jurisdiction, standard of review, exceptions, and any qualifying language.
- Check currency. Use the platform’s citator or status workflow where available, then confirm later history and amendments in the underlying source.
- Search for contrary authority. Run a separate query for opposing holdings, later limiting cases, split authority, and adverse facts.
- Record your conclusion. Preserve the source, pinpoint location, access date, and the lawyer’s reasoning in the matter file.
Do not treat a visible chain of reasoning as a substitute for this process. Explainability makes an answer easier to audit; it does not transfer professional responsibility to the software.

What the 2024 reliability evidence actually shows
The abstract of Hallucination-Free? Assessing the Reliability of Leading AI Legal Research Tools reports that the evaluated versions of Lexis+ AI, Thomson Reuters Westlaw AI-Assisted Research, and Ask Practical Law AI hallucinated between 17% and 33% in the study conducted by its authors in 2024. The percentage applies only to the systems, prompts, scoring method, and time of that evaluation.
It is not a current error rate for every product in this category, every jurisdiction, or every legal task. Product updates, different subscriptions, better prompts, and a different mix of research questions can change results. The finding is still operationally important: a nonzero hallucination rate means a firm should design a verification workflow before allowing AI-generated authorities into advice, pleadings, contracts, or client communications.
Run a controlled pilot before signing
A short, evidence-based pilot is more informative than a generic demo. Use the following procedure:
- Build a representative test set. Include routine questions, difficult questions, a recent development, an older historical issue, and at least one question where your jurisdiction has conflicting authority.
- Specify the expected sources. For each question, list the courts, statutes, regulations, treatises, or internal documents a competent researcher should consider.
- Run identical prompts. Give each platform the same wording, assumptions, and requested output format. Keep a copy of every answer and citation.
- Score source traceability. Mark whether each citation opens, contains the quoted proposition, provides a useful pinpoint, and reflects the correct jurisdiction and date.
- Test adverse research. Ask for contrary cases and limiting authority, then check whether the cited materials actually exist and address the issue.
- Test document grounding. Where internal documents are supported, see whether the answer clearly separates firm knowledge from external law and preserves links to both.
- Have lawyers review the results. Record false positives, omissions, stale authorities, and time saved or added. Do not infer a population-wide accuracy rate from a small pilot.
Choose the platform that meets your minimum corpus and verification requirements consistently, even if another produces more fluent prose. Fluency is not a legal-content metric.

Demand country-, court-, language-, and date-level coverage in writing. Run the same cross-border question through the pilot and inspect whether citations point to the correct local authority rather than a similar rule from another jurisdiction.
You already have a major research subscription
Price the incremental AI capability against the content you already own. An integrated product may reduce switching and authentication friction, but confirm that your current license includes the AI features, citation links, and status tools you expect.
You are selecting without an incumbent platform
Keep the evaluation neutral. Use the same benchmark, insist on source-level evidence, and choose on verified coverage and reviewability rather than brand familiarity or the smoothest demonstration.

Does a linked citation mean an AI legal answer is correct?
No. A link makes the underlying material easier to inspect, but you still must confirm the passage supports the proposition, check its current status, and look for contrary authority.
