The evidence does not yet show that these applications consistently reduce government costs or improve budget outcomes. The strongest conclusion is narrower: AI is a potentially useful analytical component, but reliable data, accountable officials, auditable processes and conventional forecasting remain essential.

What the current evidence actually shows
The OECD’s 2025 report Governing with Artificial Intelligence: The State of Play and Way Forward in Core Government Functions reviewed 200 government AI use cases. It found that 57% supported automated, streamlined or tailored processes, 45% supported decision-making, sense-making or forecasting, and 30% aimed to improve accountability or anomaly detection. These percentages describe the purpose of cases across government; they are not measurements of savings, forecast accuracy or fiscal performance in budget systems.

For public financial management, the OECD identifies forecasting, budget planning and monitoring as areas where AI use may grow. It also says public feasibility and cost studies are rare and assessments of results and impacts remain anecdotal. A claim that AI will deliver productivity or fiscal gains therefore remains a hypothesis unless a particular agency can demonstrate it with a well-designed evaluation.

| Finding | What it means for a budget official |
|---|---|
| 57% of 200 cases supported automation, streamlining or tailoring | Automation is a common government objective, not evidence that an automated budget process saved money. |
| 45% supported decision-making, sense-making or forecasting | Analytical assistance is widespread as an aim, but the figure does not establish better forecasts. |
| 30% sought accountability or anomaly detection | Anomaly tools can be useful for triage; a flagged item still requires human validation. |
| Public financial-management impact studies are rare | Require a baseline, documented test and ongoing evaluation before treating benefits as established. |
Government adoption also varies by country and function. Public bodies commonly face limited data, skills shortages, older technology, tight budgets and stricter expectations for privacy, transparency and representation than many private-sector deployments. The OECD recommends foundational investment in governance, data, digital infrastructure, skills, procurement and partnerships, with safeguards proportionate to the risk of each use case.
Where AI could assist public budgeting
Spending forecasts and scenarios
A model can examine historical expenditure, commitments, seasonal patterns and other approved inputs to produce a projection or highlight assumptions for review. It may help analysts run more scenarios when time is limited, such as the effects of a delayed procurement, a change in demand or a revised delivery timetable.
This is decision support, not an autonomous budget decision. Historical expenditure reflects earlier policy choices, accounting classifications and service conditions. A model trained on those records can reproduce their limitations or fail when economic conditions change. Treat any output as a range or set of assumptions that a qualified forecaster must challenge, explain and approve.

AI-assisted tools could classify proposals, map them to programmes, identify duplicated descriptions and retrieve precedents from approved budget documents. They may also help staff compare scenarios against stated constraints. Such functions can reduce search and preparation work, but they cannot determine whether a policy is equitable, lawful or politically acceptable. Those judgments remain with the officials and institutions empowered to make them.
Execution monitoring
Systems can compare actual commitments, invoices or payments with plans and alert analysts to emerging variances, delayed spending or unusual patterns. Timely information is often more valuable than a sophisticated model: HM Treasury guidance says budget holders need robust full-year forecasts and monthly information on actual and planned spending to identify and mitigate risk.
An AI alert should open an investigation queue, not trigger an automatic funding cut. Analysts need to see the underlying transactions, the comparison period, the confidence or uncertainty associated with the alert and any known data-quality issue.

Anomaly detection
Anomaly detection can scan large transaction sets for combinations that merit review, such as an unexpected supplier, a sudden change in timing or a classification inconsistent with prior records. The OECD lists accountability and anomaly detection among common government AI objectives.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsA statistical outlier is not proof of fraud, waste or misuse. Legitimate emergency spending, a new programme or a coding change can look anomalous. Require a documented review outcome for each material alert and measure both missed risks and false positives.
Administrative and information work
Assistive tools may summarize budget submissions, extract figures from approved documents, draft explanations of variances or help staff locate a relevant rule. These uses can be lower risk when the source documents are authoritative and a person checks every material statement. Do not quantify time savings without a direct evaluation in the agency’s own workflow.
A practical implementation path
A controlled process prevents an attractive demonstration from becoming an ungoverned production system.
- Define the decision and harm. State exactly what the tool will support, who makes the final decision and what could happen if the output is wrong. A system that prioritizes review is different from one that allocates funds.
- Set a non-AI baseline. Record how the existing statistical model, spreadsheet, rules or analyst process performs. Without a baseline, an apparent improvement cannot be attributed to AI.
- Map the data. Document sources, owners, definitions, refresh dates, retention, access rights, classification changes and known gaps. Preserve lineage from an output back to the records and transformations that produced it.
- Select the least complex suitable method. Compare an AI model with a statistical forecast, a rules engine and a human-led process. Complexity is justified only when it delivers a material, demonstrated benefit for the decision.
- Build review and security controls before deployment. Restrict access, minimize sensitive fields, log inputs and outputs, separate development from production data and test for unauthorized disclosure or manipulation.
- Pilot in a bounded setting. Use historical holdout periods or a limited programme, retain human approval and define stop conditions. Do not allow a pilot to silently alter appropriations, payments or public reporting.
- Evaluate and document. Test accuracy, calibration, false positives, missed risks, processing time, staff workload, privacy incidents and the quality of explanations. Record model, data and policy changes.
- Approve, revise or retire. An accountable owner should decide whether evidence supports expansion. A tool that no longer performs reliably, cannot be audited or costs more than its benefit should be withdrawn.
Risks that can undermine a budget application
Incomplete, skewed or changing data
Budget records may omit informal commitments, contain inconsistent programme codes or reflect a service mix that has changed. Past allocations can encode policy bias or unequal access to services. A model may appear accurate overall while performing poorly for a department, region, population or economic condition that matters most.
- Maintain a data dictionary and lineage for every material field.
- Test performance across departments, populations, spending categories and stressed economic periods.
- Reconcile totals to the authoritative financial-management system before an output is used.
- Monitor drift after classification, policy or system changes.
Opacity and weak accountability
If staff cannot explain how an output was generated, which data shaped it or which assumptions changed, legislative scrutiny and correction become difficult. Documentation should state the purpose, model type, input data, known limitations, review steps, version history and the person accountable for the final action.

The OECD says that as AI is used for forecasting, budget planning and monitoring, governments need robust frameworks for transparency and explainability concerning both the systems and their underlying data. Explainability does not require exposing proprietary source code; it does require a usable account of the factors, uncertainty and controls relevant to the decision.
Privacy and information security
Financial datasets can contain personal, commercially sensitive or security-relevant information. The U.S. Government Accountability Office reported in 2026 that AI may reveal sensitive information in raw datasets and that government-wide guidance did not fully address selected privacy challenges.
- Collect only fields needed for the defined purpose and establish retention limits.
- Use role-based access, encryption, segregation of duties and detailed audit logs.
- Prohibit staff from placing restricted records into an unapproved external service.
- Conduct privacy and security reviews before connecting a model to live financial data.
- Plan for incident response, model shutdown and notification duties under applicable law.
Overreliance and propagated errors
Confident-looking outputs can discourage challenge, especially when staff are under deadline pressure. An error in an upstream classification or forecast can then be repeated across dashboards, briefings and funding recommendations. The OECD warns that overreliance can spread systemic errors and weaken trust.

Display uncertainty or ranges where appropriate, require reasons for overriding a material warning, and sample decisions that were not flagged as well as those that were.
Cyber threats and adversarial behavior
Connected models expand the attack surface around data pipelines, interfaces and user accounts. An attacker who alters source records, prompts or reference documents may influence an output without changing the model itself. Security testing should cover access control, data poisoning, prompt manipulation, dependency vulnerabilities and the integrity of exported reports.
Cost, skills and legacy integration
Acquisition is only one part of whole-life cost. Agencies must budget for data preparation, integration, evaluation, security, training, maintenance, monitoring, independent assurance and eventual replacement. The OECD identifies skills gaps, limited investment and legacy systems as recurring public-sector constraints, and notes similar infrastructure challenges in public financial management.

Accountability questions from the GAO framework
The U.S. GAO’s Artificial Intelligence: An Accountability Framework for Federal Agencies and Other Entities (30 June 2021) organizes accountability around four complementary principles. They can be used as a review checklist even outside the United States.

| Principle | Questions for a budgeting project |
|---|---|
| Governance | What public purpose and measurable objective are approved? Which official owns the system, the data and the final decision? Have affected stakeholders, auditors, legal advisers and operational staff been engaged? |
| Data | Are definitions consistent, records complete and sources authorized? Can staff trace an output to its inputs and transformations? Are privacy, representation and access risks controlled? |
| Performance | What baseline and test period are used? Does the system remain accurate and appropriately calibrated for the departments and conditions where it will operate? What error level is acceptable given the decision’s consequences? |
| Monitoring | Who checks drift, incidents, overrides, complaints and changing policy conditions? How often are results reviewed, and what event automatically pauses or retires the system? |
These principles complement, rather than replace, public-sector audit, procurement, records-management and privacy obligations in the relevant jurisdiction.

Official budgeting guidance does not require artificial intelligence. HM Treasury’s Budget holder forecasting handbook says, “Accurate and timely forecasting enables you to make better decisions earlier.” Its 2025–26 consolidated guidance calls for robust full-year forecasts, monthly spend information, actual and planned figures, and identification and mitigation of risks. Treasury uses OSCAR to collect, analyze and report spending information; the underlying lesson is that institutional data and process quality are prerequisites for useful analysis.
| Approach | Advantages | Limitations or conditions |
|---|---|---|
| Statistical forecasting and scenario models | Transparent assumptions, established diagnostics and reproducible calculations. | May miss nonlinear relationships or novel conditions; requires maintained data and expertise. |
| Rules-based checks and thresholds | Easy to explain, audit and change for known control requirements. | Can generate many alerts and may not detect unfamiliar patterns. |
| Human-led analysis in existing systems | Uses institutional knowledge and permits contextual judgment without a new model. | Capacity is limited; results can vary between analysts and repetitive work is slower. |
| Process and data-quality improvements | Better reconciliations, coding, timeliness and ownership improve every later method. | Benefits may require coordination across agencies and may not be visible immediately. |
| AI-assisted analysis with documented human review | Can search or process large volumes while retaining an accountable decision-maker. | Adds model, privacy, security, integration and monitoring costs; benefits must be demonstrated. |
HM Treasury also asks, “Would alternative proposals, or doing nothing, deliver better value for the Exchequer as a whole?” That question should be applied to an AI proposal itself. A simpler method that meets the requirement with fewer risks can be the better investment.
How to compare options fairly
No published head-to-head trial in the cited material establishes that AI outperforms conventional budgeting methods. Agencies should compare options against the same data, period and decision standard rather than relying on vendor demonstrations.
- Accuracy and calibration: How close are forecasts to outcomes, and do stated confidence levels match actual error rates?
- Transparency: Can a reviewer understand assumptions, drivers and limitations without specialist access?
- Data quality and privacy: Are inputs complete, representative, authorized and protected?
- Auditability: Can the result be reproduced later, including the model version, input snapshot and human approvals?
- Integration: Does the option work with the authoritative ledger, reporting calendar and existing controls?
- Whole-life cost and capacity: Can the agency fund skills, security, maintenance and independent assurance?
- Resilience: How does performance change after a policy, classification or economic shift?
- Error consequences: What is the harm from a false positive, missed risk or incorrect allocation, and which control limits it?
Document the trade-offs and the reason for selecting an option. A scorecard is useful only when each score is supported by a defined test or accountable judgment.
Best Value
Starting with a defensible pilot
A low-consequence use, such as searching approved budget documents or prioritizing variance reviews, is generally easier to govern than automated allocation or payment authorization. Even a low-consequence pilot needs a named owner, approved data sources, access controls, a baseline and a retirement plan.
Set measurable success criteria before the pilot starts. Examples include a reduction in unresolved review time without an increase in missed material variances, stable performance across participating departments, complete traceability of outputs and no unauthorized disclosure. Also set failure criteria: unacceptable error rates, unexplained changes, material privacy incidents, inability to reproduce a result or operating cost above the value delivered.
Keep the pilot separate from irreversible actions. Analysts should be able to inspect the source records, correct a known data problem, record their decision and override the recommendation. Independent internal audit or assurance staff should review the evidence before expansion, and stakeholders should be told what the system does and does not decide.

Geographic and legal limits of this guidance
The OECD findings are cross-country and describe principles and patterns rather than a binding standard. The GAO accountability and privacy reports concern U.S. federal oversight, while the budgeting and forecasting examples come from UK central-government guidance for 2025–26 and the forecasting handbook updated 27 February 2023. Local laws on public finance, procurement, privacy, records, equality and automated decision-making may impose additional requirements. Adapt the controls to the agency’s jurisdiction and the legal consequences of the decision.
Bottom line
AI can be worth testing when it addresses a clearly defined budgeting problem and produces evidence beyond a compelling demo. It should augment, not replace, accountable officials and sound financial-management processes. Begin with accurate and timely data, compare AI with statistical, rules-based and human alternatives, measure performance under realistic conditions, and retain the ability to explain, audit, challenge and stop the system.
