A price list tells an AI agent what a service costs; it does not give the agent a way to authorize payment, prove payment to the seller, or ensure the service is delivered afterward. Those are separate steps in a machine-payment flow. The available information does not include the test setup or results behind the claim that “nobody could pay,” so it cannot establish what failed in that particular experiment.
Why a price list cannot complete a payment
A human can often read a price, choose a product, and pay through a familiar checkout. An agent needs more explicit machinery. It must receive actionable payment terms, have access to an authorized source of funds, send valid payment evidence, and receive the promised service or item. A failure at any one of those stages can leave a buyer unable to complete a purchase even when the price is clear.

- Terms: What is being purchased, at what price, and under what conditions?
- Authorization: Is the agent allowed to spend, and within what limits?
- Payment: Can the seller accept and verify the payment method or credential?
- Fulfillment: Does successful payment correspond to the service or product the buyer was promised?
How an agent can pay for an API or digital service
The x402 whitepaper describes one pay-per-use pattern for an API or other digital resource. The client requests the resource; if valid payment is absent, the server responds with HTTP 402 and payment details. The agent retries with signed payment authorization, after which the service verifies or broadcasts payment before returning the resource. The whitepaper presents this as a way to reduce account and billing friction for pay-per-use access; that is the paper’s stated aim, not an independently measured result.

- If payment is required, the server returns HTTP 402 with the terms needed to pay.
- The agent retries with signed payment authorization.
- The service verifies or broadcasts the payment, then returns the requested response.
This flow is suited to a digital service that can describe a charge in a machine-readable response. A price list by itself does not provide the challenge, authorization, verification, or delivery steps.

Who is paying: the agent or a person?
“The agent pays for itself” and “the agent buys for a human” describe different arrangements. Stripe’s machine-payments guide describes usage-based purchases such as per-request or per-session transactions. Its separate consumer path involves funding the agent and obtaining the consumer’s approval for a spend request. A problem in one path should not be assumed to apply to the other.
| Payment situation | How it works in the cited descriptions | What to check if payment fails |
|---|---|---|
| Agent pays for a digital service | The x402 whitepaper describes a payment challenge, signed authorization, payment verification, and then delivery. Stripe’s guide describes machine payments for usage-based purchases, including per-request and per-session transactions. | Whether the service presents actionable terms, the agent can authorize the required payment, the seller accepts and verifies it, and delivery follows. |
| Agent buys on behalf of a person | Stripe describes consumer funding and approval of a spend request, using a one-time-use card or a Shared Payment Token scoped to a seller, amount, and time window. | Whether funds are available, the consumer approved the request, the credential’s scope matches the purchase, and the seller can use it. |
Stripe also describes support for cards, stablecoins, and buy-now-pay-later options in its machine-payments materials. Availability and suitability depend on the specific integration and transaction; the descriptions do not establish that every seller, agent, or buyer can use each method.

What the seller still controls
On the merchant side, Stripe describes tools for making products discoverable to agents and accepting agent payments while the merchant controls what is sold, its pricing and descriptions, and fulfillment. Stripe says merchants retain control as merchant of record. That is Stripe’s description of its offering, not an independent assessment of every implementation.
Regardless of payment method, a seller needs a reliable connection between the amount authorized, the order or service requested, and what is delivered. A successful payment alone does not establish that the correct resource was returned.

Why authorization and delivery must stay connected
A September 2026 arXiv preprint, “A Formal Analysis of Agent Payment Protocols,” models x402, MPP, ACP, and AP2. Its authors report 86 verification cases and 40 previously undocumented formal-consistency findings. They analyze whether delegated authorization remains consistent with economic and service effects across actors and protocol stages. These are counts from formal analysis, not production payment-failure rates, adoption numbers, or evidence about the cause of any particular failed transaction.

- Where the price list appeared and what the prospective buyer was trying to purchase.
- Whether the agent had access to a wallet, payment method, or scoped credential, and whether a person had to approve spending.
- The payment terms or challenge presented by the seller and the exact error, refusal, or response.
- How many attempts were observed and what counted as a successful purchase.
- Whether payment was verified and whether the promised service or product was delivered.
Without those details, it is not possible to distinguish a seller that does not accept the method from an unfunded agent, a missing approval, an invalid or out-of-scope credential, a verification problem, or a fulfillment failure. The available descriptions of x402 and Stripe’s products explain possible payment patterns; they do not supply the measurements needed to diagnose the title’s particular agent.
