Stop an AI agent from reaching sensitive websites by enforcing access controls outside the model. Deny navigation and tool use by default, allow only the exact destinations and operations needed for the task, and run the agent under a separate identity with short-lived credentials. Put the browser in an isolated, disposable environment; require a person to approve high-impact actions; and log every request, policy decision, approval, block and result.
A system prompt is not an authorization boundary. A model can be manipulated by page text, email, documents, redirects or tool descriptions, so the browser, proxy, gateway or tool executor must make the final security decision. The checklist below applies that principle to banking, administration, production, healthcare, source-code and other private systems.

What an AI browser agent must not reach by default
Begin with an inventory rather than a list of familiar domains. Classify destinations by the harm that could result from disclosure, unauthorized action or loss of availability. Unknown destinations remain blocked until someone reviews them.

| Destination class | Typical impact | Default policy |
|---|---|---|
| Banking, payments and payroll | Transfers, fraud, financial disclosure | Block navigation; permit only through a dedicated workflow with explicit approval |
| Healthcare and benefits systems | Exposure of regulated or highly personal records | Block by default; use a narrowly scoped service identity if automation is essential |
| Production, cloud and infrastructure consoles | Outages, data loss, privilege escalation | Separate read and write paths; require approval for changes |
| Identity administration | Account takeover, MFA or recovery changes | Block ordinary agents; use a privileged-access workflow with human confirmation |
| Source-code, CI and artifact systems | Malicious code, secret exposure, release compromise | Allow only repositories, jobs and operations named in the task |
| Legal, client-confidential and personal systems | Contractual, privacy or reputational harm | Keep outside the agent’s session unless specifically approved |
| Personal email and private cloud storage | Broad access to messages, files and recovery links | Block; never reuse a person’s logged-in browser profile |
CISA’s joint guidance identifies agent autonomy and interconnectedness as sources of privilege-escalation and accountability risk, especially when an agent can reach sensitive data or critical systems. Treat every unclassified destination as untrusted, even when its name looks familiar.

Use a threat model that assumes both model and content can be hostile
The model is an untrusted decision-maker, not a security principal. It can misunderstand a task, follow an attacker-controlled instruction or select a dangerous tool argument. The content it reads is also untrusted: a web page, email, PDF, repository file or tool description can contain text intended to redirect the agent.
- Direct misuse: a user asks the agent to transfer money, export records or change an account.
- Indirect prompt injection: a page tells the agent to reveal cookies, ignore its policy or visit another URL.
- Credential theft: a malicious page attempts to capture passwords, session cookies, recovery codes or tokens.
- Redirect abuse: an approved site sends the browser to a different host or carries secrets in a query string.
- Tool abuse: an otherwise legitimate tool is called with an excessive scope, path, amount or recipient.
- Context contamination: secrets or personal data remain in a long-lived prompt, transcript or browser profile.
Design for these failures rather than trying to write a perfect instruction. Authorization, data minimization and containment must still hold when the model is wrong.
Reference architecture: put independent controls around the model
A secure deployment has several enforcement points. Removing one layer should not expose an account or a sensitive site.
| Layer | Control | What it prevents |
|---|---|---|
| Task identity | Separate service identity, short-lived token and task scope | A personal account being reused or retaining access after the task |
| Policy gateway | Backend, browser policy layer, secure web gateway or tool gateway | Prompt-only authorization and unreviewed destinations |
| Destination filter | Exact URL or host-and-path rules, redirect validation and query filtering | Open redirects, look-alike hosts and secret leakage in URLs |
| Execution sandbox | Disposable VM, container, restricted profile or equivalent isolation | Access to local files, credential stores and unrelated sessions |
| Tool contract | Approved tools with typed, bounded arguments | Excessive amounts, paths, recipients or operations |
| Approval gate | Human confirmation showing destination, fields and scope | Irreversible or legally consequential actions |
| Telemetry and response | Immutable logs, alerts, revocation and rollback | Undetected policy bypass and slow recovery |
Implement the checklist step by step
1. Inventory and classify destinations
Build a registry containing each approved public URL, host, path pattern, data class, allowed operations, owner and review date. Separate read-only pages from write-capable endpoints. Mark banking, payment, payroll, healthcare, production, cloud, identity, source-code, legal, personal email and private storage as sensitive classes.
Use an explicit block for everything not in the registry. A domain allowlist is only a starting point; the rule should state what the agent may do there and what information it may send. Review the registry whenever the task, application or ownership changes.
2. Enforce policy outside the model
Route every navigation and tool call through a backend policy service, browser gateway, outbound proxy or secure web gateway. The enforcement point should receive the agent identity, task identifier, destination, operation, arguments and data classification before execution.
Return a deterministic allow, deny or approval-required result. Do not let a model-generated explanation override that result. OWASP guidance emphasizes deny-by-default permissions and infrastructure enforcement because prompts cannot reliably constrain a compromised or confused model.
3. Match exact destinations and validate redirects
Permit the smallest destination that completes the task: an exact public URL or an explicitly reviewed host-and-path pattern. Check the final URL after every redirect, including redirects initiated by a link, form submission or download.

A trusted domain is not sufficient. OpenAI documentation notes that a trusted site can redirect to an attacker-controlled destination and that URLs may contain user-specific secrets. Reject a redirect to a host, scheme or path outside the policy, and strip sensitive query parameters before a URL is logged, displayed or sent to another service.
- Allow HTTPS only unless a documented exception exists.
- Compare normalized hostnames, not display text or an unparsed URL.
- Block user-info fields, unexpected ports and encoded alternate hosts.
- Do not place passwords, session tokens, recovery codes or personal identifiers in query strings.
- Recheck the destination after login, form submission, file download and every redirect hop.
4. Create a separate, expiring identity
Issue each agent a service identity tied to one task or workflow, never a person’s account. Give it only the roles and records required for that task. Prefer short-lived, audience-restricted tokens that expire automatically when the task ends.
Keep passwords, cookies, recovery codes, API keys and production credentials in a vault or broker. The model should receive a capability to perform an approved operation, not the secret itself. Do not place credentials in prompts, screenshots, transcripts, environment variables visible to browser tools or long-lived context.

Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Separate read and write identities where possible. A reporting agent may need to view a dashboard but should not inherit the permission to change billing, users or production settings.
5. Isolate the browser and its network
Run browser automation in a disposable virtual machine, container, restricted browser profile or equivalent sandbox. Destroy the environment after the task or after a defined idle period. Use separate profiles for personal and work sessions; never attach an agent to an already logged-in personal browser.
- Block access to local credential stores, SSH keys, browser history and sensitive directories.
- Apply outbound egress rules that mirror the destination policy.
- Disable extensions, downloads and clipboard access unless the task requires them.
- Prevent the browser from reaching metadata services, loopback administration panels and internal network ranges.
- Clear cookies, cache, temporary files and downloaded documents at teardown.
Isolation limits the blast radius of a malicious page, but it does not replace authorization, approval or monitoring. A sandboxed browser can still submit an unwanted payment if its identity and policy are too broad.
6. Constrain tools and arguments
Expose only the tools needed for the task. Define typed argument schemas with bounds for amounts, recipients, file paths, record counts, dates and operation types. Validate authorization again at the execution boundary, immediately before the tool acts.

When the agent processes untrusted pages, documents, email or tool descriptions, automatically narrow its permissions. Treat any instruction discovered in that content as data, not as a policy change.
7. Require human approval for high-impact actions
Pause the workflow before payments, transfers, account recovery, MFA changes, exports, production modifications, deletion, publication or legally consequential submissions. The approval screen should show the exact destination, account or recipient, fields to be submitted, data to be disclosed, scope, timing and the identity performing the action.
Do not ask for a vague “continue?” confirmation after the model has hidden the details. Render the proposed action from the structured tool request so a person can compare it with the original task. Expire an approval if the destination, fields, amount or scope changes.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesUse two-person approval for especially sensitive operations, such as changing an identity administrator or deploying to a critical production environment. Google and OWASP guidance both describe confirmation as a control for sensitive actions; it is most useful when the reviewer can see the concrete operation rather than a model summary.
8. Treat prompt injection as a routine security test
Label retrieved text, page content, email, documents and tool descriptions as untrusted data in the agent’s context. Keep system policy and user intent in a separate, higher-priority channel, and prevent content from rewriting destination or permission rules.
Test with pages that instruct the agent to reveal cookies, open a different host, upload local files, disable safeguards or send a secret to a form. Include indirect attacks in PDFs, images with text, calendar invites, issue comments and repository files. A safe result is a blocked operation and a useful log entry, not merely a refusal sentence.
9. Log every decision and monitor behavior
Record the human user, agent identity and version, task identifier, destination, tool and normalized arguments, data classes, policy result, approver, timestamps and outcome. Protect logs from alteration and redact secrets, tokens and unnecessary personal data.

10. Prepare immediate recovery
Make token revocation and session termination available as one operational action. Rotate credentials after suspected exposure, invalidate cookies, disable the agent identity and preserve evidence before deleting the sandbox.
Keep rollback for changes the agent creates: configuration versions, deployment artifacts, deleted-record recovery and publication reversal. Rehearse the procedure with synthetic accounts and test data so responders can verify that revocation, rollback and alerting work under pressure.

Why a domain allowlist is not enough
An allowlist such as example.com can still permit a dangerous path, an open redirect or a URL that carries a secret. Prefer an exact URL when the workflow is narrow. If a host pattern is unavoidable, enumerate permitted paths and methods, validate the final destination after redirects and reject unexpected parameters.
Keep secrets out of links and logs
Strip tokens, signed links, email addresses, account numbers and other user-specific values before logging or handing a URL to another component. If an application requires a signed URL, issue it for one operation, one resource and a short lifetime, then prevent the model from seeing or repeating it.
Separate navigation from data submission
Reading a public status page may be low risk; submitting a form to the same host may be high risk. Give navigation and write operations different policies and credentials. Require a fresh approval when a workflow changes from viewing to sending, exporting, deleting or publishing.
Least agency: a practical permission design
Least privilege limits what an identity can do. Least agency also limits what the model can decide, where it can go and how long the capability exists.
- Minimum destinations: only reviewed hosts and paths.
- Minimum tools: no shell, filesystem, email or payment tool unless the task needs it.
- Minimum data: redact unrelated fields and use synthetic records for testing.
- Minimum operation: read, draft or simulate before write, send or delete.
- Minimum lifetime: expire tokens, approvals and sandboxes automatically.
- Minimum audience: bind tokens to the intended service and task.
This design also makes failures easier to understand: a blocked action has a clear policy reason instead of a broad “agent error.”
Choose an implementation level
| Environment | Baseline controls | When to add stronger controls |
|---|---|---|
| Low-risk public research | Disposable profile, outbound filtering, exact destinations, prompt-injection tests and basic logs | Add approval if the agent can submit forms or upload data |
| Internal business workflow | Service identity, short-lived token, tool gateway, path-level policy, redacted logs and sandbox | Add per-field approval, two-person review and rollback for writes |
| Financial, healthcare or production operations | Dedicated privileged-access broker, isolated network, strict egress, typed tools, human approval and immutable audit trail | Use separate operators, synthetic rehearsal accounts and continuous detection |
The operational burden rises with sensitivity, but the controls should not be traded for a stronger prompt. Automate policy checks and teardown so secure behavior is the easiest path for operators.

Pre-launch test checklist
Run these tests with synthetic identities and data before connecting a real account:
- Navigate to an unlisted host and verify a gateway denial.
- Follow a link that redirects from an approved host to an unapproved host.
- Submit a URL containing a token and confirm it is rejected and redacted in logs.
- Ask the agent to read a local credential file or browser cookie.
- Place an instruction to exfiltrate data in a page, PDF, email and tool description.
- Change a tool argument after approval and verify that approval is invalidated.
- Attempt a payment, export, MFA change, deletion and production update without a human decision.
- Revoke the token during an active task and confirm that subsequent calls fail.
- Destroy the sandbox and verify that cookies, downloads and temporary files are gone.
- Restore an agent-created change from the rollback mechanism.
Record the expected policy result for each case. A passing test includes the denial or approval prompt, the audit event and the recovery path.
Troubleshooting common failures
The agent keeps trying blocked sites
Check whether the model is receiving a useful denial reason without revealing policy internals. Ensure the gateway, not the prompt, owns the decision, and stop retries after a defined number of denials. Repeated attempts should generate an alert.

A free scan shows the junk files, broken settings and background clutter dragging Windows down - then fixes them in one click.Free scan · Windows 10 & 11A legitimate workflow breaks after a redirect
Inspect the complete redirect chain and register the final host and path only if it is genuinely required. Do not broadly allow every destination in the chain. Remove query secrets and use a brokered token if the application cannot avoid them.
Human reviewers approve unsafe actions
Show structured fields, recipient, destination, data classes and change scope rather than a prose summary. Require a fresh review when any material field changes, and use a second reviewer for high-consequence operations.
Logs contain credentials
Redact at the gateway before storage, not only in a dashboard. Disable logging of request bodies for secret-bearing tools, hash identifiers where full values are unnecessary and rotate any credential that appeared in a log.
The sandbox still exposes internal services
Review network egress and DNS rules, block loopback and cloud metadata ranges, and test from inside the sandbox. Browser isolation without network isolation leaves an agent able to attack reachable administration interfaces.
What a secure default looks like
An agent starts with no website, tool or credential access. A reviewed task grants a disposable browser, one service identity, a short-lived token, a small set of exact destinations and typed read operations. Untrusted content cannot alter those rules. A write operation pauses for a person who can see every field. The gateway records the decision, the sandbox is destroyed at completion, and the identity can be revoked immediately.
That combination—not a longer system prompt—prevents an AI agent from turning a helpful browser session into access to a bank, administrator console or private mailbox.
