A basic chatbot may answer a question in one turn. An agent may use tools, inspect what they return, choose a next step, and continue until it finishes or needs a person to intervene. The label “agent” alone does not tell you how much autonomy, memory, or access a particular system has.
What is the difference between an AI agent and an LLM?
The key difference is model versus system. An LLM (large language model) is the component that processes language and produces outputs. An agent wraps a model in instructions and workflow logic, and may connect it to tools or other systems so it can take steps toward a task.

OpenAI describes an agent configuration as a model, instructions, and optional runtime behavior. Google Cloud describes an agent application as one that reasons with available tools and takes actions. Those are architectural descriptions, not a guarantee that every product branded as an agent has all of those features.
| Aspect | LLM by itself | AI agent system |
|---|---|---|
| Role | Interprets input and generates language or other model output. | Uses a model within a workflow to pursue a task. |
| Action | Returns an answer or other output. | May call tools or interact with connected systems, subject to its permissions. |
| Control flow | Often a prompt followed by a response. | Can run multiple steps, using results to decide what to do next. |
| State and context | Uses the context available to the model for that interaction. | May add orchestration or memory; persistent memory is not universal. |
| Boundaries | Constrained by the model and the application using it. | Can also be constrained by tool permissions, guardrails, and human checks. |
| Typical fit | One-off questions, explanations, and open-ended exploration. | Repeatable tasks with defined outcomes, tools, or external actions. |
OpenAI’s practical guide to building agents draws the line at workflow control: an application that uses an LLM but does not use it to control workflow execution—such as a simple chatbot or single-turn model—is not an agent in that guide’s usage.

How does an agent use an LLM?
The model can help interpret a request, choose among available actions, or make sense of tool results. The surrounding application decides what tools are available, how actions are executed, what state is retained, and when to stop or ask a person for help.
- Receive a goal: The system gets a task and relevant instructions.
- Choose a step: The model or workflow selects an action from the options it has been given.
- Use a tool: The application may perform an allowed action, such as searching, calling an API, or accessing an external application.
- Inspect the result: The result becomes input for the next decision.
- Continue or hand off: The system may repeat the cycle, finish the task, or request human input.
Anthropic describes this as an iterative loop of planning, acting, observing, and adjusting. Its definition emphasizes that the model directs its process and tool use rather than following only a fixed script. In practice, systems vary: some have broad discretion within a narrow task, while others follow tightly controlled steps. See Anthropic’s Trustworthy agents in practice.

Does every AI agent have tools, memory, or autonomy?
No. “Agent” is used for systems with different designs, and a product name does not establish its capabilities. A system may have tools but no lasting memory; it may retain task state only for one workflow; or it may use a fixed sequence rather than deciding freely at each step.
- Tools: The application can expose specific capabilities, such as web search, scripts, APIs, or connected services. Access is determined by the implementation.
- Memory and state: An agent may keep context or task state, but persistent memory is an optional design choice, not a defining feature.
- Autonomy: The agent can make choices only within its instructions, available tools, and granted permissions. Guardrails and approval steps can further limit actions.
- Human involvement: A workflow can stop for approval or hand the task to a person when it reaches a boundary or cannot proceed safely.
Google Cloud’s generative AI glossary describes orchestration as handling elements such as memory, state, decisions, planning, tool use, and data flow. These are possible parts of an architecture, not a checklist every agent must satisfy.

When should you use an agent instead of a direct LLM response?
Use a direct model interaction when the task is mainly to generate, explain, summarize, or explore ideas without taking external actions. A multi-step agent is more useful when a task is repeatable, has a structured outcome, and benefits from gathering information or acting through connected tools.
- Often a good agent fit: A bounded workflow that needs several tool-based steps, has clear completion conditions, or runs in response to a defined event.
- Often a better chat fit: Open-ended brainstorming, exploratory writing, or a one-off question where a person wants to guide the conversation directly.
- Pause before automating: If an action has significant consequences, consider whether the system should require confirmation, restrict permissions, or hand off to a person.
OpenAI Academy’s overview of workspace agents notes that ordinary chat can be preferable for open-ended brainstorming or exploratory writing. Google Cloud’s agentic workflows explainer presents the LLM as a reasoning engine within a larger orchestrated process; tools may connect that process to scripts, search, APIs, or external applications.

Is there one standard way to build or run an agent?
No single runtime or architecture defines all agents. The division of responsibility between the model, application, and managed services depends on the product and implementation. For example, OpenAI documents a managed Agents API, an Agents SDK that runs inside a developer’s application, and direct model responses through the Responses API. Those are OpenAI-specific options, not a universal taxonomy.

When evaluating a system, look past its label and check what tools it can call, what permissions it has, what state it retains, how it handles errors, and when a person can review or stop an action.
