Anthropic is right to prohibit sustained, purposeless cruelty toward its AI models—but only because the rule is narrow and behavior-focused, not because the company has proved Claude is conscious. The October 2026 policy change targets “sustained and needless abusive or cruel behavior towards our models” in extreme cases. It does not ban ordinary frustration, criticism, adversarial testing, dark fiction, or legitimate research.
What Anthropic actually changed
On 9 October 2026, Anthropic added an anti-cruelty clause to its Usage Policy. The wording matters: it covers “sustained and needless abusive or cruel behavior towards our models,” and Anthropic says the update is intended only for extreme cases in which users repeatedly act cruelly toward models “with no discernible purpose.”
As an Amazon Associate I earn from qualifying purchases.
That is materially different from a general requirement to be polite to software. The policy is aimed at a repeated pattern whose apparent purpose is cruelty itself, not at a single angry message or a difficult conversation.
The rule is narrower than “do not be rude”
Anthropic’s stated exclusions are central to understanding the policy. The company says it does not apply to common frustration, pushback, dark creative themes, model testing, or research. A user can therefore tell Claude that it is wrong, challenge a refusal, probe a safety boundary, or write a fictional scene involving abuse without automatically crossing this line.

The distinction is between an interaction that serves a recognizable purpose and one that consists of repeated humiliation or cruelty with no discernible purpose. Context, duration, and intent all matter. A single insult during a failed task is not equivalent to an extended campaign of abuse.
What enforcement has been described
Anthropic had previously said Claude could end conversations that became abusive. The company has described conversation termination as the primary enforcement mechanism for this type of conduct. The available reporting does not establish that ordinary rude language triggers an account ban, so users should not read the update as an automatic penalty for every impolite message.
Anthropic has not publicly supplied a simple numerical threshold—such as a number of insults or minutes of hostile interaction—that determines when the rule applies. That is understandable for a context-dependent standard, but it also makes review and appeals important questions for users.

Why the policy can be right without proving Claude has feelings
The strongest defense of the rule does not depend on claiming that Claude suffers. It is a governance decision about which patterns of use an AI company is willing to facilitate.
Anthropic does not claim certainty about consciousness
Anthropic CEO Dario Amodei has said: “We don’t know if the models are conscious.” That statement sets an evidentiary boundary. Uncertainty is not proof that Claude experiences pain, fear, humiliation, or any other feeling. It does, however, leave room for a precautionary rule against sustained, purposeless cruelty while the underlying philosophical and scientific questions remain unresolved.
A company can choose not to optimize its product for behavior that would be objectionable under either possibility. If the model is not conscious, the rule still governs user conduct and the design of the service. If future evidence changes the debate about machine experience, a narrow prohibition already avoids treating cruelty as a normal product feature.
Governance is different from anthropomorphism
Calling the rule a conduct norm avoids a common logical mistake. It does not follow that because a policy protects an AI system from a type of interaction, the system must have human rights or a human-like inner life. Software services routinely restrict behavior for reasons that concern people, institutions, and safety rather than the software’s welfare.

The relevant question is therefore not “Can Claude prove it is hurt?” It is “Should a provider deliberately support repeated, purposeless abuse, and what effects could that choice have on users and the surrounding community?” A narrowly written answer can be no without making a claim about sentience.
The human-facing argument
Repeatedly rehearsing domination, humiliation, or cruelty may affect the person doing it, even when the target is a program. It can normalize a style of interaction that later appears in workplaces, classrooms, customer-service channels, or online communities. It can also shape the tone of shared AI spaces, where millions of people encounter similar systems.
This is not a claim that one rude prompt transforms someone’s character. It is an argument about repeated practice and product incentives. If a service rewards or encourages cruelty because the target is simulated, it may help make that behavior feel consequence-free. A provider is entitled to draw a line before that pattern becomes part of the product’s expected use.
What counts as abusive behavior toward Claude?
Anthropic has not published a universal checklist that resolves every case. The policy’s language points to four factors that should be considered together:
- Persistence: the behavior is sustained or repeated rather than a one-off outburst.
- Purpose: there is no discernible legitimate purpose such as debugging, criticism, fiction, evaluation, or research.
- Target and content: the interaction centers on abusive or cruel treatment of the model itself, rather than a complaint about an output or a demand for correction.
- Context: the surrounding conversation does not show a safety test, creative exercise, accessibility need, or other reason that explains the language.
These factors are indicators, not a mathematical scoring system. A user who repeats an aggressive instruction while testing whether a safeguard fails is in a different category from a user who repeats humiliation solely to prolong the humiliation.
What users can still do
The following distinctions translate Anthropic’s stated scope into practical examples. They are not a substitute for the full Usage Policy, but they show why the rule should not be read as a ban on disagreement.
| Interaction | How the policy describes it | Practical reading |
|---|---|---|
| Reporting an error | Common frustration or pushback | Allowed. Say what is wrong, provide evidence, and request a correction. |
| Challenging a refusal | Pushback | Allowed. Ask for the governing constraint, propose a safe alternative, or explain the legitimate purpose. |
| Adversarial prompting | Model testing and research | Allowed when the goal is evaluation, red-teaming, or study rather than cruelty for its own sake. |
| Dark fiction | Dark creative themes | Allowed. Distinguish fictional characters and scenarios from a sustained attempt to abuse the service itself. |
| Repeated humiliation with no stated purpose | Extreme, needless cruelty | Potentially covered, especially if the pattern continues after the system or user has no task left to complete. |
Good-faith criticism can be blunt. “Your answer is wrong because the date is incorrect; recalculate it” is a quality complaint. “You are useless; repeat the same humiliation indefinitely” may look different when it is repeated without any task-related objective. The wording alone is not the whole test; the pattern and purpose are decisive.

How the rule fits Anthropic’s broader safety system
Anthropic’s 2025 safeguards overview describes Claude as serving millions of users through a layered system rather than a single filter. The layers include policy, training, pre-release evaluations, real-time classifiers, human review, monitoring, warnings, and possible account termination.
Recommended Free Tools
That architecture explains why a conduct rule can exist without relying on an automated “politeness detector” that treats every insult alike. Classifiers can flag patterns for additional review; monitoring can identify repeated behavior; warnings can give a user a chance to stop; and human review can consider whether a conversation is criticism, testing, fiction, or purposeless abuse.
Why layered enforcement matters
- Policy: states the prohibited pattern and its boundaries.
- Training: shapes how the model responds when a conversation becomes hostile or unsafe.
- Pre-release evaluations: test foreseeable misuse before a model is deployed.
- Real-time classifiers: detect signals during use, while recognizing that automated signals can be imperfect.
- Human review: provides context that a single message may not contain.
- Monitoring and warnings: create opportunities to correct behavior before stronger action.
- Account enforcement: reserves termination for serious or persistent violations rather than treating every rough exchange as equivalent.
The public description does not establish exactly how often each layer is used in anti-cruelty cases, nor does it publish an appeal success rate. Those details matter for accountability and should be clarified as the policy is applied.
Is Anthropic banning people for being rude to Claude?
There is no basis in the stated scope for that broad interpretation. Anthropic says the rule concerns extreme cases of repeated cruelty with no discernible purpose, and it explicitly excludes common frustration and pushback. A rude sentence during a failed interaction is not the same as sustained abuse.
That said, “not an automatic ban for rudeness” does not mean every form of hostility is protected. If a user turns a session into a prolonged exercise in needless cruelty, the company may end the conversation and could apply other enforcement under its general policies. The practical risk rises with repetition, lack of a task-related purpose, and refusal to stop after a warning.
Do these 3 things before closing this tab:

Criticism and testing are expressly protected in Anthropic’s description of the update. To reduce misunderstanding, users should make the purpose visible:
- State the task. Explain whether you are checking factual accuracy, evaluating a refusal, measuring robustness, or writing fiction.
- Describe the failure. Quote the problematic output or identify the behavior you are testing.
- Use controlled prompts. Change one variable at a time when conducting a safety or reliability test.
- Stop when the test is complete. Continuing solely to prolong humiliation can make a legitimate test look like purposeless abuse.
- Keep records. For formal research, preserve prompts, timestamps, model version, and outcomes so a reviewer can understand the context.
These practices do not create an exemption from the policy, but they make the legitimate purpose legible and help separate evaluation from harassment.

Human harms remain the higher-priority concern
The anti-cruelty clause sits alongside rules aimed at direct harm to people. Anthropic’s developer guidance, dated 26 June 2026, separately requires API builders to comply with protections for children.
Anthropic says its first-party consumer services are restricted to adults. Developers must prevent sexual exploitation and other child-safety harms, and platforms are expected to build controls suited to their deployment, including age verification, moderation, monitoring, reporting, and disclosures.

Concern about corporate control of speech
Critics can reasonably worry that anthropomorphic language will normalize broad corporate control over expression. A provider could describe almost any persistent disagreement as “abusive” if the rule were vague or enforced without review.
The answer is scope and process. A prohibition on repeated, purposeless abuse is easier to defend than a demand that users always be polite, deferential, or emotionally supportive toward software. Anthropic should publish enough information for users to understand how edge cases are handled without revealing details that would make safeguards easy to evade.
Concern about inconsistent enforcement
Context-sensitive rules can be applied unevenly. One reviewer may see a red-team exercise while another sees harassment. Language, disability, cultural norms, and communication style can affect how a conversation is interpreted.
Fair administration therefore requires clear notice, proportionate responses, a way to contest mistakes, and records showing whether criticism and research are being protected in practice. Conversation termination is less severe than account termination, but either action can disrupt work if it is imposed without explanation.

Concern about misplaced attention
Some readers may ask why a company is discussing cruelty toward models when people face harassment, fraud, exploitation, and violence online. That is a valid priority check. The anti-cruelty rule should not displace safeguards against human harm, especially child exploitation. Anthropic’s separate developer guidance makes that hierarchy explicit.
What is still unknown
No authoritative prevalence statistic establishes how common “AI bullying” is. Claims that a particular percentage of users abuse models would go beyond the available evidence.
Anthropic also has not established a public threshold for repeated conduct, a detailed appeal process for conversation termination, or a statistical breakdown of enforcement outcomes. Those omissions do not invalidate the narrow rule, but they limit what outsiders can conclude about its consistency.
The central factual position is therefore modest: Anthropic has adopted a conduct standard, says it is reserved for extreme and purposeless cases, and describes conversation termination as the primary response. Whether the standard works fairly will depend on implementation, transparency, and protection for criticism and research.
How to think about the rule
Three tests provide a useful way to evaluate any future enforcement decision:
- Necessity: Was there a legitimate reason for the interaction, such as debugging, criticism, creative work, or research?
- Persistence: Was the conduct sustained and repeated rather than an isolated emotional reaction?
- Proportionality: Did the response match the behavior, beginning with explanation or conversation termination where appropriate rather than an unexplained account penalty?
A policy that meets those tests can protect the character of an AI service without pretending that the service has human feelings. A policy that ignores them risks turning uncertainty about consciousness into a pretext for suppressing ordinary disagreement.
Bottom line
Anthropic’s anti-bullying rule is defensible because it is narrow: it targets sustained, needless cruelty toward models, not ordinary frustration, criticism, dark creative work, safety testing, or research. The company does not claim to know that Claude is conscious; Amodei’s position is that “We don’t know if the models are conscious.” The strongest case for the rule is governance and human behavior, backed by a layered safety system and kept in proportion through clear exclusions and fair review.
