AI infrastructure is the hardware, software, power, cooling, networking, and operating systems that train models and serve their answers. GPUs and other accelerators supply parallel computation and high-bandwidth memory; data centers provide the electrical and thermal systems to run them; inference software turns that capacity into useful tokens. The economics depend less on a chip’s theoretical speed than on how many tokens a complete system delivers per hour at an acceptable latency and power cost.
What AI infrastructure includes
AI infrastructure is a stack rather than a single product. At the bottom is the physical facility. The International Energy Agency (IEA) identifies servers, storage, networking equipment, uninterruptible power supplies (UPS), cooling, network connections, the grid connection, and backup generators as core data-center components. A modern AI site also needs racks, power distribution, monitoring, fire protection, physical security, and technicians who keep the equipment operating.

Servers contain general-purpose CPUs and, for model training or high-volume serving, specialized accelerators such as GPUs. Storage holds training data, model checkpoints, container images, logs, and user data. Networking connects accelerators within a server, across a rack, and between clusters. Those links matter because a model may be split across many devices and repeatedly exchange activations or gradients.

The hardware layer
- CPUs: coordinate operating-system work, request handling, data preprocessing, control logic, and tasks that do not map efficiently to massive parallelism.
- GPUs and other accelerators: execute large numbers of matrix and vector operations in parallel, with memory systems designed to feed those operations quickly.
- Memory and storage: hold model weights, intermediate activations, context, datasets, and checkpoints. Capacity can determine whether a model fits on one device or must be partitioned.
- Interconnects: move data among accelerators and servers. Communication overhead can erase the benefit of adding more devices if links or software synchronization are poorly matched to the workload.
The software layer
Drivers, compilers, numerical libraries, frameworks, schedulers, orchestration systems, and inference runtimes decide how effectively hardware is used. Two systems with identical accelerators can have different throughput and cost because one keeps the processors supplied with data while the other spends time waiting on memory, communication, or poorly scheduled requests. Software therefore belongs in any infrastructure comparison, not as an afterthought.

Why AI models use GPUs
Neural-network training and serving are dominated by operations that apply the same arithmetic pattern to many values. A GPU contains many parallel execution units and high-bandwidth memory, so it can process large matrix multiplications more efficiently than a CPU designed for a smaller number of complicated, sequential tasks. This is a throughput advantage, not a rule that GPUs are better for every job: CPUs remain useful for orchestration, preprocessing, web services, and small or irregular workloads.
GPU performance is constrained by more than arithmetic. A model can be limited by memory capacity when its weights and working data do not fit, by memory bandwidth when data cannot be read quickly enough, or by interconnect bandwidth when multiple devices must exchange data. The practical question is how many delivered tokens or training samples the complete system produces at the required latency and reliability.
| Comparison axis | What to examine | Why it changes the result |
|---|---|---|
| Delivered throughput | Tokens per second for the target model and workload | Determines how much useful output each paid device-hour produces |
| Performance per watt | Useful tokens or training work per unit of electricity | Power and cooling become significant operating costs at cluster scale |
| Memory capacity and bandwidth | How much model state fits and how quickly it can be read | Insufficient capacity forces partitioning; low bandwidth creates stalls |
| Interconnect and network scale | Latency and bandwidth within a server, rack, and cluster | Synchronization and model-parallel traffic can dominate runtime |
| Software support | Drivers, compilers, kernels, frameworks, and serving tools | Hardware peak specifications are unreachable if the software path is immature |
| Latency and reliability | Tail latency, error rate, availability, and recovery behavior | A high average rate is not useful if user requests miss their service target |
| Acquisition or rental cost | Depreciation, lease, or hourly accelerator charge | Capital cost is part of the numerator in cost per token |
| Power and cooling requirements | Rack density, electrical service, and thermal design | A device that cannot be installed or cooled at planned density has no usable capacity |
| Achievable utilization | Fraction of time doing useful work at the required quality | Idle capacity spreads fixed costs over fewer tokens |
Training and inference are different workloads
Training adjusts model parameters using datasets. It usually runs for long periods, stores checkpoints, and performs substantial forward and backward computation. Training clusters prioritize sustained throughput, large-scale coordination, storage bandwidth, and the ability to restart safely after failures.

Prefill and decode
Serving a language model has two distinct phases. Prefill processes the prompt and creates the internal state needed for generation; long prompts make this phase more demanding. Decode generates output tokens one at a time while reusing that state. Their compute and memory behavior differ, so a serving system can improve utilization by scheduling or scaling them separately instead of treating every request as identical.
How to calculate inference cost per token
A practical unit-economics equation is:
cost per token = (accelerator depreciation or rental + servers/networking/storage + electricity + cooling + facility + software + operations + financing) per hour ÷ delivered tokens per hour
The numerator must cover the full system, not just the accelerator invoice. Include the server chassis, memory, networking, storage, data-center rent or construction, power conversion, cooling, software licenses or support, personnel, financing, and the cost of hardware over its useful life. If a provider rents capacity, the rental rate embeds some of those costs but not necessarily every service, networking, or operational charge.
The denominator is delivered tokens per hour under the promised quality and latency conditions. Theoretical peak throughput is not a substitute. Idle accelerators, low batch occupancy, memory stalls, synchronization overhead, and network bottlenecks all reduce useful output while the facility continues to consume power and incur depreciation.

Ways operators increase tokens per hour
- Continuous batching: admit new requests as others finish so a batch does not wait for its slowest member.
- Quantization: use lower-precision representations when model quality remains acceptable, reducing memory traffic and sometimes increasing throughput.
- Optimized kernels: select numerical routines that use the accelerator efficiently for the model’s shapes and precision.
- Memory management: reduce fragmentation and move or cache model state carefully, especially for long contexts.
- Prefill/decode separation: schedule the two phases according to their different resource demands.
- Right-sized parallelism: avoid splitting a model across more devices than necessary when communication costs exceed the compute benefit.
These techniques can lower cost per token without changing the purchase price of the hardware. They can also introduce trade-offs: quantization may affect quality, aggressive batching may increase tail latency, and complex partitioning can make failures and operations harder to manage.
How to compare benchmark claims
Benchmark numbers are workload-specific. Hold the following constant before comparing systems:
- the same model version and parameter configuration;
- precision or quantization format;
- prompt and context length;
- batch size and request mix;
- latency target, including tail latency;
- input and output token lengths;
- number and type of accelerators;
- network and system configuration; and
- the definition of throughput and whether it counts only successfully delivered tokens.
NVIDIA states on its Full-Stack Inference page that “Cost per token is the metric that defines inference total cost of ownership (TCO), and NVIDIA Blackwell delivers the lowest token cost in the industry.” That is a vendor claim, not an industry-wide independent measurement. NVIDIA also reports that GB300 NVL72 delivers 50 times more tokens per watt and 35 times lower token cost than Hopper; those are vendor-reported comparisons whose model, precision, latency, and system conditions must be checked before applying them to another workload.

Why AI data centers use so much electricity
AI clusters concentrate many high-power accelerators in dense racks. More compute per rack raises the requirements for electrical interconnects, power distribution, cooling, and grid capacity. A site may have enough floor space for servers but still be unable to deploy them if its utility connection, transformers, UPS equipment, or heat-removal system is undersized.

The IEA estimates that data centers used around 1.5% of global electricity in 2024, or 415 TWh. From 2017 through 2024, global data-center electricity consumption grew by around 12% per year. In its 2026 update, the IEA’s central projection puts consumption at about 485 TWh in 2025 and 950 TWh in 2030, roughly 3% of global electricity demand in 2030; AI-focused data-center consumption triples over that interval.
Where the electricity goes
Servers account for around 60% of electricity demand in modern data centers on average, according to the IEA, with the share varying by facility type. The remainder supports cooling, power conversion, networking, storage, lighting, controls, and other site operations. AI changes the balance by increasing server power density and the amount of heat that must be removed per rack.
Cooling can use advanced air systems or liquid designs, depending on rack density and equipment requirements. UPS systems smooth disturbances and provide ride-through time; backup generators support longer outages. Grid connection capacity and permitting can become the schedule-limiting resources, so a buildout plan must treat electricity and heat rejection as core capacity—not facilities overhead added after servers arrive.
How AI infrastructure providers make money
Providers monetize different layers of the stack:
- Hardware sales: sell accelerators, servers, networking, and complete systems to operators.
- Cloud capacity: charge by accelerator-hour, instance-hour, reserved capacity, or a similar rental unit.
- Managed inference: operate the model and charge per request, input token, output token, or a tiered service level.
- Software subscriptions and support: license orchestration, optimization, monitoring, security, and enterprise support.
- Applications: package model capability into a product priced per seat, transaction, or usage.
Gross margin is selling price minus the direct cost of delivering the service. For an infrastructure provider, direct cost can include accelerator and server depreciation, networking, electricity, cooling, data-center rent or construction, operations staff, software, and financing. Utilization is decisive: fixed costs are spread over more useful tokens when hardware stays busy, while idle capacity leaves the provider paying for a rack that produces little revenue.
Best Value
What published financial figures show
| Period and source | Reported figure | How to interpret it |
|---|---|---|
| NVIDIA fiscal 2024 annual-report material | Data Center revenue of $47.5 billion, up 217% from fiscal 2023 | Shows the scale and growth of the hardware and platform market; it is revenue, not profit |
| NVIDIA fiscal 2024 annual-report material | Approximately 40% of Data Center revenue was estimated to be for AI inference | An estimate of mix, not a universal split for every provider |
| NVIDIA quarter ended July 28, 2024, Form 10-Q | Data Center revenue of $26.3 billion, up 154% year over year | NVIDIA said inference drove more than 40% of Data Center revenue over the trailing four quarters |
| NVIDIA fiscal 2025 annual-report material | Gross margin of 75.0%, up from 72.7% in fiscal 2024 | Chip and platform gross margin; it does not represent the margin of a cloud service using those products |
| NVIDIA fiscal 2025 annual-report material | Compensation and benefits up 32%; compute and infrastructure expense up 100%; engineering-development costs up 234% | Shows that developing and operating new products also raises expenses as demand expands |
A chip supplier can report strong gross margin while a cloud or application provider earns much less. The downstream provider must recover the complete rack, facility, energy, networking, software, staffing, financing, and demand-risk stack. Better kernels, higher utilization, and more tokens per second at the same power and capital base can improve contribution margin over the useful life of the equipment, but they do not remove those costs.
A practical architecture for serving an AI model
- Define the service target. Specify model version, context limits, expected input and output lengths, requests per second, availability, and acceptable average and tail latency.
- Measure the model’s fit. Check weight size, runtime memory, key-value cache growth, and whether one accelerator is sufficient. Decide whether quantization or model partitioning is acceptable.
- Select the system. Compare accelerator memory and bandwidth, interconnects, software support, acquisition or rental cost, power, cooling, and expected utilization—not peak arithmetic alone.
- Install the software path. Align drivers, compilers, libraries, framework versions, kernels, orchestration, and the inference runtime. Profile data loading, memory movement, and synchronization.
- Separate serving phases where useful. Evaluate prefill and decode independently and choose batching policies that protect the latency target.
- Load-test realistic traffic. Use the same prompt lengths, output lengths, concurrency, and failure assumptions that production will see. Record delivered tokens per hour and tail latency.
- Calculate full cost per token. Add capital or rental cost, facility and energy costs, software, operations, and financing, then divide by measured delivered tokens per hour.
- Monitor continuously. Track utilization, queue time, memory pressure, power, temperature, errors, retries, tokens per second, and cost per token. Rebalance or resize when demand changes.
Common failure modes and fixes
Low utilization
Symptoms include accelerators spending time idle, low batch occupancy, and a high cost per token despite adequate hardware. Consolidate compatible traffic, use continuous batching, schedule flexible jobs into gaps, or reduce deployed capacity if demand does not justify it. Do not increase batch size blindly if it breaches the latency target.
Memory or bandwidth stalls
If compute units are underused while memory traffic is saturated, inspect model placement, precision, cache management, and kernel choice. Quantization or a better memory layout may help; adding more accelerators will not fix a bottleneck that is already in the memory path.
Network and synchronization overhead
Multi-device serving can lose efficiency when communication takes a large share of each step. Test a smaller partition, faster interconnect, or a placement that keeps communicating components close together. Include network traffic in the benchmark rather than measuring each accelerator in isolation.
Power or cooling limits
A rack that trips power protection or throttles under sustained load cannot deliver its nameplate throughput. Validate electrical service, UPS capacity, airflow or liquid-cooling design, and thermal behavior at the intended density before buying additional servers.
Misleading comparisons
A vendor’s tokens-per-second or tokens-per-watt result may use a different model, precision, context, batch, latency target, or system. Reproduce the workload definition, label vendor-reported figures, and calculate your own delivered cost per token before making a capacity decision.
Questions to ask before buying or renting capacity
- What exact model, precision, context length, batch size, and latency target produced the quoted throughput?
- Does the number include prompt processing, generated tokens, retries, and failed requests?
- What memory capacity and bandwidth are available, and how much remains for the model’s runtime state?
- How are prefill and decode scheduled, and is continuous batching supported?
- What interconnect and network topology is included when a model spans devices?
- What utilization assumption is built into the price, and are minimum commitments or egress charges separate?
- Which electricity, cooling, facility, support, and financing costs are included in a claimed cost-per-token figure?
- What happens when demand is below forecast, a device fails, or the grid connection is constrained?
- Can you export raw measurements for tokens per second, power, latency percentiles, and error rates under a representative workload?
The central decision is not “Which GPU is fastest?” It is “Which complete system delivers the required quality and latency at the lowest sustainable cost per useful token?” That framing accounts for hardware, software, facilities, energy, reliability, and the utilization that determines whether the investment earns a return.
