An AI model is only one part of the risk. The permissions, data, tools and human decisions surrounding it can determine how much harm a system can cause—and how quickly anyone can stop it. For organizations adopting AI, the practical question is not just whether a model is reliable, but what it can access, change or persuade people to do.
Why the model is not the whole risk
A model’s capabilities and a deployed system’s authority are different. A model may generate a mistaken answer; an agent connected to email, financial systems or customer records may be able to act on that mistake. The relevant measure is the damage the system can cause before a person can intervene.

As Ben Lorica puts it, “Capability is the layer you buy. Everything around it is the layer you own.” A less capable model with broad write access may create more exposure than a stronger model operating inside a tightly limited system. Model evaluations matter, but they do not replace reviewing the entire workflow.
How to limit an agent’s authority
Set permissions according to the task, not the model’s theoretical capability. The controls below are risk-reduction measures, not guarantees: none by itself eliminates prompt injection or other failures.
#1 Best Overall
- POWERFUL SECURITY KEY: The Security Key C NFC is the essential physical passkey for protecting your digital life from phishing attacks. It ensures only you can access your accounts.
- WORKS WITH 1000+ ACCOUNTS: Compatible with Google, Microsoft, and Apple. A single Security Key C NFC secures 100 of your favorite accounts, including email, password managers, and more.
- FAST & CONVENIENT LOGIN: Plug in your Security Key C NFC via USB-C and tap it, or tap it against your phone (NFC) to authenticate. No batteries, no internet connection, and no extra fees required.
- TRUSTED PASSKEY TECHNOLOGY: Uses the latest passkey standards (FIDO2/WebAuthn & FIDO U2F) but does not support One-Time Passwords. For complex needs, check out the YubiKey 5 Series.
- BUILT TO LAST: Made from tough, waterproof, and crush-resistant materials. Manufactured in Sweden and programmed in the USA with the highest security standards.
- Give each production agent its own identity and only the permissions needed for its assigned task.
- Separate read access from write access. Avoid granting both when the task only requires reading or drafting.
- Use short-lived credentials and restrict network access to the services the agent needs.
- Set transaction limits and require human approval for consequential or irreversible actions.
- Keep logs and define recovery procedures so teams can investigate what happened and respond.
Prioritize these boundaries where an agent can change a system of record, spend money, reach regulated data or send customer-facing output without review. The more consequential the action, the more important it is to keep authorization and approval outside the model’s judgment.
Why tool use raises prompt-injection risk
An agent may read web pages, documents, messages or other content that contains hostile instructions. The system must not treat instructions found in untrusted content as authority to exceed its assigned permissions. Because a model’s response alone cannot enforce that boundary reliably, access controls and approval checks need to be enforced by the surrounding architecture.

- POWERFUL SECURITY KEY: The YubiKey 5C NFC is the most versatile physical passkey, protecting your digital life from phishing attacks. It ensures only you can access your accounts
- WORKS WITH 1000+ ACCOUNTS: Compatible with popular accounts like Google, Microsoft, and Apple. A single YubiKey 5C NFC secures 100+ of your favorite accounts, including email, password managers, and more
- FAST & CONVENIENT LOGIN: Plug in your YubiKey 5C NFC via USB and tap it, or tap it against your phone (NFC), to authenticate. No batteries, no internet connection, and no extra fees required
- MOST SECURE PASSKEY: Supports FIDO2/WebAuthn, FIDO U2F, Yubico OTP, OATH-TOTP/HOTP, Smart card (PIV), and OpenPGP. That means it’s versatile, working almost anywhere you need it
- PRIMARY & SPARE KEYS: Just like having a spare house key, we recommend buying two YubiKeys - one for daily use and one as a spare. That way you’ll never get locked out of your accounts
Design the workflow so that reading a source does not automatically authorize an agent to act on it. Restrict what tools can do, and put an approval step between the agent and actions that could cause lasting harm.

What data provenance and the Anthropic settlement show
Risk can originate upstream, in how training or supporting data was acquired and documented, rather than in a model’s capabilities. Teams should maintain dataset inventories, record acquisition terms and keep license documentation that can be produced when needed. Contracts should make responsibilities for legal claims clear, and organizations should track relevant vendor litigation and plan how to replace a disputed model or dataset without taking a product offline.

The Anthropic case illustrates why precision matters. The court-authorized notice describes a $1.5 billion settlement of claims alleging that Anthropic downloaded books from the pirate datasets Library Genesis (LibGen) and Pirate Library Mirror (PiLiMi). The official settlement site reported that the court granted final approval on July 20, 2026. The notice says the settlement does not release claims concerning AI output. Read the official settlement information.
The Association of American Publishers said the agreement covers nearly half a million books and requires destruction of original files and copies originating from the pirated copies. That is the association’s account, not a separate court ruling. See the Association of American Publishers’ statement.

This settlement resolves specific claims; it does not establish a blanket rule that training on copyrighted material is always lawful or always unlawful. Its scope should not be assumed to decide the status of unrelated datasets, vendors, jurisdictions or uses.

How confident AI advice can affect people
AI risk also includes how people respond to fluent recommendations. Ben Lorica’s 2026 article reports that a preprint described five experiments with 3,132 participants answering difficult questions while able to say they did not know. The article reports that participants with AI advice answered more questions, were correct about one-third as often as participants without AI access, and had confidence that nearly doubled. These figures are Lorica’s summary; the underlying preprint was not independently verified here. They should not be generalized to every user or workplace.

Product and workflow design can make it easier to question an answer rather than defer to it:
- Ask users to record an initial view before showing the AI recommendation.
- Make uncertainty legible. Calibrate confidence against historical performance rather than relying on a model’s self-reported certainty.
- Show disagreement between sources where available, and make it easy to correct an answer.
- Allow the system to abstain and provide escalation paths for decisions where an error could be costly.
Evaluate whether the person-and-system combination makes better decisions, abstains appropriately and escalates the right cases. User satisfaction and task completion alone do not establish that outcomes are safer or more accurate.
Who should own AI risk controls?
No single team can manage all of these risks in isolation. Security and architecture should bound system access; data, legal and procurement teams should document inputs and clarify risk allocation; product teams should design workflows that preserve meaningful human judgment.

In a June 9, 2026 announcement, NIST discussed a mathematical result concerning AI guardrails and described continuous monitoring and updating as a security direction. That supports treating oversight as a continuing responsibility; it is not an endorsement of every specific safeguard listed here. Read NIST’s announcement.
Review the model, its permissions, its data and the human workflow as one system. A model evaluation can tell you something about model behavior; it cannot, by itself, show what a connected agent is authorized to do or whether users will rely on it appropriately.
