AI Agent Tool Authorization: Local Gates vs. Cloud Policy Calls

Put authorization in the harness before tool dispatch. A local or colocated policy decision point can remove a cloud round trip, but sub-50µs performance must be measured on the deployed workload.

Move authorization into the agent harness’s tool-call path: check each proposed tool and its relevant arguments before dispatch, and do not run the tool when policy denies it. A local policy decision point—or one colocated with the harness—can remove a cloud round trip from each decision. But “under 50µs” is a performance budget to test against your policy and deployment, not a universal result established by the available documentation.

Where the authorization check belongs

The harness that receives a model’s structured tool request controls whether that request is dispatched. It can therefore serve as the policy enforcement point (PEP), while a policy engine such as Open Policy Agent (OPA) serves as the policy decision point (PDP). OPA’s agent tool-calling guide describes this division: “The harness is the Policy Enforcement Point (PEP), which enforces decisions.”

  1. The model returns one or more structured tool calls.
  2. The harness submits the proposed tool and relevant arguments to the PDP.
  3. The PDP returns a decision, including denial reasons where applicable.
  4. The harness dispatches only if the decision permits the call; otherwise, it refuses the request.

Make the check synchronous and place it before the operation that can create a side effect. Inspect the actual tool name and arguments: a general input or output check alone does not establish whether a particular command, URL, or requested scope is authorized. OPA’s guide illustrates policies that deny selected tools and constrain request parameters such as URL scheme, result count, and timeout.

Choose where the policy decision runs

Local evaluation is not the only way to avoid a remote request on every tool call. The important distinction is between the decision path—the synchronous check before dispatch—and the policy administration path, which distributes or changes rules.

Deployment What it offers Trade-offs to evaluate
In-process or local policy evaluation The harness can evaluate tool names and arguments before execution. OPA’s agent guide describes this PEP/PDP flow and supports distributing policy separately. Runtime integration, policy complexity, isolation, update model, and measured p50/p95/p99 latency.
OPA sidecar OPA recommends a sidecar when the PEP needs low-latency decisions; containers in the same pod share a network namespace and can communicate over loopback. Process and container overhead, per-application scaling, failure handling, and the actual request path. The pattern is not a latency guarantee for every workload.
Shared cluster or external PDP Centralizes policy service deployment and can serve multiple enforcement points. Additional network latency, network fault tolerance, availability, and fallback behavior. OPA cautions that shared or external patterns can increase latency and create reliability concerns.
Managed AWS AgentCore Gateway AWS documents gateway policy evaluation using Cedar or Dogwood, with LOG_ONLY and ENFORCE modes. Managed operations, gateway integration, policy language, request path and latency, and dependence on the service.

OPA’s Kubernetes deployment guide states: “When a Policy Enforcement Point (PEP) application needs low-latency policy decisions, OPA can be deployed as a sidecar to the application containers in the same pod.” This describes a deployment pattern, not measured performance for your policy or hardware. No head-to-head benchmark establishes that one of these options is always fastest.

Keep policy updates off the per-call path

A local decision does not require policies to be unmanaged or permanently baked into the harness. OPA’s agent guide describes bundles for delivering policy updates on a schedule; subsequent tool calls use the updated policy. Its decision logs can record attempted calls and denials. This separates centralized policy administration and audit from making a cloud request for every authorization decision.

For auditability, record the policy version, caller identity, tool, normalized arguments, decision, and execution outcome where appropriate. Avoid logging secrets or unnecessary sensitive payloads. OPA documents decision logging, but the fields, retention, and redaction rules are choices for the application.

What “under 50µs” does—and does not—mean

The consulted OPA performance documentation does not establish a universal sub-50-microsecond evaluation time for AI agent command checks. Latency depends on the workload and runtime, so treat 50µs as a target for your own authorization segment rather than a promised product result. OPA recommends benchmarking resource use, including memory and garbage-collection behavior, against the workload’s latency requirements.

Measure the deployed critical path, not just an isolated policy expression. Include serialization, runtime or process calls, scheduling, policy complexity, and any logging in the path you intend to budget. Report at least p50, p95, and p99 under representative concurrency and policy updates; state whether the measurement covers only decision evaluation or also the harness-to-PDP request. Those measurement boundaries are engineering guidance, not published OPA benchmark figures.

OPA’s performance page gives memory examples—approximately 130MB for 10,000 ACL-style rules and approximately 1.1GB for 100,000 such rules—but these are workload-specific memory figures, not latency results or evidence of a 50µs decision. Enforce the gate safely

Fail closed where protection is required

Decide what happens if the PDP is unavailable before deploying the gate. For calls that require protection, a fail-closed design refuses dispatch when no decision can be obtained. If some low-risk operations may continue in a degraded mode, define those exceptions explicitly rather than allowing every tool call through. This is an application security decision, not a claim about the default behavior of every policy product.

Protect the policy endpoint

“Local” does not mean trusted. OPA’s security guidance says its API defaults to no authentication or authorization. For a separately exposed API, restrict access to appropriate local clients, use TLS or a Unix domain socket where suitable, configure client authentication and authorization as needed, and run OPA as a non-root user. Do not put credentials on command lines.

Use approval for consequential ambiguity

A fast deterministic gate can reject clearly disallowed requests; it does not resolve every ambiguous or high-consequence action. OpenAI’s guardrails and human review guidance notes that agent-level input and output guardrails do not necessarily cover every custom tool call in a manager-style workflow. Attach checks to tools that create side effects, and consider pausing sensitive or ambiguous actions for human approval. The authorization gate should complement, not replace, the tool’s own access controls and other independent safeguards.

Test policy changes before enforcement

A denial policy can block legitimate work if it is incorrect or mismatched to real requests. AWS documents LOG_ONLY mode for evaluating and tracing whether actions would be allowed or denied without enforcing those decisions, and ENFORCE mode for applying allow/deny decisions. Its AgentCore Gateway policy engine API reference recommends testing policies in LOG_ONLY before enforcement to reduce unintended denials or production impact. Review observed decisions, refine the policy, then enable enforcement deliberately.
