AI agent orchestration is the control flow that determines which agent runs, when it runs, what context and tools it receives, and who owns the result. Good orchestration is not simply connecting several language-model calls. You must choose where decisions are made, define handoff and state boundaries, restrict permissions, handle failures and approvals, and make each run observable.
For most products, start with one agent and explicit application code. Add specialists only when separate instructions, tools, policies, or capability boundaries provide a clear benefit. Use a manager that calls specialists as bounded tools when one component should retain the conversation and synthesize the answer. Use a handoff when a specialist should take over a branch of the interaction.

What orchestration means in an agentic application
Orchestration is the design of a workflow across agents and external tools. It answers four operational questions:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Which component acts? A primary agent, a specialist, deterministic code, or a tool.
- When does it act? In a fixed sequence, after a model-selected decision, after an event, or after a human approval.
- What information does it receive? The full conversation, a summarized branch, structured fields, retrieved context, tool output, or a restricted subset.
- Who owns the result? The original manager, a specialist that took over, a workflow engine, or a human reviewer.
OpenAI describes orchestration as deciding which agents run, in what order, and how the next step is selected. Its guidance distinguishes model-directed flow, where a model chooses actions from context, from code orchestration, where application logic determines the path; the two can be combined. See OpenAI’s orchestration and handoffs guide.

Tool connectivity is only one layer. A protocol can expose a capability, but your application still needs routing rules, state transfer, permission checks, approval pauses, timeout behavior, retries, and traces. Treat orchestration as a control-plane problem rather than a prompt-writing exercise.
The first decision: model-directed flow, code-defined flow, or both?
Model-directed routing
In model-directed orchestration, an agent interprets the current context and selects the next action. This is useful when the correct branch depends on ambiguous language, changing facts, or a combination of signals that would be cumbersome to encode as rules. For example, a support triage agent could decide whether a request concerns billing, account security, or a technical defect based on the conversation and retrieved account context.
The trade-off is inspectability. A model can select a different path for similar inputs, and its decision must be constrained by tool schemas, policies, and guardrails. Log the selected route and the evidence presented to the model so operators can explain why a branch was taken.
The Tool Desk

Code orchestration puts the application in charge of stable transitions: required validation, authorization checks, fixed sequences, retry limits, and conditions that must be deterministic. An explicit state machine or workflow function is easier to test and audit than an instruction asking a model to “always” perform a step.
Use code when a step has regulatory, financial, security, or operational consequences; when the condition is crisp; or when a failure must produce a known recovery path. The model can still fill structured fields or choose among a deliberately limited set of code branches.
A hybrid pattern
A common design is code-defined outer control with model-directed decisions inside bounded stages. Code can enforce authentication, rate limits, approval gates, and maximum iterations. Within an approved stage, an agent can select a specialist or tool from an allow-list. This keeps high-impact transitions deterministic while preserving context-sensitive behavior where it adds value.
| Decision | Model-directed choice | Code-defined choice | Useful hybrid boundary |
|---|---|---|---|
| Routing | Classify intent and select an allowed specialist | Route by explicit status, account tier, or event type | Model proposes; code validates the route |
| Sequence | Choose the next investigation step | Run required checks in a fixed order | Code enforces prerequisites, model chooses optional checks |
| Authorization | Suggest an action | Grant or deny permission | Model prepares a request; code or a human approves it |
| Recovery | Explain a failure and suggest alternatives | Apply retry, timeout, rollback, or escalation policy | Model writes the user-facing explanation after code selects recovery |
Should one manager control specialists, or should agents hand off?
Manager with agents as tools
A manager remains responsible for the conversation and final response. It invokes a specialist as if the specialist were a bounded tool, receives a result, and decides what to do next. The specialist normally does not address the user directly.
This is appropriate when one component should synthesize information from several domains, maintain a consistent voice, or control every external action. A travel-planning manager might call separate flight, hotel, and policy specialists, then reconcile their structured results before responding.
OpenAI’s documentation states: “Agents as tools: A manager should stay in control and call specialists as bounded capabilities.” In its practical guide, the manager pattern is represented as a graph in which edges are tool calls. This is vendor guidance, not a framework-neutral benchmark; evaluate it against your own workflow requirements. See OpenAI’s practical guide to building agents.
Specialist handoff
A handoff transfers execution to another agent. The receiving specialist owns the transferred branch and may respond to the user directly. OpenAI summarizes the pattern as: “Handoffs: A specialist should take over the conversation for that branch of the work.” A triage agent handing an authenticated customer to a billing specialist is a typical example.

Handoffs reduce the need for a central agent to understand every domain. They also create a new ownership boundary: define which conversation state moves, which tools remain available, how the specialist returns or escalates, and what happens if the handoff fails.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsDecision table
| Question | Prefer manager plus tools | Prefer handoff |
|---|---|---|
| Who should speak to the user? | One consistent manager | The selected domain specialist |
| How many specialists contribute? | Several bounded calls whose outputs must be synthesized | One specialist should own the rest of the branch |
| Where is state held? | Manager retains the canonical conversation and passes task context | Transferred branch state becomes the specialist’s working context |
| What is the main risk? | Manager becomes a bottleneck or loses useful specialist nuance | Users experience inconsistent ownership or unclear return paths |
| Best fit | Central workflow control and a coherent final answer | Decentralized domain ownership without a single synthesizer |
Neither pattern is universally superior. Choose based on conversation ownership, state requirements, policy boundaries, and whether outputs need to be combined.
When should you split one agent into several?
Start with one agent when it can complete the task clearly. OpenAI recommends adding specialists only when they materially improve capability isolation, policy isolation, prompt clarity, or trace legibility. Splitting too early multiplies prompts, traces, routing decisions, and approval surfaces without necessarily improving the result.
Signals that a split is justified
- A domain requires instructions that would conflict with the main agent’s instructions.
- A specialist needs tools or credentials the main agent must not access.
- A policy boundary requires a separate approval or audit trail.
- A prompt has become difficult to understand, test, or change safely.
- Traces are hard to interpret because one agent performs unrelated jobs.
- A branch has a stable contract and can be evaluated independently.
Signals to keep one agent
- The proposed specialists use the same instructions and tools.
- The split only renames steps without changing permissions or capability.
- Most requests would cross every specialist, creating coordination overhead.
- No one can state what information enters or leaves the proposed boundary.
Write a contract before adding a role
For each agent, record its task, permitted tools, input schema, expected output schema, stopping condition, and conditions for handing work back or onward. Keep routing descriptions concrete: “Use the inventory specialist when the request requires current stock by SKU” is more testable than “Ask the right expert.” Structured outputs make manager aggregation and handoff validation easier.
How to connect tools to an AI agent
Function tools and application-owned integrations
A function tool exposes a typed operation such as get_order_status or create_refund_request. Your application executes the function, enforces authorization, validates arguments, and returns a result. Give each agent only the functions required for its role, and separate read operations from actions that change data.

What MCP provides
The OpenAI Agents SDK documentation defines MCP this way: “MCP is an open protocol that standardizes how applications provide context to LLMs.” It is a standardized connection surface for tools and context, analogous in the same documentation to a USB-C port for AI applications. Read the current integration details in the OpenAI Agents SDK MCP documentation.
MCP does not decide which agent should act, grant appropriate permissions, or guarantee that a tool call is safe. Your orchestration layer still selects tools, applies filtering, requests approval where necessary, handles errors, and records traces.
Hosted versus local or remote MCP connections
The SDK guide distinguishes hosted MCP server tools, in which the Responses API calls a publicly reachable server, from local or remote MCP server connections using transports such as Streamable HTTP and HTTP with SSE. The correct setup depends on where the server runs and how it is exposed. Confirm transport and package support for the version you deploy.
Tool exposure checklist
- Allow-list: expose only the operations needed for the current agent and task.
- Schema: require typed arguments, enumerated values, and explicit identifiers.
- Identity: pass the end-user or service identity needed for authorization.
- Approval: pause before irreversible, financial, privacy-sensitive, or externally visible actions.
- Timeouts and retries: define limits in code rather than relying on model instructions.
- Result handling: return machine-readable status, errors, and provenance so the agent can respond accurately.
- Tracing: record tool name, arguments after redaction, latency, outcome, and the owning agent.
A practical implementation sequence
- Describe the user task. Write the desired outcome, required data, external side effects, and unacceptable outcomes. Mark predictable steps separately from steps requiring contextual judgment.
- Assign ownership. Decide which component owns the final answer, which component may authorize actions, and where the canonical conversation state lives.
- Build the smallest viable flow. Start with one agent or one manager and explicit code around it. Add a specialist only when a distinct instruction, tool, policy, or capability boundary improves the design.
- Choose manager or handoff. Keep a manager in control when it must synthesize bounded work. Transfer a branch when a specialist should own the interaction from that point.
- Define contracts. Specify each agent’s purpose, inputs, outputs, permitted tools, stopping conditions, and return or escalation path. Decide exactly which messages, summaries, and identifiers cross a boundary.
- Expose restricted tools. Use function tools or MCP. Select hosted or local/remote MCP transport according to deployment, then configure tool filtering, approval policies, caching, reusable prompts, metadata, and tracing as supported by your SDK version.
- Make predictable behavior explicit. Implement authentication, authorization, retries, timeouts, approval pauses, rollback, and maximum iteration counts in code. Return typed errors instead of asking a model to infer a failed operation.
- Instrument every transition. Trace route selection, prompts or summaries passed between agents, tool calls, approvals, handoffs, failures, and final ownership. Redact secrets and personal data in accordance with your logging policy.
- Review representative runs. Test ordinary, ambiguous, adversarial, slow, and unavailable-tool cases. Check whether specialists improve completion and whether another engineer can understand the resulting control flow from the traces.
This sequence is an implementation synthesis of the documented design choices; it is not a reported performance or reliability test.

Routing loops
Two agents can repeatedly hand work to each other when their boundaries overlap. Prevent this with an explicit owner field, a maximum handoff count, and a rule that a specialist must either return a structured result or escalate to a named destination.

Context loss at a handoff
Passing the entire transcript can exceed context limits or expose unnecessary data; passing too little can force the specialist to repeat questions. Transfer a compact, typed handoff packet containing user goal, verified identity or account reference, relevant facts, unresolved questions, prior tool results, and required response format.
Over-privileged tools
An agent may call an operation that is irrelevant to its role or unsafe for the user. Enforce permissions outside the prompt. Use separate credentials or policy scopes for read and write tools, and require approval for irreversible actions.
Silent tool failures
Do not turn a timeout or malformed response into a confident natural-language answer. Return a machine-readable failure status, let code decide whether to retry or fall back, and instruct the user what can happen next.
Untraceable model decisions
If a model chooses a route, store the route, available options, relevant context, and resulting action. Without that record, quality review cannot distinguish a bad policy, missing tool, misleading context, or model error.
Specialist sprawl
Every new agent adds prompts, interfaces, tests, traces, and approval surfaces. Periodically remove roles that do not create a measurable isolation or clarity benefit, and merge specialists whose contracts and permissions are effectively identical.
How to compare orchestration frameworks
Framework names are less important than the control surfaces they expose. The primary sources do not provide a current neutral feature matrix or pricing comparison across the OpenAI Agents SDK, LangGraph, and other frameworks, so no universal winner is established here. The OECD’s 2026 report lists LangChain, LangGraph, and other tools in an indicative landscape, but cautions that its evidence is not exhaustive and may omit proprietary developments. See the OECD 2026 report.
| Evaluation axis | Questions to answer | Evidence to request in a proof of concept |
|---|---|---|
| Control flow | Can you represent manager calls, handoffs, branches, loops, retries, and explicit code gates? | A trace showing a branch, a failed tool call, and a bounded retry |
| Workflow shape | Can dynamic tasks coexist with deterministic stages? | A workflow combining model routing with code-enforced prerequisites |
| Ownership and state | Which agent speaks, what state transfers, and how does execution resume? | A handoff with a typed context packet and a return path |
| Tool connectivity | How are function tools and required MCP transports exposed? | One read tool, one write tool, filtering, and an approval pause |
| Governance | Can you enforce tool allow-lists, policies, guardrails, identity, and approvals? | An unauthorized call blocked outside the model |
| Operations | Are traces, errors, caching, latency, and deployment behavior visible? | Correlated logs for agent, handoff, tool, and user request IDs |
| Testing | Can routes and contracts be evaluated independently? | Fixtures for ambiguous intent, unavailable tools, and malformed outputs |
Compare frameworks using the same workflow and failure cases rather than a feature checklist alone. A framework that makes a simple flow understandable may be a better operational choice than one that offers more abstractions but obscures ownership.

What current adoption figures do—and do not—show
The OECD’s 2026 report, using GitHub analysis and Stack Overflow’s 2025 developer survey, reports a 920% increase in GitHub repositories using agentic AI. That is an OECD analysis of repository activity, not a percentage of developers and not a forecast.
The same report says 64% of respondents identifying as data scientists, engineers, or analysts used agents primarily for data and analytics. The cited industry-purpose question included 12,307 respondents who reported using AI agent tools in their workflow and also answered that question. Other chart denominators were 31,890 respondents for the cited question and 28,443 and 28,826 for questions about privacy/security and accuracy concerns. These figures belong to the survey and report context; they should not be treated as a complete market census.
The OECD describes its evidence as indicative, limited, and sometimes self-reported. It may not capture every economy, developer community, or proprietary system. The report says software engineering was the most commonly named use among survey respondents and identifies tools such as LangChain and LangGraph in its survey-derived landscape.

Designing observability and governance
Trace the control plane
Capture a correlation ID from the user request through every agent run, handoff, tool call, approval, and final response. Record timestamps, selected route, agent version, tool name, outcome, retry count, and ownership changes. Redact credentials and sensitive payloads, and retain enough structured context to reproduce a decision without storing unnecessary personal data.
Measure more than final answers
- Route accuracy against a labeled set of intents or workflow states.
- Handoff completion and return-path rates.
- Tool success, timeout, validation-error, and authorization-denial rates.
- Approval frequency and time spent waiting for approval.
- Number of iterations, tokens, and latency per completed task.
- Percentage of runs requiring human escalation or recovery.
These are operational measures to instrument, not benchmark results established by the cited sources.
Keep policy outside the model where possible
Prompts can explain policy, but code should enforce identity, authorization, rate limits, financial ceilings, data boundaries, and irreversible-action approvals. Give each agent the minimum tool set and credentials necessary for its contract. A model can recommend an action; a policy layer should decide whether that action is permitted.
Frequently Asked Questions
Is multi-agent architecture required for an AI agent product?
No. Begin with one agent when it can perform the task with clear instructions and tools. Add specialists only when isolation of capability, policy, instructions, or traces materially improves the design.
When should an agent hand off to another agent?
Use a handoff when the receiving specialist should own the rest of that branch and potentially respond directly. If a central component must combine several specialist results or retain one consistent conversation owner, call specialists as bounded tools instead.
Can a manager and handoffs be used in the same workflow?
Yes. A manager can retain control for most requests and hand off a specific branch when domain ownership should transfer. Define the state packet, allowed tools, return path, and maximum transfer depth explicitly.
Does MCP choose the right tool or agent?
No. MCP standardizes how applications provide context and tools to language models. Routing, tool filtering, permissions, approvals, error handling, and tracing remain application responsibilities.
What is the difference between an MCP server and an agent?
An MCP server exposes tools or context through a protocol. An agent interprets instructions and context, decides among allowed actions, and produces or requests work. An agent may use an MCP server, but the server does not own the agent’s workflow.
Should all routing be handled by the language model?
No. Use model decisions for context-sensitive choices and explicit code for stable, high-impact, or audit-sensitive conditions. A hybrid design can let the model propose an allowed route while code validates prerequisites and authorization.
